Promogulated in the Joint Meeting of the TCUS on Mar. 17, 2023

一、臺灣綜合大學系統(以下簡稱臺綜大系統)為加強系統內跨校之學術交流，協助各校共同發展人文及社會科學領域，補助研究團隊執行跨校合作計畫及參與研究工作，特訂定本要點。

To promote academic exchange across member universities within the Taiwan Comprehensive University System (hereinafter referred to as “TCUS”) and support the joint development of research in the fields of humanities and social sciences, TCUS has established these guidelines to subsidize research teams in implementing cross-university collaborative projects and participating in research activities.

二、本要點適用對象：臺綜大系統之專任助理教授級以上教師、主治醫師、專任副研究員(或相當職級)以上教研人員。

Applicable recipients of the guidelines:The guidelines apply to full-time faculty members at the rank of Assistant Professor or above, attending physicians, and full-time Associate Research Fellows (or those holding equivalent positions) within TCUS.

三、申請之計畫主題，須符合「人文社會科學領域」範疇，由臺綜大系統內至少二校(含)以上共同提案，並應提出預期達成之績效指標如：跨校合作論文發表、專書出版或辦理工作坊或研討會學術研究活動等。
The proposed research topic must fall within the scope of “Humanities and Social Sciences” and be jointly proposed by at least two universities within TCUS. Applicants must also specify expected performance indicators, such as cross-university co-authored journal articles, the publication of scholarly books, or the organization of academic events such as workshops or conferences.

獲補助之計畫，臺綜大系統得視需要進行考評或舉辦發表會，計畫主持人應提供管考所需資料或展示研究成果。

TCUS may conduct evaluations or organize presentation sessions for subsidized projects as needed. Principal investigators must provide the necessary documentation for evaluation or showcase their research outcomes.

四、每件計畫至多補助新臺幣十萬元整，以補助研究所需相關業務費為原則。

Each approved project may receive a subsidy of up to NT$100,000, mainly to cover expenses directly related to the research.

前項補助期間以申請當年度計，如有特殊情形得申請延長，以延長三個月為限，但延長期間不得增加補助費用。

The funding period is limited to the year of application. Under special circumstances, an extension of up to three months may be requested; however, no additional funding will be granted during the extension period.

五、計畫主持人同一年度以執行一件計畫為限。如已獲臺綜大系統經費執行其他計畫者，仍得申請本補助，但計畫主題不得重複。

Each principal investigator may only lead one project per year. Those already receiving TCUS funding for other projects are still eligible to apply under these guidelines, but the proposed research topic must not duplicate any existing projects.

六、申請與審查程序：

Application and review procedures:

(一)申請人應填具申請書，向所屬學校研發工作圈窗口提出申請。申請書格式及申請時程，依年度另行公告。

(1) Applicants must complete the application form and submit it to the designated liaison office of their respective university's research and development division. The format and schedule for applications will be announced separately each year.

(二)臺綜大系統內各校應自訂審查程序辦理審查，並將審查程序及申請者相關資料，包括推薦名單(每校至多三名)、推薦序位及建議訪問研究期限函等，送交國立成功大學研發工作圈聯絡窗口。

(2)Each university within TCUS shall establish its own review procedures and conduct the evaluation accordingly. The review procedures and relevant applicant information, including the list of recommended candidates (up to three per university), the recommended order, and a letter specifying the proposed duration of the research visit, shall be submitted to the National Cheng Kung University’s Office of Research and Development.

(三)獲補助名單由臺綜大系統執行委員會核定，以書面審查為主；必要時，得請計畫主持人及團隊成員出席簡報。

(3) The list of approved subsidy recipients shall be finalized by TCUS, mainly through a written review. When necessary, the principal investigator and team members may be invited to present their proposal.

前項審查原則如下：

The review criteria for the preceding paragraph are as follows:

(一) 研究議題之重要性、原創性及影響力。

(1) The significance, originality, and impact of the research topic.

(二) 相關研究文獻之掌握及評述。

(2) Familiarity with and evaluation of relevant academic literature.

(三) 研究方法與執行步驟之可行性及創新性。

(3)Feasibility and innovativeness of the research methods and implementation steps.

(四) 計畫主持人之學術成就。

(4)The academic achievements of the principal investigator.

(五) 共同主持人之合宜性及適任度。

(5)Suitability and qualifications of the co-principal investigators.

(六) 曾獲本要點補助者，新年度申請時，須檢具前次研究成果。

(6)Applicants who have previously received funding under the guidelines must include the results of their prior research when applying in a new year.

七、本要點補助之經費來源由臺綜大系統經費支應，獲補助者須檢附憑證及相關資料送所屬學校辦理經費核銷，並依各校主計規定辦理撥款及經費結報相關事宜。

Funding for this program shall be covered by TCUS. Recipients are required to submit receipts and related documentation to their universities for financial verification. Disbursement and reimbursement shall follow the accounting regulations of each respective university.

八、研究成果如有涉及智慧財產權等相關權利義務，依該計畫主持人之所屬學校相關規定辦理。

If the research outcomes involve intellectual property or related rights and obligations, such matters shall be handled in accordance with the relevant regulations of the principal investigator’s affiliated university.

九、 本要點經臺綜大研發工作圈研發長會議通過，報請臺綜大執行委員會議核備後實施，修正時亦同。

The guidelines shall take effect upon approval by the meeting of the Dean for Research and Development of the R&D Work Circle of TCUS and ratification by TCUS’s Executive Committee. The same procedure applies to any amendments.
