一、本校為推廣國際化,鼓勵教職生出國觀摩參與學術活動,依據「國立成功大學校務基金 自籌收入收支管理辦法」第五條,特訂定「國立成功大學因公派員出國案件處理要點」

(以下簡稱本要點)。

These Directions are enacted according to Article 5 of the National Cheng Kung University Management Regulations for the Self-raised Income of the Endowment Fund to encourage faculty and staff members as well as students of the University to attend academic activities overseas and connect with the international academic community.

二、補助項目分為三類:

(一)教師及編制內研究人員出國參加國際會議。

(二)研究生出國參加國際會議並發表論文及學生參加國際學術競賽。

(三)教職員生因校務發展需要出國考察、訓練、進修、開會及研究等。

The Directions subsidizes three types of event:

(1) Faculty members or official research fellows attending international conferences overseas.

(2) Graduate students attending international conferences and presenting papers, as well as students participating in international academic competitions.

(3) Faculty and staff members or students taking an overseas investigative or learning trip, taking an overseas training program, attending overseas meetings, or conducting research overseas for the sake of the University’s development.

三、教師及編制內研究人員出國參加國際會議補助:

(一)凡本校教師(  含醫院臨床教師、專案計畫教師 )及研究人員出席國際重要會議發表論 文,且為大會主席、分組主席、議程委員或受邀發表特邀專題講演、接受表揚等重要關 鍵地位,足以提升國際形象者,且向國科會或其它單位申請經費補助,但未獲補助、未 獲全額補助或已獲補助他案而不得再申請者,才可向學校提出申請。

(二)本要點為部分補助。補助範圍含機票、註冊費。補助款由校方相關預算額度內補助至 多一半,其所屬系、院支付至少一半配合款。校方每人每案最高補助貳萬元,每人每一 會計年度經由本要點補助以一次為限。

(三)申請者必須於會議舉行前二週備妥申請表及相關文件向研發處提出申請,報請校長核 定。申請者並須於回國後一個月內檢據核銷並繳交出國開會心得報告一份,學校得擇優 刊載於《成大新聞》或《成大校刊》。

Subsidies for faculty members and official research fellows to attend international conferences overseas are as follows:

(1) Faculty members (including clinical instructors in hospitals and project instructors) and research fellows of the University can only apply for a subsidy under the Directions if all of the following conditions are satisfied: (a) They are presenting papers in renowned international conferences; (b) they play a key role in the conference, such as serving as the conference chair, group chair, agenda committee member, or keynote speaker, or they receive commendations that are sufficient to elevate the University’s international image; and (c) they have failed to receive a subsidy from the National Science Council or other agencies, failed to receive a full subsidy, or have been unable to apply for such a subsidy because it has been granted to other projects.

(2) These Directions provide a partial subsidy, the scope of which includes a flight ticket and registration fee. Under the budget ceiling, the University subsidizes up to half of the expenses, and the applicant’s department or college provides at least half of the expenses in the form of a matching fund. The University subsidizes up to NT$20,000 per person per project, each of whom can only be subsidized once per fiscal year.

(3) Applicants must prepare an application form and relevant documents and submit to the Office of Research and Development 2 weeks prior to the meeting, which will be presented to the President for approval. Applicants must apply for expense reimbursement with related receipts within a month of returning to Taiwan; Furthermore, they should submit a meeting report by that time. The University may select well-written reports to be published in NCKU News or NCKU Magazine.

四、研究生出國參加國際會議並發表論文及學生參加國際學術競賽活動補助:

(一)凡本校博士班研究生出國參加國際重要會議並發表論文,須先向國科會、李國鼎科技 發展基金會、傑出人才發展基金會、本校教務處或其它單位申請經費補助,但未獲補助 或未獲全額補助者,才可向本校提出申請。

(二)凡本校學生(包含大學部、碩士班及博士班學生)以本校名義代表參加國際性學術競賽 活動,且未獲校外其它單位補助者,得依本要點申請補助。

(三)本要點為部分補助。補助範圍含機票、註冊費。補助款由校方相關預算額度內補助至 多一半,其所屬系、院支付至少一半配合款。校方每人每案最高補助貳萬元,學生每人 在每一學期間獲本要點補助以一次為限。

(四)申請者必須於會議舉行前二週備妥申請表及附件,經由系、院推薦提報研發處,逾期 不予受理。由研發處邀請學術小組審查後簽報校長核定,同一會議或競賽最多補助三人 為原則。

Subsidies for graduate students attending international conferences and presenting papers or students participating in international academic competitions are as follows:

(1) Doctoral students can only apply for a subsidy from the University for attending international conferences and presenting papers if they have applied to the National Science Council, the K.T.Li Foundation for Development of Science and Technology, the Foundation for the Advancement of Outstanding Scholarship, the Office of Academic Affairs of the University, or other units, but have not been subsidized or were not fully subsidized.

(2) All students of the University (including undergraduate, master’s, and doctoral students) who participate in international academic competitions in the name of the University, and have not obtained a subsidy from units outside the University, may apply for a subsidy under these Directions.

(3) These Directions provide a partial subsidy. The scope includes a flight ticket and registration fee. Under the budget ceiling, the University subsidizes up to half of the expenses, and the applicant’s department or college provides at least half of the expenses in the form of a matching fund. The University subsidizes up to NT$20,000 per person per project, each of whom can only be subsidized once a semester.

(4) Applicants must prepare an application form and relevant documents and submit to the Office of Research and Development 2 weeks prior to the meeting; no late submissions shall be accepted. The Office of Research and Development will invite the academic group to review the applications, and the results will be presented to the President for approval. No more than three people can be subsidized for attending the same meeting or participating in the same competition.

五、教職員生因校務發展需要出國考察、訓練、進修、開會及研究補助:

(一)因業務需要,有助提升行政品質或執行學校交辦目標,並事先專案簽報校長核准者。

(二)補助經費均依行政院「國外出差旅費」規定辦理,並於返國一月內提出相關報告。

Subsidies for faculty, staff members, and students taking an overseas investigative or learning trip, taking an overseas training program, attending overseas meetings, or conducting research overseas for the sake of the University’s development are as follows:

(1) Subsidy shall only be granted to those who participate in mentioned activities because of business purpose, particularly for enhancing the quality of administration or achieving the University’s goals, and who have reported to and been approved by the President in advance.

(2) Subsidy shall be granted in accordance with the regulations for overseas business trip allowances promulgated by the Executive Yuan; Moreover, the subsidized applicant shall submit a report within a month of returning to Taiwan.

六、本要點所需經費在校務基金自籌經費下支應。

The money required under these Directions will be paid by self-raised funds under the Endowment Fund.

七、本要點經校務基金管理委員會及校務會議通過後實施,修正時亦同。

The Directions will come into force after their approval by the Endowment Fund Management Committee and University Council; Furthermore, any amendments will be approved by the Endowment Fund Management Committee and University Council.
