第一條 本辦法依國立成功大學研究人員聘任及升等辦法之規定訂定,以供生物科技中心(以下簡稱本中心)編制內專任研究人員聘任及升等之申請、推薦與審查作業依循之用。 Article 1 According to the Regulations to define the appointments and promotions of research fellows of National Chang Kung University, the regulations for Appointments and Promotions of Research Fellows of the Center for Bioscience and Biotechnology (the Center) are established to proceed with the application and recommendation for and the review of the appointments and promotions of participating (full-time) research fellows within the Center’s establishment.
第二條 本中心研究人員分研究員、副研究員、助理研究員等三級,與教師等級之比照: 研究員比照教授; 副研究員比照副教授; 助理研究員比照助理教授; 聘任資格如下: 一、研究員應具下列資格之一: (一)任大學副研究員三年以上成績優良,並有重要研究、服務成果或專門著作者。 (二)具有博士學位或其同等學歷證書,曾在大學或研究機構從事相關之研究工作八年以上,並有重要研究、服務 成果或專門著作者。 二、副研究員應具有下列資格之一: (一)任大學助理研究員三年以上,成績優良,並有重要研究、服務成果或專門著作者。 (二)具有博士學位或其同等學歷證書,曾在大學或研究機構從事相關之研究工作四年以上,並有重要研究、服務 成果或專門著作者。 三、助理研究員應具有下列資格之一: (一)任大學研究助理三年以上,成績優良,並有重要研究、服務成果或專門著作者。 (二)具有博士學位或其同等學歷證書,成績優良,並有專門著作者。 (三)具有碩士學位或其同等學歷證書,曾在大學或研究機構從事相關之研究工作四年以上,並有重要研究、服務 成果或專門著作者。 Article 2 Research fellows hired by this Center fall into three levels: (1) research fellows; (2) associate research fellows; and (3) assistant fellows, which are equivalent to that of faculties, i.e. a research fellow is equivalent to a professor, an associate research fellow is equivalent to an associate professor, and an assistant research fellow is equivalent to an assistant professor. The qualifications for appointment are as follows: 1.Qualifications for research fellows: (1)Associate research fellows of a university for three or more years with outstanding performance and important research/service achievements or professional publications. (2)Holders of a PhD degree or certificates of equivalent academic attainments with research experience at a university or a research institution for eight or more years and important research/service achievements, or professional publications. 2.Qualifications for associate research fellows: (1)Assistant research fellows of a university for three or more years with outstanding performance and important research/service achievements or professional publications. (2)Holders of a PhD degree or certificates of equivalent academic attainments with research experience at a university or a research institution for four or more years and important research/service achievements, or professional publications. 3.Qualifications for assistant research fellows: (1)Research assistants of a university for three or more years with outstanding performance and important research/service achievements or professional publications. (2)Holders of a PhD degree or certificates of equivalent academic attainments with outstanding performance and important research/service achievements, or professional publications. (3)Holders of a master’s degree or certificates of equivalent academic attainments with research experience at a university or a research institution for four or more years and important research/service achievements, or professional publications
第三條 本中心申請升等研究員者,應擔任副研究員3年以上,服務成績優良且有重要研究著作(含專業著作)。申請升等之著作須於申請前最近5年之資料。 Article 3 Research staff of this Center applying for a promotion to a research fellow shall have at least three years of experience as an associate research fellow with outstanding performance and important research publications (including professional publications). Publications used in the application shall be published within the last five years.
第四條 本中心申請升等副研究員者,應擔任助理研究員3年以上,服務成績優良且有重要研究著作(含專業著作)。申請升等之著作須於申請前最近5年之資料。 Article 4 Research staff of this Center applying for a promotion to an associate research fellow shall have at least three years of experience as an assistant research fellow with outstanding performance and important research publications (including professional publications). Publications used in the application shall be published within the last five years.
第五條 本中心之升等審查分為初審、外審及複審三階段,依序進行。各階段審查由本中心研究人員評審委員會(以下簡稱研評會)受理承辦。初審及複審會議須有研評會委員2/3以上人數出席始得開議。 Article 5 The review of an application for a promotion within this Center comprises three stages: preliminary evaluation, external evaluation, and final evaluation, taking place one after another. The Center’s Research Fellow Review Committee (the “Review Committee”) shall undertake each stage of the review. The preliminary and final reviews shall be attended by at least two thirds of all Review Committee members.
第六條 初審程序及施行要點: 一、研評會召集人必須在申請截止日 (4月30日) 後一週內召開研評會,研評會委員依據申請人之研究及服務作綜合評比 (評比標準依評分表規定),通過初審者必須取得研評會出席委員人數 2/3以上之贊同方可進入外審。 二、初審未獲通過者,次年可逕提外審。 Article 6 Guidelines for preliminary and final reviews. 1. The Review Committee convener shall convene a review committee meeting within one week after the closing date of applications (April 30). Review Committee members shall make a comprehensive rating (rating criteria are subject to the instructions in the rating sheet) of the applicant’s research and service performance. A successful candidate shall be approved by at least two thirds of the Review Committee members attending the Review Committee meeting prior to becoming eligible for the external review. 2. If the candidates didn’t pass the preliminary reviews, they will be eligible for the external review next year.
第七條 外審程序及施行要點: 一、外審主要為審查申請人在依本中心任務評分表其專業研究領域之能力、服務成果。 二、初審通過後,由研評會邀請外審評審委員四人 ,由國內外相關領域具有審核申請人專業能力之專家學者擔任。 三、申請人得申請至多兩位迴避外審評審委員,並詳述迴避理由,研評會召集人得決定是否迴避。 四、外審作業必須考慮給予審核委員充分審閱時間(二周內),外審作業由研評會召集人彙集申請人資料並統一發函送外審。 五、著作外審審查結果,三位審查人給予及格者為通過。著作外審成績滿分為100分,擬升等副研究員者,以75分為及 格,未達75分者為不及格;擬升等研究員者,以80分為及格,未達80分者為不及格。 六、若經申請人要求,研評會召集人須將外審意見匿名複印後交申請人參考。 Article 7 Procedures and guidelines for implementation of the external review. 1. An external review aims to evaluate the field-specific research capacity and service achievements of an applicant as reflected in the Center’s rating sheet. 2. After an applicant passes the preliminary review, the Review Committee shall invite four external reviewers who are experts or scholars in related areas of specialization from home and abroad to form the external review panel. 3. An applicant may apply for the avoidance of conflicts of interest of not more than two external reviews by specifying the reason(s) for avoidance. The Review Committee convener may decide on the need of avoidance. 4. The Review Committee shall give sufficient time (two weeks) for external reviewers to proceed with the review. The Review Committee convener shall gather the data of applicants and send them collectively to external reviewers. 5. In an external review, publications shall be approved by at least three external reviewers. The full score of the publication external review is 100 marks. The passing score shall be 75 marks for a promotion to an associate research fellow and 80 marks for a promotion to a research fellow post. 6. At the request of the applicants, the Review Committee convener may provide a photocopy of the comments of external reviewers in anonymity for their reference.
第八條 複審程序及施行要點: 一、復審由研評會委員參考初審、外審結果及申請人之研究及服務(含專業、品德、操守)作綜合考評。其考核以研究 (60%) 及服務 (40%)為評比標準,二項之平均分數皆須達70分以上,且各項評分達70分以上之委員人數至少須 出席委員半數以上始進行升等之投票,獲出席委員2/3以上之同意票者為決議通過,向非屬學院教評會推薦升等。 二、複審未獲通過者,次年可逕提複審。 三、申請人對審查結果有疑義時,得向非屬學院教師評審委員會提出書面申復。 Article 8 Procedures and guidelines for implementation of the final review. 1. At the final review, Review Committee members shall make a comprehensive review of the outputs from the preliminary and external reviews and the research and service performance (including expertise, character, and conduct) of applicants. The rating criteria shall be 60% for research performance and 40% for service performance. The average score of both shall at least be 70 marks. Each item with at least 70 marks shall be voted on by at least half of the Review Committee members attending the review. An applicant approved by at least two thirds of the Review Committee members attending the review shall be recommended for a promotion to the faculty review committee of other colleges. 2. Applicants failing in the present review may apply for a second time in the next year. 3. Applicants having doubts with the review results may make claims to the faculty review committee of other colleges.
第九條 所有與升等審查程序有關之研評會委員均不得與申請人有師生、計畫合作、共同著作或其他足以影響客觀立場之關係存在。 Article 9 Under no circumstances shall a Review Committee member involved with the review be the teacher-student situation, member of the same research team, co-author of a publication, and other roles in relation to the applicant to avoid impartiality.
第十條 審查相關人員必須謹守保密原則,不得私自洩露與審查程序相關之委員名單和審查意見。初審、外審、復審之結論由研評會召集人告知申請人。 Article 10 All members in relation to the review shall uphold the confidentiality principle and shall not disclose the names and comments of Review Committee members in relation to the review. The Review Committee convener shall inform applicants of the conclusion made at the preliminary, external, and final reviews.
第十一條 本辦法經本中心評議委員會會議通過後,經教務長提請校教師評審委員會核備後實施,修正時亦同。 Article 11 The Regulations shall be passed by the Center’s Review Committee and approved by the Faculty Review Committee through the vice president of the Office of Academic Affairs before taking effect. Any amendments shall be processed accordingly. |
