 一、國立成功大學(以下簡稱本校)為落實身心障礙學生輔導,規劃辦理在校學習、生活輔導及支持服務,依特殊教育法第四十五條第二項及教育部補助大專校院招收及輔導身心障礙學生實施要點,設本校「特殊教育推行委員會」(以下簡稱特推會),並訂定本要點。

In accordance with Paragraph 2, Article 45 of the Special Education Act and the Ministry of Education Directions for Subsidizing Colleges and Universities for the Recruitment and Tutoring of Students with Disabilities, National Cheng Kung University (hereafter NCKU) has hereby established the NCKU Special Education Implementation Committee (hereafter the Committee) and formulated the Guidelines hereinafter to counsel students with disabilities and to plan and implement on-campus learning and life counseling and support services.

二、前點所稱身心障礙學生,係指具有本校學籍,並領有身心障礙證明(手冊),或經各級主管機關特殊教育學生鑑定及就學輔導會鑑定為身心障礙,且在學期間身心障礙證明文件未逾期者。

The "disabled students" mentioned in the preceding paragraph refer to those who are

current students of the University and have the Disability Card, or have been identified as mentally and physically disabled by the Committee Responsible for Identification and Placement of Gifted and Disabled Students and have a valid document of proof during the period of study.

三、本會任務如下:

(一)審查年度特殊教育工作計畫。

(二)督導特殊教育方案實施等相關事項。

(三)協助特殊教育學生鑑定等相關事項。    

(四)研擬特殊教育學生支持服務等相關事項。

(五)提供身心障礙招生及考試服務措施等相關建議。

(六)其他特殊教育及無障礙校園環境相關業務。

The duties of the Committee are as follows:

(1) To review the annual work plan for special education.

(2) To supervise the implementation of special education programs and other related matters.

(3) To assist the identification of gifted and disabled students and other related matters.

(4) To develop support services for gifted and disabled students and other related matters.

(5) To provide suggestions on measures of recruitment and examination for disabled students.

(6) Other matters related to special education and barrier-free campus environment.

四、本會置委員十三人,其中一人為主任委員,由學生事務長擔任;副主任委員一人,由學生事務長指定副學生事務長一人擔任。其餘委員十一人,由教務長、總務長、計算機與網路中心主任、圖書館館長、身心障礙學生導師代表二人、身心障礙教師代表二人及身心障礙學生代表三人組成。

前項導師代表及教師代表由學生事務長遴聘;身心障礙學生代表,由學生事務處心理健康與諮商輔導組(資源教室)推薦,陳請學生事務長聘任。

委員均為無給職,任期一年,依學年制產生,期滿得連任。

The Committee shall comprise 13 members, including the chairperson, undertaken by the Vice Prescient for Student Affairs; the vice-chairperson, undertaken by an Associated Vice President for Student Affairs and appointed by the Vice President of Student Affairs; the Vice President for Academic Affairs; the Vice President for General Affairs; the Director of Computer & Network Center; the University Librarian; two representatives from mentors of students with disabilities; two representatives from professors with disabilities; and three representatives from students with disabilities.

The mentor and professor representatives are selected by the Vice President for Student Affairs; the student representatives are recommended by the Counseling and Wellness Services Division of the Office of Student Affairs and then selected by the Vice President for Student Affairs.

All the members are unpaid, serve for 1 year, are selected for each academic year, and may serve for consecutive terms upon expiration.

五、本會為業務推展,置執行秘書一人,由學務處心理健康與諮商輔導組組長兼任,本會下設各小組:

(一)特殊教育小組:身心障礙學生特殊教育相關事項,由學務處資源教室負責擬定及執行。

(二)無障礙環境小組:校園無障礙環境與設施等相關事宜,由總務處負責統籌規劃及執行。

(三)無障礙資訊小組:學校無障礙資訊網頁系統的設置等相關事宜,由計算機與網路中心規劃及執行。

(四)教務小組:身心障礙生選課、招生及提供身心障礙學生考試適當服務措施等相關事宜,由教務處負責協調及執行。

The Director of the Counseling and Wellness Services Division serves as the secretary of the Committee. The Committee consists of the following panels:

(1) Special education team: The Counseling and Wellness Services Division (resource classroom) of the Office of Student Affairs is responsible for formulating and implementing matters related to special education for disabled students.

(2) Barrier-free campus environment team: The Office of General Affairs is responsible for overall planning and implementation of barrier-free environment and facilities on campus.

(3) Accessibility information team: The Computer and Network Center is responsible for planning and implementation of the accessibility information system and other related issues.

(4) Academic team: The Office of Academic Affairs is responsible for coordinating and implementing courses selection, recruitment and examination services for disabled students.

六、本會每學期至少應召開一次,必要時,得召開臨時會議。本會由主任委員召集,並擔任主席;主任委員未能出席時,由副主任委員擔任主席;主任委員及副主任委員均未能出席時,由出席委員互推一人擔任主席。

The Committee shall meet at least once a semester and may hold interim meetings if necessary. The Committee is convened and chaired by its chairman. In the absence of the chairman, the vice chairman shall serve as chairman. In the event that neither the chairman nor the vice chairmen are present, the members present shall elect one from among themselves to serve as chairman.

七、本會非有過半數之委員出席,不得開會;非有出席委員過半數之同意,不得議決;可否同數時,由主席裁定之。

The Committee shall not meet unless more than half of its members are present. No

decision shall be made without the consent of more than half of the members present. The chairman shall make the decision if the affirmative and negative votes are equal.

八、本會得邀請特殊教育專家、相關學者、校內相關行政人員及本校身心障礙生家長代表列席,校外學者專家得依規定支領出席費。

The Committee may invite experts and scholars on special education, administrators and parents of disabled students of the University to attend the meeting. Attendance fees may be paid by outside scholars and experts in accordance with regulations.

九、本要點如有未盡事宜,悉依特殊教育法、教育部補助大專校院招收及輔導身心障礙學生實施要點及相關法令規定辦理。

If there are any matters not covered herein, they shall be handled in accordance with the Special Education Act, the Ministry of Education Directions of Recruiting and Counselling Students with Physical and Mental Disabilities and relevant laws and regulations.

十、本要點經行政會議通過後實施,修正時亦同。

The Guidelines and any revision thereof shall be approved and implemented through the Administrative Meeting.
