第一條 國立成功大學(以下簡稱本校)為使本校各集會場所充分發揮使用功能,並加強管理,特訂定本辦法。 Article 1 These regulations are proposed by National Cheng Kung University (hereafter the University) to maximize the effective use and management of its meeting sites. 第二條 本校各集會場所以提供本校教學、學術、藝文、演藝及集會活動之使用為主,並得視情況開放外界申請借用。 Article 2 The meeting sites of the University shall be used primarily for teaching, academic research, art, and performance activities and meetings within the University community but may also be provided to off-campus parties for use when available. 第三條 本校各集會場所之管理單位得另行訂定集會場所管理要點管理之。 Article 3 A unique set of regulations is promulgated for the management of each meeting site elsewhere. 第四條 各集會場所之使用應酌收場地使用費,其收費標準依本校場地設備收支管理要點訂定之。 Article 4 A fee is incurred by use of a meeting site. The fee standard is subject to the National Cheng Kung University Site Facility Fee Directions. 第五條 各集會場所收取之場地使用費,應依規定辦理進帳手續,其中屬各院系管理集會場所所收取場地使用費,學校提成百分之二十,其餘百分之八十,作為各管理單位設備維護、器材汰換、水電及相關人事費用等支出。 Article 5 The fee for each meeting site shall be paid in accordance with the aforementioned directions. Of the total fee for use of meeting site of each college or department, 20% shall be deducted by the university, and the remaining 80% shall be employed for equipment maintenance and replacement, water, electricity, and the salary of related personnel. 第六條 各集會場所之借用管理業務、設備儀器之操作,財產之保管,由各管理單位負責,惟重要活動需專門技術人員協助時,得洽本校有關單位之專門技術人員協助。 Article 6 All management units shall be responsible for the rental of meeting sites, equipment operations, and property management. However, management units may request assistance from specialized technicians from relevant units as necessary. 第七條 使用各集會場所應於兩個月內至一週前向管理單位提出申請,經各管理單位同意後,方得登記使用。使用場地應填具申請表,並附活動計畫,經該申請單位所屬單位先行審核。學生社團由學務處審核,教職員工社團由人事室審核;校外機關、機構、團體或自然人申請借用時,由管理單位審核。 Article 7 All personnel who wish to use a meeting site shall notify the management unit of the site between two months and one week prior to the desired date of use. Permission from the management unit must be obtained before an application for use of the site. An application form must be submitted together with an activity plan for the review of the affiliated registration unit. Student groups shall submit their applications to the Office of Student Affairs, whereas faculty and staff shall submit their applications to the Personnel Office. Off-campus agencies, institutions, groups, and individuals should submit their applications directly to the site management unit. 第八條 本校各集會場所管理單位,對校內單位舉辦之學術性或重要集會活動,免收場地使用費。惟其活動,如對參加人員收取費用或受有經費補助者,應繳交場地使用費。但情形特殊經簽請校長核可者,得免收或酌減之。 學生社團使用各集會場所,除場所管理單位另有規定外,其活動申請經學務處核准者,免收場地使用費。如依場所管理相關規定應繳交場地使用費者,所須費用由學務處編列經費補助。 Article 8 The fee is not paid if a meeting site is used for on-campus academic or major events held by the management unit of said site. However, if such an event charges fees to the participants or is subsidized, the fee for site use must be paid. Fee exemption or discretionary reduction may apply in special situations and with approval from the president. 第九條 集會場所申請同意後,如原申請核可日期與校方重要活動相牴觸時,本校得優先使用。 Article 9 After the granting of permission to use a meeting site, if the date of use specified in the application is in conflict with the date of a major University event, the University shall be given the priority for use of the site. 第十條 借用單位或學生社團已辦理集會場地使用登記者,無故未使用達三次者,得停止借用申請一年。 Article 10 Parties and student groups that applied to use a meeting site but did not then use the site without explanation on three occasions shall be suspended from site application for one year. 第十一條 借用單位或學生社團使用各集會場所所衍生之交通、停車、清潔、秩序、噪音及安全等相關問題,由各管理單位自行評估,並負責協調處理。 Article 11 Traffic, parking, cleaning, public order, noise, and safety problems caused by a party or student group using a meeting site shall be assessed by the site’s management unit and solved through negotiation. 第十二條 校內單位不得以舉辦活動為由,代校外單位或團體申借場地。若申請集會活動名稱與活動內容明顯不符,或違反校內規定者,經查證屬實,視違反情節輕重,簽請權責單位議處。 Article 12 On-campus units shall not request the rental of meeting sites on behalf of any off-campus units or groups on the grounds of organizing an event. If the name of a registered event is not in agreement with the activities involved or violates the regulations of the University, the organizer shall be penalized by the competent unit depending on the severity of the violation. 第十三條 借用單位應負責維護集會場所清潔環境,不可任意丟棄垃圾,餐點飲食不可攜入室內,會場佈置用品事後應即時搬離並恢復原貌,置留集會場所之物品經通知仍未撤離者,管理單位得逕以廢棄物品處理之。 Article 13 All units renting a meeting site are responsible for maintaining the cleanliness of the site. Garbage must not be left at the site, and no food or beverages are allowed into the site. All items employed at the site must be immediately removed after an event and the site recovered to its original state. Items that are not removed in spite of notice may be disposed of by the management unit. 第十四條 借用單位對集會場所設施、設備或器材,應善加愛護,妥為使用,如需搬動時,應事先徵洽管理人員同意,若有毀棄、損壞時,應負責賠償。 Article 14 Parties renting a meeting site are responsible for maintaining the integrity of and properly using the facilities on the site. Permission from the management unit is required to move facilities. Damage or destruction of facilities is subject to compensation. 第十五條 借用單位應注意用電安全,使用視聽器材應洽管理人員,不得擅自接引電源。另應負責維護場所秩序,避免喧嘩吵鬧。 借用單位如需張貼海報或懸掛旗幟、布條或其他宣傳品,應向集會場所管理單位提出申請,經同意後依指定地點張貼、懸掛,如有違反,得逕予拆除。本校因公共安全之必要,得要求借用單位移置或撤除。 Article 15 Parties renting a meeting site are responsible for maintaining electrical safety. Audiovisual equipment must be connected to the power source under the permission of the management unit. Furthermore, parties renting a site are responsible for maintaining its order and prevent noise. 第十六條 違反第十二條、第十四條、第十五條規定者,經管理人員勸導無效,管理人員得採斷電或其他必要措施,停止使用。 Article 16 Those who violate Article 12, 14, or 15 and who disobey the advice of the management unit shall be suspended from using the meeting site through measures such as power disconnection. 第十七條 本辦法經主管會報通過後實施,修正時亦同。 Article 17 These regulations and any subsequent amendments shall be implemented upon approval by the executive board meeting. |
