壹、總則:
一、依據教育基本法第8條第2項規定,學生之學習權、受教育權、身體自主權及人格發展權,國家應予保障,並使學生不受任何體罰及霸凌行為,造成身心之侵害。
二、國立成功大學(以下簡稱本校)為增進友善校園,防制校園霸凌事件,明確律定教職員工生相關權責及處理程序,依教育部「校園霸凌防制準則」第11條規定,訂定本校「校園霸凌防制規定」(以下簡稱本規定)。
三、本校校長及教職員工應具備校園霸凌防制意識,避免因自己行為致生霸凌事件,或不當影響校園霸凌防制工作。
四、加強實施學生法治教育、品德教育、人權教育、生命教育、性別平等教育、資訊倫理教育、偏差行為防制及被害預防宣導,奠定防制校園霸凌之基礎。
五、本校於校園霸凌事件宣導、處理或輔導程序中,得善用修復式正義策略,以降低衝突、促進和解及修復關係。
I. General Principles
1. According to Paragraph 2, Article 8 of the Educational Fundamental Act, the state shall protect the rights of students to learning and education, the right to mental and physical development, and shall also protect the rights of students against mental or physical punishment and bullying.
2. In accordance with Article 11 of the Guidelines for the Prevention of Campus Bullying issued by the Ministry of Education, National Cheng Kung University (hereinafter referred to as “University”) has established the National Cheng Kung University Campus Bullying Prevention Regulations (hereinafter referred to as “Regulations”) to clarify the relevant rights and responsibilities of faculty, staff and students as well as procedures so as to promote a friendly campus and prevent incidents of bullying.
3. The President, faculty and staff of the University shall be aware of the prevention of bullying and shall avoid causing incidents of bullying or improperly interfering with the prevention and handling of such incidents.
4. The purpose of the Regulations is to strengthen the implementation of education on the rule of law, morality, human rights, life, gender equality, information ethics, prevention of delinquent behavior and prevention of victimization, so as to lay the foundation for preventing and dealing with campus bullying.
5. The University will make good use of restorative justice strategies in its bullying awareness, management or counseling process to reduce conflict, promote reconciliation and repair relationships.
貳、校園安全規劃:
本校為防制校園霸凌,採取下列措施改善校園霸凌危險空間:
一、依空間配置、管理與保全、標示系統、求救系統與安全路線、照明與空間穿透性及其他空間安全要素等,定期檢討校園空間與設施之規劃與使用情形,及檢視校園整體安全。
二、記錄校園內曾經發生校園霸凌事件之空間,並依實際需要繪製校園安全地圖。
三、檢討校園空間與設施之規劃,應考量學生之身心功能或語言文化差異之特殊性,提供符合其需要之安全規劃及說明方式。
II. Campus safety planning
In order to prevent incidents of school bullying, the University shall implement the following measures to enhance campus safety:
1. Periodically inspect the design and use of campus grounds and facilities and evaluate the overall safety of the campus by assessing the layout, management, and security of indoor and outdoor areas; the signage system; the emergency response system and safe routes; lighting and visibility; and other important safety factors.
2. Record the locations where incidents of bullying have occurred on campus and prepare a campus safety map according to actual needs.
3. In reviewing the planning and use of campus grounds and facilities, consider the differing needs of students in terms of physical and mental ability or linguistic culture so that the safety planning and instructional methods provided meet their needs.
參、校內外教學及人際互動應注意事項:
一、利用適當時機與場合,加強校長及教職員工生就校園霸凌防制權利、義務及責任之認知;校長或教師、職員、工友、學生(以下簡稱教職員工生)於進行校內外教學活動、執行職務及人際互動時,應發揮樂於助人、相互尊重之品德。
二、教師於平日教學過程中,可鼓勵及教導學生如何理性溝通、積極助人及處理人際關係,以培養其責任感及自尊尊人之處事態度,協助學生學習建立自我形象,真實面對自己,並積極正向思考。
三、對被霸凌人及曾有霸凌行為或有該傾向之校長及教職員工生,積極提供協助、主動輔導,並就學生學習狀況、人際關係與家庭生活,進行深入了解及關懷。
四、校長及教職員工應以正向輔導管教方式啟發學生同儕間正義感、榮譽心、相互幫助、關懷、照顧之品德及同理心,以消弭校園霸凌行為之產生;並應主動關懷、覺察及評估學生間人際互動情形,依權責進行輔導,必要時送本校防制校園霸凌因應小組確認。
III. Precautions for Teaching and Interacting on and Off Campus
1. Take advantage of appropriate opportunities and occasions to raise awareness of the rights, duties and responsibilities of the President, faculty, staff and students of the University in preventing bullying. The President or faculty, staff, employees, and students (hereinafter referred to as “Staff and Students”) shall demonstrate the moral character of helping others and respecting each other in their educational activities, in the performance of their duties, and in their interpersonal interactions on and off campus.
2. Faculty can encourage and teach students how to communicate rationally, actively help others, maintain interpersonal relationships, and cultivate a sense of responsibility, self-esteem, respect for others, and to be true to themselves through the regular teaching process.
3. Provide support and guidance to victims of bullying, as well as to the President, staff and students who have bullied or are vulnerable to bullying, and who understand and care deeply about students’ academic performance, interpersonal relationships, and family life.
4. The President, faculty, and staff shall use positive counseling to inspire students' sense of justice, honor, mutual help, caring, and empathy among peers to prevent bullying on campus; take the initiative to monitor, observe, and evaluate various interpersonal interaction situations, provide guidance according to their authority and responsibility, and, if necessary, make a report to the University’s Roles and Responsibilities of the Bullying Prevention Response Team (hereinafter referred to as “Response Team”) for confirmation.
肆、校園霸凌之界定、樣態、通報權責及受理窗口:
一、相關用詞界定如下:
(一)學生:指本校具有學籍、學制轉銜期間未具學籍者、接受進修推廣教育者、交換學生、教育實習學生或研修生。
(二)教師:指專任(案)教師、兼任教師、代理教師、代課教師、教官、運用於協助教學之志願服務人員、實際執行教學之教育實習人員及其他執行教學或研究人員。
(三)職員、工友:指教師以外,固定、定期 執行學校事務,或運用於協助學校事務之志願服務人員。
(四)霸凌:指個人或集體持續以言語、文字、圖畫、符號、肢體動作、電子通訊、網際網路或其他方式,直接或間接對他人為貶抑、排擠、欺負、騷擾或戲弄等行為,使他人處於具有敵意或不友善之校園學習環境,產生精神上、生理上或財產上之損害,或影響正常學習活動之進行。構成性別平等教育法第二條第五款所稱性霸凌者,依該法規定處理。
(五)校園霸凌:指相同或不同學校校長及教職員工生對學生,於校園內、外所發生之霸凌行為。
二、校長或教職員工知有疑似校園霸凌事件時,均應立即依規定程序向本校通報窗口校安中心(軍訓室,電話:校內分機55555、06-2381187)通報,並由校安權責人員向教育部實施校安通報,至遲不得超過二十四小時。
三、本校於接獲申請調查或檢舉後,應於三個工作日內召開防制校園霸凌因應小組會議,開始調查處理程序。第二項所定事由,必要時得由防制校園霸凌因應小組指派委員三人以上組成小組認定之。本校於接獲申請調查或檢舉時,應於二十日內以書面通知申請人或檢舉人是否受理。
有下列情形之一者,本校應不予受理:
(一)非屬本規定所規定之事項。
(二)無具體之內容或申請人、檢舉人未具真實姓名。
(三)同一事件已處理完畢。
前項不受理之書面通知,應敘明理由。
四、本校如不受理,應以書面通知申請人或檢舉人,於接獲不受理通知之次日起二十日內,得以書面具明理由向本校申復,不受理之申復以一次為限。
五、本校接獲申復後,應將申請調查或檢舉案交防制校園霸凌因應小組重新討論受理事宜,並於二十日內以書面通知申復人申復結果;申復有理由者,防制校園霸凌因應小組應依相關規定調查處理。
IV. Definition, Patterns, Services and Reporting Authority of Campus Bullying
1. Definitions:
(1) Students: Those who are enrolled, yet enrolled during the transfer period, under continuing education program, exchange students, student teachers, or short-term program participants of the University.
(2) Faculty: Full-time teachers, part-time teachers, acting teachers, substitute teachers, military teachers, volunteers assisting in teaching, student teachers who actually teach, and other teaching or research personnel.
(3) Staff and employees: Workers, other than teachers, who perform or assist in school affairs on a regular basis.
(4) Bullying: A person or group of persons intentionally uses words, text, images, symbols, physical actions, electronic communications, Internet communications against the person, directly or indirectly, to belittle, exclude, harass, or tease the person, which also places the person in a hostile and unfriendly environment and causes psychological, physical, or property damage, or interferes with the person's learning progress. Incidents of bullying that constitute sexual bullying as defined in Paragraph 5, Article 2 of the Gender Equity Education Act shall be dealt with in accordance with the provisions of that Act.
(5) Campus bullying: Bullying behaviors that occur on and off campus by the President, Staff and Students toward a student.
2. President or staff shall immediately report any suspected incidents of school bullying to the Campus Safety Center (Military Training Division, Tel: ext. 55555, 06-2381187). The Military Training Division will report the case to the Ministry of Education within 24 hours.
3. Upon receipt of an investigation request or report, a Response Team meeting shall be convened within three business days to begin the investigation process. An Acceptance Team consisting of more than three members appointed by the Response Team shall be formed to decide whether the request or complaint meets the criteria specified in Paragraph 2. Upon receipt of the request for investigation or complaint, a written response shall be provided within 20 days informing the requestor or complainant whether the request or complaint has been accepted.
The request for investigation or complaint shall be rejected under any of the following circumstances:
(1) The case is not an incident of school bullying.
(2) No specific content or the real name of the complainant or informant is given.
(3) It is the same incident that has already been handled.
Refusal must be made in writing and justified.
4. If the application is not accepted, the University shall notify the complainant or the informant in writing. A complainant who disagrees with such a conclusion may reapply in writing with grounds to the University within twenty days of the date following the date of receipt of the written notice. No more than one reapplication may be made.
5. After accepting a reapplication, the University will refer the reapplication for investigation or complaint to the Response Team for review and notify the complainant of the outcome within 20 days. If the reapplication is legitimate, the Response Team shall investigate and deal with the case in accordance with relevant regulations.
伍、防制校園霸凌因應小組工作權責範圍:
一、本校防制校園霸凌因應小組為常設小組(如附件1),負責處理校園霸凌事件之防制、調查、確認、輔導及其他相關事項。委員採任期制任期1學年,連聘得連任。任期中委員出缺時,應予補聘,補聘委員任期至出缺委員任期屆滿時止。
二、本校防制校園霸凌因應小組共11人,由副校長擔任主任委員(兼召集人),其餘成員包括教師代表2人、學務人員3人、輔導人員2人、家長代表1人、學者專家1人、學生代表1人。
三、防制校園霸凌因應小組會議每學年至少召開1次,會議由召集人召集,召集人不能出席時,應指定委員代理之。會議應有委員二分之一以上出席,始得開會,出席委員過半數之同意始得決議。
防制校園霸凌因應小組召開會議審議校園霸凌事件時,得視需要邀請職員工代表或具霸凌防制意識之專業輔導人員、性別平等教育委員會委員、法律專業人員、特殊教育專業人員、警政、衛生福利、法務等機關代表及學生代表參加。
四、受調查人為校長時,由教育部組成校園霸凌事件審議小組,負責處理校長對學生霸凌事件之調查及審議事項。
V. Roles and Responsibilities of Bullying Prevention Response Team
1. The Response Team is a standing team (see Appendix 1) responsible for the prevention, investigation, identification, counseling, and other related matters of bullying incidents. Members shall be appointed for a term of one academic year and shall be eligible for reappointment. If a member is unable to fulfill his/her duties during his/her term, he/she shall be reappointed. The term of the reappointed member shall expire when the term of the outgoing member expires.
2. The 11-member Response Team is chaired (and convened) by the Vice President of the University. The remaining members include two faculty representatives, three academic staff representatives, two counselors, one parent representative, one academic expert, and one student representative.
3. The Response Team shall meet at least once each academic year, and the meeting shall be called by the convener. If the convener is unable to attend, a member shall be appointed to represent him or her. No meeting may be held unless more than one-half of all members of the Response Team are present. A decision shall be made with the consent of more than half of the members present.
Representatives of staff, professional counselors with expertise in bullying prevention, members of the University Equity Education Committee, legal counsel, special education professionals, and representatives of agencies including, but not limited to, police, health and welfare, and legal affairs may be invited to attend the meeting as needed.
4. If the President is the subject of an investigation, a Campus Bullying Review Panel will be formed by the Ministry of Education to investigate and review such bullying incidents.
陸、校園霸凌之申請調查及處理程序:
一、申請(檢舉)調查(如附件2)校園霸凌事件之申請人或檢舉人得以言詞、書面或電子郵件申請調查或檢舉;其以言詞或電子郵件為之者,由本校作成紀錄,經向申請人或檢舉人朗讀或使其閱覽,確認其內容無誤後,由其簽名或蓋章;申請人或檢舉人未具真實姓名者,除本校已知悉確有霸凌情事者外,得不予受理。
前項書面或依言詞、電子郵件作成之紀錄,應載明下列事項:
(一)申請人或檢舉人姓名、聯絡電話及申請調查日期。
(二)申請人申請調查者,應載明被霸凌人之就讀學校、班級。
(三)申請人委任代理人代為申請調查者,應檢附委任書(如附件3),並載明申請人及受委任人姓名、聯絡電話。
(四)申請調查或檢舉之事實內容,如有相關證據,亦應記載或附卷。
二、本校於接獲申請調查或檢舉後,於三個工作日內召開防制校園霸凌因應小組會議,開始調查處理程序;並於受理疑似校園霸凌事件申請調查、檢舉、移送之次日起二個月內完成調查;必要時,得延長之,延長以二次為限,每次不得逾一個月,並應通知申請人及行為人。
三、為保障校園霸凌事件當事人之學習權、受教育權、身體自主權、人格發展權及其他權利,必要時得為下列處置,並報教育部備查:
(一)彈性處理當事人之出缺勤紀錄或成績評量,並積極協助其課業、教學或工作,得不受請假、學生成績評量或其他相關規定之限制。
(二)尊重被霸凌人之意願,減低當事人雙方互動之機會;情節嚴重者,得施予抽離或個別教學、輔導。
(三)避免行為人及其他關係人之報復情事。
(四)預防、減低或杜絕行為人再犯。
(五)其他必要之處置。
當事人非屬本校之教職員工生時,應通知當事人所屬學校,依前項規定處理。
前二項必要之處置,應經防制校園霸凌因應小組決議通過後執行。
四、本校調查處理校園霸凌事件時,依下列方式辦理:
(一)調查時,應給予雙方當事人陳述意見之機會;當事人為未成年者,得由法定代理人陪同。
(二)避免行為人與被霸凌人對質。但基於教育及輔導上之必要,經防制校園霸凌因應小組徵得雙方當事人及法定代理人同意,且無權力、地位不對等之情形者,不在此限。
(三)不得令當事人與檢舉人或證人對質。但經防制校園霸凌因應小組徵得雙方及其法定代理人之同意,且無權力、地位不對等之情形者,不在此限。
(四)基於調查之必要,得於不違反保密義務之範圍內,另作成書面資料,交由當事人或受邀協助調查之人閱覽或告以要旨。
(五)調查時就當事人、檢舉人、證人或協助調查人之姓名及其他足以辨識身分之資料,應予保密。但基於調查之必要或公共利益之考量者,不在此限。
(六)申請人撤回申請調查時,為釐清相關法律責任,得經防制校園霸凌因應小組決議、經行為人請求,或主管機關認情節重大者,應繼續調查處理。
五、防制校園霸凌因應小組調查完成後,應將調查報告及處理建議,以書面向本校提出報告。本校應於接獲調查報告後二個月內,自行或移送相關權責機關依相關法律、法規或學校章則等規定處理,並將處理之結果,以書面載明事實及理由通知申請人、檢舉人及行為人。
六、本校於校園霸凌事件處理完成,調查報告經防制校園霸凌因應小組議決後,應將處理情形、調查報告及防制校園霸凌因應小組之會議紀錄,報所屬主管機關。
VI. Investigation and Handling Procedures
1. The request for investigation or the complaint (Appendix 2) filed by a claimant or complainant regarding an incident of school bullying may be made orally, in writing, or by e-mail. If it is made verbally or by e-mail, the authorized receiving office shall, upon receipt of the request or complaint, prepare a text record thereof and read it to the requestor or complainant or allow him/her to review it for accuracy, after which he/she shall sign or seal said record. However, a complaint or grievance filed by a person who does not provide his or her real name will not be accepted unless the University had knowledge of the bullying.
The foregoing textual record of a written or oral claim or complaint shall include the following items:
(1) The name, telephone number, and date of the request or complaint.
(2) The name of the school and class attended by the person being bullied.
(3) The authorized designee, if any, shall include a Letter of Authorization (Appendix 3) that clearly states name and contact number of the complainant and the designee.
(4) If there is evidence to support the facts presented for investigation or complaint, it must be properly recorded and attached.
2. Upon receipt of a request for investigation or report, a Response Team meeting will be convened within three business days to begin the investigation process. The University shall complete the investigation within two months, which may be extended up to two times, if necessary, each time not to exceed one month, from the second day following the date the request for investigation, report, or referral of the alleged campus bullying incident was received, and the requestor and alleged offender shall be notified.
3. In order to protect the right to learning and education, the right to mental and physical development and other rights of the persons concerned, the following measures may be taken, if necessary, and shall be reported to the competent authorities for consideration:
(1) Flexible handling of attendance records or academic evaluations of affected individuals and active provision of academic and/or professional support not subject to standard absence or evaluation policies.
(2) Contact restrictions between those involved, as requested by the complainant; in serious cases, withdrawal or individual instruction or counseling may be provided.
(3) Prevent and prohibit retaliation.
(4) Prevent further assault or harassment by the offender.
(5) Other measures
If any of the individuals involved are not employed by or enrolled at the University, their respective schools shall be notified in accordance with the provisions of the previous articles.
The first two required actions will be taken in accordance with the decision of the Response Team.
4. Investigation and Handling Procedures
(1) During the investigation of a campus bullying incident, both parties will be given the opportunity to make a statement; minor party may be accompanied by a legal guardian during the investigation.
(2) Confrontation between the alleged offender and the victim shall be avoided. However, this restriction does not apply if the Response Team has obtained the consent of both parties and their legal representatives and there is no imbalance of power or status.
(3) Confrontation of the involved persons with the complaint or the witness shall be avoided. However, this restriction does not apply if the Response Team has obtained the consent of both parties and their legal representatives and there is no imbalance of power or status.
(4) If necessary, information relevant to the case may be recorded in writing so long as it does not violate confidentiality. The respondent shall be permitted to read or be provided with a summary of such record.
(5) Unless relevant to the investigation or in the interest of public safety, the names and any identifying information of the individuals involved, the complaint, or parties assisting in the investigation will be kept confidential.
(6) In cases where a complainant withdraws a request for an investigation, the University may, subject to the Response Team's decision or at the request of the alleged offender, continue the investigation to determine the appropriate legal responsibility.
5. Upon completion of the investigation by the Response Team, the Response Team shall submit a written investigation report and disposition recommendations to the University. The University shall, within two months of receipt of the investigation report, handle the case itself or refer it to the appropriate authorities for handling in accordance with relevant laws, regulations, or school rules, and notify the complainant, respondent, and alleged offender in writing of the results of the handling, clearly stating the facts and reasons.
6. Once the bullying incident has been addressed, in addition to the minutes of the Response Team meeting, an investigation report detailing the handling and findings of the incident, as resolved by the Response Team, shall be submitted to the appropriate authority for future reference.
柒、校園霸凌之申復及救濟程序:
一、本校依陸、第五點將處理結果,以書面通知申請人及行為人時,應一併提供調查報告,並告知不服之申復方式及期限。
二、申請人或行為人對本校調查及處理結果不服者,得於收到書面通知次日起二十日內,以書面具明理由(如附件4),向本校申復;其以言詞為之者,本校應作成紀錄,經向申請人或行為人朗讀或使閱覽,確認其內容無誤後,由其簽名或蓋章。申復以一次為限。
三、本校受理申復後,應即組成審議小組,並於三十日內作成附理由之決定,以書面通知申復人申復結果;審議會議進行時,得視需要給予申復人陳述意見之機會。
VII. Reapplication and relief measures
1. When the University notifies complainants and suspected persons of the result in writing according to Article 6, Paragraph 5, the University shall provide the investigation report together with written notice and the due date for making the appeal.
2. A complainant or alleged offender who objects to the investigation and handling conclusion of the University may reapply in writing with grounds (Appendix 4) to the Response Team within twenty days from the date following the date of receipt of the written notification. If it is made verbally, the authorized recipient office shall, upon the receipt of the application or complaint, create a text record thereof, and recite it to the complainant or complainant, or allow him or her to examine it for accuracy, after which he or she shall sign or seal the said record. The reapplication shall be made no more than once.
3. After accepting a reapplication, an evaluation team shall be formed immediately. The team shall come to a reasoned judgment and provide written notification of the decision on the reapplication to the complainant within 30 days. During the review of the reapplication case, the complainant shall be given the opportunity to make a statement.
捌、禁止報復之警示:
當申請人或檢舉人提出申請調查階段,應避免申請人與行為人不必要之接觸,以維護雙方權利。
VIII. Measures against Retaliation
In order to protect the rights of both parties, unnecessary contact with the complainant or alleged offender should be avoided during the investigation phase.
玖、隱私之保密:
一、參與調查處理校園霸凌事件之所有人員,均負有保密義務,若涉及洩密,應依刑法或其他相關法規處罰。
二、本校相關人員就記載有當事人、檢舉人、證人及協助調查人姓名或其他足以辨識其身分之資料,應予以保密。除有調查必要、基於公共利益考量或法規另有規定者,不在此限。
三、調查處理校園霸凌事件人員,就原始文書以外對外所另行製作之文書,應將當事人、檢舉人、證人及協助調查人之真實姓名及其他足以辨識身分之資料刪除,並以代號為之。
IX. Privacy and Confidentiality
1. All personnel involved in the investigation and handling of bullying incidents have a duty of confidentiality and are subject to criminal or other penalties for disclosure.
2. Unless relevant to the investigation or in the interest of public safety, the names and any identifying information of all involved parties, informants, witnesses and persons assisting in the investigation, shall be kept confidential.
3. Except for the original documents, the real names and other identifiable information of the parties, informants, witnesses and persons assisting in the investigation should be deleted and replaced with pseudonyms.
拾、輔導及協助作為:
一、本校完成調查後,確認校園霸凌事件成立時,應即啟動學生輔導機制,並由學生事務處心理健康與諮商輔導組就當事人及其他關係人訂定輔導計畫,持續輔導當事人改善,並依本校輔導作業規定完成個案輔導紀錄。
二、相關輔導及協助作為均須記錄備查,由承辦單位依處置進度完成校園安全通報作業。
三、本校於校園霸凌事件宣導、處理或輔導程序中,得善用修復式正義及支持團體法等策略,藉由和解會談,以降低衝突、促進和解及修復關係。
四、當事人經定期評估未獲改善者,得於徵求其同意後,轉介專業諮商、醫療機構實施矯正、治療及輔導,或商請社政機關(構)輔導安置;其有法定代理人者,並應經其法定代理人同意。
五、校園霸凌事件情節嚴重者,本校應即請求警政、社政機關(構)或司法機關協助,並依少年事件處理法、兒童及少年福利與權益保障法、社會秩序維護法等相關規定處理,霸凌行為相關法律責任。
X. Counseling and Support
1. Upon confirmation of an incident of bullying on campus, the bullying counseling process shall be immediately activated. The Counseling and Wellness Services Division, Office of Student Affairs, shall develop and implement a counseling plan for the individuals involved. Complete counseling records will be kept and improvement outcomes will be evaluated on a regular basis.
2. Relevant counseling and assistance shall be recorded for reference, and the organizer shall complete the campus safety notification according to the processing schedule.
3. Bullying counseling, treatment, or advice programs may use restorative justice and group psychotherapy to reduce conflict, promote reconciliation, and repair relationships through dialogue.
4. If a person does not improve after periodic evaluations, he or she may be referred, with his or her consent, to professional counselors or medical institutions for correction, treatment and counseling, or to social service agencies for counseling and placement; if he or she has a legal representative, the legal representative's consent shall be obtained.
5. In cases of serious bullying, the University will immediately seek assistance from the police, social services, or judicial authorities, and will handle such cases in accordance with the Juvenile Justice Act, the Protection of Children and Youths Welfare and Rights Act, Social Order Maintenance Act and other regulations.
拾壹、其他校園霸凌防制相關事項:
一、本校校長及教職員工生有違反本規定者,應視情節輕重,分別依成績考核、考績、懲戒或懲處等相關法規或本校相關章則予以懲處。
二、本校設有投訴電話(校內分機55555、06-2381187)及投訴信箱(em50700@email.ncku.edu.tw)受理校園霸凌諮詢、防制、處理及輔導等相關事宜。
三、本規定如有未盡事宜,悉依教育部頒「校園霸凌防制準則」辦理。
四、本規定經學生事務會議通過,陳請校長核定後實施,修正時亦同。
XI. Miscellaneous
1. If the University’s President, faculty, staff and students violate the provisions of these Regulations, they will be punished according to the relevant laws and regulations of the University, such as performance evaluation, performance appraisal, penalty, or punishment, depending on the severity of the circumstances.
2. The University has a reporting hotline (campus extension 55555, 06-2381187) and a reporting mailbox (em50700@email.ncku.edu.tw) for bullying advice, prevention, treatment and counseling.
3. Matters not covered herein will be handled in accordance with the Ministry of Education’s Regulations Governing the Prevention and Control of Bullying on Campus as well as relevant laws and regulations.
4. The Regulations, as well as any further amendments, shall become effective upon approval by the Student Affairs Meeting and the ratification by the President of the University.
