一、為符合公開、公正、公平之原則及達到鼓舞基層人員士氣之目的,除附設單位外,技術工友出缺時,以編制內工友改僱為原則,特訂定本要點。 1. Too boost the morale of entry-level staff members under the principles of openness, justice, and fairness, National Cheng Kung University (hereinafter“the University”), excluding the affiliated units, shall conduct internal recruitment among permanent maintenance workers of the university when a technical worker vacancy opens. These directions are established to serve said purpose. 2. Internal recruitment must be reviewed by a committee. The committee shall be composed of the secretary general, vice president for general affairs, director of the Personnel Office, director of the General Service Division, and direct supervisors of the vacant position. The vice president for general affairs shall be the chairperson and the convener of meetings. If the chairperson is unable to attend a meeting for any reason, committee members may elect a member to act as the convener of the meeting. If a member is unable to attend a meeting for any reason, a proxy may be appointed to attend the meeting on their behalf. 3. Review of qualifications for internal recruitment shall be extraordinarily strict. The review process is as follows: (1) The General Service Division of the Office of General Affairs shall disclose the required technical expertise for the vacancy to each unit. Supervisors of each unit may send an official document according to the administrative procedure to recommend maintenance workers in their unit who are equipped with said expertise to be reviewed. (2) The General Service Division of the Office of General Affairs, the unit of the vacant position, and the unit with which the maintenance worker is currently affiliated shall conduct a preliminary evaluation according to the Evaluation Standards for Internal Recruitment of Maintenance Workers as Technical Workers (Appendix). All documents and relevant information shall be compiled in accordance with the scores of the preliminary evaluation and sent to be evaluated by the president and the committee. (3) The General Service Division of the Office of General Affairs shall then calculate the total score of each candidate according to the Evaluation Standards for Internal Recruitment of Maintenance Workers as Technical Workers. The top three candidates with the highest scores shall be listed in accordance with their scores and sent to the president for a final decision. The results shall be reported to the Ministry of Education and forwarded to the Executive Yuan for future reference. 四、技術工友出缺單位,如認為該職務需具特殊專長,得循行政程序簽請核准後,限由各單位工友中確具有該項專長者,依第三點評審程序列入評選改僱,獲改僱之工友,須調至該單位。 4. If specific expertise is deemed necessary for a vacant technical worker position, the unit of the vacancy may submit an official document according to the administrative procedure to request maintenance workers from all units with the required expertise to be evaluated according to the third step of the review process. The recruited maintenance worker must transfer to the unit with the vacancy. 5. If no recruited candidate is deemed acceptable for the vacancy after the review process, the person in charge may submit an official document approving the opening of the technical worker vacancy to other agencies outside the university that have surplus technical workers or maintenance workers for transfer. 6. Scoring items for preliminary evaluations of the internal recruitment include job characteristics; seniority; education level; annual evaluation results, rewards, punishments; attendance; and supervisor bonus; standards for grading each item are those stated in the Appendix. 7. The expertise needed and nature of the job mentioned in points 3, 4, and 6 in these directions are determined according to the records kept by the General Service Division and the personnel currently occupying said position. 8. The meeting of the committee for internal recruitment of maintenance workers as technical workers must be attended by at least half the members of the committee to be effective. The committee may invite the candidates or their current supervisor to attend and give comments before scoring. 9. The directions were approved at the Supervisory Meeting before implementation. The same process shall apply to all amendments to the directions.
