一、國立成功大學生物科技中心(下稱本中心)為提昇本中心研究人員之研究與服務品質,特依本校研究人員聘任及升等辦法、

  本校教師評量要點及本校非屬學院研究人員評量要點規定,訂定本要點。

Article 1

The University Center for Bioscience and Biotechnology of National Cheng Kung University (hereinafter referred to as "the Center") has established the Guidelines in order to enhance the quality of research and service of the Center's researchers in accordance with the Regulations for Appointment and Promotion of Researchers of the University, the Faculty Evaluation Guidelines of the University and the Non-College Researchers Evaluation Guidelines of the University.

 

二、本中心編制內研究員、副研究員、助理研究員及研究助理,每滿五年應接受一次評量。

  研究員及副研究員符合下列各款情形之一,經本中心研究人員評審委員會、院教師評審委員會(以下簡稱教評會)確認者,得

  免接受評量:

  (一)獲選為中央研究院院士者。

  (二)曾獲頒教育部學術獎或國家講座、本校講座及經本校認可之國內外著名大學講座教授者。

  (三)曾獲下列獎項或成效且累積分數達15分者:

    1.  教學類:

     (1)教育部全國傑出通識教育教師奬,每次五分。

     (2)本校教學傑出奬,每次三分。

     (3)本校教學優良奬,每次一分。

     (4)教育部教學計畫主持人每件一分。

    2.  研究類:

     (1)國家科學及技術委員會傑出研究獎,每次五分。

     (2)甲(優)等研究獎,每次一點五分。

     (3)本校教學優良奬,每次一分。

     (4)國家科學及技術委員會研究計畫主持人每件一分。

    3.  輔導及服務類:

     (1)本校輔導傑出奬,每次三分。

     (2)本校各學院輔導優良奬,每次一分。

  (四)曾獲國內外著名學術獎、於學術上有卓越貢獻,或其他教學、研究、輔導及服務獎項或其成果具體卓著,經本中心研

     究人員評審委員會、院教評會認可者。

  前項第四款受評人當年度同時獲教育部教學計畫與國家科學及技術委員會研究計畫補助者,至多以一件計之。

  本中心研究人員於接受評量期間內符合下列情形之一,經本中心研究人員評審委員會、院教評會認可者,得免接受一次評

  量:

  1.  曾主持校外計畫累積達四件以上者。

  2.  曾獲教學優良奬、輔導優良奬累積達二次以上者。

Article 2
Researchers, associate researchers, assistant researchers and research assistants within the establishment of the Center shall be evaluated once every five years.
Researchers and associate researchers are exempt from evaluation if they meet one of the following criteria, as confirmed by the Center's Researcher Evaluation Committee and the College Faculty Evaluation Committee:
(1) Those who are elected academician of Academia Sinica.
(2) Those who have been awarded the Academic Prize of Ministry of Education or the National Chair Professorship, the

      University’s lectureship, or a lectureship at a prestigious university recognized by the University.
(3) Who have received the following awards or achievements and have accumulated 15 points:
  A. In the category of teaching:
   (a) The Distinguished Award for General Education Teachers of the Ministry of Education, 5 points each time.
   (b) The Outstanding Teaching Award of the University, 3 points each time.
   (c) The Excellence Teaching Award of the University, 1 point each time.
   (d) Principal investigator of the Ministry of Education's teaching project, 1 point for each project.
  B. In the category of research:
   (a) National Science and Technology Council’s Outstanding Research Award, 5 points each time.
   (b) First Class (Superior) Research Award, 1.5 points each time.
   (c) The Excellence Teaching Award of the University, 1 point each time.
   (d) Principal investigator of the National Science and Technology Council’s research project, 1 point for each project.
  C. In the category of counseling and service:
   (a) The Outstanding Counseling Award of the University, 3 points each time.
   (b) The Excellence Counseling Award of the colleges of the University, 1 point each time.
(4) Those who have been honored with prestigious academic awards, academic excellence, or other awards for teaching,

      research, counseling, and service, or whose substantial achievements are recognized by the Center's Researcher Evaluation

      Committee and the College Faculty Evaluation Committee.
If the evaluated individual in the fourth paragraph of the above has received both a teaching project from the Ministry of Education and a research project from the National Science and Technology Council in the same year. At most, one project shall be counted.
A researcher of the Center may be exempted from one evaluation if, during the evaluation period, he or she meets one of the following criteria and is approved by the Researcher Evaluation Committee of the Center and the College Faculty Evaluation Committee:
(1) Those who have been the principal investigator of external projects more than 4 times.
(2) Those who have received more than 2 Teaching or Counseling Excellence Awards.

三、研究人員之評量須經初審、複審評量通過者方為通過,初審通過者始得辦理複審。初審由本中心研究人員評審委員會辦理,

  複審由院教評會辦理。

Article 3

The researcher's evaluation shall pass the preliminary and secondary evaluations, and only those who have passed the preliminary evaluation may be eligible for the secondary evaluation. The preliminary evaluation is conducted by the Researcher Evaluation Committee of the Center, and the secondary evaluation is conducted by the College Faculty Evaluation Committee.

 

四、本中心研究人員評量應綜合研究及服務(含教學與輔導)成效等予以客觀審慎評量。評量項目為研究及服務(含教學與輔導)二

  項,總分為100分,二項比例分別為30﹪至70﹪。受評研究人員於自評時,自行訂定所占比例,前項受評成績,經本中心研

  評會出席委員二分之一以上皆評定為70分以上者,為評量通過。但研究人員在研究及服務(含教學與輔導)任一項目有特出之

  績效,應予以肯定。

  研究評量之參考項目如下:

  (一)在具評審制度之期刊上發表之學術論文平均每年至少一篇。

  (二)擔任國家科學及技術委員會計畫研究主持人或協(共)同主持人。

  (三)擔任其他機構團體委託之計畫主持人或協(共)同主持人。

  (四)學術專書。

  (五)收錄於書本章節之論文。

  (六)學術會議論文。

  (七)專利或技術轉移案。

  (八)其他與研究或產學領域相關之著作。

  服務績效評量參考項目,以校內、外之各項教學、研究等學術性或公共事務性質及產學合作業務之服務為主。
Article 4
The evaluation of the Center's researchers shall be based on objective and prudent evaluation of the effectiveness of research and service (including teaching and counseling). The total number of points for the evaluation of research and service (including teaching and counseling) is 100, and the percentage of the two items is 30% to 70% respectively. The evaluated researcher shall determine the percentage at self-evaluation, and shall be deemed to have passed the evaluation if more than one-half of the members
present at the Researcher Evaluation Committee of the Center rated the previous evaluation 70 or above. However, researchers with exceptional performance in research and service (including teaching and counseling) should be recognized.
The reference items for research evaluation are as follows:
(1) An average of at least one academic paper per year published in a refereed journal.
(2) Serving as a principal investigator or joint principal investigator of the National Science and Technology Council’s research project.
(3) Serving as a principal investigator or joint principal investigator of other organization’s projects.
(4) Academic books.
(5) Papers included in books.
(6) Academic conference papers.
(7) Patents or technology transfers
(8) Other works related to research or industry and academia.
(9) The reference items for service performance evaluation are based on academic or public affairs services such as teaching,

      research, and industry-academic cooperation within and outside the school.

五、新聘研究員及副研究員依本校研究人員聘任及升等辦法第七條規定,通過續聘者,視同通過第一次評量。

  新聘助理研究員及研究助理依本校研究人員聘任及升等辦法第七條規定,於規定年限內,不需接受評量。通過升等時,視同

  通過第一次評量。
Article 5
Newly appointed researchers and associate researchers whose appointments are renewed in accordance with Article 7 of the Regulations for Appointment and Promotion of Researchers of the University are considered to have passed the first evaluation.
Newly appointed assistant researchers and research assistants are not subject to evaluation within the prescribed period of time in accordance with Article 7 of the Regulations for Appointment and Promotion of Researchers of the University. A promotion is considered to be the same as passing the first evaluation.

 

六、本中心專任研究人員依本要點評量不通過者,於次一年起不予晉薪且不得申請在外兼職兼課。

  評量不通過者,應敘明具體理由通知受評研究人員,並就其研究及服務之方向及成果提出改善建議。由本中心給予適當協助

  與輔導,作成相關紀錄於每學年本中心研究人員評審委員會、院教評會備查,並於二年內進行再評量。

  再評量通過者,自次年起恢復晉薪,得申請在外兼職兼課。未於二年內進行再評量或再評量仍不通過者,則不予續聘。

  凡最近一次評量不通過者不得提出升等,且不得擔任各級教評會委員,如為現任委員者,由候補委員遞補之。
Article 6
Full-time researchers who do not pass the evaluation in accordance with the Guidelines will not receive a salary increase for the following year and will not be allowed to apply for outside part-time employments or teaching positions.
Researchers who fail the evaluation should be informed of the specific reasons for failing the evaluation, and suggestions for improving their research and service directions and results should be made. The Center will provide appropriate assistance and counseling, make records for future reference by the Center's Researcher Evaluation Committee and the College Faculty Evaluation Committee every academic year, and re-evaluate within two years.
Those who pass the re-evaluation will receive a salary increase in the following year and may apply for part-time employments or teaching positions. Those who do not undergo a re-evaluation within two years or whose re-evaluation is still unsuccessful will not be reappointed.
Those who have not passed the latest evaluation shall not be allowed for promotion and shall not serve as a member of the Faculty Evaluation Committee at any level. If anyone is a current member, he or she will be replaced by an alternate member.
 

七、接受評量時,須提出相關資料接受審查。未提出者,視為該年度未通過評量。但當年度因帶職帶薪或留職停薪其他情形,致

  不在校未能提出者,得俟返校服務後,順延辦理。

Article 7

Those evaluated must submit relevant information for review when undergoing evaluation. Failure to do so will be considered not having passed the evaluation for that year. However, those who are not in school during the year due to other circumstances such as being on paid leave or being on leave without pay and are unable to submit the relevant information can do so upon return to school service.

 

八、本中心研究人員應接受評量年數之計算,不包括留職停薪及懷孕產假(每次以一年計)期間。通過升等研究人員,依其升等

  後職稱,自該學年度起算其應接受評量年數。對應接受評量年數之計算有疑義時由人事室解釋。

Article 8

The calculation of the number of years a researcher at the Center should be evaluated does not include periods of leave without pay or maternity leave (one year for each). The number of years for evaluation shall be calculated according to the title after the promotion from that academic year. If there is any doubt about the calculation of the number of years for evaluation, the Personnel Office will explain.

 

九、本中心研究人員評審委員若為受評當事人,應迴避與自身評量有關之討論及議決。各次會議之召開均須達三分之二以上委員

  出席,始得開議。

Article 9

Where any of the Center’s Research Evaluation Committee members is also the evaluated subject, he or she shall recuse himself or herself from the discussion and resolution of the motion concerning the evaluation on him or her. Each meeting can be convened only when at least two-thirds of the committee members are present.

 

十、研究人員接受評量時,應於3月1日前將評量資料送交本中心研究人員評審委員會進行初審,本中心研究人員評審委員會應

  於4月15日前完成初審送院教評會辦理複審。

Article 10

When a researcher is evaluated, he or she should submit the evaluation information to the Center's Researcher Evaluation Committee for preliminary evaluation before March 1. The Center's Researcher Evaluation Committee should complete the preliminary evaluation and send it to the College Faculty Evaluation Committee for secondary evaluation before April 15.

 

十一、  初審未通過者,研究人員評審委員會須以書面敘明理由,通知受評量研究人員。受評量研究人員對初審結果不服者,得

 向院教師評審委員會提出書面申復;對複審結果不服者,得向校教師評審委員會提出書面申復。對申復結果不服  

 者,得向校教師申訴評議委員會提出書面申訴。

Article 11

If the preliminary evaluation is not passed, the Researcher Evaluation Committee shall notify the evaluated researcher in writing with the reasons. If the evaluated researcher is not satisfied with the preliminary evaluation result, he or she may submit a written appeal to the College Faculty Evaluation Committee; if he or she is not satisfied with the secondary evaluation result, he or she may submit a written appeal to the University Faculty Evaluation Committee. Anyone dissatisfied with the appeal results may submit a written complaint to the University Faculty Complaints Review Committee.

 

十二、  本要點未盡事宜,悉依相關法規辦理。

Article 12

All matters not covered in the Guidelines shall be handled in accordance with relevant laws and regulations.

 

十三、  本要點經本中心研究人員評審委員會、院教評會通過,提校教評會備查後實施,修正時亦同。

Article 13

The Guidelines are passed by the Center's Researcher Evaluation Committee and the College Faculty Evaluation Committee. They will be implemented after being submitted to the University Faculty Evaluation Committee for recordation and the same applies to amendments.
