國立成功大學外國學生獎學金實施要點(自115學年入學新生起適用)
National Cheng Kung University Implementation Guidelines for International Student Scholarships (applicable to new students starting from the 2026-2027 Academic Year onwards)

一、國立成功大學(下稱本校)為鼓勵優秀外國學生來校就讀,提升本校國際化,設外國學生獎學金,並訂定本要點。

 

二、本要點經費來源如下:

(一)教育部補助款。

(二)本校校務基金。

 

三、本要點所稱外國學生獎學金,包括如下:

(一)優秀學生獎學金。

(二)博士菁英獎學金。

 

四、獎學金適用對象:自 115 學年度起入學本校修讀學位及逕行修讀博士學位,並適用本校外國學生學雜費收費標準之外國學生。

 

五、獎學金申領期間:

(一)學士班學生:以本校學則規定修業年限為限。

(二)碩士班學生:以修業前二年為限。

(三)博士班學生:以修業前四年為限。但就讀五年級者,如符合第七點第一款第三目規定,亦得申請。

 

六、優秀學生獎學金之新生申請規定:

(一)申請資格:錄取本校學、碩或博士班之成績優異,且未獲國內外政府機關相關補助獎學金之新生。

(二)獎學金名額:

1.依本校當年度經費情形,分配各學院獎學金額度,再由各學院分配予系所。

2.前款各學院獎學金額度,由國際事務處召開外國學生獎學金說明會,參考前三學年各學院外國學生註冊總人數、各學院獲得本獎學金學生人數及各學院國際、教務、研發綜合指標等調整之。

(三)獎勵期間:1年。

(四)獎學金項目與金額:

1.學士班:免學費,每月獎學金金額由學院自訂。

2.碩、博士班:學雜費(含基本學分費)全免,每月獎學金金額由學院自訂。

(五)審查程序與標準:

1.由各學院自訂獎學金之審查規定,獎學金審查結果送國際事務處備查。

2.各系所之碩博士獎學金申請人應以實體會議或視訊方式面試。

 

 

七、前點優秀學生獎學金之續領規定:

(一)申請資格:前點獲獎生修業滿一學年仍在學,且學業表現符合下列條件者,得申請續領,但各學院有更嚴格規定者,從其規定:

1.學士班學生:前一學年班成績排名前50%或學年學業平均成績達70分,且獲導師推薦。

2.碩士班學生:前一學年學業平均成績達80分,修得各系所規定畢業課程12學分以上,且獲指導教授推薦。

3.博士班學生:

(1) 歷年學業平均成績達80分,修得各系所規定畢業課程總學分數三分之一以上,並獲指導教授推薦;就讀四年級者,應於第三學年結束前通過博士班資格考。

(2) 申請時為就讀五年級者,應修畢系所規定畢業課程總學分數及已通過博士班資格考,以第一或通訊作者投稿於 Q1 國際期刊已實質依據審查意見進行修改,並獲指導教授推薦。

(二)獎勵期間:1年,次年應重新申請。

(三)獎學金項目與金額:

1.學士班:免學費,每月獎學金金額由學院自訂。

2.碩士班:學雜費(含基本學分費)全免,每月獎學金金額由學院自訂。

3.博士班:

(1) 學雜費(含基本學分費)全免,每月獎學金金額由學院自訂。

(2) 就讀五年級者:僅補助學雜費基數。

(四)申請文件:

1.申請書。

2.歷年成績單:僅有一學期成績之在學生,則以前一學期成績為審查標準。

3.操行成績:每學期操行成績達80分,且無重大違規。

4.導師或指導教授推薦信。倘導師或指導教授不推薦,應敘明理由,後由國際事務處召開會議審議之。

5.碩博士生另應檢附研究計畫書或論文說明等相關資料。

(五)審查程序:

1. 申請學生應依每學期公告時間及規定,向系所繳交申請文件。

2. 由各學院自訂審查標準,審查結果送國際事務處備查。

 

八、各學院應就前二點所列獎學金金額、新領及續領之審查標準與程序等事項,另訂實施要點,送國際事務處核備。

 

九、博士菁英獎學金之新生申請規定:

(一)申請資格:

1.錄取本校博士班之成績優異,且未獲國內外政府機關相關補助獎學金。

2.已於具有審查制度之國際學術期刊發表論文,或有其他具體事證足以證明有傑出研究能力。

(二)獎學金名額:
依本校當年度經費情形,分配各學院推薦名額,再由各學院分配予系所。

(三)獎勵期間:1年。

(四)獎學金項目與金額:學雜費(含基本學分費)全免,每月獎學金上限新臺幣(下同)25,000元。指導教授得提供配合款,金額由各學院自訂。

(五)審查程序與標準:

1.由各學院提報推薦學生名單至國際事務處,國際事務處召開外國學生獎學金委員會進行審查。

2.外國學生獎學金委員會,由國際事務長擔任召集人,邀集教務長、研發長、學務長及各學院院長等組成。

3.審查後如無合適獲獎學生,得予從缺。

 

十、博士菁英獎學金之舊生申請規定:

(一)申請資格:入學滿一學年仍在學,歷年學業平均成績達 85分,修得各系所規定畢業課程總學分數三分之一以上;就讀四年級者,應於第三學年結束前通過博士班資格考。

(二)獎學金名額:依本校當年度經費情形,彈性調整。

(三)獎勵期間:1年,次年應重新申請。

(四)獎學金項目與金額:學雜費(含基本學分費)全免,每月獎學金上限25,000元。指導教授得提供配合款,金額由各學院自訂。

(五)申請文件:

1.申請書。

2.歷年成績單。

3.操行成績:每學期操行成績達80分,且無重大違規。

4.指導教授推薦信。

5.期刊、研討會論文等學術著作發表列表。

6.研究計畫書/論文說明:博士生若已達畢業學分門檻而無學期成績者,應另檢附研究計畫書或論文說明等相關資料。

(六)審查程序:由各學院提報推薦學生名單至國際事務處,國際事務處召開外國學生獎學金委員會進行審查。

 

十一、  國際事務處得視當年度預算情況,編列優秀學生獎學金之預算,提供入學時未獲獎之舊生申請,其申請資格與審查程序比照第七點規定辦理。

 

十二、  本獎學金其他注意事項:

(一)獲獎生不得同時領取國內外政府各機關所提供之外國學生獎(助)學金,違反者取消獲獎資格,並應繳回同時領取之獎學金。

(二)獲獎生於獲獎學金期間內如有學習態度不佳情事,導師或指導教授得檢具具體事證,由國際事務處召開會議審議之;博士菁英獎學金由國際事務處召開外國學生獎學金委員會審議之。

(三)獲獎生如有保留入學之情事,原核定獎學金之資格即予取消。學生得於復學之學年度,於指定申請期間(依照本校「外國學生申請入學」時間)重新提出申請。

(四)獲獎生經查驗居留證持有「應聘」身分或簽證持有「工作」身分者,應立即停止核發獎學金,並取消獲獎資格。

(五)獲獎生如未於原系所完成該學制之學業,嗣後不得再以就讀其他系所,重新提出申請同一學制獎學金。但依本校相關規定,經核定轉讀系所者,於原獎勵期間內,不在此限。

 

 

 

 

1.         The following international student scholarships, as provided for in these regulations, have been hereby established by the National Cheng Kung University (hereinafter "the University") to bring together academic excellence from around the world and foster a diverse, global campus environment.

 

2.         Scholarships shall be funded by:

a.   Ministry of Education (MOE) grants

b.   The University Endowment Fund

 

3.         These guidelines apply to the following international student scholarships:

c.   Distinguished Student Scholarship

d.   Elite Doctoral Scholarship

 

4.         Eligible Applicants: international students admitted to the University to pursue a degree or through direct admission to a doctoral program from the 2026 academic year onwards, who are subject to the University’s Tuition Fees, Credit Fees and the Miscellaneous Fees for International Students.

 

5.         Period of Eligibility:

a.   Undergraduate Students: Limited to the normative period of study as stipulated in the University’s Academic Regulations

b.   Master’s Students: Limited to the first two years of study.

c.   Doctoral Students: Limited to the first four years of study. However, students in their fifth year of study may also apply if they meet the requirement set forth in Article 7.a.iii.

 

6.         Distinguished Student Scholarship (New Admissions):

a.  Eligibility: Newly admitted undergraduate, master’s, or doctoral students demonstrating outstanding academic performance, and do not concurrently receive any grants or scholarships from domestic or foreign government bodies.

b. Scholarship quota:

                     i.    The scholarship funding will be allocated to each college based on the University’s budget for the current year; each college will then distribute its allocation to its respective departments.

                   ii.    The Office of International Affairs shall convene a briefing to allocate each college’s scholarship funding mentioned in the preceding paragraph. The allocation will consider the following factors from the previous three academic years: total international student enrollment, the number of current scholarship recipients, and the comprehensive indicators on international affairs, academic affairs and research and development.

c. Award Period: 1 year

d. Scholarship items and amounts

                     i.    Undergraduate Students: Tuition fees waiver, and monthly stipend with amount determined by respective college.

                   ii.    Master’s and Doctoral Students: Waiver of full tuition including basic credit fee, and monthly stipend with amount determined by respective college.

e. Application Review and Criteria:

                     i.    Colleges shall establish their own review regulations, and submit a list of recommended candidates to the Office of International Affairs.

                   ii.    Master’s and Doctoral scholarships applicants shall be interviewed either in person or via video conferencing by the respective departments.

 

7.         Distinguished Student Scholarships (Renewal):

a.   Eligibility: Recipients from the preceding article who have completed one full academic year of study and remain enrolled may apply for scholarship renewal if their academic performance meets the following requirements. However, if a college has established stricter requirements, those requirements shall prevail.

                     i.    Undergraduate students: ranked in the top 50% of their class for the past academic year, or have achieved a minimum grade average of 70 for the same period, with a recommendation of their academic advisor

                   ii.    Master’s students: have achieved a minimum grade average of 80 for the previous academic year and completed at least 12 credits of their mandatory degree coursework, with recommendation from their dissertation advisor.

                 iii.    Doctoral students:

(1)      Years 1–4: have achieved a minimum grade average of 80 for all past academic year(s), and completed of at least one-third of their mandatory degree coursework, with a recommendation of their dissertation advisor; Year 4 students must have successfully completed the candidacy exam by the end of year three.

(2)      Year 5 students must have completed all mandatory degree coursework and passed the candidacy examination, with a recommendation from the dissertation advisor. students must have submitted at least one manuscript to a Q1 international journal as the first or corresponding author, with evidence of substantial revisions made in response to reviewer’s feedback.

b.   Award Period: 1 year, with annual re-application required.

c.   Scholarship items and amounts:

                     i.    Undergraduate Students: Tuition fees waiver, and monthly stipend with amount determined by respective college.

                   ii.    Master’s Students: Waiver of full tuition including basic credit fee, and monthly stipend with amount determined by respective college.

                 iii.    Doctoral Students:

(1)    Year 1-4: Waiver of full tuition including basic credit fee, and monthly stipend with amount determined by respective college.

(2)    Year 5: Waiver of basic tuition fee.

d.   Application materials:

                     i.    Application form.

                   ii.    Full transcripts to date:students with only transcript of one semester will be reviewed based on the results of the previous semester.

                 iii.    Conduct grades: 80 or above each semester, with no major disciplinary records.

                 iv.    Recommendation letter from academic advisor or dissertation advisor. If the advisor chooses not to provide a recommendation, they must state the reasons, which shall then be reviewed by the Office of International Affairs.

                   v.    Research or dissertation proposal, or other relevant materials (master’s and doctoral applicants only).

e.   Application Review:

                    i.    Applicants must submit all required documents to their specific departments/programs by the announced deadline.

                   ii.    Each college shall review the applications according to their internal regulations and submit the results to the Office of International Affairs.

 

8.         Each college shall establish its own implementation guidelines regarding the scholarship amounts, evaluation criteria and procedures for both new and renewal applications as specified in the two preceding articles. These guidelines shall be submitted to the Office of International Affairs for review and record.

 

9.         Elite Doctoral Scholarship (New Admissions)

a.   Eligibility: Newly admitted doctoral students who:

                     i.    Demonstrate outstanding academic performance, and do not concurrently receive any grants or scholarships from domestic or foreign government bodies.

                   ii.    Have published in a reviewed international academic journal or can present other evidence of outstanding research competence

b.  Scholarship quota:

The scholarship funding will be allocated to each college based on the University’s budget for the current year; each college will then distribute its allocation to its respective departments.

c.  Award Period: 1 year

d.    Scholarship items and amounts: Waiver of full tuition including basic credit fee, and monthly stipend of maximum NT$25,000. Advisor may provide matching fund, the amount of which shall be determined by respective colleges.

e.  Application Review and Criteria:

                     i.    Each college shall submit a list of recommended candidates to the Office of International Affairs, which shall then convene a meeting of the Committee Overseeing International-Student Scholarships (hereinafter "the Committee") to review these nominated candidates.

                   ii.    The Committee shall be chaired by the Vice President for International Affairs and consist of members including the Vice President for Academic Affairs, the Vice President for Research and Development, the Vice President for Student Affairs, and the deans of colleges.

                 iii.    In the absence of qualified candidates, the Committee reserves the right to withhold the award.

 

10.     Elite Doctoral Scholarship (Continuing Students):

a.  Eligibility: students who have achieved a minimum grade average of 85 for the past academic year(s) and remain enrolled, and completed at least one-third of their mandatory degree coursework, with a recommendation of their dissertation advisor; Year 4 students must have successfully completed the candidacy examination by the end of year three.

b.  Scholarship quota: subject to the annual available funding.

c.  Award Period: 1 year, with annual re-application required.

d.  Scholarship items and amounts: Waiver of full tuition including basic credit fee, and monthly stipend of maximum NT$25,000. Advisor may provide matching fund, the amount of which shall be determined by respective colleges.

e.  Application materials:

                    i.    Application form.

                   ii.    Full transcripts to date.

                 iii.    Conduct grades: 80 or above each semester, with no major disciplinary records.

                 iv.    Recommendation letter from dissertation advisor.

                   v.    List of publications in journals, conferences, or other academic forums.

                 vi.    Research/dissertation proposal: students who have completed all required degree coursework must submit a research or dissertation proposal for evaluation in lieu of current semester grades.

f.   Application Review: Each college shall submit a list of recommended candidates to the Office of International Affairs, which shall then convene a meeting of the Committee to review the candidates.

 

11.     The Office of International Affairs may, depending on the available budget of the year, allocate funding for Distinguished Student Scholarships for continuing students who did not receive the award at the time of admission. The eligibility requirements and review procedures for these applications shall be handled in accordance with the provision outlined in Article 7.

 

12.     Other important notices:

a.         A scholarship recipient shall not concurrently receive any other grants or scholarships intended for international students from domestic or foreign government bodies. Violation of this regulation will result in disqualification of the recipient, who shall be required to return any scholarship funds received during the period of concurrent eligibility.

b.         If a recipient demonstrates a poor learning attitude or misconduct during the award period, the academic advisor or dissertation advisor may submit specific evidence to the Office of International Affairs, which shall then convene a meeting to review the case; for a recipient of the Elite Doctoral Scholarship, the case shall be reviewed by the Committee Overseeing International Student Scholarships.

c.         Should a recipient defer their admission, the scholarship will be forfeited. The student may submit a new application during the official international student admission application period (in accordance with the University’s "International Student Admission Application" timeline) for the year they intend to enroll.

d.         If a recipient is found to hold an employment-based Alien Resident Certificate (ARC) or a work visa, the scholarship shall be immediately suspended and the recipient's award eligibility revoked.

e.         A recipient who fails to complete their degree program in their original department is ineligible to re-apply for a scholarship at the same degree level, even if they enroll in a different department. However, this regulation does not apply to a recipient who transfers departments in accordance with the University regulations; they may continue to receive the scholarship for the remainder of their original award period.

f.          The scholarship shall be immediately terminated and the recipient’s eligibility revoked if the recipient takes a leave of absence, withdraws from the University, or leaves the University without justification for a period exceeding one month.

g.         During the award period, a recipient who receives a minor demerit or more severe disciplinary action for violating the University regulations shall have their scholarship terminated and eligibility revoked, effective from the month following the finalization of the penalty. However, for those permitted to perform campus service in lieu of disciplinary penalty, eligibility to apply for the scholarships under these regulations shall be restored starting from the academic year following the completion of said service.

h.         During the award period, a recipient who receives a minor demerit or more severe disciplinary action for violating University regulations shall have their scholarship terminated and eligibility revoked, effective from the month following the finalization of the penalty. However, for a recipient permitted to perform campus service in lieu of disciplinary penalty, eligibility to apply for scholarships under these guidelines shall be restored starting from the academic year following the completion of said service.

 

13.     These guidelines and any future amendments shall take effect upon approval by the Meeting of Chief Administrators and the University Endowment Fund Management Committee.
