一、國立成功大學（以下簡稱本校）為維護校園安全、保護動物，並使本校處理校園內流浪動物有所依據，特訂定本原則。

1.This set of directions is promulgated by National Cheng Kung University (hereafter referred to as the University) to protect campus safety and stray animals and provide a basis for handling stray animals on campus.

二、流浪動物問題為整體性的社會問題，學校應利用不同場合及機會宣導對待流浪動物之正確態度。學生方面由學生事務處宣導管理，教職員方面由總務處統合辦理。

2.Stray animals are a comprehensive social problem, and the University is responsible for promoting the appropriate attitude to treating stray animals by using various occasions and opportunities. The Office of Student Affairs shall be responsible for promotions and management of said matters in students, whereas the Office of General Affairs shall be responsible for promotions and management of said matters in faculty and staff.

三、本校為維護校園安全之必要，得對校園內流浪動物採取節育、防疫及捕捉等適當性措施，並得徵求校內流浪動物志工共同參與。

3.To protect campus safety, the University is responsible for implementing appropriate measures with stray animals on campus, including birth control, disease control and prevention, and capture. The University may request collaboration from in-campus stray animal volunteers.

四、本校校園內除校內流浪動物志工在特定地點餵食外，其餘地點禁止餵食流浪動物，如有違反者應予勸導、制止。

4.Feeding stray animals is permitted only at specified locations and shall only be performed by stray animal volunteers. Anyone violating this direction must be advised and stopped.

五、校園流浪動物投訴事件，處理流程如下：

（一）投訴人向總務處事務組或校園安全管理單位通報，交由事務組彙整處理。

（二）事務組填具處理聯單，通知校內流浪動物志工處理，必要時得轉送動物防疫機關處理。

（三）事務組應將處理結果回覆投訴人及通報單位。

5.The procedure for processing complaints regarding stray animals is as follows:

(1)The complainant files the complaint to the General Service Division of the Office of General Affairs or the campus safety management unit for review and processing.

(2)The General Service Division completes an order for processing the complaint and notifies on-campus stray animal volunteers to handle the complaint. The complaint is transferred to the animal disease control center if necessary.

(3)The General Service Division replies to the complainant and reporting unit on the results of complaint processing.

六、校園流浪動物具有攻擊性或傳染病等安全、衛生之虞時，事務組應請動物防疫機關採取適當隔離或捕捉措施，校內流浪動物志工、事務組工友班及清潔人員亦得協助，惟過程應合乎人道方式。

6.If stray animals on campus are aggressive, infected, or raise sanitary concerns, the General Service Division shall request the animal disease control center to quarantine or capture the animals. On-campus stray animal volunteers, support workers in the division, and janitors shall also provide assistance; humane treatment during the entire process must be guaranteed.

七、本原則經主管會報通過後施行，修正時亦同。

7.These directions and any subsequent amendments shall be implemented upon approval by the Meeting of the Chief Administrators Council.
