一、國立成功大學(以下簡稱本校)為規範各學院中心設置、管理及發展,特訂定本原則。

1. National Cheng Kung University Regulations Governing the Establishment of the College Level Center (the “Regulations”) is established by the National Cheng Kung University (the “University”) to regulate the establishment, management and development of the college level center.

二、各學院得設各中心,並依本原則組成評議委員會 (以下簡稱委員會),辦理各中心設置、管理及裁撤之評議業務,其辦法另訂之。委員會由院長召集相關領域之教授五至七人組成,開會時得視需要邀請相關人員列席。

2. Each college can establish their respective center and from a Review Committee (the Committee) in accordance with the Regulations to handle the evaluation of establishment, management, and abolishment. The evaluation measure is governed by another regulation.   The Committee consists of five to seven professors in the relevant fields and convened by the dean. The relevant personnel can be invited to attend the meeting as needed. .

三、申請設置各中心應研擬設置計畫書及設置辦法備審,其內容由各學院自訂。

3. The application for setting up a college-level center should include the establishment plan and a set of methods for review. The contents are regulated by each respective college.

四、各中心可依其性質設置,審核事項如下:

4.  The centers can be set up according to their respective nature. The review measures are as follows

(一)編制外中心:經委員會評議後,提送院務會議審議後,依行政程序報請校長核定。

(1) Center  outside the organization: After review by the Committee, it shall be submitted to the college affairs committee for further review and then, in accordance with the administrative procedures, submitted to the principal for approval.

(二)編制內中心:須納入組織規程者,經委員會評議通過,提送院務會議、校主管會報、校務會議審議通過後,再依行政程序修正組織規程並報請教育部核定。

(2) Center within the organization: Those who must be included in the organization's procedures shall be approved by the Committee, submitted to college affairs meeting, meeting of Chief Administrators, and the University’s Council meeting for review and approval.  The revised the organization procedures should follow the administrative procedures and then be submitted to the Ministry of Education for approval.

五、各中心所需經費及人力,以自給自足、自行籌措為原則。

5. The funding and human resources of the center are based on self-sufficiency and self-financing.

六、各中心成立滿一年(以會計年度為基準)後須進行評鑑,嗣後每二年至少評鑑一次;其評鑑內容、項目及其百分比,由委員會議定之。

6. One year after the center is established (based on the fiscal year), the center must submit an annual report to the Committee for evaluation. Subsequently, the evaluation occurs at least once every two years. The guidelines regarding the evaluation method, items and their respective weighting should be established by the Committee.

七、各中心裁撤之事宜,由委員會議定之。各中心經委員會決議裁撤者,依本原則第四點規定完成裁撤程序。

7. The abolition of the center shall be regulated by the Committee. Once the decision of abolishment is concluded by the Committee, the procedures to abolish the center should follow the Article 4 of the Regulations.

八、本原則經校務會議通過後實施,修正時亦同

8.The Regulations shall be taken into effect after approved by the university council meeting. All subsequent amendments shall follow the same procedures.
