第一條 臺灣綜合大學系統(以下簡稱臺綜大)為主動發掘勇於創新研究且研發成果具商業潛能之有潛力年輕學者,致力於實現夢想創新,舉辦「臺綜大年輕學者創新選拔」,特設置「臺灣綜合大學系統年輕學者創新研發成果選拔辦法」(以下簡稱本辦法)。
In order to actively explore potential young creative scholars who have research and development results with commercial potential and are committed to realizing their dreams, Taiwan Comprehensive University System will hold “Selection of Young Scholars’ Innovation of Taiwan Comprehensive University System”, and develop “Taiwan Comprehensive University System Regulations Governing the Selection of Innovative Research and Development Results by Young Scholars”.
第二條 本辦法之選拔對象為臺綜大獲取博士學位未滿12年(含)之副教授以下之專任/專案人員(包含專任/專案副教授、專任/專案助理教授、博士後研究員)及博士級研究生。分為以下兩組進行選拔:
一、專任/專案副教授及助理教授。
二、博士後研究員及博士級研究生。
The full-time/program staff (including full-time/program associate professors, full-time/program assistant professors, and postdoctoral researchers) below the level of associate professor who have received their doctoral degree less than 12 years (including) and the doctoral students are to be selected according to the “Taiwan Comprehensive University System Regulations Governing the Selection of Innovative Research and Development Results by Young Scholars”. They are divided into two groups for selection:
一、 Full-time/program associate professors and assistant professors.
二、 Postdoctoral researchers and doctoral students
第三條 參加選拔者依臺綜大研發工作圈公告之截止日期前,備齊申請表格及相關資料向臺綜大研發工作圈提出申請。由各校研發長擔任共同召集人,邀請學者專家若干名組成審查小組。
Participants for the selection should prepare application forms and relevant documents and submit their application to the TCUS Research and Development (R&D) Work Group by the deadline it specifies. The Dean for Research & Development from each University shall serve as the co-convener to invite several scholars and experts to form a review group.
第四條 參選領域規範
一、參賽作品依研究主題分為工程組、數理組、生醫組、人文社科組等四個領域。
二、參賽作品所選領域之適切性,可依各校行政審查,經申請者同意調整領域後送第一階段書面初審;初、複審階段審查小組得依專業審查意見逕予調整。
Fields of entries
一、According to the research topics, the entries are classified into four fields: engineering, mathematics, biomedicine, humanities and social science.
二、Whether the fields selected for the entries are appropriate can be reviewed according to the administrative examination standards of all universities. After the applicants agree to adjust the fields, the entries will be sent for the first-stage preliminary written review. The review panel may make adjustments according to the professional review comments in the preliminary review and final review stage.
第五條 評審標準
一、原創性(包括核心技術或服務之開創性、學術創新性、初期價值及臺灣本土特殊性等)(40%)
二、影響層面(包括社會影響或產業分析、對多方產業的垂直或水平影響等)(20%)
三、實現可行性及社會價值或政策貢獻(包括實用性、學理支持、步驟流程、市場分析、競爭優勢等)(40%)
Review criteria
一、Novelty (including creativity of core technology or service, academic innovation, initial value and particularity of Taiwan) (40%)
二、Impacts (including social impacts or industry analysis, vertical or horizontal impacts on multiple industries) (20%)
三、Feasibility and social values or contributions to policy (including practicability, academic support, procedures, market analysis and competitive advantage) (40%)
第六條 評審方式
一、書面初審:由審查小組就選拔者書面資料進行初審。
二、簡報複審:
(一)初審合格者進行口頭報告,由審查小組評分。
(二)成績計算:初審分數占40%、口頭簡報占60%,合計後排序各領域審查結果。
Review criteria
一、Preliminary written review: the panel will conduct a preliminary review of the written information of the candidates.
二、Final presentation review:
(一) Those entries that pass the preliminary review shall make oral presentations for the review panel to score.
(二) Score calculation: the preliminary score accounts for 40% and the oral presentation score accounts for 60%. The total review results of all fields are ranked.
第七條 獎勵標準與方式: 就複審後評出優先順序依下列標準分出傑出獎、優等獎及佳作獎三種各若干名。
Reward standards and methods: The second review determines the priority for presenting several distinction awards, excellence awards, and honorable mentions.
第八條 各獎項之設置將獲得下列獎勵。
一、專任/專案副教授及助理教授組
(一)傑出獎:獎勵金新台幣七萬元整、獎牌一面及中英文獎狀。
(二)優等獎:獎勵金新台幣四萬元整、獎牌一面及中英文獎狀。
(三)佳作獎:獎勵金新台幣二萬元整、獎牌一面及中英文獎狀。
二、博士後研究員及博士級研究生組
(一)傑出獎:獎勵金新台幣四萬元整、獎牌一面及中英文獎狀。
(二)優等獎:獎勵金新台幣三萬元整、獎牌一面及中英文獎狀。
(三)佳作獎:獎勵金新台幣二萬元整、獎牌一面及中英文獎狀。
除獎金及獎牌(狀)外,得獎者將優先成為各校萌芽計畫之案源,並由各校萌芽功能中心專案優先輔導向科技部提出專案申請。
The following awards will be given.
一、Group of full-time/program associate professors and assistant professors
(一)Outstanding award: a prize of NTD 70,000, a medal and a certificate in both Chinese and English.
(二)Excellence award: a prize of NTD 40,000, a medal and a certificate in both Chinese and English.
(三)Masterpiece award: a prize of NTD 20,000, a medal and a certificate in both Chinese and English.
二、Group of postdoctoral researchers and doctoral students
(一)Outstanding award: a prize of NTD 40,000, a medal and a certificate in both Chinese and English.
(二)Excellence award: a prize of NTD 30,000, a medal and a certificate in both Chinese and English.
(三)Masterpiece award: a prize of NTD 20,000, a medal and a certificate in both Chinese and English.
In addition to prizes and medals(certificates), the winners will be given priority to be selected into the sprout programs of all universities, and to submit program applications to the Ministry of Science and Technology under the guidance of sprout centers of all universities.
第九條 為深化本計畫創新研究之精神,相同計畫以獎勵一次為限。
In order to deepen the spirit of the innovative research of this program, the same program can only be awarded once.
第十條 本辦法經臺綜大研發工作圈研發長會議通過後,報請臺綜大執行委員會議核備後實施,修正時亦同。
After being approved in the meeting of Deans for Research & Development in the TCUS R&D Work Group, the Regulations shall come into force and are then reported to the TCUS Executive Committee for future references. Moreover, any amendments shall be agreed in the meeting of Deans for Research & Development and reported to the TCUS Executive Committee.
These regulations were translated from the original Chinese. In the event of any discrepancies between the two versions, the Chinese always takes precedence.
