第一條  國立成功大學(以下簡稱本校)為有效運用管理校務基金,以提高治校績效並達成各界人士對本校之期許,特依本校

              組織規程第八條規定,設置「國立成功大學財務處」(以下簡稱本處)。

Article 1  To effectively use and manage the endowment fund to improve its management performance and meet social

                 expectations, National Cheng Kung University (hereafter “the University”) followed Article 8 of the Organizational

                 Regulations of National Cheng Kung University and established the “National Cheng Kung University Office of Finance”

                 (Hereafter “the Office”).

第二條  本處主要任務為研議校務基金可運用資金之投資策略與方案及負責執行相關事務,並受經費稽核委員會事後稽核。其

              任務如下:

               一、執行日常財務規劃與各種長期性投資開發事宜,從事長期性資本支出計畫之評估,各種資源開發與評估分析等事

                      務。    

              二、執行本校可用資金之調度與管理事宜,以期達成提升投資報 酬與降低財務風險之目標等,從事短期營運資金管理與

                     操作等事務。

              三、建立投資風險控管機制與執行監控稽核與管理,以期發揮應有的投資效益等事務。

              四、執行處理日常現金收付、保管、記帳、報表編製與銀行往來等出納相關事務。

              五、執行其他校務基金規劃、投資、運用、管控等相關事宜。

Article 2  The main responsibilities of the Office are to study the investment strategies and plans for usable funds in the

                 endowment fund, manage relevant business matters, and receive post-audits from the Budget Audit Committee. The

                 tasks it performs include the following:
                 1. Conduct daily financial planning and manage various long-term investment development, long-term capital

                     expenditure plan evaluations, and resource development, evaluation, and analysis.
                 2. Allocate and manage available funds of the University to achieve goals such as increasing investment returns and

                     reducing financial risks. Conduct short-term working capital management and operation.
                 3. Establish risk management mechanisms for investment and provide supervision, audits, and management to generate

                     supposed investment income.
                 4. Perform cashier-related tasks, such as daily cash reception and payment, maintenance, bookkeeping, drafting of

                     reports, and communication with banks.
                 5. Perform other tasks related to endowment fund planning, investment, use, and management.

第三條  本處置財務長一人,綜理校務基金規劃與調度相關事務。並得置 副財務長一人,協助綜理校務基金規劃與調度相關

              事務。財務長及副財務長為副教授以上教師兼任或由專業經理人擔任,經校務基金管理委員會通過後,由校長聘任之。

              另得視業務需要置秘書一人。

Article 3  The Office has one vice president for finance who organizes endowment fund planning and arrangement. The Office may

                 have a deputy vice president who assists in the aforementioned duties. The vice and deputy vice presidents are also

                 associate professors or hold higher positions, or professional managers. After being approved by the Endowment Fund

                 Management Committee, they are hired by the president. The Office may have an executive secretary when necessary.

第四條  本處下設規劃、理財、管控、出納四組,各置組長一人,組長由財務長提名簽請校長聘請助理教授以上教師兼任或

              業經理人或職員擔任之。各組得置具財金或會計相關專長背景研究人員及職員若干人。

Article 4  The Office is separated into four divisions, namely planning, financial, control, and cashier, and each has a division

                 director. Candidates of the division directors are recommended by the vice president for finance, of which the

                 recommendation list is submitted to the president. The president then hires the on-list faculty members who are

                 assistant professors or hold higher positions or hires professional managers or staff to serve the post. Each division

                 may hire several researchers or staff with a professional background in finance or accounting.

第五條  第三、四條所稱專業經理人,係指依本校校務基金管理及監督辦法第十條第一項第六款進用之人員,其進用程序及其

              進用資格與薪級標準分別依「國立成功大學校務基金進用專業經理人實施要點」與「國立成功大學財務處專業經理人進

              用資格及薪資支給標準表」辦理。相關規定另訂之。

Article 5  Professional managers referred to in Articles 3 and 4 are people hired in accordance with Subparagraph 6, Paragraph 1,

                 Article 10 of National Cheng Kung University Endowment Fund Management and Supervision Regulations . The hiring

                 process, required qualifications, and salary standards for this position are regulated by the “National Cheng Kung

                 University Endowment Fund Hiring Professional Manager Implementation Directions” and “National Cheng Kung

                 University Office of Finance Professional Manager Hiring Qualification and Salary Payment Standard Table”. Related

                 regulations are regulated elsewhere.

第六條  本辦法施行細則或業務相關辦法由本處另訂,提主管會報通過, 並經校務基金管理委員會核備後施行。

Article 6  The detailed implementation principles or business-related regulations are regulated by the Office elsewhere. They will

                 be proposed and passed at the Meeting of Chief Administrators and filed by the Endowment Fund Management

                 Committee before implementation.

第七條  本辦法經校務基金管理委員會及校務會議通過後施行,修正時亦同。

Article 7  These regulations shall be implemented upon approval by the Endowment Fund Management Committee and University

                 Council. Any amendments shall be processed accordingly.
