一、國立成功大學(以下簡稱本校)為推動性別平等教育,營造無性別歧視教育環境,建立安全和諧校園,特依「性別平等教育法」(以下簡稱性平法)第六條,設性別平等教育委員會(以下簡稱本委員會),並訂定本要點。 1. In order to promote gender equity, ensure a learning environment free of gender discrimination, and create a safe, harmonious campus, National Cheng Kung University (hereinafter "the University") hereby establishes the Gender Equity Education Committee (hereinafter "the Committee") in accordance with Article 6 of the Gender Equity Education Act (hereinafter "the Act").
二、本委員會任務如下: (一)統整本校各單位相關資源,擬訂性別平等教育實施計畫,落實並檢視其實施成果。 (二)規劃或辦理學生、教職員工及家長性別平等教育相關活動。 (三)研發並推廣性別平等教育之課程、教學及評量。 (四)研擬性別平等教育實施與校園性侵害性騷擾及性霸凌之防治規定,建立機制,並協調及整合相關資源。 (五)調查及處理與性平有關之案件。 (六)規劃及建立性別平等之安全校園空間。 (七)推動社區有關性別平等之家庭教育與社會教育。 (八)其他關於學校或社區之性別平等教育事務。 2. The duties of the Committee are as follows: 1. Integrate all relevant resources across University offices/departments, draft and implement gender equity projects, and review project outcomes. 2. Plan and implement activities promoting gender equity to educate students, instructors, staff, and parents. 3. Research, develop, and implement curriculum, lessons, and assessments in line with gender equity education. 4. Develop and implement regulations on gender equity education and prevention of sexual assault, sexual harassment and sexual bullying on campus. Establish mechanisms to coordinate and integrate all relevant resources. 5. Investigate and process cases pertinent to gender equity. 6. Plan and establish a safe, gender-fair campus. 7. Promote gender equity values at the community level through family and social education programs 8. Manage any other matters related to gender equity education in the University or local community.
三、本委員會置委員21人,由校長、學生事務長、教務長、總務長、人事室主任、教師代表10人、職工代表2人、學生代表3人及校內外專家學者1人組成之。委員任期一年,連選得連任。 本委員會由校長擔任主任委員;主任秘書擔任執行秘書,綜理執行本委員會事務;並置副執行秘書1人,襄助執行秘書處理會務,由執行秘書推薦經校長同意後派兼之。本委員會每學期至少開會一次。 3. This Committee is to consist of 21 members which shall include the University president, the vice president of student affairs, the vice president of academic affairs, the vice president of general affairs, the chief personnel officer, ten University instructors, two staff members, three student representatives, and one expert scholar. The University president is to serve as the Committee chairperson, and the chief secretary is to serve as the Committee executive secretary overseeing Committee affairs. An appointed deputy executive secretary, recommended by the executive secretary and approved by the University president, is to assist the executive secretary. Committee members serve for a one-year term and are eligible for re-election. At least one meeting must be convened per semester.
四、本委員會教師代表宜自婦女性別教育、社會、法律、心理及醫療等相關領域專長教師中,由校長優先遴聘之;學生代表由學生會產生;職員代表由人事室推薦;技工代表由總務處推薦;校內外專家學者由執行秘書推薦產生,報請校長聘任之。 考量性別均衡原則,女性委員名額不得少於委員總數二分之一。 4. When selecting University instructors to serve on the Committee, the University president should choose experts in fields such as women's gender education, sociology, law, psychology, and health care. Student representatives on the Committee are to be selected by the University's student association. There is to be a staff member recommended by the Personnel Office, a maintenance staff member recommended by the Office of General Affairs, and an expert scholar recommended by the executive secretary. The expert scholar does not have to be from the University. All Committee members should be approved and officially appointed by the University president.
In order to ensure balanced representation within the Committee, no less than 50% of Committee members should be women.
五、為策劃與推動本校性別平等教育相關業務,本委員會依任務需求,分為: (一)行政組:由執行秘書擔任召集人,本委員會行政辦公室與人事室為主責單位。 (二)教學組:由教務長擔任召集人,教務處與通識教育中心為主責單位。 (三)防治組:由學生事務長擔任召集人,本委員會行政辦公室與學生事務處為主責單位。 (四)校園安全組:由總務長擔任召集人,總務處與駐衛警察隊為主責單位。 5. The Committee is to form the following working groups dedicated to managing gender equity-related matters: (1) Administrative team: The Committee administrative and personnel offices are responsible for this team. The executive secretary serves as the convener. (2) Academic team: The Office of Academic Affairs and Center for General Education are responsible for this team. The vice president of academic affairs serves as the convener. (3) Prevention team: The Committee administrative office and Office of Student Affairs are responsible for this team. The vice president of student affairs serves as the convener. (4) Campus Security team: The Office of General Affairs and campus security are responsible for this team. The vice president of general affairs serves as the convener.
六、本委員會各組之職掌如下: (一)行政組 1.檢視本校性別平等教育相關政策法規。 2.提出本校校園性侵害性騷擾或性霸凌防治辦法修訂案。 3.執行本委員會會務行政相關事宜。 4.督導考核各組性別平等教育相關工作之實施。 5.彙整本校性別平等教育年度計畫、預算及評估實施成效。 6.規劃或辦理教職員工性別平等教育相關活動。 7.其他性別平等教育之綜合性事務。 6. The duties of each Committee team are as follows: (1) Administrative Team 1. Review all gender equity-related policies and regulations established by the University. 2. Propose necessary revisions to prevention measures for campus sexual assault, sexual harassment, and sexual bullying. 3. Carry out the administrative affairs of the Committee. 4. Supervise and evaluate each Committee team's implementation of gender-equity measures. 5. Draft annual gender equity education projects and budgets; assess project outcomes. 6. Organize gender equity education events/activities for instructors and staff. 7. Manage any other general matters related to gender equity education.
(二)教學組 1.統籌、研發、規劃並落實本校性別平等教育之課程與教學研究。 2.依據學生教學評量回饋評鑑本校性別平等教育之課程與教學實施成效。 3.其他有關性別平等教育之課程與教學事務。 (2) Academic Team 1. Coordinate, research, develop, and implement gender equity courses and academic research. 2. Utilize student feedback to evaluate the outcomes of gender equity courses. 3. Manage any other curriculum or academic matters related to gender equity.
(三)防治組 1.擔任本校校園性平事件申請調查或檢舉之收件窗口。 2.提供本校校園性侵害性騷擾或性霸凌事件處置之諮詢服務。 3.規劃校園性別平等教育宣導工作。 4.其他有關校園性侵害性騷擾或性霸凌防治之相關事務。 5.本組中三位以上委員組成事件處理小組,審查是否受理申請調查或檢舉;認定應受理時,應決定是否成立調查小組調查。決定調查時,由事件處理小組推薦調查小組委員名單並簽請校長核定之。 (3) Prevention Team 1. Process investigation applications and/or complaints related to campus gender equity incidents. 2. Advise appropriate action in response to incidents of sexual assault, sexual harassment, and sexual bullying on campus. 3. Organize campus-wide campaigns to promote gender equity. 4. Manage all other affairs related to preventing sexual assault, sexual harassment, and sexual bullying on campus. 5. Assign three members of the prevention team to serve on an incident response team. The incident response team is in charge of reviewing investigation applications/complaints of gender equity-related incidents on campus. If an application is accepted for processing, the incident response team must decide whether or not an investigation team is required; if so, investigation team members are to be nominated by the incident response team and then approved and officially appointed by the University president.
(四)校園安全組 1.規劃、維護及改善校園環境友善安全設施。 2.舉辦校園安全檢視成果說明會。 3.其它有關性別平等教育之校園安全事項。 (4) Campus Security Team 1. Organize, maintain, and improve the quality of welcoming, safe campus facilities. 2. Publicly report campus security evaluation results. 3. Manage all other campus security affairs related to gender equity.
七、本委員會行政事務,應指定專人專責辦理;各組之主責單位,應指定人員兼辦該單位有關性別平等之業務,並建立完整資料檔案。 7. Committee administrative affairs are to be handled by a designated staff member. Each team is also to appoint a designated staff member to manage team-level administrative affairs and keep comprehensive records.
八、本要點如有未盡事宜,悉依「性別平等教育法」規定辦理。 8. Any matters not specified in these Guidelines shall be addressed in accordance with the regulations of the Gender Equity Education Act.
九、本要點經校務會議通過後實施,修正時亦同。 9. These Guidelines and its amendments take effect after being approved by the University Council. |
