一、目的:為管理本校職員差勤,特訂定本要點。 Article 1 Purpose: These directions are stipulated for the attendance management of the University’s staff members.
二、適用對象:本校編制內職員、校聘人員、專案工作人員、職務代理人、專任臨時組員、技工、工友、駐衛警察、新制助教及納入勤惰管理之舊制助教。 Article 2 These directions are applicable to the University’s staff members, project staff, deputy, officers, technical workers, maintenance workers, campus security guards, teaching assistants hired under the new system, and teaching assistants who were hired under the old system but have been included in the attendance management system.
三、辦公時間之規定: (一)每日工作時數為 8 小時,中午休息 1 小時,共計 9 小時;每週工作總時數為40小時;每週應有二日之休息。各單位如因業務需要,得以輪休或其他彈性方式行之。 (二)每日上班時間:自上午 8 時至下午 17 時,上下班前後得各彈性30分鐘(上午於07:30至08:30簽到上班;下午於16:30至17:30簽退下班)。 為免影響行政及教學,各單位至少應有1人上「固定彈性10分鐘上班時間」:自上午 8 時至下午 17 時,上下班前後得各彈性10分鐘(上午於07:50至08:10簽到上班;下午於16:50至17:10簽退下班)。 各單位如因業務實際需要,在不影響師生及同仁洽公、不降低行政效率、不變更每日上班時數加計休息時數須足 9 小時之原則下,得彈性調整所屬人員之上班時間,不受第1項第2款限制。 Article 3 Regulations on working hours: (1)Each employee shall work for 8 hours daily and have a 1-hour lunch break, for a total of 9 hours a day. The total working hours per week are 40 hours; each employee shall be granted 2 days off each week. Each unit of the University may implement shift work or other flexible approaches as required. (2)Daily working time: Each employee shall work during the period from 08:00 to 17:00, with a flexible time shift of 30 minutes (e.g., an employee may clock in between 07:30 and 08:30 and clock out eight hours later between 16:30 and 17:30). To ensure smooth administration and teaching activities under such a flexitime system, each unit shall have at least one employee who complies with a flexible time shift limited to 10 minutes (e.g., such an employee may clock in between 07:50 and 08:10 and clock out eight hours later between 16:50 and 17:10). For special needs, each unit is not restricted by Subparagraph 2 of Paragraph 1 and may adjust the working hours of its employees as long as its availability to teachers, students, and staff members is not affected, administrative efficiency is maintained, and the sum of working hours and break time remains 9 hours a day
四、上下班簽到退規定: (一)每日上、下班應至網路差假系統各簽到、簽退一次;上班提前到校者,最早於可上班起始時間往前30分鐘內簽到,但不列入上班工作時間;下班簽退,自可下班時間往後30分鐘內簽退,超過30分鐘緩衝時間者,須敘明延遲簽退原因,始得受理簽退。 (二)忘記簽到退、因公務無法簽到退或因網路無法連線等因素致未能簽到退時,事後應至網路差假系統填送「未簽到退申請單」,並經單位主管同意。 (三)上下班應於辦公處所內依實際到離校時間親自簽到退,若發現有代簽到退情事,或本人未到辦公處所前,以其他不符規定之方式簽到退(例如藉由遠端登入學校系統),經查證屬實,本人及代人簽到退者,依規定懲處。 Article 4 Regulations on clock-in and clock-out: (1) Each employee shall clock in and out once every day on arrival and departure from work. The clock-in time shall be no earlier than 30 minutes before the designated start time; however, this time period is not counted toward the working hours. The clock-out time shall be no later than 30 minutes after the designated finish time. Clock-outs made after the 30-minute buffer shall require a reason and will be reviewed before being approved. (2) Missed punches for reasons such as forgetting to clock in/out, being away from the University for business, or loss of Internet connection shall be reported by submitting a Missed Punch Application Form on the Online Attendance System for approval by the supervisor. (3) Each employee shall clock in and out of the office at the actual time of arrival and departure. For any instances of others clocking in or out for an employee or other practices that violate relevant regulations (e.g., remote login to the University’s clock-in/out system) without the employee actually being in the office at the clocked time found, penalties may be applied to the parties involved.
五、請假規定: (一)請假、出差或出國,應事先至網路差假系統辦理請假手續,經核准後始得離校;如因急病或緊急事故,可由同事或家屬親友代辦請假手續,但應同時告知單位主管(或計畫主持人)。 (二)半日請假: 1.上午請假:請假時間自上午 8 時至 12 時;當日下午之上班時間均自下午13時起,無實施彈性時間。 2.下午請假:請假時間自下午 13時至 17 時。 (三)按小時請假:依實際請假時數計算,不滿 1 小時者,以 1 小時計算。 (四)遲到或早退者,應依實際到校或離校時間辦理請假手續,以小時為單位,不滿 1 小時者,以 1 小時計算。 (五)上班期間暫離辦公室處理公務者,應填寫「公出登記簿」,經單位主管同意後始得離開。 Article 5 Regulations on leave of absence: (1)Please apply for leave (e.g., for business trips or trips abroad) through the Online Attendance System; an employee may leave the University once the application is approved. For sick leave or emergencies, an employee may ask their colleagues, family members, or friends to complete the leave application procedure on their behalf with additional notice provided to the employee’s supervisor (or principal investigator). (2)Half-day leave: a. Morning leave: The leave period starts from 08:00 to 12:00. An employee taking a half-day leave shall start work from 13:00 on the day and shall not apply flexible working hours. b. Afternoon leave: The leave period starts from 13:00 to 17:00. (3)Leave on an hourly basis: The length of leave is calculated according to the actual period of absence; leave of less than 1 hour shall be rounded up to 1 hour. (4)An employee who is late or leaves early shall apply for leave of absence according to the actual time of arrival at or departure from the University. The leave shall be applied on an hourly basis; any time less than 1 hour shall be rounded up to 1 hour. (5)An employee who needs to leave the office for business shall fill out the Errand Registration Book and ask for the supervisor’s approval before leaving.
六、加班規定: (一)各單位應嚴格管制加班,如確因業務需要,須在上班時間以外延長工作者,應由單位主管事先覈實指派,由加班之人員事先至網路差假系統填送加班申請單,並以小時為單位。 (二)加班時數上限、加班費及補休期限: 1.公務人員依公務員服務法第12條、行政院與所屬中央及地方各機關(構)公務員服勤實施辦法及各機關加班費支給辦法規定辦理。其他人員如依進用管理規定差假比照公務人員者,亦同。 2.適用勞基法人員,依「勞動基準法」之規定辦理。 Article 6 Regulations on overtime: (1) Each unit shall exert strict control over working overtime. If working overtime is required for a unit, the supervisor shall designate employees for the required overtime work, who shall then fill out and submit an Overtime Application Form on the Online Attendance System on an hourly basis. (2) Maximum amount of overtime hours, overtime payment and the term of compensatory leave: a. Overtime compensation for civil servants shall be processed in accordance with Article 12 of the Civil Servants Work Act, Regulations Governing Service by Civil Servants of the Executive Yuan and Its Subordinate Central and Local Government Agencies (Organizations), and Regulations for Overtime Pay of Government Agencies. The same shall apply to those take leave of absence equivalent to civil servants in accordance with the relevant provisions of recruitment. b. Overtime compensation for employees to whom the Labor Standards Act is applicable shall be applied in compliance with the Labor Standards Act.
七、其他規定: (一)中午休息時間如有開會或繼續處理公務之必要,由同仁自行調整當日休息時間或由單位主管視業務情況調整所屬人員輪流休息因應。 (二)同仁如有請假、出差、公出或出國情形,應落實職務代理,以維護洽公師生及同仁權益。 (三)辦公時間內應盡職負責,不得無故擅離職守。 (四)本校專案工作人員,如因業務需要派駐外地或無法使用本校網路差假系統簽到退者;或由單位自行建置系統(或紙本登錄)管理差假者,單位應依勞基法規定置備勞工出勤紀錄,並保存五年。如未依規定,致日後衍生勞資爭議或遭裁處罰鍰,應由單位主管(或計畫主持人)自行負責。 Article 7 Other regulations: (1)If meetings occur or working is necessary during a lunch break, the employees shall adjust their break time for the current day, or the supervisor shall arrange shifts among employees on the day as required to allow them to rest in turn. (2)If an employee is away on leave for a business trip, on errands, or travel abroad, a deputies shall be assigned to take over their responsibilities to enable the services originally provided by the absent employee to remain available to teachers, students, and other employees. (3)The employees shall be fully responsible for their job and shall not be absent without permission. (4)For project staff who are away from the University for the purpose of project, who cannot use the Online Attendance System to clock in and out, or who work for a unit that has its own attendance management system (or registration form), the unit they work for shall produce an attendance record of such staff in compliance with the Labor Standards Act and retain it for 5 years. The supervisor of such a unit (or principal investigator) shall be fully liable for all labor disputes or penalties incurred as a result of failure to comply with the regulations.
八、人事室應不定期抽查各單位人員實際出勤狀況,並將出勤紀錄陳請校長核閱。 Article 8 The Personnel Office shall spot-check the attendance of employees in each unit on a sporadic basis and present the obtained attendance records to the president of the University for review.
九、本要點如有其他未盡事宜,悉依本校現行差勤及相關法令規定辦理。 Article 9 For matters that have not yet been included in these directions, please refer to the University’s current attendance regulations and relevant legal regulations.
十、本要點經主管會報通過,校長核定後實施,修正時亦同。 Article 10 The directions shall be implemented after being reviewed by the Chief Administrators Council meeting and final approved by the NCKU president; any amendments to these directions shall be subject to the same procedure. |
