一、國立成功大學（以下簡稱本校）為提升本校學術論文發表之國際聲望與知名度，鼓勵本校學術研究人員積極產出學術論文與相關著作，特訂定本要點。
National Cheng Kung University (hereinafter referred to as the “University”) has established these guidelines for the purpose of enhancing the international reputation and visibility of academic journal publications, and of encouraging the University’s academic researchers to actively engage in the production of scholarly articles and related works.
二、補助對象：
Subsidy recipients:
（一）學術研究人員：
Academic research personnel:
1.本校專任或專案教師及研究人員。
Full-time or contract-based faculty members and research personnel of the University.
2. 本校醫學院附設醫院臨床教師，且已取得教育部部定證書者。
Clinical faculty members of the University Hospital who have been duly certified by the Ministry of Education.
（二）各學院。
Each college.
三、 申請人應符合下列條件：
Applicants shall satisfy the following eligibility criteria:
（一） 傑出學術論文：
Prestigious academic publications:
1. 申請人須為論文之第一作者或通訊作者，且論文已刊登（含已刊登之線上期刊），並符合下列情形之一：
Applicant shall be the first author or corresponding author of a paper that has already been published (including Online First publications), and shall meet one of the following criteria:
(1)刊登期刊之所屬領域排名 top 5%以內，認定方式以 Journal Citation Reports(JCR)資料庫內「JIF RANK」前一年度（或最新）年度數值為原則。
The paper shall be published in a journal that ranks within the top 5% of its subject category according to the most recent or preceding year’s Journal Impact Factor (JIF) Rank as listed in the Journal Citation Reports (JCR) database.
(2)Highly Cited Papers 於各領域被引用次數最高前 1%。認定方式以 Web of Science (WOS)資料庫前一年度（或最新）年度數值為原則。
The paper is classified as “Highly Cited Papers”, ranking within the top 1% of most cited papers in its field, according to the most recent (or previous year’s) data from the Web of Science (WOS) database.
2. 前目各子目情形，每篇論文以各補助一次為原則。
Each paper may receive a subsidy only once under either of the aforementioned criteria.
（二）學術專書：
Academic monographs:
1.近兩年內，已正式出版發行者，不包括專章、一般教科書、編譯著作、研究成果報告或研討會論文集等。
Monographs that have been formally published within the past two years are eligible. The following are not eligible: book chapters, standard textbooks, edited/translated works, research reports, or conference proceedings.
2. 申請人須為學術專書之著作者，編者不予補助。
Applicants shall be the author of the academic monograph; those serving solely as editors are not eligible.
3.國內多人合著者，不予補助。
Monographs co-authored by multiple authors based in Taiwan are not eligible for subsidies.
4. 每一申請人就同一著作，不得重複提出申請。
Each applicant may apply only once per publication.
（三）高被引用作者：Web of Science (WOS)資料庫搜尋近三年高被引用作者。
Highly cited researchers: Applicants recognized as highly cited researchers within the past three years according to the Web of Science (WOS) database.
四、補助項目及金額：
Subsidized items and amounts:
（一）傑出學術論文：
Prestigious academic publications:
1. 每篇核給最高新臺幣十五萬元。
A maximum subsidy allowable per paper shall not exceed NT$150,000.
2. 論文作者群如跨兩國(不含臺灣籍、中國大陸籍及港澳籍)，酌增補助金額。
If the co-authors of a paper include individuals from two or more countries (excluding Taiwan, Mainland China, or Hong Kong/Macao nationals), the subsidy amount may be increased accordingly.
（二）學術專書：
Academic monographs:
1. 每冊核給最高新臺幣十萬元。
A maximum subsidy allowable per monograph shall not exceed NT$100,000.
2. 國際多人合著，申請人應敘明各作者參與著作之比重，依審查結果決定補助金額。
For internationally co-authored works, the applicant shall specify the contribution percentage of each author. The subsidy amount shall be determined based on the outcome of the review process.
（三）高被引用作者：每人核給最高新臺幣三十萬元。
Highly cited researchers: Each recipient may be granted up to NT$300,000.
（四）學院補助：補助金額依各學院去年度與前一年度（或前三年度）之論文數及引用次數（Citation）成長百分比變化，視經費及獲補助之學院數核給，每學院核給最高新臺幣五十萬元為原則。
College subsidies: Subsidy amounts shall be determined based on the percentage change in the number of papers and citations for each college over the past one or two years (or three years), calculated as of the previous year.
Subsidies will be allocated according to available funds and the number of eligible colleges, with a maximum limit of NT$500,000 per college.
五、 申請與審查程序：
Application and review procedures:
（一）申請程序：
Application procedure:
1. 申請人應檢具相關資料於公告時間內，向研究發展處提出申請。
Applicants shall submit all relevant materials to the Office of Research and Development within the announced application deadline.
2. 由研究發展處蒐集 Scival 資料庫截至當年度 4 月 30 日前，各學院近三年學術論文之產出及引用次數(Citation)，通知符合之各學院檢具相關資料於公告時間內，提出申請。
The Office of Research and Development shall collect data from the SciVal database up to April 30 of the current year, including each college's academic paper output and citation counts over the past three years. Colleges meeting the criteria will be notified and requested to submit supporting documents within the designated application period.
（二）審查程序：研究發展處組成審查小組進行審查，審查小組由研發長、學術發展組組長及各學院教授代表至少一人組成。各學院教授代表由研發長推薦簽請校長聘任之，任期一年，得連聘之。
Review procedures: The Office of Research and Development shall establish a review committee consisting of the Vice President of Research and Development, the Director of the Division of Academic Development, and at least one faculty representative from each college. Faculty representatives for each college shall be recommended by the Vice President of Research and Development and appointed by the President. The term of appointment is one year and may be renewed.
六、申請本補助之學術論文或相關著作，應以本校名稱發表之。
All academic papers or related works submitted for this subsidy shall be published under the name of the University as the institutional affiliation.
七、 申請人經認定有違反學術倫理之情事者，一至三年內不得申請本補助。
Any applicant found in violation of academic ethics shall be disqualified from applying for this subsidy for a period of one to three years, depending on the severity of the violation.
八、本要點所需經費，由國科會、教育部補助計畫或校務基金項下支應，並得視當年度經費收支情形，決定全部或部分暫停適用。
The funding required under these guidelines shall be covered by subsidy programs from the National Science and Technology Council, Ministry of Education, or the University Endowment Fund. Based on the University’s financial condition in a given year, the subsidy may be partially or fully suspended.
九、 本要點補助經費之核銷，悉依本校相關規定辦理。
The disbursement and management of all subsidies shall comply with the University’s applicable regulations.
十、本要點經主管會報及校務基金管理委員會通過，校長核定後實施，修正時亦同。
These guidelines shall take effect following approval by the administrative meeting and the University Endowment Fund Management Committee and ratification by the President. The same procedure shall apply to any revisions.
