一、國立成功大學（下稱本校）為有效管理電動汽車充電設施之設置、申請、使用等事宜，特訂定本要點。

1. National Cheng Kung University (hereinafter referred to as the University) has formulated these guidelines to effectively manage the installation, application, and usage of electric vehicle charging facilities.

二、本要點適用範圍，包含本校各校區停車場及委外經營停車場。

2. The scope of these guidelines includes the parking lots on various campuses of the University and outsourced parking lots.

三、申請設置電動汽車充電設施之資格如下：

3. The qualifications for applying to install electric vehicle charging facilities are as follows:

(一)  招商委外模式：由停車場管理單位視其需求依相關規定提出申請，引進充電設備營運業者，由業者負責建置。

(1)      Outsourcing Model: Parking lot management units may submit applications based on their needs in accordance with relevant regulations for introducing charging equipment operators. The operators are responsible for installation.

   (二)自建模式：由本校各單位或停車場委外經營廠商視其需求依相關規定提出申請，自建充電設施。

(2)      Self-built mode: Units of the University or outsourced operators contracted by the University can apply according to their needs and relevant regulations to establish charging facilities.

四、申請設置電動汽車充電設施之程序如下：

4. The procedure for applying to install electric vehicle charging facilities is as follows:

  （一）由各單位或停車場委外經營廠商檢附相關資料，向總務處事務組提出申請。

(1)      Units or parking lot operators contracted by the University shall submit applications with relevant documents to the General Service Division of Office of General Affairs.

  （二）總務處事務組及營繕組應會同審核，如有必要時得偕同周邊系所、單位共同會勘並提供審核意見後，續提校園交通管理委員會及永續校園規劃及運用委員會工作小組審議。

(2)      The General Service Division of Office of General Affairs and the Construction and Maintenance Division shall jointly review the application. If necessary, they may conduct a joint inspection with surrounding departments and units, provide their review opinions, and then submit the application for further review by the Campus Traffic Management Committee and the work group of the Sustainable Campus Planning and Utilization Committee.

  （三）申請單位與停車場委外經營廠商應依審核意見及委員會會議決議內容設置之。

(3)      The applying units and outsourced parking lot operators should establish the charging facilities in accordance with the review opinions and decisions made during committee meetings.

五、設置電動汽車充電設施之規劃設計原則如下：

 5. The planning and design principles for establishing electric vehicle charging facilities are as follows:

  （一）充電設施之設置，應依電業法、電器承裝業管理規則、用戶用電設備裝置規則、各類場所消防安全設備設置標準等相關規定辦理。

(1)      The installation of charging facilities should be carried out in accordance with relevant regulations such as the Electricity Act, the Management Regulations for Electrical Installation Contractors, the Rules for the Installation of Electrical Equipment for Users, and various standards for the installation of fire safety equipment in different locations.

  （二）充電設施設置前，應先行評估設備額定功率及設置地點所屬電號契約容量，不得因充電設施造成超約用電。

(2)      Before installing charging facilities, an assessment of the rated power of the equipment and the contracted capacity of the electrical meter at the installation location should be conducted. Charging facilities should not cause overuse of electricity beyond the contracted capacity.

  （三）充電設施的位置及使用不得妨礙逃生與消防安全，須採用合格安全充電設備，須由合格電器承裝業廠商安裝施工，充電設備前須設置合格斷路器及獨立電表。

(3)      The location and use of charging facilities must not obstruct evacuation and fire safety. Qualified safety charging equipment must be used, installed, and constructed by certified electrical installation contractors. Before installing charging equipment, qualified circuit breakers and separate electric meters must be installed.

六、電動汽車充電專用停車位之充電收費，依本校車輛收費管理要點規定辦理收費。

6. Charging fees for parking spaces designated for electric vehicle charging shall be implemented in accordance with the provisions of the University's Vehicle Charging Management Directions.

七、電動汽車充電設施之維護、管理、變更、廢止及罰則如下：

7. The maintenance, management, modification, termination, and penalties for electric vehicle charging facilities are as follows:

（一）充電設施由申請單位依申請目的使用，若有變更或廢止，應依申請程序申請核准。

(1)     The charging facilities shall be utilized by the applicant according to the stated purpose upon application. Any modifications or terminations shall be subject to approval through the application procedure.

（二） 充電設施申請單位應善盡維護管理之責，如申請單位未盡維護管理之責，經勸導仍未改善者，校方得停止供電。

(2)     The applicant for charging facilities shall fulfill their responsibility for maintenance and management. If the applicant fails to fulfill their responsibility for maintenance and management, and fails to improve after being advised, the school authority may suspend power supply.

（三）充電設施申請單位應設置監控設備及二十四小時緊急應變人員聯絡方式之標示牌，並投保公共意外責任險。

(3)     The applicant for charging facilities shall install monitoring equipment and display signage indicating the contact information of emergency response personnel available twenty-four hours a day. Additionally, they must obtain public liability insurance for accidents.

（四）充電設施申請單位應設置指引標誌，引導電動汽車充電專用停車位之   方向及位置，並劃設電動汽車充電專用標線。

(4)     The applicant for charging facilities shall install directional signs to guide the direction and location of the parking spaces for electric vehicle charging, and mark the lines specifically for electric vehicle charging.

（五）車輛未有充電行為停放於電動車充電專用停車位者，依本校車輛收費管理要點、校園車輛交通違規裁處作業標準規定，由駐衛警察開立違規罰單。

(5)     The vehicle parked in a parking space designated for electric vehicle charging without engaging in charging, a violation ticket will be issued by the stationed security guard, in accordance with the regulations stipulated in the University's Vehicle Charging Management Directions and Campus Vehicle Traffic Violation Handling Standards.

八、本要點如有未盡事宜，悉依本校其他相關規定辦理。

8. Matters not addressed herein shall be subject to other applicable regulations.

九、本要點經校園交通管理委員會討論通過，陳請校長核定後實施，修正時亦同。

9. The guidelines shall be reviewed and approved by the Campus Traffic Management Committee, and take effect upon approval by the President; the same shall apply to their revisions.
