第一條 國立成功大學生物科技與產業科學系(以下簡稱本系)為辦理系主任推選、續聘及解 聘有關事宜,依本校組織規程第二十八條及第二十八條之一,訂定本辦法。 Article 1 The Department of Biotechnology and Bioindustry Sciences, National Cheng Kung University (hereinafter referred to as the "Department") has formulated these Rules in accordance with Article 28 and Article 28-1 of the Organizational Regulations of National Cheng Kung University for the election, term renewal, and termination of office of the Department Chair. 第二條 本系系主任任期為 3 年,得連任 1 次。於任期屆滿前 5 個月,由系務會議就系主任 是否續任行使同意權;經本系專任教師三分之二以上出席,出席教師三分之二以上 同意始得續任,報請校長續聘之。行使同意權時,由助理教授以上之教師中,推選 1 人主持會議。若未獲同意續聘,則依本辦法重新推選。 Article 2 The Department Chair shall hold a 3-year term of office and may be re-elected once. The members of the Department Meeting shall exercise their voting rights to decide if the term of office of the Department Chair will be renewed five months before the end of the current term. The Department Chair's term of office shall be renewed after at least two-thirds of the teachers attend a meeting with an attendance of at least two-thirds of the Department's full-time teachers having approved the matter, and the subsequent reporting of this approval to the President. When exercising their voting rights, full-time teachers shall nominate one teacher ranked as at least associate professor to chair the meeting. If renewal of the term of office is not approved, a new Department Chair shall be elected in accordance with these Rules. 第三條 本系應於系主任任期屆滿前 5 個月組成系主任推選委員會(以下簡稱推選委員會), 推選委員會任務如下: 一、公開徵求系主任候選人。 二、決定推薦之系主任人選。 Article 3 The Department shall establish the Department Chair Nomination Committee (hereinafter referred to as the "Nomination Committee") five months prior to the end of the current term of the Department Chair. The duties of the Nomination Committee shall be as follows: I. Openly calling for Department Chair nominations. II. Proposing candidates for the position of Department Chair. 第四條 系主任因故出缺時,由本院院長與校長協商,就本系副教授以上之專任教師中擇一 擔任代理系主任。代理系主任應儘速組成推選委員會推選新系主任。 Article 4 If the Department Chair is no longer fit to serve for any reason, the Dean of the College and the President shall select with due diligence a full-time teacher of the Department ranked as at least associate professor to be the Department Chair pro tempore. The Department Chair pro tempore shall establish the Nomination Committee and oversee the election of the new Department Chair as soon as possible. 第五條 推選委員會由本系系務會議推選系內外教師 9 至 13 人組成,其中系外委員不得超過 全體委員總數二分之一,具副教授以上資格者,須達全體委員總數二分之一以上。 候選人不得擔任委員。 Article 5 The Nomination Committee shall consist of 9-13 teachers from the Department and other departments, as elected in the Department Meeting. Members from other departments must not exceed one-half of the total number of committee members; furthermore, one-half of the total number of committee members must be teachers ranked as at least associate professor. The candidates shall not be members of said committee. 第六條 推選委員會由委員互推 1 人為召集人,並儘速依本辦法之程序召開會議,進行推選 工作,審慎推薦系主任人選 1 至 3 人報請本院院長轉請校長擇聘之。只推選 1 人者, 如未獲同意,應重新推選,但以 1 次為限。 Article 1 Members of the Nomination Committee shall elect one committee member as the convener to convene meetings as soon as possible in accordance with the procedures of these Rules, so as to carefully propose one to three candidates for the position of Department Chair. The list of candidates shall be submitted to the Dean of the College who will then submit the information to the President for a final decision. If only one candidate is proposed and fails to receive approval, a re-election shall be held; however, this re-election shall be limited to one time only. 第七條 本系系主任候選人須具備下列條件: 一、具副教授以上資格者。校外候選人在推選第一階段結束前需先取得本系教評會 同意。 二、候選人之國籍依本校相關規定辦理。 三、具有前瞻性教育理念、高尚品德、學術領導及行政協調能力者。 Article 1 Candidates for Department Chair must meet the following criteria: I. They shall qualify as at least an associate professor. A candidate from outside NCKU must be approved by the Teacher Evaluation Committee of the Department before the end of the first stage of the nomination. II. The nationality of the candidates shall be governed by the relevant rules of NCKU. III. They shall possess a progressive educational philosophy, a noble morality, academic leadership skills, and administrative coordination skills. 第八條 系主任候選人得依下列方式推薦: 一、公開徵求。 二、由本系專任教師推薦。 Article 8 Candidates for the Department Chair may be proposed by the following methods: I. Open recruitment. II. Proposal by a full-time teacher of the Department. 第九條 推選委員會分二個階段決定系主任人選: 第一階段:由推選委員會就被推薦人選中依第七條之條件推選,並應徵詢其參選意 願。 第二階段:推選委員會應擇期舉辦無記名票選,依得票數之多寡,選出 1 至 3 名為 本系系主任候選人,由推選委員會逕行報請本院院長轉請校長擇聘之。 Article 9 Selection of the Department Chair candidates by the Nomination Committee shall be divided into two stages: First Stage: The Nomination Committee shall select individuals from among the list of proposed candidates based on the criteria in Article 7 and shall confirm their willingness to participate in the election. Second Stage: The Nomination Committee shall schedule a date to hold a secret ballot and select one to three persons as candidates for the position of Department Chair based on the number of votes each person receives. The Nomination Committee shall report the list of candidates to the Dean of the College who will then pass the information to the President for a final decision. 第十條 系主任推選期間,任何人皆不得從事競選活動。 Article 10 No one shall campaign for the position of Department Chair during the nomination period. 第十一條 推選委員會開會時,委員應親自出席,不得委託他人代理,非有三分之二以上委 員出席不得開議。非有全體委員二分之一以上同意,不得決議。 Article 11 Members of the Nomination Committee must attend meetings in person and may not attend by proxy, and such meetings must have the attendance of at least two-thirds of the Nomination Committee members. Resolutions must have the approval of at least one-half of the entirety of the committee members. 第十二條 推選委員為無給職,推選委員會之事務性工作,由召集人協商系主任指派專人擔 任。 Article 12 Member of the Nomination Committee is a non-paid position, and the convener shall negotiate with the Department Chair and assign tasks of the Nomination Committee to designated personnel. 第十三條 推選委員會在系主任產生後,自動解散。 Article 13 The Nomination Committee shall be automatically disbanded after the Department Chair is elected. 第十四條 系主任在任期間如發生重大事件致有不適任之虞者,由本系系務會議代表二分之 一以上連署提案,經系務會議代表三分之二以上出席,及出席人數三分之二以上 議決通過,報請校長核定,解除系主任職務。行使解聘權時,由助理教授以上之 教師中,推選 1 人主持會議。 Article 14 If the Department Chair is found to be unfit for the position as a result of material incidents during his/her term of office, he/she may be relieved of duty by the President upon gathering the signatures of at least one-half of the Department Meeting Representatives of the Department and obtaining the approval of at least two-thirds of the members in a meeting with an attendance of at least two-thirds of Department Meeting Representatives. When exercising the right of employment termination, a teacher ranked as at least associate professor shall be nominated to chair the meeting. 第十五條 本辦法經系務會議及院務會議通過後,報請校長核備後實施,修正時亦同。 Article 15 These Rules were implemented with their approval at the Department Meeting and the College Meeting, and after being reported to the President for acknowledgment. The same shall apply to all subsequent amendments.
