 一、國立成功大學(以下簡稱本校)為落實身心障礙學生輔導,規劃辦理在校學習、 生活輔導及支持服務,針對身心障礙學生個別特性及學習需求,特依教育部補助大專校院招收及輔導身心障礙學生實施要點設「特殊教育推行委員會」(以下簡稱特推會),並訂定本要點。

In order to implement the tutoring for disabled students, plan for learning, living in school counseling and support services that meet the needs of disabled students, National Cheng Kung University (hereinafter referred to as the "University") establishes a Special Education Implementation Committee (hereinafter referred to as the "Committee") and these directions in accordance with the Ministry of Education Directions of Recruiting and Counselling Students with Physical and Mental Disabilities.

二、前點所稱身心障礙學生,係指具有本校學籍,並領有身心障礙證明(手冊),或經各級主管機關特殊教育學生鑑定及就學輔導會鑑定為身心障礙,且在學期間身心 障礙證明文件未逾期者。

The "disabled students" mentioned in the preceding paragraph refer to those who are current students of the University and have the Disability Card, or have been identified as mentally and physically disabled by the Committee Responsible for Identification and Placement of Gifted and Disabled Students and have a valid document of proof during the period of study.

三、本會任務如下:

(一)審查年度特殊教育工作計畫。

(二)督導特殊教育方案實施等相關事項。

(三)協助特殊教育學生鑑定等相關事項。

(四)研擬特殊教育學生支持服務等相關事項。

(五)提供身心障礙招生及考試服務措施等相關建議。

(六)其他特殊教育及無障礙校園環境相關業務。

The duties of the Committee are as follows:

(1) To review the annual work plan for special education.

(2) To supervise the implementation of special education programs and other related matters.

(3) To assist the identification of gifted and disabled students and other related matters.

(4) To develop support services for gifted and disabled students and other related matters.

(5) To provide suggestions on measures of recruitment and examination for disabled students.

(6) Other matters related to special education and barrier-free campus environment.

 

 四、本會置委員十三人,其中一人為主任委員,由學生事務長擔任;副主任委員一人,由學生事務長指定副學生事務長一人兼任。其餘委員十一人,由教務長、總務長、 計算機與網路中心主任、圖書館館長、身心障礙學生導師代表二人、身心障礙教師代表二人、身心障礙學生代表三人,共同組成。任期一年,均為無給職,連聘得連任。

The Committee consists of 13 members. The Vice President for Student Affairs is the member and serves as the chairman of the Committee. The Vice President for Student Affairs appoints the Associate Vice President for Student Affairs to be the deputy chairman of the Committee. The other 11 members are composed of the Vice President for Academic Affairs, the Vice President for General Affairs, the Director of Computer and Network Center, the University Librarian, two representatives of disabled students' tutors, two representatives of disabled teachers and three representatives of disabled students. The term of office of the committee member is one year. Members are not paid and can be reappointed.

     前項導師代表與教師代表由學生事務長遴聘;身心障礙學生代表由學生事務處心 理健康與諮商輔導組(資源教室)推薦,陳請學生事務長聘任。

The tutor and teacher representatives referred to in the preceding paragraph are selected and appointed by the Vice President for Student Affairs. Representatives of disabled students are recommended by the Counseling and Wellness Services Division (resource classroom) of the Office of Student Affairs and appointed by the Vice President for Student Affairs

五、本會為業務推展,置執行秘書一人,由學生事務處心理健康與諮商輔導組組長兼 任,本會下設各小組:

(一)特殊教育小組:身心障礙學生特殊教育相關事項,由學生事務處心理健康與 諮商輔導組(資源教室)負責擬定及執行。

(二)無障礙環境小組:校園無障礙環境與設施等相關事宜,由總務處負責統籌規 劃及執行。

(三)無障礙資訊小組:學校無障礙資訊網頁系統的設置等相關事宜,由計算機與 網路中心規劃及執行。

(四)教務小組:身心障礙生選課、招生及提供身心障礙學生考試適當服務措施等

相關事宜,由教務處負責協調及執行。

The Director of the Counseling and Wellness Services Division serves as the secretary of the Committee. The Committee consists of the following panels:

(1) Special education team: The Counseling and Wellness Services Division (resource classroom) of the Office of Student Affairs is responsible for formulating and implementing matters related to special education for disabled students.

(2) Barrier-free campus environment team: The Office of General Affairs is responsible for overall planning and implementation of barrier-free environment and facilities on campus.

(3) Accessibility information team: The Computer and Network Center is responsible for planning and implementation of the accessibility information system and other related issues.

(4) Academic team: The Office of Academic Affairs is responsible for coordinating and implementing courses selection, recruitment and examination services for disabled students.

 六、本會每學期至少應召開一次,必要時,得召開臨時會議。本會由主任委員召集,並擔任主席;主任委員未能出席時,由副主任委員擔任主席;主任委員及副主任 委員均未能出席時,由出席委員互推一人擔任主席。

The Committee shall meet at least once a semester and may hold interim meetings if necessary. The Committee is convened and chaired by its chairman. In the absence of the chairman, the vice chairman shall serve as chairman. In the event that neither the chairman nor the vice chairmen are present, the members present shall elect one from among themselves to serve as chairman.

七、本會非有過半數之委員出席,不得開會;非有出席委員過半數之同意,不得議決; 可否同數時,由主席裁定之。

The Committee shall not meet unless more than half of its members are present. No decision shall be made without the consent of more than half of the members present. The chairman shall make the decision if the affirmative and negative votes are equal.

八、本會得邀請特殊教育專家、相關學者、校內相關行政人員及本校身心障礙生家代表列席,校外學者專家得依規定支領出席費。

The Committee may invite experts and scholars on special education, administrators and parents of disabled students of the University to attend the meeting. Attendance fees may be paid by outside scholars and experts in accordance with regulations.

九、本要點如有未盡事宜,悉依特殊教育法、教育部補助大專校院招收及輔導身心障礙學生實施要點及相關法令規定辦理。

If there are any matters not covered herein, they shall be handled in accordance with the Special Education Act, the Ministry of Education Directions of Recruiting and Counselling Students with Physical and Mental Disabilities and relevant laws and regulations.

十、本要點經主管會報通過後實施,修正時亦同。

These directions shall be implemented upon approval of the Administrative Council meeting and shall be amended in the same manner.
