一、國立成功大學（以下簡稱本校）為達成校園環境永續經營之目標，依環境保護、職業安全衛生、生物安全及輻射防護等相關法令規定，及本校環境保護暨安全衛生中心設置辦法第十一條規定，訂定本要點。

I.     National Cheng Kung University (the University) establishes these Directions in order to accomplish the goal of sustainable management of the environment on campus as required by applicable laws and regulations governing environmental protection, occupational safety and health, biosafety, radiation protection, and Article 11 of the NCKU Regulations Governing the Establishment of the Center for Occupational Safety and Health and Environmental Protection.

二、本校各單位之環境保護及安全衛生職責如下：

II.     The occupational safety and health and environmental protection-related responsibilities of respective units of the University are as follows:

(一) 環境保護暨安全衛生委員會：審議環境保護與安全衛生政策，並審議、協調及建議環境保護與安全衛生相關事項。

(I) Occupational Safety and Health and Environmental Protection Committee: reviews policies on matters relating to occupational safety and health and environmental protection, and deliberates, coordinates, and provides advice on matters relating to occupational safety and health and environmental protection.

(二) 環境保護暨安全衛生中心：擬訂、規劃、督導及推動環境保護與安全衛生管理事項，並指導有關部門實施。

(II) Center for Occupational Safety and Health and Environmental Protection: stipulates, plans, supervises, and promotes the management of environmental protection and safety and health, and provides guidance to relevant units regarding its implementation.

(三) 各級主管：係指該工作場所代表雇主管理、指揮或監督工作者之本校各級單位主管、中心、院、系、所、科主管或實驗(習)場所負責人等。

(III) Supervisors at all levels are the heads of the respective units, centers, colleges, departments, graduate institutes, and divisions of the University that manage, give direction, or supervise the staff on behalf of the employer in the respective workplaces or the person in charge of the experiment (practical training) site.

三、本校一級單位、學院及一級中心得依其作業需要，設置環境保護與安全衛生相關小組，單位主管為該小組召集人，其任務如下：

III.   Primary units, colleges, and primary centers of the University may, to meet the operational demand, set up related divisions on occupational safety and health and environmental protection, and the unit head is the convener of the said group that is entrusted with the following missions:

(一) 擬訂適合該單位之環境保護與安全衛生管理規章。

(I) To stipulate regulations on the management of occupational safety and health and environmental protection for the specific unit

(二) 負責督導所屬執行環境保護或安全衛生業務。

(II) To provide guidance on the implementation of occupational safety and health or environmental protection tasks

(三) 綜理該單位有關環境保護及安全衛生業務。

(III) To centrally manage applicable occupational safety and health and environmental protection tasks within the unit

(四) 責成所屬單位執行有關環境保護及安全衛生業務，並定期查核。

(IV) To empower subordinates to implement applicable occupational safety and health and environmental protection tasks and perform periodical inspections

(五) 環境保護暨安全衛生中心得視情況補助各環境保護與安全衛生相關小組實施污防所需相關經費。

(V) The Center for Occupational Safety and Health and Environmental Protection may provide respective occupational safety and health and environmental protection groups with the necessary budget to prevent pollution, depending on the circumstances. 

四、各院及校內一級單位所屬各單位主管及該單位環安衛管理人員之環境保護及安全衛生業務權責：

IV.   Occupational safety and health and environmental protection tasks and responsibilities of the supervisors subordinate to the respective colleges and primary units on campus and managers of occupational safety and health and environmental protection at such units:

(一) 配合校方與一級單位辦理環境保護及安全衛生業務。

(I)   To organize occupational safety and health and environmental protection business through cooperation with the University and primary units

(二) 指揮、監督所屬執行環境保護與安全衛生管理事項，並協調及指導有關人員實施。

(II)  To give direction and supervise the management of occupational safety and health and environmental protection within their jurisdiction and coordinate and provide guidance to related staff regarding implementation

(三) 執行環境保護或安全衛生相關之檢查或巡查。

(III) To perform inspections or circuit checks related to occupational safety and health or environmental protection

(四) 規劃並執行環保及安全衛生教育訓練。

(IV) To plan and enforce educational training on environmental protection and occupational safety and health

(五) 事故發生時，負責處理及調查事故發生原因，並立即通報主管與校安中心。

(V) To take charge of managing and investigating the cause upon occurrence of an accident and report it to the supervisor and the Campus Security Center

(六) 指派環境保護及安全衛生承辦人員處理單位內相關環境保護及安全衛生業務。

(VI) To assign the person in charge of occupational safety and health and environmental protection to take care of related occupational safety and health and environmental protection tasks

五、各實驗室、試驗室、實習工廠、試驗工廠負責人之權責如下：

V.    Responsibilities of the person in charge of each laboratory, analytical room, practical training factory, and test factory are as follows:

(一)執行所轄作業場所之環境保護及安全衛生管理事項。

(I)  To enforce management of occupational safety and health and environmental protection in the affiliated workplaces

(二)進行作業或環境之危害鑑別及評估，必要時針對高風險危害進行控制，並訂定安全衛生操作標準供作業人員遵循。

(II)  To perform operational or environmental hazard identification and evaluation and to control high-risk hazards, if necessary, and to prepare the occupational safety and health operating standards to be followed by operators

(三)對所屬人員實施環境保護及安全衛生有關之教育訓練。

(III)  To provide the staff with educational training on occupational safety and health and environmental protection

(四)執行機械及儀器設備必要之報備與自動檢查。

(IV) To perform necessary filing for reference and spontaneous inspections for the machinery, instruments, and equipment

(五)監督所屬人員確實遵守環境保護及安全衛生之規範。

(V)  To supervise precise compliance with regulations on occupational safety and health and environmental protection among the staff

(六)執行其他環境保護及安全衛生之法令規定事項。

(VI)  To enforce other regulatory matters concerning occupational safety and health and environmental protection

六、環境保護暨安全衛生中心依據相關法令或規定，定期或不定期對院及校內一級單位執行環境保護、輻射防護及安全衛生管理事項進行督導與查核。對於缺失事項進行建檔管理、追蹤輔導及限期改善。逾期未完全改善者，得依本要點第七點規定辦理。

VI.  The Center for Occupational Safety and Health and Environmental Protection provides supervision and performs inspections on environmental protection, radiation protection, and occupational safety and health management matters at colleges and primary units on campus as required by applicable laws or regulations periodically or from time to time. Deficiencies are recorded and dealt with accordingly, followed up to provide assistance, or given a deadline for improvement. Failure to complete the improvements by the given deadline may be subjected to Point 7 herein.

七、違反本要點之個人、實驗室負責人或未盡督導責任之主管，經提報環境保護暨安全衛生委員會決議後，得建議校方為適當之處置。

VII.   For individuals, the person in charge of the laboratory, or a supervisor failing to fulfill his/her supervisory duties in violation of these Directions, once decided by the Occupational Safety and Health and Environmental Protection Committee, the University may be advised to take appropriate action.

八、因完成重大業務或有貢獻之個人、實驗室負責人或主管，經提報環境保護暨安全衛生委員會決議後，得建議校方公開表揚、列為服務成績之參考及其他適宜之獎賞。

VIII.  For individuals, the person in charge of the laboratory, or a supervisor that has accomplished an important tasks or has contributions, once decided by the Occupational Safety and Health and Environmental Protection Committee, the University may be advised to recognize them in public, include the accomplishment for reference of service performance, and provide other suitable rewards.

九、本要點未盡事宜，依其他相關法令或規定辦理。

IX.   In cases of matters not covered herein, the requirements of applicable laws and regulations shall be followed.

十、本要點經本校環境保護暨安全衛生委員會及校務行政會議通過後實施，修正時亦同。

X.    The Directions are to be enforced following approval upon the meeting of the Occupational Safety and Health and Environmental Protection Committee and that of the University Council. The same shall apply to their respective amendments.
