國立成功大學人文社會科學中心辦理「臺灣綜合大學系統四校人文社會研究策略聯盟」基金經費補助要點

Research Center for Humanities and Social Sciences, National Cheng Kung University Directions for the Subsidy of the “Humanities and Social Science Research Strategies Alliance of Four Universities in the Taiwan Comprehensive University System (TCUS)”

一、   國立成功大學人文社會科學中心(以下簡稱本中心)，為協助臺灣綜合大學系統(以下簡稱系統)，以信義房屋創辦人周俊吉先生捐贈新臺幣壹仟萬元為起始，推動國立成功大學、國立中山大學、國立中興大學、國立中正大學（以下簡稱四校）聯盟人文社會科學學術活動及研究之發展，審查系統捐贈經費之補助及使用，特訂定本要點。

1.      In order to assist the Taiwan Comprehensive University System (hereinafter TCUS) in promoting humanities and social sciences activities and research and development and reviewing the subsidy and budget use of National Cheng Kung University (NCKU), National Sun Yat-sen University (NSYSU), National Chung Hsing University (NCHU), and National Chung Cheng University (CCU) (hereinafter the Four Universities) based on the donation of NT$10 million of the founder of Sinyi Realty Inc., Mr. Chun-chi Chou, the Research Center for Humanities and Social Sciences of National Cheng Kung University (hereinafter the Center) hereby establishes these directions.

二、補助對象如下：

2. The subsidy subjects are as follows:

(一)四校「島鏈人文」研究策略聯盟計畫：於每年11月中旬提出次年度計畫書，每年以補助新臺幣壹佰伍拾萬元為原則，由經費補助工作小組（以下簡稱工作小組）審定之。

(A)  “Island Humanities” research strategy alliance plan of four universities: submit the proposal for the following year by the middle of November every year. In general, the subsidy will be NT$1.5 million every year and will be reviewed by the budget subsidy task force (hereinafter the task force).

(二) 四校人文社會相關學術活動：由四校人文社會科學中心或人文中心，於每年4月及10月提出該年度人文社會活動計畫書，由工作小組視計畫內容審定之。如有特殊情形，得召開臨時工作小組會議討論。

(B) Academic activities related to the humanities and social sciences of the four universities: by April and October of each year, the research center for humanities and social sciences or the humanities center of the four universities shall submit proposals for humanities and social sciences related activities. The proposals shall be reviewed and approved by the task force based on their contents. A task force meeting shall be called in exceptional circumstances where discussions are required.

前項經費補助之申請，應填具申請表向系統辦公室提出。

The application for the subsidy of the preceding budget shall be filed at the TCUS office.

三、本中心應組成工作小組，辦理經費補助之審核。

3.      The Center shall organize a task force to manage the review of the budget subsidy.

工作小組置成員五人，系統執行秘書及本中心主任為當然成員，其餘成員由本中心主任邀請本校專任教師擔任。

The task force shall have five members; the TCUS executive secretary and director of the center are ex officio members, and the remaining members are full-time teachers of the university invited by the director of the center.

召集人由工作小組成員互相推舉。

The members of the task force shall recommend the convenor from among themselves.

四、工作小組就經費及計畫書通過審核之決議，應送系統備查。

4.      The task force shall submit resolutions aimed at the approved budget and proposal to TCUS for reference.

五、補助經費通過後，由主辦學校摯據，向系統辦公室申請撥款。

5.      Upon approval of the budget subsidy, the host university shall apply to the TCUS office for funds as appropriate against the receipts.

計畫經費之執行，依「臺灣綜合大學系統經費支用要點」及各校經費結報流程辦理。

The implementation of the planned budget shall be managed in accordance with “TCUS Directions for Expenditure Budget Disbursement” and the budget reimbursement flow of the four universities.

六、計畫之結報，應於執行完畢一個月內，繳回計畫剩餘款、經費收支明細報表及成果報告書予系統。

6.      To close the plan, the report of the remaining budget, the budget expenditure statement, and the results shall be submitted to the TCUS within one month from completion of the plan.

七、本要點經本中心審議委員會通過後施行，修正時亦同。

7.      These directions shall be implemented upon approval of the Review Committee of the Center, and the same shall also apply to any amendments.
