國立成功大學校園傳染病防治辦法
National Cheng Kung University Regulations Governing the Prevention and Control of Communicable Diseases on Campus

第一條    國立成功大學(下稱本校)為有效防止傳染病於校園內傳播及群聚感染,維護師生健康與校園正常運作,特依據學校衛生法及傳染病防治法等規定,訂定本辦法。

Article 1 In order to effectively prevent the transmission and cluster infections of communicable diseases on campus, safeguard the health of faculty members, staff, and students, and maintain the normal operation of the campus, National Cheng Kung University (hereinafter referred to as “the University”) hereby establishes these Regulations in accordance with the School Health Act, the Communicable Disease Control Act, and other relevant laws and regulations.

第二條    本辦法所稱傳染病,指水痘、麻疹、流感等呼吸道傳染病,及依衛生福利部疾病管制署公告法定傳染病與有防治必要之具傳染性疾病。

Article 2

The term “communicable diseases” as referred to in these Regulations includes respiratory communicable diseases such as varicella (chickenpox), measles, and influenza, as well as statutory communicable diseases announced by the Centers for Disease Control of the Ministry of Health and Welfare, and other infectious diseases requiring prevention and control.

第三條    本辦法適用對象為本校教職員工生及進入校園之訪客。

Article 3 These Regulations apply to all faculty members, staff, students of the University, and visitors entering the campus.

第四條 本校為進行各項傳染病防治工作,相關單位人員權責分工如下:

一、校安中心:負責通報作業窗口,協助通報教育部校安中心及跨單位聯繫工作等。

二、環境保護暨安全衛生中心衛生保健組(下稱環安衛中心衛保組):負責疫情監測、通報、疫調與衛教宣導等。

三、教務處、學務處、總務處及其他相關行政單位:配合防治措施之執行,如停課、隔離、環境清消及生活協助等。

四、各學院及系所等教學單位:掌握所屬人員健康狀況,協助防治措施之落實。

五、全體教職員工生及校外訪客:遵守本校防疫規定及措施,如有傳染病症狀,應儘速就醫並避免入校。

Article 4 For the implementation of communicable disease prevention and control measures, the responsibilities of relevant units and personnel are assigned as follows:

1. Campus Security Center: Serves as the reporting contact window, assists in reporting to the Ministry of Education Campus Security Center, and coordinates inter-unit communication.

2. Health Services Section, Environmental Protection and Occupational Safety and Health Center: Responsible for epidemic surveillance, reporting, epidemiological investigations, and health education promotion.

3. Office of Academic Affairs, Office of Student Affairs, Office of General Affairs, and other relevant administrative units: Cooperate in the implementation of prevention and control measures, including class suspension, isolation, environmental disinfection, and daily living assistance.

4. Colleges, departments, and other academic units: Monitor the health status of their affiliated personnel and assist in the implementation of prevention and control measures.

5. All faculty members, staff, students, and off-campus visitors: Shall comply with the University’s epidemic prevention regulations and measures; those exhibiting symptoms of communicable diseases shall seek medical attention promptly and avoid entering the campus.

第五條 本校因應傳染病疫情升高之需求,得依疫情嚴重程度、群聚範圍等,組成校園傳染病防治專責小組,由校長指派副校長一人擔任召集人,指揮協調相關單位進行防疫工作。

Article 5 In response to an escalation of communicable disease outbreaks, the University may, based on the severity of the epidemic and the scope of cluster infections, establish a Campus Communicable Disease Prevention and Control Task Force. The President shall appoint one Vice President as the Convener to direct and coordinate epidemic prevention efforts among relevant units.

第六條 通報與應變:

一、校園內如發現疑似或確診水痘、麻疹、流感或其他傳染病個案,應立即通報校安中心,轉請環安衛中心衛保組依本辦法規定及相關作業流程啟動防治工作。各項傳染病處理作業流程,由環安衛中心另行公告之。

二、如經衛生主管機關認定達群聚感染標準,環安衛中心衛保組應報請校方啟動防治應變措施,並視需要召開校內相關單位協調會議;未達群聚標準,由環安衛中心衛保組持續監測與追蹤,配合衛生主管機關防治工作。

Article 6 Reporting and Response:

1. Where suspected or confirmed cases of varicella, measles, influenza, or other communicable diseases are identified on campus, they shall be immediately reported to the Campus Security Center, which shall then refer the case to the Health Services Section to initiate prevention and control measures in accordance with these Regulations and relevant operating procedures. Operational procedures for handling various communicable diseases shall be separately announced by the Environmental Protection and Occupational Safety and Health Center.

2. If the competent health authority determines that the criteria for cluster infection have been met, the Health Services Section shall report to the University and initiate response measures, and convene coordination meetings with relevant units as necessary. If the criteria for cluster infection are not met, the Health Services Section shall continue monitoring and follow-up, and cooperate with prevention and control measures implemented by the competent health authority.

第七條 各單位人員因執行業務知悉防疫相關資訊,應依傳染病防治法等規定予以保密;如有必要,應由本校依法令規定統一對外發布疫情資訊。

Article 7 Personnel of all units who become aware of epidemic-related information in the course of performing their duties shall maintain confidentiality in accordance with the Communicable Disease Control Act and other relevant laws and regulations. Where necessary, epidemic information shall be released externally in a unified manner by the University in accordance with applicable laws and regulations.

第八條 本辦法未盡事宜,依衛生或教育主管機關相關規定及公告事項辦理。

Article 8 Matters not provided for in these Regulations shall be handled in accordance with relevant regulations and announcements issued by the competent health or education authorities.

第九條 本辦法經行政會議通過後施行,修正時亦同。

Article 9 These Regulations shall take effect upon approval by the Administrative Meeting. The same shall apply to any amendments hereto.
