第一條 本辦法依國立成功大學研究人員聘任及升等辦法之規定訂定,以供生物科技中心(下稱本中心)編制內專任研究人員聘任及升等之申請、推薦與審查作業依循之用。 Article 1 According to the Regulations to define the appointments and promotions of research fellows of National Chang Kung University, the regulations for Appointments and Promotions of Research Fellows of the Center for Bioscience and Biotechnology (the Center) are established to proceed with the application and recommendation for and the review of the appointments and promotions of participating (full-time) research fellows within the Center’s establishment.
第二條 本中心研究人員分研究員、副研究員、助理研究員等三級,與教師等級之比照: 研究員比照教授; 副研究員比照副教授; 助理研究員比照助理教授; 聘任資格如下: 一、研究員應具下列資格之一: (一)任大學副研究員三年以上成績優良,並有重要研究、服務成果或專門著作者。 (二)具有博士學位或其同等學歷證書,曾在大學或研究機構從事相關之研究工作八年以上,並有重要研究、服務 成果或專門著作者。 二、副研究員應具有下列資格之一: (一)任大學助理研究員三年以上,成績優良,並有重要研究、服務成果或專門著作者。 (二)具有博士學位或其同等學歷證書,曾在大學或研究機構從事相關之研究工作四年以上,並有重要研究、服務 成果或專門著作者。 三、助理研究員應具有下列資格之一: (一)任大學研究助理三年以上,成績優良,並有重要研究、服務成果或專門著作者。 (二)具有博士學位或其同等學歷證書,成績優良,並有專門著作者。 (三)具有碩士學位或其同等學歷證書,曾在大學或研究機構從事相關之研究工作四年以上,並有重要研究、服務 成果或專門著作者。 Article 2 Research fellows hired by this Center fall into three levels: (1) research fellows; (2) associate research fellows; and (3) assistant fellows, which are equivalent to that of faculties, i.e. a research fellow is equivalent to a professor, an associate research fellow is equivalent to an associate professor, and an assistant research fellow is equivalent to an assistant professor. The qualifications for appointment are as follows: 1.Qualifications for research fellows: (1)Associate research fellows of a university for three or more years with outstanding performance and important research/service achievements or professional publications. (2)Holders of a PhD degree or certificates of equivalent academic attainments with research experience at a university or a research institution for eight or more years and important research/service achievements, or professional publications. 2.Qualifications for associate research fellows: (1)Assistant research fellows of a university for three or more years with outstanding performance and important research/service achievements or professional publications. (2)Holders of a PhD degree or certificates of equivalent academic attainments with research experience at a university or a research institution for four or more years and important research/service achievements, or professional publications. 3.Qualifications for assistant research fellows: (1)Research assistants of a university for three or more years with outstanding performance and important research/service achievements or professional publications. (2)Holders of a PhD degree or certificates of equivalent academic attainments with outstanding performance and important research/service achievements, or professional publications. (3)Holders of a master’s degree or certificates of equivalent academic attainments with research experience at a university or a research institution for four or more years and important research/service achievements, or professional publications
第三條 本中心申請升等研究員者,應擔任副研究員三年以上,服務成績優良且有重要研究著作(含專業著作)。申請升等之著作須於申請前最近五年之資料。 Article 3 Research staff of this Center applying for a promotion to a research fellow shall have at least three years of experience as an associate research fellow with outstanding performance and important research publications (including professional publications). Publications used in the application shall be published within the last five years.
第四條 本中心申請升等副研究員者,應擔任助理研究員三年以上,服務成績優良且有重要研究著作(含專業著作)。申請升等之著作須於申請前最近五年之資料。 Article 4 Research staff of this Center applying for a promotion to an associate research fellow shall have at least three years of experience as an assistant research fellow with outstanding performance and important research publications (including professional publications). Publications used in the application shall be published within the last five years.
第五條 本中心之升等審查初審,由本中心教師及研究人員評審委員會(下稱本會)受理承辦。初審會議須有研評會委員三分之二以上人員出席始得開議。 Article 5 The review of an application for a promotion within this Center preliminary evaluation. The Center’s Research Fellow Review Committee (the “Review Committee”) shall undertake each stage of the review. The preliminary reviews shall be attended by at least two thirds of all Review Committee members.
第六條 本會應於申請截止日(4月30日)後一週內召開,依申請人之研究及服務為綜合評比(評比標準依評分表規定),獲出席委員三分之二以上評定及格者,為通過初審,向非屬學院教評會推薦升等。 Article 6 The Review Committee convener shall convene a review committee meeting within one week after the closing date of applications (April 30). Review Committee members shall make a comprehensive rating (rating criteria are subject to the instructions in the rating sheet) of the applicant’s research and service performance. A successful candidate shall be approved by at least two thirds of the Review Committee members passed to the Faculty Review Committee through the Non-academic College.
第七條 本會委員審議案件時,有下列各款情事之一者,應自行迴避: 一、本人或其配偶、四親等內之血親或三親等內之姻親或曾有此關係,為當事人者。 二、與當事人曾有指導博士、碩士學位論文之師生關係者(學位論文指導教授)。 三、其他本人與當事人間有利害關係,經本會決議應予迴避。 本會委員審議案件認有前項以外之特殊事由應迴避時,得向本會申請迴避。 有具體事實足認本會委員就審議案件有偏頗之虞者,當事人得舉其原因事實向本會申請該委員迴避。 Article 7 A Committee member should file a recusal from a review meeting under one of the following circumstances: 1. A Committee member who is an applicant under review, a spouse or ex spouse of an applicant under review, who is related to an applicant under review by blood within the fourth degree of relationship or by marriage within the third degree of relationship, or who is involved in a conflict of interests with an applicant under review should make a recusal from the review of the application. The Committee shall formally exempt a recused member from the review process. 2. A Committee member who was a master’s thesis or doctoral dissertation advisor to the applicant under review. 3. A Committee member who is an interested party to the applicant under review shall make a recusal from the review upon resolution of the Committee. Under special circumstances that are not specified in the preceding rule, a Committee member may apply to the Committee to recuse himself/herself from any relevant review process. An applicant under review who considers a Committee member likely to be prejudiced to him or her may apply to the Committee with solid evidence to exclude the member in question from the case concerned. Applications specified in the preceding two paragraphs shall be decided by the Committee. The same shall apply in the case where the Committee considers that a Committee member should make a recusal but fails to do so or apply for recusal. A Committee member who serves as a member on faculty evaluation committees at two levels should review the same case based on the principle of recusal. S/he can only vote on the case in the Committee. Only when s/he fails to attend the Committee for some reason can s/he vote in the upper-level faculty evaluation committee. However, if the review case requires the member to submit an explanation, the Committee may ask the member to do so.
第八條 審查相關人員必須謹守保密原則,不得私自洩露與審查程序相關之委員名單和審查意見。本會就升等審查初審之決定,應敘明具體理由,並以書面告知送審人。送審人對升等審查結果有疑義時,得向非屬學院教師評審委員會提出書面申復。 Article 8 All members in relation to the review shall uphold the confidentiality principle and shall not disclose the names and comments of Review Committee members in relation to the review. The review of an application for a promotion within the Committee decides, Specific reasons should be stated, and the submitter should be informed in writing. Reviewers who disagree with the results of the preliminary review shall submit a written appeal to the c Non-academic College to the NCKU Faculty Evaluation Committee for ratification.
第九條 本辦法經本會會議通過後,報請非屬學院教師評審委員會核轉校教師評審委員會核定後施行,修正時亦同。 Article 9 The Regulations shall be passed by the Center’s Review Committee and approved by the Faculty Review Committee through the Non-academic College to the NCKU Faculty Evaluation Committee for ratification before taking effect. Any amendments shall be processed accordingly. |
