Management Rules for Public Instruments of the Department of Biotechnology and Bioindustry Sciences, National Cheng Kung University

第一條 國立成功大學生物科技與產業科學系(以下簡稱本系)為妥善保管與維 護本系各項公用儀器,使其發揮最大研究及教育效益,特訂定「國立成 功大學生物科技與產業科學系公用儀器管理辦法」(以下簡稱本辦法)。

Article 1            The Department of Biotechnology and Bioindustry Sciences, National Cheng Kung University (hereinafter referred to as the "Department") has established the Management Rules for Public Instruments of the Department of Biotechnology and Bioindustry Sciences, National Cheng Kung University (hereinafter referred to as the "Rules") for the purpose of properly managing and maintaining the shared instruments of the Department so that these may be used to their fullest potential for research and educational purposes.

第二條 本辦法所稱公用儀器乃指凡經由本系(含原生物科技研究所、生物資訊 與訊息傳遞研究所)提出,使用校、院(含本校基金會)圖儀費配合款 或補助款所購買之儀器。

Article 2            The public instruments mentioned in these Rules are the instruments purchased with the university/college (including the NCKU Research and Development Foundation)/library instrument funds or subsidy funds as proposed by the Department (including the former Institute of Biotechnology and the Institute of Bioinformatics and Biosignal Transduction).

第三條 公用儀器依其使用管理屬性及陳列位置,可細分為: 一、核心共用儀器:指本系公用儀器陳列於公共儀器室者。 二、精密儀器:指本系公用儀器因使用上的特殊需求,陳列於專設之精 密儀器室者。 三、其他公用儀器:指本系公用儀器陳放於申請老師研究室者。

Article 3            Based on their usage/management characteristics and locations, the public instruments can be categorized as:

I.     Shared Core Instruments: Refers to the public instruments of the Department placed in the Public Instrument Room.

II.    Precision Instruments: Refers to the public instruments of the Department placed in the Precision Instrument Room due to special usage needs.

III.   Other Public Instruments: Refers to the public instruments of the Department placed in the Research Rooms of borrowing teachers.

第四條 每部儀器應有專人負責並制定標準作業程序及使用登記簿,以確保其安 全合理的使用。

Article 4            Every instrument shall have dedicated personnel responsible for the formulation of standard operating procedures and usage logs to ensure the safe and reasonable usage of the instrument.

第五條 核心共用儀器及精密儀器的購置需經研究發展委員會同意,始得購置。 若其他公用儀器或教師研究室儀器擬轉為核心共用儀器或精密儀器 時,亦需經過研究發展委員會同意。

Article 5            Shared core instruments and precision instruments can only be purchased upon obtaining the approval of the Research and Development Committee. The Research and Development Committee must also approve the conversion of other public instruments or instruments in teachers' research rooms into shared core instruments or precision instruments.

第六條 核心共用儀器及精密儀器之使用須遵守儀器室使用規定,並應接受相關 課程或專業訓練後始得使用,若不遵守規定,造成人為疏失,致儀器損 壞,經查屬實,得暫停或禁止該員使用,並要求該員或實驗室負責人負 擔維修經費,若維修金額過大無法負擔則提報研究發展委員會議決。

Article 6            Users of the shared core instruments or precision instruments must comply with the rules of the respective instrument rooms and shall take relevant courses or professional training before using the instruments. If instruments are damaged due to noncompliance of the rules by their users, once confirmed, those users may be suspended or banned from the use of the instruments, and either the users or the responsible person of the laboratory shall be held responsible for the repair fees. If the repair fees are beyond the financial capabilities of the violators, the matters shall be reported to the Research and Development Committee for resolution.

第七條 其他公用儀器由提出申請老師負責保管,陳放於該實驗室,惟若本系其 他實驗室需要使用時,須同意供他人使用,但須遵守負責老師之指導, 如有特殊使用規則,則需另訂使用辦法,經研究發展委員會審議通過 後,送系務會議核備後實施。

Article 7            The borrowing teachers shall be responsible for the safekeeping of other public instruments and shall place them in their respective laboratories; however, if other laboratories of the Department need to use the instruments, the borrowing teachers must agree to let others use the instruments by following the instructions of the responsible teachers. If there are any special usage rules, regulations for usage shall be formulated separately and implemented upon receiving the approval of the Research and Development Committee and submitting the matter for acknowledgment by the Department Meeting.

第八條 非本系之人員使用需經公用儀器管理負責教師同意,且儀器使用單上要 加註本系合作教師姓名及說明儀器使用次數或使用期間,並遵守本辦法 規定,其使用之費用分攤及損壞須維修的經費由本系合作教師支付。

Article 8            Personnel from outside the Department must obtain the approval of the teachers responsible for the management of public instruments before using the instruments, and the name of the partner teacher of the Department and the description of usage times or usage period of the instruments must be stated on the instrument usage form. These Rules shall also be complied with, and any usage fees and repair fees shall be paid by the partner teacher of the Department.

 

第九條 核心共用儀器、精密儀器之儀器維護費的分攤標準依下列三個原則計 算,由使用者之指導教授的研究經費來支付。 一、計時收費。 二、計次收費。 三、所有使用之實驗室平均分攤。 公用儀器項目及收費標準詳列於附件。

Article 9            The apportionment of maintenance fees for shared core instruments and precision instruments shall be calculated based on the following three principles and shall be paid with the research funding of the user's faculty advisor.

I.     Per hour.

II.    Per usage.

III.   Shared equally among all laboratories that have used the instruments.

Individual items of the public instruments and their fee standards are listed in the appendix in detail.

 

第十條 動物房管理要點另行訂定。

Article 10            The management guidelines for the animal facilities shall be formulated separately.

第十一條 如變更本系專任教師主聘資格,應歸還所保管之公用儀器。若有特殊情 況,得提報研究發展委員會討論決議之。

Article 11            If the employment status of a full-time teacher of the Department has changed, he/she shall return the public instruments under his/her safekeeping. Special circumstances may be reported to the Research and Development Committee for discussion and resolution.

第十二條 本辦法如有未盡事宜,得提報研究發展委員會討論決議之。

Article 12            Matters that are not specified in these Rules may be reported to the Research and Development Committee for discussion and resolution.

第十三條 本辦法經研究發展委員會審議通過後,送系務會議核備後實施,修正時 亦同。

Article 13            These Rules were implemented with their approval by the Research and Development Committee and after being submitted for acknowledgment at the Department Meeting. The same shall apply to all subsequent amendments.
