第一條 國立成功大學(以下簡稱本校)為辦理新住民學生申請博士班、碩士班(含碩士在職專班)及學士班(含轉學)入學,特依據大學法第二十四條暨施行細則第十九條、大學辦理招生規定審核作業要點及新住民就讀大學辦法規定,訂定「國立成功大學新住民入學招生規定」(以下簡稱本規定)。 Article 1 NCKU Regulations for Admission of New Immigrants (hereafter the Regulations) are established by National Cheng Kung University (NCKU) to regulate the administration of applications submitted by new Taiwanese residents for admission into its doctoral programs, master’s programs (including in-service master’s programs) and bachelor’s programs (including intercollegiate transfer) in accordance with Article 24 of the University Act and Article 19 of Enforcement Rules of the University Act, Directions for Review of Regulations for Admission to Universities (大學辦理招生規定審核作業要點) and Regulations Governing Admission of New Immigrants to Universities.
第二條 本校為辦理新住民入學招生,應成立招生委員會,各系所(院、學位學程)亦應組成招生小組秉公開、公正、公平之原則辦理招生事項。 本校招生委員會由校長、教務長、各學院院長及各系(所)主任(所長)擔任委員,以校長為主任委員,教務長為總幹事,下設試務、命題、印題、考試、閱卷、核計、會計、總務等組,執行招生作業。 各系所(院、學位學程)之招生小組,每年由主任(所長)遴聘該系所(院、學位學程)專任助理教授以上教師至少三人;系所(院、學位學程)專任助理教授編制不足三人時,得遴聘本校相關專長之專任助理教授以上教師,並經教務長同意後組成之,主任(所長)為召集人,辦理訂定該系所(院、學位學程)有關招生項目所需條件及相關注意事項經系所(院、學位學程)務會議通過後,依規定辦理招生有關工作。 Article 2 NCKU should establish an admissions committee to administer the admission of new Taiwanese residents to NCKU, with the establishment of an admission panel at each department (college, or degree program) to process applications in a fair, impartial and open manner. The NCKU Admissions Committee is composed of the NCKU president, Vice President for Academic Affairs, and chief administrators of academic units at all levels, including college deans, department chairs and graduate institute directors, with the NCKU president as the chair and Vice President for Academic Affairs as the director-general. Under the leadership of the chair and the director-general, various task forces responsible for general test affairs, questions formulating, test paper printing, test grading, score calculating review, accounting, and general affairs shall be established to administer the admissions affairs. The admissions panel of each department/college/degree program shall consist of a minimum of three members appointed by the chair/dean/director from full-time assistant professors or above from the department/college/degree program every year. The chair/dean/director of a department/college/degree program, staffed with fewer than three full-time professors, may appoint NCKU full-time assistant professors or above with relevant specialties as panel members upon approval by the Vice President for Academic Affairs. The chair/dean/director of the department/college/degree program shall serve as the convener to establish the regulations for the administration of the admissions affairs, which shall be approved by the department/college/degree program council affairs before taking effect.
第三條 本規定新住民學生係指依國籍法第四條第一項第一款至第三款規定,申請歸化許可者(以下簡稱新住民學生),並應於報名時同時檢附歸化國籍許可證書及其許可函副本,或其他足資證明前項之相關證明文件。 前項證明文件遺失或無法出示者,得由新住民學生授權本校查證,如未能於本校註冊前繳驗者,取消入學資格。 新住民學生凡高中畢業或具同等學力者,得申請入學本校學士班;凡取得學士學位或具同等學力者,得申請入學本校碩士班;凡取得碩士學位或具同等學力者,得申請入學本校博士班。 參加轉學招生者,報考資格依入學大學同等學力認定標準第四條規定辦理。 持境外學歷申請入學者,應依大學辦理國外學歷採認辦法、大陸地區學歷採認辦法、香港澳門學歷檢覈及採認辦法相關規定辦理。 Article 3 New resident students defined in these Regulations refer to those who have completed an application for naturalization in accordance with the requisites of Subparagraphs 1 to 3 under Paragraph 1 of Article 4 of the Nationality Law. To register for an admission examination, they should submit the permit certificate of naturalization, and a photocopy of the official letter of certification or a document supporting the certificate. New resident students who lose or fail to present the certificate or the supporting document, as required in the preceding paragraph, may authorize NCKU to administer related verification. In the event of those who fail to submit it for verification before the date of registration, the admission qualification will be cancelled. New resident students who have graduated from high school or have equivalent scholastic ability are entitled to apply for admission to NCKU bachelor’s programs. Those who have obtained a bachelor's degree or have equivalent scholastic ability are entitled to apply for admission to NCKU master’s programs. Those who have obtained a master's degree or have equivalent scholastic ability are entitled to apply for admission to NCKU doctoral programs. Those who apply for admission through transfer examinations shall meet the eligibility criteria prescribed in Article 4 of Standards for Recognition of Equivalent Educational Levels for University Admission. Those who apply for admission with overseas academic qualifications should process the application in accordance with Regulations Governing the Assessment and Recognition of Foreign Academic Records by Institutions of Higher Education, Regulations Governing Recognition of Educational Records in Mainland China (大陸地區學歷採認辦法), and Regulations Governing the Examination and Recognition of Educational Records from Hong Kong and Macao.
第四條 本規定新住民學生依前條新生入學規定且註冊入學者,以一次為限;新住民學生參加轉學招生者,不受前開一次之限制。 Article 4 New resident students are allowed only one time to register for admission in accordance with the new student admission regulations specified in Article 3. New resident students who apply for intercollegiate transfer admission are not subject to the preceding only-one-time restriction.
第五條 各學制班別院、所、系及學位學程之新生入學招生名額採外加方式辦理,以教育部原核定各院、所、系及學位學程招生名額外加百分之二計算,其計算遇小數點時,採無條件進位法,取整數計算。各院、所、系及學位學程之各學制班別招生名額不得互為流用。 前項各院、所、系及學位學程(不包括停招學系、學位學程)招生、退學所產生缺額,得納入次一學年度辦理轉學之招生規劃;辦理轉學招生後,各學制班別及各年級,不得超過各院、所、系及學位學程原外加名額數。 Article 5 The admission quota of new resident students for each program/category/class level in a college, institute, department, or degree program shall be designated on the basis of an additional calculation of 2% of the admission quota of new students approved by the Ministry of Education for each program/category/class level in a college, institute, department, or degree program. A decimal resulting from calculation shall be rounded to integer unconditionally. The admission quota for each program/category/class level in a college, institute, department, or degree program is not transferable to other programs/categories/class levels. Vacancies of the admission quota resulting from admission procedures and withdrawal applications of each college, institute, department, or degree program mentioned in the preceding paragraph (excluding departments or degree programs with suspended enrollment) may be included in the intercollegiate transfer admission plan for the next academic year. The admission quota of each program/category/class level as a result of the transfer admission shall not exceed the originally-designated additional quota of each program/category/class level in a college, institute, department or degree program.
第六條 本招生辦理時程,110學年度以單獨招生方式辦理;111學年度起,納入本校各學制 班別既有招生管道,並依本校辦理各項入學招生規定所訂期程辦理。 Article 6 The admission of new resident students to NCKU shall be administered independently in the 2021-2022 academic year. Starting from the 2022-2023 academic year, it shall be administered under the existing NCKU admission system for all academic programs in accordance with the NCKU admission procedure and schedule.
第七條 招生簡章應提送招生委員會審議,最遲應於受理報名前二十日公告。招生簡章應詳列招生學系、修業年限、招生名額、申請資格、考試項目、考試日期、報名手續、應繳表件、錄取方式、同分參酌比序、報到程序、遞補流程、成績複查、招生紛爭處理程序及其他相關規定,其中對於涉及考生權益之相關事項,應明確敘明,必要時應以黑體字特別標註或舉例詳予說明,以提醒考生注意並避免誤解。 本招生方式得採筆試、面試、書面審查、術科或實作等方式進行,但不得以學測、指考、英聽或統測等統一入學考試成績作為入學門檻。 甄試項目、評分方式及各項所占成績比率等,應明訂於招生簡章中,其涉及考生權益之相關事項者並應明確敍明。採面試、術科或實作方式者,應以錄音、錄影或詳細文字記錄;文字紀錄應於招生委員會決定錄取名單前完成,對評分成績特優或特低者,應於評分表件中註明理由。 Article 7 The Admission Guidelines shall be submitted to the NCKU Admissions Committee for review and publicized no later than 20 days before the beginning of the application period. The Admission Guidelines should provide detailed information with regard to available programs, length of study, enrollment quota, application qualifications, examination items, examination date, application procedures, forms to be submitted, admission methods, the same grade priority order, registration procedures, procedures for filling vacancy, enquiry on results, dispute resolution procedures, and other relevant regulations. The rules concerning the rights and interests of candidates should be specified, and, when necessary, marked in bold type or illustrated with examples to remind candidates to pay attention and avoid misunderstandings. The admissions examinations may be administered in the form of written examinations, interviews, document review, technical proficiency tests, or performance tests. However, the results of unified entrance examinations such as the General Scholastic Ability Test, the Advanced Subjects Test, English Listening Test, or the unified entrance test for the four-year system of science and technology schools and the two-year system of technical schools shall not be used as the entrance threshold. Screening test items, grading methods, the percentage of grades for each item, and the regulations concerning the rights and interests of the candidates should be specified in the Admission Guidelines. Admission tests conducted in the form of interviews, technical proficiency tests or performance tests should be recorded on audiotapes, videotapes or detailed written files; the written records should be completed before the Admissions Committee decides on the admission list. In case of candidates given extraordinary high or low scores, reasons should be specified in the grading form.
第八條 招生委員會依簡章規定採計項目之總分,合計總成績後,於放榜前決定各學院、所、系及學位學程最低錄取標準,依考生總成績之高低順序錄取。達到錄取標準以上,且於招生名額內之考生,列為正取生,其餘之非正取生,得列為備取生。 考生成績達最低錄取標準之人數不足招生名額時,得檢具理由,提送招生委員會核定後,不足額錄取,並不得列備取生。 正取生報到後,如遇缺額,得於招生簡章規定期限前,以備取生遞補至第五條所定原招生名額數;惟遞補期限不得逾入學年度當學期本校行事曆所定開始上課日。 各學院、所、系及學位學程錄取生最後一名如有二人以上總成績分數相同時,應依簡章規定之同分參酌順序進行比序,經比序或同分參酌至最後一項結果均相同者,增額錄取,不受招生名額外加百分之二限制,並報請教育部備查。 Article 8 The Admissions Committee calculates the scores of all test items according to the regulations in the Admissions Guideline. Upon completion of final grade calculation, the committee will establish the minimum admission standards for each college, institute, department, and degree program required to accept candidates in the order of the final grades before the release of the admission list. Candidates who meet the admission standards and enter the admission quota are listed as accepted candidates, while those who meet the admission standards but fail to enter the admission quota are listed as alternate candidates. If the number of candidates who meet the minimum admission standards is smaller than the admission quota of a program, a report of reasons for admission with insufficient qualified candidates shall be submitted to the Admissions Committee for approval. Upon enrollment of accepted candidates, in case of vacancies, alternate candidates will be permitted to fill up vacancies of the admission quota designated in Article 5 before the deadline stipulated in the Admissions Guidelines. The deadline for vacancy filling shall not be a date later than the first day of class in the semester of the admission year scheduled on the NCKU calendar If more than two candidates have the same final grade and enter the last place in each college, institute, department, and degree program, they shall be ranked according to the same-grade ranking priority order stipulated in the Admissions Guidelines. If they are ranked the same after comparison in all items of the criteria, all will be accepted. Accordingly, the number of additionally admitted candidates will not be subject to the 2% limit on the number of additional admissions, and shall be reported to the Ministry of Education for administrative reference.
第九條 本校各學制班別招生放榜後,應將新住民學生報名、錄取及註冊人數,於規定時間內,報請教育部備查。 Article 9 Upon release of the admission list of each program/class/category, NCKU should submit a report on the numbers of new resident students in terms of application, admission and enrollment to the Ministry of Education for reference within the designated period.
第十條 本校辦理本招生入學,對於試務工作相關事宜,均應妥慎處理。參與人員亦負有保密義務。若有三親等以內之親屬報名者,應主動迴避參與所有試務工作。招生各項評分原始表件應送教務處妥存一年。但依規定提起申訴者,應保存至申訴程序結束或行政救濟程序終結為止。 Article 10 NCKU shall administer examination affairs properly for the admission process. Staffers involved have a duty of confidentiality to related information. A staffer related with an applicant within the third degree of relationship should recuse himself/herself from the administration of examination affairs. All completed forms of examination scores for admission shall be submitted to the Academic Affairs Office to be preserved for one year. However, in case of an appeal filed in accordance with the regulations, the related forms should be preserved until the end of the appeal procedure or the administrative remedy procedure. 第十一條 考生如對入學成績有疑問或認招生試務有不當並損及個人權益時,得按簡章規定,申請成績複查或提出書面申訴。若循正當程序處理,仍無法解決者,得於公告錄取名單或通知之次日起二十日內,以申訴書載明事實及理由,並檢附有關文件及證據,向本校招生委員會提出申訴,逾期不予受理。 招生委員會於接獲申訴書後,應於一個月內正式答復,並告知申訴人行政救濟程序。必要時應組成專案小組,公正調查處理。專案小組成員與申訴案遇有行政程序法第三十二條情形者,應主動迴避。 申訴案件之提出,應以考生本人為當事人,並應以書面評議為原則。必要時,專案小組得依職權或申訴人之申請,同意申訴人或關係人列席說明。 申訴評議以一次為限。評議結果陳請招生委員會主任委員核定後函復申訴人。 Article 11 Candidates who have doubts about the admission results or who consider the admission examinations improper to the extent that damage their rights and interests may apply for a review of test results or submit a written appeal according to the regulations. Those who cannot solve their problem through the due process may submit a written appeal, stating the facts and reasons with supporting documents and evidence, to the NCKU Admissions Committee within 20 days after the release of the admission list or receipt of notification. Overdue submission will not be administered. Upon receipt of the appeal, the Admissions Committee shall give a formal reply and inform the appellant of the administrative relief procedure within one month. When necessary, an ad hoc panel should be formed to investigate and deal with it impartially. Members of the ad hoc panel shall voluntarily recuse themselves under the circumstances stipulated in Article 32 of the Administrative Procedure Act. An appeal should be submitted by a candidate on behalf of himself/herself and reviewed in a written from. When necessary, the ad hoc panel may perform their capacity, or respond to the application of the appellant to allow the appellant or related parties to make a report in a panel meeting. An appeal shall be limited to review for only one time. The result of the review shall be approved by the director of the Admissions Committee before the delivery of a notification letter to the appellant.
第十二條 新住民學生所繳入學證明文件有偽造、假借、塗改等情事,應撤銷錄取資格;已註冊入學者,撤銷其學籍,且不發給任何相關學業證明;如畢業後始發現者,由本校撤銷其畢業資格並註銷其學位證書。 Article 12 If the certificates or documents for admission, submitted by new resident students, are found to have been forged, borrowed, or altered, their admission qualifications shall be revoked. Accordingly, those who have completed registration for admission will lose their student status and receive no relevant academic certificates. Should the aforementioned irregularities be discovered after graduation, NCKU will revoke their graduation qualifications and cancel their degree certificates.
第十三條 本規定未盡事宜,依教育部及本校相關規定處理。 Article 13 Matters that are not specified in these Regulations shall be administered in accordance with related regulations of the Ministry of Education and NCKU.
第十四條 本規定經招生委員會議通過,於招生簡章公告前,報請教育部核定後實施,修正時亦同。 Article 14 These Regulations shall be approved by the NCKU Admissions Committee and ratified by the Ministry of Education to take effect before the publication of the annual admissions handbook. Amendments shall be processed accordingly.
