第 一 條 國立成功大學(以下簡稱本校)為提昇教師學術研究品質,並與其他學校、學術 研究機關(構)及研發單位進行學術交流,特訂定國立成功大學教授、副教授休 假研究辦法(以下簡稱本辦法)。

Article 1      The National Cheng Kung University Regulations Governing the Sabbatical Leave of Professors and Associate Professors (the Regulations) were formulated by National Cheng Kung University (hereinafter “the University”) for the purposes of enhancing the faculty’s quality of academic research and promoting academic exchange with other educational, academic, and research and development institutions.

第 二 條  本辦法所稱教授、副教授,指經教育部審查合格之編制內專任教授、副教授(以 下簡稱教師)。

Article 2      The professors and associate professors mentioned herein refer to full-time professors and associate professors (hereinafter referred to collectively as “teachers”), who the University employs in accordance with the table of organization approved by the Ministry of Education.

第 三 條  教授在本校或國內公立大學校院連續任專任教授七學期(年)以上,且在本校連 續服務滿四學期(年),得申請休假研究一學期(年)。副教授在本校連續任專 任副教授七學期(年)以上,得申請休假研究一學期(年)。 教授服務年資不足前述規定且於升等為教授後初次申請休假研究者得合併副教授

服務年資計算,惟其再次申請休假研究之服務年資應自返校後之新學期開始重行 起算。前述教授、副教授服務年資如合併計算休假研究時,則須以副教授應具備 之休假研究資格條件申請並審查。 申請休假研究一學年,可分段申請休假研究兩個學期。惟分段休假研究應同時申 請,並於第一段休假研究開始之日起二學年內完成,但因情況特殊經簽奉校長核 准者不在此限。 教授或副教授申請休假研究除須具有前述服務年資外,並須符合第四條所規定之 資格條件方得提出申請。

Article 3      Professors who have been a full-time professor at the University or other national or public universities for 7 consecutive semesters (or academic years) or more, and have served at the University for 4 consecutive semesters (or academic years), are entitled to 1 semester (or academic year) of sabbatical leave. Associate professors who have been a full-time associate professor at the University for 7 consecutive semesters (or academic years) or more are entitled to 1 semester (or academic year) of sabbatical leave. Professors whose years of service do not meet the abovementioned criteria may opt to include their years of service as an associate professor in their first application for sabbatical leave after being promoted to the status of professor; the calculation of years of service for their second application shall start from the new semester following their return to the University. Professors’ applications that include the years of service as an associate professor, as mentioned above, shall be filed in accordance with the application criteria for associate professors and reviewed as such.

A sabbatical leave that totals 1 academic year may be divided into two segments (semesters), but those two segments shall be applied for jointly and completed within 2 academic years starting from the commencement of the first segment, except for special cases approved by the President. Other than the abovementioned criteria for years of service, professors and associate professors applying for sabbatical leave must also meet the conditions specified in Article 4.

第 四 條  本校教授申請休假研究須具備最近三年內有著作(或作品)出版或於國內外著名 之學術性刊物公開發表論文,成績優良者之資格條件。 本校副教授申請休假研究須具有左列資格條件之一:

一  最近三年內曾獲得科技部研究計畫且擔任計畫主持人者。

二  最近三年內有著作出版或於國內外著名之學術性刊物公開發表論文五篇以 上,成績優良者。

三  最近三年內有三件以上創作或發明取得本國或其他國家專利者。

四  最近三年內有舉辦兩次以上個展,且展出之作品不重複者,送繳之資料須包 括:所舉辦個展之畫冊(或錄影帶、光碟)、公私立美術及展覽機構之展演、 典藏證明。

Article 4     Professors applying for sabbatical leave shall, in the past 3 years, have published books (or pieces of work), or have published papers in prestigious domestic or international academic journals. Associate professors applying for sabbatical leave shall meet at least one of the following criteria:

1.     Having been granted a research project sponsored by the Ministry of Science and Technology and served as principle investigator in the past 3 years.

2.     Having published books or at least five papers in prestigious domestic or international academic journals in the past 3 years.

3.      Having at least three innovations or inventions patented in Taiwan or other countries.

4.     Having held at least two solo exhibitions in the past 3 years, with no repetition of pieces on display. Catalogues (or video tapes or discs) of the exhibitions, as well as proofs of the works being displayed in or acquired by public or private art or exhibition venues, must be submitted.

第 五 條  有關休假研究年資之相關計算規定如下: 一  扣除年資:

(一)休假研究一學年者,扣除七年之年資;休假研究一學期者,扣除三年六 個月之年資。

(二)進修、研究、講學每一學期未在校授課者,扣除三年六個月之年資,但 下列情形之一者,不在此限:

1 在本校服務未滿三年六個月者,僅扣除其實際服務年資。

2 進修、研究、講學期間完全在寒暑假者,不予扣除。

  3 留職停薪、停聘、進修、研究、講學及休假研究等期間之年資,應予扣  除。前後年資視為連續。

  4 借調其他機關(構)並依規定鐘點返校授課且未支鐘點費者,折半計算

服務年資,折算後之年資最多以採計 2 年為限。借調前後年資視為連續。

(三)未於休假研究期滿返校三個月內繳交報告者,依其所逾期間扣除年資。 二  保留年資:得申請休假研究之服務年資合計超過申請應扣除之年資者,超過

部分得予保留併入下次申請休假研究時計算。

Article 5     The calculation of years of service for sabbatical leave shall follow the rules specified below:

1.     Deduction of years of service:

(1)  Seven years shall be deducted from the years of service of teachers who go on sabbatical leave for 1 academic year; 3 years and 6 months shall be deducted from the years of service of teachers who go on sabbatical leave for 1 semester.

(2)  Three years and six months shall be deducted from the years of service of teachers who go on leave to lecture, research, study, or train at other institutions, and thus do not open a class at the University for 1 semester. Teachers who meet one of the conditions listed below may be exempted from this rule:

i.                 Teachers having served in the University for less than 3 years and 6 months shall only have the actual duration of service deducted.

ii.               Teachers whose research, studying, or lecturing coincides with summer or winter breaks shall not have their years of service deducted.

iii.             The duration of leave without pay; having a contract with the University temporarily terminated; lecturing, research, studying, or training at other institutions; and sabbatical leave shall be deducted from teachers’ years of service. Years of service before and after such events are considered continuous.

iv.             Teachers who are temporarily on secondment to other institutions or agencies but still teach at the University in accordance with the required basic teaching hours without drawing hourly pay shall have half the time deducted. A maximum of 2 years may be deducted in this manner. Years of service before and after going on secondment are considered continuous.   

(3)  Teachers who fail to submit a report within 3 months of returning to the University shall have the submission delay duration deducted from their years of service.

2.  Retaining years of service: The years of service remaining after deductions have been made for sabbatical leave may be retained for later applications.

第 六 條   休假研究人數,每系(所)每學年不得超過該系(所)教授員額百分之十五、副 教授員額百分之五之合計人數,惟依上述規定計算後仍未達一人者,得以一人計, 當學年未申請使用之教授、副教授休假研究員額不予保留。系(所)合一者,應 合併計算。在不影響教學情形下,教授、副教授休假研究員額及上、下學期休假 研究員額可略作彈性調整分配。休假教師原擔任課程,由該系(所)相關教師分 任,不得因此增加員額。

Article 6     The number of a teachers in a department (or institute) going on sabbatical leave shall not exceed the sum of 15% of the department’s full complement of professors and 5% of the department’s full complement of associate professors, and the decimal part of the sum may be rounded up to a whole number. The quota unused during an academic year shall not be retained into the next academic year. For an institute affiliated with a department, the quota of its parent department is the quota for both the parent department and institute. The quota of teachers in a department (or institute) going on sabbatical leave and the proportions of teachers taking the leave in the first and second semesters may be suitably adjusted, provided that doing so would not hinder the teaching in the department (or institute). The courses taught by teachers on sabbatical leave shall be taken over by qualified teachers remaining in the department (or institute), and the department (or institute) shall not use sabbatical leave as an excuse to recruit new teachers.

第 七 條   本校於每年四月及十月辦理休假研究之申請,教師應提出研究計畫,並經三級教 師評審委員會審查通過。

各級教師評審委員會除審核申請教師之資格外,並應根據其對本校之貢獻及系

(科)所正常教學工作持續推動之需求擇優核准。 休假研究經核准後,如有變更或取消者,應於休假研究開始前,經行政程序簽奉 校長核准。

Article 7      The University accepts applications for sabbatical leave every April and October. Applicants shall submit a research plan, which is subject to review by all three levels of teacher evaluation committee.

All levels of teacher evaluation committee shall review the qualifications of applicants and base their decisions on applicants’ contribution to the University as well as the needs of applicants’ departments (or institutes) for maintaining normal teaching operations. Permission shall be granted to applicants with greater merits. Once permission has been granted, any request for plan changes or cancellation shall follow standard administrative procedures to seek the President’s approval before the leave begins.

第 八 條 休假研究期間應從事核准之學術研究工作,不得兼任行政主管職務或擔任與休假 研究計畫無關之專任工作,且未經核准不得在校外兼課;若在本校授課,不得再 支領鐘點費。

Article 8      Teachers on sabbatical leave shall pursue the approved academic research plan and not take a concurrent management position or full-time teaching position that is not related to the approved academic research plan. Furthermore, the teachers on leave shall not offer lectures at other institutions without the University’s permission. Teachers offering lectures at the University while on sabbatical leave shall not draw hourly pay.

第 九 條 教師休假研究期間以支領一份專任薪給為限,得由本校或其他學校、學術研究機 關(構)及研發單位發給。若其他學校、學術研究機關(構)及研發單位發給之 薪給未達教師現支薪給標準時,由本校補足差額。

Article 9      Teachers on sabbatical leave are allowed to draw salary from only one institution, which can be the University or another educational, academic, or research and development institution. If the salary offered by said educational, academic, or research and development institution falls short of a teacher’s current salary standard, the balance shall be compensated by the University. 

第 十 條  教師休假研究期滿返校服務,應於返校三個月內就從事之學術研究成果提出書面 報告,經系(所、科)、院主管核章,送人事室彙提本校教師評審委員會審議。 逾期未繳交報告者,所逾期間應予扣除休假研究年資。所提報告與原計畫不符者, 並須敘明充份理由。

Article 10    Teachers returning to the University at the end of sabbatical leave shall submit a report within 3 months about the achievements of the academic research plan. The report shall be submitted in print form for the review of department directors (or institutes) and colleges, who shall in turn submit the report to the Personnel Office for further review by the university-level teacher evaluation committee. Teachers who fail to submit the report on time shall have the duration of their submission delay deducted from their years of service, and teachers whose reports deviate from their original academic research plans are liable to provide a full explanation.

第十一條  凡經休假研究一學期(年)之教師,應返校服務滿兩學期(年),方得在國內、 外進修、研究(含休假研究)、講學。

Article 11    Teachers who have completed sabbatical leave lasting 1 semester (academic year) shall return to the University and serve 2 full semesters (academic years) before making applications for studying, research (including that pertaining to sabbatical leave), or lecturing at a domestic or foreign institution.

第十二條  教師具有下列情事之一者,不得申請休假研究: 一  於延長服務期間內者。

二  休假研究期限屆滿後,返校履行服務義務期間內者。

三   進修、研究、講學期限屆滿後,返校履行服務義務期間內者。因情況特殊, 經系(所)、院、校教師評審委員會通過,並陳奉校長核准者不在此限。

四   未依本辦法第十條規定提出報告或所提報告未經本校教師評審委員會審議通 過者。

五  最近一次教師評量未通過者。

六  其他經師評審會委員審議通過,處一定期間之停權措施者。

Article 12   Teachers who meet one of the conditions listed below are prohibited from applying for sabbatical leave:

1. Are in extended service.

2. Returning to the University to fulfill their obligation at the end of sabbatical leave.

3. Returning to the University to fulfill their obligation at the end of studying, research, or lecturing at other institutions. Special cases that have been permitted by department (institute)-, college-, and university-level teacher evaluation committees and the President may be exempted from this restriction.

4. Failing to submit a report as per Article 10 or the submitted report failing to gain the approval of the university-level teacher evaluation committee.

5. Failing to pass the latest review of a teacher evaluation committee.

6. Circumstances that lead to the teachers’ rights being suspended by the decision of a teacher evaluation committee.

 第十三條 本辦法經校務會議通過後施行,修正時亦同。

 Article 13        The Regulations and subsequent amendments shall be implemented upon approval of the University Council.
