第一條

國立成功大學(以下簡稱本校)為建立校園永續性與整體性之計畫體系,從事前瞻性規劃與制度化之發展,加強校區環境,景觀之規劃與管制作業,特依據本校組織規程第二十四條第七款設立永續校園規劃及運用委員會(以下簡稱本會),並訂定本辦法。

Article 1

In order to establish the planning system of campus sustainability and integrity, to engage in the development of forward-looking planning and institutionalization, and to strengthen the planning and management of campus environment and landscape, National Cheng Kung University (hereafter referred to as ‘The University’), hereby set up the Sustainable Campus Planning and Utilization Committee (hereinafter referred to as "the committee") and the guidance in accordance with subparagraph 7 of article 24 of the organization charter of the university.

 

第二條

本會置委員若干人,校長、總務長、研發長、財務長、教務長、各學院院長、附設醫院院長及環境保護暨安全衛生中心中心主任為當然委員,並由校長擔任召集人、總務長擔任副召集人,其他委員由校長自校內有關專長之專任教師、職員及學生代表若干人聘任之。各委員任期一年,得連任之。

Article 2

The committee shall have several members. President, chief of general affairs, chief of research and development, chief of finance, chief of academic affairs, dean of each college, superintendent of affiliated hospital and director of ESH center are ex-officio members. The president is the convener and the chief of general affairs is the vice convener. Other members shall be appointed by the president from full-time teachers, staff and student representatives with relevant expertise in the university. Each committee member shall serve a term of one year and may be re-appointed.

 

第三條

本會原則上每學期召開會議一次,必要時,得召開臨時會議。本會由召集人主持會議,召集人不能親自出席時,由副召集人代理主持會議。開會時,得邀請有關單位或人員列席說明。委員應親自出席會議,但當然委員或學生代表不克出席時,得指派代理人出席。

前項學生代表之代理人,以現在學之學生為限。

Article 3

In principle, the committee meets once a semester, and may hold an interim meeting if necessary.

The convener shall preside over the meeting. If the convener is unable to attend the meeting in

person, the vice convener shall preside over the meeting on behalf of the convener. During the meeting, the relevant units or people may be invited to attend and explain. Members shall attend the meeting in person. However, if an ex-officio member or student representative cannot attend a meeting, a deputy may be

appointed.

The deputy of student representative of the preceding paragraph shall be limited to the student currently studying in The University

 

第四條

基於校園整體健全發展之需,本會應審定各校區整體發展計畫和永續校園規劃設計等相關準則,以作為校園各項軟硬體建設之依據。所審定之各校區整體發展計畫和永續校園規劃設計相關準則,應提請校務會議議決後實施。

凡對校園整體永續發展與景觀有關之各項軟硬體建設案,本會亦應定期協助總務處審議之,並由總務處簽請校長核定後辦理。

Article 4

In view of the needs of the sound development of the campus, the committee shall review and approve the overall development plan of each campus, the sustainable campus planning and design and other relevant guidelines, so as to serve as the basis for the software and hardware construction of the campus. The overall development plan of each campus and the guidelines for sustainable campus planning and design shall be submitted to the university assembly for approval before implementation.

The committee shall also assist the Office of General Affairs to review and approve all the hardware and software construction projects related to the overall sustainable development of the campus.

 

第五條

為審定各校區之整體永續發展計畫和校園規劃設計相關準則,本會得設專案小組研擬方案,送請本會審定。此專案小組委員由校長聘任之。

Article 5

In order to review the related guidelines governing the overall sustainable development and design and planning of campus, the committee may establish a special panel to develop the plan and submit it to the committee for approval. Members of the panel shall be appointed by the president.

 

第六條

為定期協助審議各項對校園整體發展與景觀有影響之軟硬體建設案,本會應設工作小組研議之,並將其議決事項送本會審議。

Article 6

In order to regularly review the software and hardware construction projects that have an impact on the overall development and landscape of the campus, the committee shall set up a working group to research the project and submit its decision to the committee for review.

 

第七條

工作小組設召集人、執行秘書與其他成員。執行秘書由營繕組組長擔任之。其他成員應涵蓋以下專長,包括:

The working group shall have conveners, executive secretary and other members. The executive secretary shall be the chief of the Construction and Maintenance Division. Other members should cover the following areas of expertise, including:

 

     一、土地使用

Land use

 

二、景觀與生態綠化、歷史與古蹟

Landscape and ecological greening, history and historic site preservation

 

三、環保與環工、安全衛生、交通、機電、資訊

Environmental protection and engineering, safety and health, traffic, mechanical and electrical, information

 

四、經營管理與制度、行政管理

Business management, administrative management

 

五、建築營建(計畫、設計、施工)、建築結構、土木與大地六、其他    與推動永續校園相關議題

Architectural construction (planning, design, construction), structural engineering, civil and geotechnical engineering

 

六、其他與推動永續校園相關議題

Other issues related to the promotion of a sustainable campus

 

召集人與其他成員由校長就校內有關專長之教職員聘任之。

The convener and other members shall be appointed by the president on the basis of the relevant expertise of the faculty.

 

第八條

工作小組定期開會,依審議案類別,由召集人邀請部分成員與會。遇有重要事項時, 應召開臨時會。開會時得通知相關人員列席說明。

Article 8

The working group meets regularly where the convener invites some of its members to attend according to the type of case discussed. In case of important matters, an interim meeting shall be convened. Relevant personnel may be notified to attend the meeting.

 

第九條   

本設置辦法經行政會議通過後實施,修正時亦同。

Article 9

These regulations shall be implemented after being adopted by the Administrative Meeting and shall be amended in the same manner.
