一、國立成功大學(以下簡稱本校)為吸引優秀人才,提升學術研究水準,特訂定本要點。

These Directions are enacted to attract outstanding talent to National Cheng Kung University (hereinafter “the University”) and improve the capacity of academic research.

 

二、補助對象:具博士學位於本校任職從事學術研究之專任博士後研究人員,且其計畫主持人或所屬系、院願從其自籌收入款提撥一半之補助經費。但不適用於研發替代役,或教育部專案計畫聘用之博士後研究人員。

Eligible subjects: Full-time postdoctoral fellows who are employed by the University to conduct academic research and whose project principal investigator or affiliated college or department is willing to provide half of the subsidy from their self-raised income. However, substitute service draftees for research and development work or postdoctoral fellows hired through the Aim for the Project Plan of Ministry of Education are not eligible for this subsidy.

 

 三、申請方式:(申請表格見附件)

(一)於本校任職前一個月或任職後,提出具體工作計畫送研發處學術發展組審查。

(二)審查通過者,自申請日之當月份開始補助,任職滿一年後可繼續提出補助申請,並將過去一年任職期間之研究成果送研發處學術發展組審查。

Application method (please see the attachment for an application form):

(1) The applicant must propose a specific work plan to the Innovative Research and Development Division of the Office of Research and Development for review either within 1 month before he or she holds a post at the University or after start working.

(2) Applicants who pass the review shall start receiving the subsidy from the month that they submitted application. They may reapply for the subsidy after they have worked at the University for 1 year, and they can submit their research results for the previous year to the Innovative Research and Development Division of the Office of Research and Development for review.

 

四、審查方式:直接由研發處作資格審核,必要時則召開審查小組決定,審查小組由研發長 直接視需要邀請校內教授組成之。

Review method: The Office of Research and Development conducts qualification reviews. A meeting of the review team may be convened if necessary. The review team is formed by the Vice President for Research & Development inviting NCKU professors.

 

五、補助項目:研究津貼。補助標準為審查通過後依年資第一年每月五千元,第二年每月六千元,第三年以後每月七千元,惟補助後之薪資總額以同一年資助理教授之薪資為上限。

Subsidized item: Research allowance—the subsidy amounts are NT$5000, 6000, and 7000 per month for first-, second-, and third-year research fellows, respectively. However, the total salary after subsidization shall not exceed that of an assistant professor with the same years of service.

 

六、接受本要點補助者不得兼任其他工作;情形特殊者經由延聘之教授及單位同意後,於申請時併送審查小組審查。

Research fellows who have received a subsidy under these Directions cannot take side jobs. Special cases should first obtain approval from the hiring professor and unit and submit relevant documents to the review team for review.

 

七、本要點所需經費在校務基金自籌經費下支應。

The funding source of the Directions is the self-raised fund of the Endowment Fund.

 

八、本要點經主管會報及校務基金管理委員會通過後實施,修正時亦同。

The Directions shall come into force after their approval in the Supervisory Meeting and by the Endowment Fund Management Committee. Furthermore, any amendments shall be approved in the Supervisory Meeting and by the Endowment Fund Management Committee.

1.補助對象資格除原列之政府機構外,擬擴大範圍至本校其他 博士後研究人員(如建教合作計畫聘 任),藉以鼓勵更多教師爭取政府單位外之建教合作計畫。

2.本要點第六條:「接受本要點補助者不得兼任其他工作」,亦即接受本補助之博士後人員須為本校全職專任人員,故增加「專任」以求周延。

3.國防役已於97年轉型為研發替代役,爰擬配合修正名稱。

4.依據 95/8/9 第621次主管會報第六案決議:「為鼓勵同仁多 申請國科會等機構之補助,本校『發展國際一流大學及頂尖研 究中心計畫』所聘之 博士後研究人員不適 用本校『補助博士後 研究人員研究津貼補助要點』。」爰擬增加於不適用人員說明內。

103/8/1 組織再造後,本業務移轉至學術發展組,故配合修 正承辦組別。

However, postdoctoral fellows who are serving their substitute service term for national defense are not eligible for this subsidy.

1. Eligibility criteria are expanded from research fellows who have obtained a subsidy from listed governmental agencies to those who are employed through industry–academia collaboration projects to encourage more faculty members to engage in industry–academia collaboration projects.

2. Article 6 of the Directions stipulates that “research fellows who have received a subsidy under these Directions cannot take side jobs.” In other words, postdoctoral fellows subsidized under the Directions must be full-time staff of the University; therefore, “full-time” has been added for comprehensiveness.

3.“National defense substitute services” was changed to “substitute services for research and development work” in 2008; hence, the name has been revised.

According to the resolution reached in the 621st Supervisory Meeting on Aug. 9, 2006 for Agenda Item 6, “to encourage University staff to apply a subsidy from agencies such as the National Science Council, postdoctoral fellows employed by the University through the “Plan to Develop First-class Universities and Top-level Research Centers” are not eligible to apply for a research allowance under National Cheng Kung University Subsidy Directions Governing Postdoctoral Fellows’ Research Allowance. Therefore, this group is planned to be added to the exclusion criteria.

(2) Applicants who pass the review shall receive the subsidy from the month they submitted the application. They may reapply for the subsidy after they have worked at the University for 1 year, and they can submit their research results from the previous year to the Innovative Research and Development Division of the Office of Research.

After organizational restructuring on Aug. 1, 2014, this task was transferred to the Innovative Research and Development Division; therefore, the Division in charge has been revised.
