Promulgated by the Endowment Fund Management Committee on November 28, 2024 

一、國立成功大學（下稱本校）為鼓勵本校教師與研究人員積極進行學術研究，以提升研發能量，特訂定本要點。

National Cheng Kung University (hereinafter “the University”) has stipulated these Directions to encourage faculty members and research fellows of the University to actively engage in academic research as well as to expand the capacity of research and development. 

二、申請本要點補助之教師或研究人員，應符合下列條件：

(一) 具有國家科學與技術委員會（下稱國科會）計畫申請資格者。

(二) 於上一學年度向國科會、其他機關或法人提出非勞務性研究計畫申請案，未獲補助。

(三) 須於當學年度向國科會、其他機關或法人提出非勞務性研究計畫申請案。

Faculty or research staff applying for funding under these Guidelines must meet the following criteria:

(1) They must be eligible for apply for National Science and Technology Council (NSTC) Projects.

(2) They must have applied for, but not received funding from the NSTC, other government agencies, and private entities for non-laboratory research projects in the past academic year.

(3) They must have submitted an application to the NSTC, other government agencies, or private entities in the same academic year as this application.

三、 補助金額：每次以不超過新臺幣三十萬元為原則，每人最多補助三次。申請人所屬學系、 學院或中心如提供配合款，得優先補助。

Subsidy amount: Each approved research project will be subsidized up to a maximum of NT$300,000. One may be subsidized up to three times under these guidelines. Research projects that have secured matching funds from the department, college, or center will be given priority. 

四、申請受理時間：依研究發展處（下稱研發處）公告辦理。 

The application acceptance period shall be in accordance with the notice published by the Office of Research and Development (hereinafter referred to as the ORD).

五、申請人應檢附下列文件，向研究發展處提出申請：

(一)申請表、計畫經費規劃表及相關證明文件。

(二)上一學年度未獲國科會補助計畫書電子檔及審查意見表、對審查意見之具體改進措施、 國科會近五年自評成果表及國科會或其他機構研究計畫申請書等。

Applications must attach the following documents when they submit their applications to the ORD:

(1) Application form, project budget planning, and relevant certificates.

(2) Electronic file of the research proposal that was not funded by the NSTC in the previous academic year, including the review comments and specific improvement measures. Additionally, please provide the NSTC's self-evaluation report for the past five years and any research project proposals submitted to the NSTC or other institutions. 

六、審查程序：

(一) 由研發長召集審查小組進行審查，補助名單報請校長核定。

(二) 審查小組之組成，除研發長及研發處學術發展組組長為當然委員外，其餘委員由研發 長推薦各學院教授代表至少各一人，簽請校長聘任之。任期一年，得連聘之。 

Review of the applied research projects:

(1) Applications will be reviewed by a review group convened by the Vice President for Research & Development, and the name list of faculty members and research fellows recommended for subsidy will be submitted to the President for final approval.

(2) The review committee shall be composed of the Vice President for Research & Development and the Director of the Innovative Research and Development Division of ORD, who shall serve as ex officio members. The remaining members of the committee shall include professorial representatives from each college nominated by the Vice President for Research & Development and appointed by the President. The term of appointment for each member shall be 1 year, and the members may be reappointed at the discretion of the President.

七、本要點經費補助，以先動支學系、學院或中心配合款，本補助款最後動支為原則。 

Funding under these Guidelines shall be disbursed on the condition that departmental, college, or center matching funds are utilized first, with the subsidies granted under these Guidelines being expended last. 

八、獲補助者於計畫結束後三個月內，應再向國科會、其他機關或法人提出非勞務性研究計畫申請案，並將相關申請資料送研發處備查。

Subsidized faculty members or research fellows are required to submit an application for a non laboratory research project from NSTC, other government agencies, and private entities within 3 months following the completion of the subsidized project. Additionally, they must submit the relevant documentation to the ORD.  

九、本要點所需經費，由教育部補助計畫或校務基金項下支應。

The fund required to implement these Directions shall be sourced from the subsidy programs of the Ministry of Education or the Endowment Fund.

十、本要點經校務基金管理委員會及行政會議通過後實施，修正時亦同。

The Directions shall come into force upon approval by the Endowment Fund Management Committee. Any amendments to these Directions shall require the approval of the Endowment Fund Management Committee. 

In the event of any discrepancy between the Chinese and English versions of these regulations, the Chinese version shall prevail.
