一、根據本校教師聘任辦法及相關規定，訂定本校教師聘任辦法(以下簡稱本辦法)。

In accordance with the University’s Regulations Governing Faculty Appointment and relevant provisions, these Regulations Governing Faculty Appointment are hereby established (hereinafter referred to as “these Regulations”).

二、 本系教師聘任辦法分一般聘任、以及薦舉優秀人才兩種程序。

The Department’s faculty appointment procedures are divided into twocategories: general appointment and recommendation of outstanding candidates.

三、 一般聘任為系上申請員額時無特定人選，獲得員額配置之後，聘任程序如下：

General appointment refers to cases in which the Department applies for faculty positions without a specific candidate. After the allocation of faculty positions is approved, the appointment procedure shall be as follows:

甲、 由系上尋才委員會擬定徵聘稿件，公告系上之後，於傳播媒體或學術刊物刊載徵聘資訊，時間原則上不得少於兩週。對稿件用詞有爭議時，得召開系務會議決定。（尋才委員會組成另有系章程規定。）The Department’s Search Committee shall draft the recruitment advertisement. After it is announced within the Department, the recruitment information shall be published in mass media or academic journals. The publication period shall, in principle, be no less than two weeks. In case of disputes regarding the wording of the announcement, a Department Affairs Meeting may be convened to make the final decision. (The composition of the Search Committee is separately stipulated in the Department bylaws.)

乙、 公告截止日期之後，尋才委員會對應徵者做第一次初審，整理資料對系務會議報告。

After the application deadline, the Search Committee shall conduct a first-round preliminary review of the applicants, compile the materials, and report to the Department Affairs Meeting.

丙、 系務會議對每一應徵者投同意票，得票超過出席人數三分之二（含）者，進入第二輪審查。系務會議也得針對該次聘任設定聘任人數（若員額超過一人）上限。The Department Affairs Meeting shall vote on each applicant. Those receiving affirmative votes from more than two-thirds (inclusive) of the members present shall proceed to the second-round review. The Department Affairs Meeting may also set an upper limit on the number of appointments for that recruitment (if more than one position is available).

丁、 尋才委員會對進入第二輪的應徵者，得視需要採用面談、視訊、或外審等方式進行第二階段審查。The Search Committee may, as needed, conduct the second-round review of shortlisted candidates through interviews, video conferences, or external peer review.

戊、 審查結果提交系教評會討論。系教評會應進行兩輪投票。第一輪針對每一位應徵者投同意票。得票數超過三分之二（含）者，取得聘任資格。最後在所有取得聘任資格者，根據聘任的員額數目，排定優先順序，並決定聘任職級。己、 The review results shall be submitted to the Department Faculty Evaluation Committee for deliberation. The Committee shall conduct two rounds of voting. In the first round, each applicant shall be voted on individually; those receiving more than two-thirds (inclusive) approval shall be granted eligibility for appointment. In the final round, all eligible candidates shall be ranked according to priority based on the number of available positions, and the academic rank of appointment shall be determined.

庚、 尋才委員會根據優先順序通知應徵者，給予一週的考慮時間。

The Search Committee shall notify the candidates according to the ranking order and provide them with one week for consideration.

四、 系上老師可以薦舉優秀人才，薦舉作業程序如下：

Faculty members of the Department may recommend outstanding candidates. The procedures for such recommendations are as follows:

甲、 薦舉者將被推薦者資料提交尋才委員會，尋才委員會做初審。經委員會三分之二（含）同意後，提交系務會議討論。The recommender shall submit the candidate’s materials to the Search Committee, which shall conduct a preliminary review. With the consent of at least two-thirds (inclusive) of the Committee members, the case shall be submitted to the Department Affairs Meeting for deliberation.

乙、 經系務會議出席人數三分之二（含）同意後。系主任向學校提出員額申請表。With the approval of at least two-thirds (inclusive) of the members present at the Department Affairs Meeting, the Department Chair shall submit the faculty position request to the University.

丙、 員額申請通過之後。尋才委員會得依被推薦者的專長領域，撰作徵聘文稿，於傳播媒體或學術刊物刊載徵聘資訊，時間原則上不得少於兩週。

After the position request is approved, the Search Committee may, based on the recommended candidate’s area of expertise, draft the recruitment announcement and publish it in mass media or academic journals. The publication period shall, in principle, be no less than two weeks.

丁、 若無其他應徵者，依第三項的丁、戊、己三條程序進行作業。

If there are other qualified applicants, such applicants shall follow the procedures specified in Items B through F of Article 3, while the recommended candidate shall directly proceed to Item D of Article 3.
 

戊、若有其他條件應徵者，其他應徵者應循第三項中乙-己之規定程序辦理。被推薦者直接進入第三項的程序丁。

If there are other qualified applicants, such applicants shall follow the procedures specified in Items B through F of Article 3, while the recommended candidate shall directly proceed to Item D of Article 3.

五、 本辦法經系務會議通過後， 報院校核備後施行。修訂時亦同。

These Regulations shall be implemented upon approval by the DepartmentAffairs Meeting and upon filing with the College and the University for record.The same procedure shall apply to any amendments thereto.
