一、   國立成功大學(以下簡稱本校)為激勵職工之工作士氣,以提升服務品質及工作績效,特訂定本要點。

1.   To increase work morale among staff members and workers, as well as improve service quality and work performance, National Cheng Kung University (NCKU) established the NCKU Guidelines for the Selection and Praise of Outstanding Staff Members and Workers (hereinafter “these Guidelines”).

二、本要點適用對象為辦理校務基金自籌業務著有績效之本校職員、新制助教、駐警人員、技工、事務助理、校聘人員及辦理行政業務之專案工作人員。

2.    These Guidelines apply to NCKU staff members handling the self-generated income of the university endowment fund, new-scheme teaching assistants, campus security guards, technical workers, administrative assistants, contract employees, and project staff handling administrative affairs.

三、符合第二點規定之人員須品行優良且於選拔前一年內在本校具有下列各款事蹟之一者,得選拔為本校績優職工候選人:

(一) 研訂重要計畫或方案、法規,經採行對校務確有貢獻者。

(二) 執行本校重要政策、計畫,具有優良成效者。

(三) 對主管業務,提出具體方案或改進措施,經採行認定確有績效者。

(四) 辦理重要業務,規劃周密,主動積極,克服困難,達成任務,有具體事蹟者。

(五) 工作努力,曾獲一次記功二次以上,或累積達記功二次以上之獎勵者。

(六) 對儀器、設備之維護、改良,減少損害,節省公帑,或提高教學研究或行政效率者。

(七) 對本職業務或與本職有關學術,研究發展,其成果(含作品、著作等)經權責機關或學校審查,並頒給獎勵者。

(八) 搶救重大災害或消弭重大意外事故,處置得宜,對維護生命財產有貢獻者。

(九) 其他特殊優良事蹟,足為本校同仁之楷模者。

3.     To become a candidate for NCKU’s award for outstanding staff members and workers, individuals specified in Article 2 must be well-behaved and have achieved one of the following 1 year before candidate selection:

(1) Developed critical plans, solutions, or regulations that contribute to the management of school affairs.

(2) Implemented critical policies and projects with excellent performance.

(3) Proposed specific solutions or improvement measures for business they were in charge of with favorable outcomes after adoption.

(4) Overcame difficulties and accomplished their tasks when handling critical business with meticulous planning, a proactive attitude, and substantial deeds.

(5) Worked hard and been granted at least two merits at once or on several occasions.

(6) Maintained and modified instruments and equipment with reduced damage and cost or improved teaching research or administrative efficiency.

(7) Contributed to academia, research, or development of business pertaining to their profession or field of study with outcomes (including works and publications) being recognized and awarded after a review by a competent authority or school.

(8) Controlled a major disaster or avoided a major incident in advance with appropriate management, thereby contributing to the protection of life and property.

(9) Demonstrated other achievements that set an example to their NCKU counterparts.

四、選拔當年度人選確定前三年內,曾受刑事、懲戒處分、彈劾、糾舉或平時考核受申誡以上之處分,不得為績優職工候選人。

4.    If an individual has been subject to a criminal disposition, penalty, impeachment, or censure, or been disciplined with a reprimand or worse punishment determined by regular performance evaluation 3 years prior to an annual selection, he/she shall be ineligible to be a candidate of outstanding staff members and workers.

五、選拔程序及辦理方式:

(一) 本校績優職工之選拔每年辦理一次,表揚名額以第二點規定之人數8%為上限,其中行政與教學(含研究)單位之名額,依其人數比例計算。

表揚人員以最近五年內未曾獲選本校績優職工者為優先。

(二)各一級單位(含所屬單位)得推薦符合第二點規定之人數,以12%為上限,餘數不計;惟可推薦人數不足1人者,以1人計。

(三)各單位應本嚴正、周密、寧缺毋濫之原則負責推薦,並填具「績優職工選拔優良事蹟表」連同有關優良事蹟證件資料,送人事室彙辦。

(四) 各一級單位推薦之人選,由本校組成「績優職工評審委員會」(以下簡稱評審會)辦理評審,並簽陳校長核定。

(五) 獲獎人如符合教育部與所屬機關(構)學校模範公務人員選拔作業要點規定者,由本校依評選結果擇優推薦參加教育部模範公務人員之選拔。

5.  Selection process and methods:

(1) Selection of NCKU’s outstanding staff members and workers is hosted once a year. The highest number of selected individuals shall not exceed 8% of the number of individuals specified in Article 2; quotas for administrative and teaching (including research) units shall be determined according to their staff numbers. Staff members and workers who have not been awarded within the last 5 years are prioritized.

(2) Each first-level unit (and its affiliated unit(s)) may recommend qualified candidates whose identity complies with Article 2. These candidates shall account for no more than 12% of all staff of the unit with the remainder being excluded; any quota of less than one individual shall be counted as one individual.

(3) Each unit shall recommend candidates meticulously under the principle of quality over quantity, complete the form titled “Achievements of Candidates of Outstanding Staff Members and Workers” with documents of proof attached, and submit the completed form to the Personnel Office.

(4) Candidates recommended by each first-level unit are reviewed by the Outstanding Staff Members and Workers Review Committee (hereinafter “the Committee”) established by NCKU; the selected awardees shall be ratified by the president.

(5) Among the awardees who meet the requirements specified in the Guidelines for Selecting Model Civil Servants of the Ministry of Education and its Affiliated Authorities and Schools, NCKU shall, in accordance with the review results, recommend some of them with exceptional performance for the selection of model civil servants hosted by the Ministry of Education.

六、評審會每年於開會前組成,置委員13人,以下列方式組成:

(一) 當然委員2人:主任秘書、人事室主任。並由主任秘書擔任召集人兼主席。

(二) 指定委員5人:由校長就本校一級單位主管指定之(行政單位2人,教學及研究單位3人)。

(三) 票選委員6人:由符合第二點規定之人員中票選產生。

各一級單位至多僅能有1名委員。

票選委員如為績優職工候選人時,應自行迴避。

評審會應有全體委員三分之二以上出席,始得開會;出席委員三分之二以上同意始得決議。

6.      The Committee is established prior to the candidate review meeting every year and comprises the following 13 members:

(1) Two ex officio members, namely the chief secretary and Personnel Office director. The chief secretary shall serve as the convenor and chairperson;

(2) Five designated members. The president shall appoint two and three supervisors of administrative offices and academic departments, respectively; and

(3) Six elected members whose identity meets the definition specified in Article 2.

Each first-level unit can have only one committee member.

Any elected members who are concurrently the candidate of the year shall excuse themselves from the review session.

A review session shall have more than two-thirds of all members in attendance; a resolution shall require the consent of at least two-thirds of all members present at the meeting.

七、經核定為本校績優職工者,由校長於本校公開集會中頒給獎狀乙幀,並得視校務基金自籌業務收入情形,酌給工作酬勞或下列獎勵,惟同時獲選為教育部模範公務人員者,不再重複給予獎勵:

(一) 適用行政獎勵之職工(職員、駐警人員、技工、事務助理及校聘人員):記功1次。

(二) 不適用行政獎勵之職工(新制助教):公假3天。

前項人員優良事蹟,除登載於個人人事資料並作為考核及升遷之參考外,另送由校刊登載,以資表彰。

7.    Selected NCKU outstanding staff members and workers are publicly presented with a certificate by the president at a school gathering and may, according to the university endowment fund of the year in question, receive a payment or reward as specified in the following two subparagraphs:

        (1) A merit (applicable to administrative staff and workers, namely staff members, campus security guards, technical workers, administrative assistants, and contract employees); or

        (2) additional official leave of 3 days (applicable to new-scheme teaching assistants).

        The outstanding performance of selected individuals specified in the last paragraph is documented in their human resource profiles and serves as an indicator for performance evaluation and promotion. Moreover, outstanding performance shall be published in the college newspaper to honor the individuals.

However, those who are concurrently recognized as model civil servants of the Ministry of Education shall not be rewarded again.

八、本要點經行政會議通過後實施,修正時亦同。

8.     These Guidelines shall be implemented upon approval at an administrative meeting. Any amendments shall be processed accordingly.
