第一條

Article 1

國立成功大學（以下簡稱本校）為提昇校園環境保護及維護工作場所人員之作業安全與衛生，特依本校組織規程第八條規定，設置環境保護暨安全衛生中心（以下簡稱本中心）並訂定本辦法。

The Center for Occupational Safety and Health and Environmental Protection (the “Center”) is set in place and all associated Regulations are established particularly by the National Cheng Kung University (the “University”) as required by Article 8 of the University’s Organic Charter  in order to ensure and maintain the safety and health of the staff while protecting the Campus environment.

第二條

Article 2

本中心職責為擬訂、規劃、督導及推動本校實驗室環境保護與安全衛生管理事項，並指導有關單位推動實施及辦理追蹤考核。

The responsibilities of the Center are to formulate, plan, supervise and promote the environmental protection, safety and health management of the laboratory, and guide the relevant units to promote implementation and follow-up assessment.

第三條

Article 3

本中心置中心主任一人，綜理中心各項業務，由校長聘請副教授以上教師兼任。

The Center is governed by one director who is responsible of the various business affairs.  This position can only be held by an individual with at least an associate professor or with an higher faculty ranking appointed by the President of the University.

第四條

Article 4

本中心依業務需要，設下列各組：

To meet the operational demands, the Center consists of the following divisions:

一、綜合企劃組

I.    Planning Division

二、環境保護組

II.   Environmental Protection Division

三、安全衛生組

III. Occupational Safety and Hygiene Division

四、生物污染及輻射防護組

IV. Biosafety and Radiation Safety Division

五、衛生保健組

V.   Health Center

本中心各組置組長一人，由中心主任簽請校長聘任之。

本中心各組依業務需要置職技人員若干人，所需員額由本校總員額中調配之；或依本校進用契僱人員暨聘僱人員實施要點，進用專業技術人員擔任。

Each division of the Center has a divisional head that is appointed by the President of the University under the recommendation by the director of the Center.

Each division of the Center must maintain a number of professionals reflective to the operational demands.  The number of dedicated professionals is dependent on the overall number of staff available in the University or hired in accordance with the University’s Directions for hiring staff.

Article 5

綜合企劃組負責下列業務：

The Planning Division is responsible of the following:

一 、本中心之綜合性業務規劃與推動。

I.      Planning and promoting of general affairs at the Center.

二 、本中心之行政業務統籌。

II.      Centralized management of administrative affairs at the Center.

三、本中心之校級規章之統籌。

III.   Centralized management of the University-grade regulations at the Center.

四 、環境保護及安全衛生教育訓練之統籌與辦理。

IV.   Centralized management and organization of environmental protection, safety and health educational    training.

五、本中心資訊網站之管理與統籌。

V.    Management and centralized management of the website of the Center.

六 、其他有關本中心綜合性之業務。

VI.   Other general affairs about the Center.

第六條

Article 6

      環境保護組負責下列業務：

      The Environmental Protection Division is responsible of the following:

1 、校園環境之檢測規劃與管理。

I.    Inspection planning and management of the campus environment..

2、本校之實驗場所危害性化學品管理。

II.  Management of hazardous chemicals in laboratories of the University.

3、實驗場所之有害事業廢棄物管理。

III.  Management of harmful waste from laboratories.

4、其他與環境保護相關業務。

IV.  Other affairs about environmental protection.

第七條

Article 7

安全衛生組負責擬定、規劃與推動下列業務，並指導有關單位實施：

The Occupational Safety and Hygiene Division is responsible for formulating, planning, and promoting the affairs below and providing guidance to relevant units over their implementation:

一、     工作環境或作業危害之辨識、評估及控制。

I.           Identification, evaluation, and control of hazards in the working environment or during operation.

二、     機械、設備或器具之管理。

II.         Management of machinery, equipment, or devices.

三、     危害性化學品之分類、標示、通識及管理。

III.        Classification, labeling, common knowledge, and management of hazardous chemicals.

四、     有害作業環境之採樣策略規劃及監測。

IV.        Strategic planning and monitoring of sampling in a harmful operating environment.

五、     危險性工作場所之製程或施工安全評估。

V.         Process or construction safety evaluation of a dangerous workplace.

六、     採購管理、承攬管理及變更管理。

VI.        Procurement management, undertaking management, and change management.

七、     安全衛生作業標準。

VII.       Safety and health operating standards.

八、     定期檢查、重點檢查、作業檢點及現場巡視。

VIII.      Periodic inspections, prioritized inspections, operating inspections, and site tours.

九、     個人防護具之管理。

IX.        Management of personal protective equipment.

十、     健康檢查、管理及促進。

X.         Health examination, management, and promotion.

十一、 安全衛生資訊蒐集分享及運用。

XI.       Collection, sharing, and utilization of safety and health information.

十二、 緊急應變措施。

XII.       Emergency response measures.

十三、 職業災害、虛驚事故、影響身心健康事件之調查處理及統計分析。

XIII.      Investigation, management, and statistical analysis of occupational hazards, false alarms, and events undermining physical and mental health.

十四、 安全衛生管理紀錄及績效評估措施。

XIV.     Measures taken to evaluate safety and health management records and performance.

十五、 其他與安全衛生管理相關業務。

XV.      Other measures about safety and health management.

第八條

Article 8

生物污染及輻射防護組負責下列業務：

The Biosafety and Radiation Safety Division is responsible for the following:

一、實驗室、實習場所之生物性安全衛生之規劃、督導與管理。

I.     Planning, supervision, and management of biological safety and health in laboratories and practical training sites.

二、生物醫療廢棄物處置之規劃與督導。

II.    Planning and supervision of the disposition of biomedical waste.

三、基因重組實驗審查、生物材料輸出入審查。

III.   Genetic recombination experiment review and biological material importation/exportation review.

四、生物性實驗室安全等級認定。

IV.   Determination of the safety class of a biological laboratory.

五、輻射源之管制、追蹤、監督及其安全之管理。

V.   Control, tracking, supervision, and safety management of radiation sources.

六、輻射污染防護及輻射廢料處理之規劃及督導。

VI.  Planning and supervision of protection against radiation pollution and management of radiation waste.

七、其他與生物實驗、輻射防護相關法令規範之事項。

VII.   Other matters governed by applicable laws and regulations about biological experiments and radiation protection.

第九條

Article 9

衛生保健組負責下列業務：

The Health Center is responsible for the following:

一、勞工與學生之體健檢。

I.     Physical checkups of workers and students.

二、勞工與學生檢查報告之數據管理與統計分析。

II.    Data management and statistical analysis of examination reports of workers and students.

三、勞工與學生健檢結果異常或學生特殊傷病追蹤。

III.    Tracking of abnormal physical checkup results or special injuries suffered by students.

四、健康促進、宣導、諮詢、訪視及會談。

IV.   Health promotion, communication, consultation, interview, and meeting.

五、員工新(續)聘離與職案件審核與管控。

V.    Review and control of new (continued) employment or resignation and in-service cases of staff.

六、校園醫護。

VI.   Medical care on campus.

七、衛保網站之更新與管理。

VII.  Update and management of health promotion website.

八、校園登革熱檢查與整治。

VIII.  Inspection and control against Dengue fever on campus.

九、其他與衛生保健相關業務。

IX.   Other affairs about health promotion.

第十條

Article 10

本中心依業務需要，得訂定本校環境保護及安全衛生各項管制要點、管理措施或程序書，其要點、管理措施或程序書另訂之。

According to the operational demands, the Center may determine the directions, management measures or procedures for environmental protection, safety and health of the University.  Such Directions, Management Measures, or Procedures are to be prepared separately.

第十一條

Article 11

本校各單位主管應依職權指揮、監督所屬執行本校環境保護及安全衛生管理事項，並協調及指導有關人員實施。

The heads of all units of the school shall, in accordance with their functions and powers, supervise and supervise the implementation of the school's environmental protection and safety and health management matters, and coordinate and guide the implementation of relevant personnel.

第十二條

Article 12

本辦法經校務會議通過後施行，修正時亦同。

These Regulations are to be enforced following approval by the University Council meeting. The same shall apply to their respective amendments.
