國立成功大學校園停車空間廢棄車輛處理原則 Directions for Dealing With Discarded Vehicles on Campus Parking Spaces of National Cheng Kung University |

一、本校為有效清除處理校園停車空間廢棄車輛,維護校園景觀及道路暢通,依本校車輛行駛校區管制辦法第二十三條第一項第六款,訂定本廢棄車輛處理原則。 I. The Directions are established pursuant to Article 23, Paragraph 1 and Subparagraph 6 of the Regulations on the Control of Vehicles Driving on Campus at National Cheng Kung University to effectively eliminate discarded vehicles from the campus parking space of the university and protect the landscapes and unobstructed roads in the campus. II. Cars and motorcycles/scooters that meet one of the following requirements shall be deemed discarded vehicles referred to in the Directions: (1) Vehicles that are discarded by the owner or his/her deputy in writing. (2) Vehicles that are dirty, rusted, damaged, and have apparently lost their original performance. (3) Vehicles that have lost their original performance due to an accident or breakdown. (4) Other vehicles meeting the standards that the central competent authority of environmental protection defines and announces after consultation with the relevant agencies. Bicycles that meet one of the following requirements shall be deemed discarded vehicles referred to in the Directions: (1) Missing handles or seat cushion. (2) Missing one of the wheels or a seriously damaged tire. (3) Broken chain and serious rusting condition. (4) Other apparently unusable status. 三、本校廢棄車輛之查報、認定、移置、保管及清除作業,教職員工車輛部分由總務處事務組、秘書室駐警隊辦理,學生車輛部分由軍訓室辦理。 III. The reporting, identification, movement, custody, and elimination of the discarded vehicles on campus are the responsibilities of the General Service Division if they are discarded by the faculty, or the Military Training Division shall take the responsibility if they are discarded by a student. For discarded bicycles, the responsible units referred to in the previous paragraph shall post a control and reporting form and may move the bicycles to the centralized recycling site in the campus if they are not moved 2 weeks after the posting of such form, and shall post an announcement to urge recovery of the bicycles. Bicycles that are not picked up one month after the announcement shall be dealt with as follows: (1) The university may use the bicycles in priority for public welfare purposes. (2) Make them open to the faculty and all the students to claim in the first week after the start of a semester. (3) Give them to the environmental protection agencies for recycling purposes. 四、本校駐衛警察隊及各系館停車空間管理單位,應協助查報、勘查及認定其管轄區域內疑似廢棄車輛。 IV. The Campus Security Squad Division and the parking space management unit of each department, library, and museum shall assist with the reporting, investigation, and identification of suspected discarded vehicles in their respective responsible area. V. After the General Service Division of the Office of General Affairs and the Campus Security Squad Division have carried out the on-site investigation and identification of suspected discarded vehicles, they shall attach a notice of elimination to the body at a place that is easy to read. If the vehicles are not removed within 7 days after the date of notification,the Campus Security Squad Division shall move them to a specified place for temporary storage. 六、車禍事故車輛,除須檢驗、鑑定、或存證者外,應由車輛所有人限期清理,逾期未清理者,依前項處理原則辦理。 VI. In addition to inspection, appraisal, or preservation of evidence, vehicles to which an accident has occurred shall be removed by the owner within a specific time frame. The previous article shall apply if the vehicle is not removed within such time frame VII. Where the owner of a discarded vehicle claims his/her rights during movement of such vehicle in accordance with the regulations in the Directions and the right is proved true after the investigation, another time frame shall be specified for the owner to remove the vehicle. In case the vehicle is not moved within such time frame, the Campus Security Squad Division shall move it to a specified place for storage. VIII. The university uses its funds to pay the costs produced for movement of the discarded vehicles. Where the owner of a discarded vehicle claims his/her right during movement of such vehicle, the owner shall bear the costs for the movement. IX. The Directions and any amendments thereto shall take effect upon approval at the meeting of the Campus Traffic Management Committee. |
