第一條     國立成功大學(以下簡稱本校)為整合本校學術研究能量及政府法人資源,強化研發動能,因應跨域教學、社會發展需要及接軌國際脈動,以發展特色領域研究及協助國家產業發展,特訂定本辦法。

Article 1. National Cheng Kung University (hereinafter referred to as “NCKU”) hereby establishes these Regulations, in order to integrate NCKU’s academic research momentum with the resources of governments and corporations, strengthen R&D momentum, satisfy the needs for transdisciplinary teaching and social development needs, respond to international trends, develop featured areas of research, and facilitate national industrial development.

第二條    本校校級研究中心(以下簡稱研究中心)得依下列原則提出申請設置:

Article 2. An application for establishing a University-level research center (hereinafter referred as research center) may be filed in the following principles:

一、為配合校務發展需求,經校長交付提出設置申請。

1.To satisfy the University’s affairs development needs, the application may be filed by the President of NCKU.

二、為配合政府政策或推動重大校務,其研究範圍屬多個學院教師參與之跨領域者,由本校專任教師經行政程序共同提出申請。

2.To respond to government policies or boost important University’s affairs, insofar as the scope of research involves transdisciplinary research attended by the faculty members from multiple colleges of NCKU, the application may be filed by full-time faculty members jointly through specific administrative procedures.

三、因政府機關或其他法人團體專案計畫補助,符合本校任務發展需求,由本校專任教師經行政程序提出申請。

3. Given that the project grants by government entities or other corporations satisfy NCKU’s mission development needs, the application may be filed by full-time faculty members through specific administrative procedures.

研究中心依其設立宗旨分為下列類別:

The research centers may be categorized into the following by the purpose of incorporation:

一、人文社會實踐類:涉及文化、社會、教育、管理、人文設計及相關領域,且具深化本校人文社會領域實踐內涵之跨領域研究中心。

1. Humanities and Social Research: A transdisciplinary research center involved in culture, society, education, management, humanities design, and related areas, and capable of intensifying the substance of NCKU’s humanities and social research.

二、前瞻理工研究類:涉及理學、工學、資訊、環境、能資源、設計工程及相關領域,且具接軌國內、外科技發展或能資源永續發展內涵之跨領域研究中心。

2. Prospective science & technology research: A transdisciplinary research center involved in science, science of engineering, information,environment, energy resources, design engineering, and related areas, and capable of responding to domestic and foreign technology development or sustainable development of energy resources.

三、生物醫學轉譯類:涉及生命科學、醫學及相關領域,且具引領生物醫學領域發展及促進人類福祉內涵之跨領域研究中心。

3.Translational research in biomedicine: A transdisciplinary research center involved in life sciences, medicine, and related areas, and capable of leading the development of biomedicine and facilitating human well-being.

第三條    申請設置研究中心應研擬設置計畫書及設置辦法備審,其內容應包括:

Article 3. An establishment plan and regulations governing the establishment shall be produced and established for an application for establishing a research center, which shall consist of the following:

一、設置計畫書:成立目的、組織架構、中心定位、營運模式、業務範圍、運作空間、經費來源、預期成果、自我評鑑指標及方式、相關單位配合措施,計畫書內容應涵蓋現有運作能力及過去執行績效等。

1. Establishment plan: Purpose of establishment, organization, positioning of the center, operating mode, business scope, operational space, source of funds, expected results, self-assessment indicators and methods, and corresponding measures to be implemented by the related units, as well as the existing operation ability and past performance.

二、設置辦法:設置依據、目的、組織、中心主任及相關人員選任方式、任期與考核方式、經費來源等。

2. Regulations governing the establishment: Basis, purpose, organization, selection of the director of the center and related staff, term of office and performance appraisal thereof, and source of funds, etc.

第四條     本校為辦理研究中心設置、管理及裁撤之評議業務,設「國立成功大學校級研究中心評議委員會」(以下簡稱評議委員會)。評議委員會由校長召集,遴聘副校長一名、教務長、主任秘書、研發長、產學創新總中心中心主任及校內外相關領域之教授或研究人員,共十三至十五人組成,並由研發長擔任執行秘書。未兼任本校行政主管之委員人數,不得少於全體委員二分之一。評議委員會開會時得視需要邀請相關人員列席。

Article 4. In order to process the evaluation on establishment, management, and dissolution of a research center, NCKU establishes the “NCKU University-Level Research Center Review Committee” (hereinafter referred to as the “Review Committee”). The Review Committee meeting shall be convened by the President, and consist of one Vice President, and 13~15 members including the Vice President for Academic Affairs, Secretary General, Vice President for Research & Development, Director of Innovation Headquarters, and professors and research fellows specialized in the related areas inside and outside of the school. The Vice President for Research & Development shall serve as the executive secretary of the Committee. The number of members other than those serving as executive officers of NCKU shall be no less than a half of the whole members. If necessary, related personnel may be invited to attend a meeting of the Review Committee.

第五條     研究中心應配合本校研究發展方向及社會需求而設置,依其性質,審核程序如下:

Article 5. A research center shall be established in line with NCKU's research & development orientation and social needs, and subject to the following review and approving procedures by nature:

一、編制內中心:計畫書與設置辦法經評議委員會與校務會議審議通過後,依本校行政程序修訂組織規程,並報請教育部核定。

1. Center within the organization: The relevant articles of association shall be amended through NCKU’s administrative procedure after the plan and regulations governing the establishment are passed upon review by the Review Committee meeting and University Council meeting, and the plan and regulations shall be submitted to the Ministry of Education for authorization.

二、編制外中心:計畫書與設置辦法經評議委員會與主管會報審議通過後,提請校務會議備查。

2.Center outside the organization: After the plan and regulations governing the establishment are passed upon review by the Review Committee meeting and meeting of Chief Administrators, the same shall be submitted to the University Council meeting for future reference.

研究中心設置辦法之修正,經主管會報審議通過,陳請校長核定後施行。

The amendments to the regulations governing the establishment of a research center shall be enforced upon authorization of the President, after the same are passed upon review by the meeting of Chief Administrators.

第六條     研究中心所需經費及人力以自給自足與自行籌措為原則。

Article 6. The funding and human resources of a research center shall apply the principles of self-sufficiency and self-financing.

第七條     研究中心成立滿一年(以會計年度為基準)後,每年必須向評議委員會提出年度成果報告,成立滿三年接受第一次評鑑,爾後每三年接受一次評鑑為原則,但評議委員會得依年度成果報告審查結果,通知辦理評鑑者,不在此限。

Article 7. One year after the establishment of a research center (on a fiscal year basis), the research center shall begin to submit its annual results report to the Review Committee once each year. Three years after establishment, the research center shall undergo its first evaluation, and an evaluation once every three years afterwards, unless the evaluation is to be notified by the Review Committee only based on the review of the annual results report.

評鑑作業實施要點另訂之。

The Implementation Directions for Evaluation shall be established separately.

依第二條第一項第三款成立之研究中心,於專案計畫執行期間內,已接受外部評鑑或考評者,於收受提出年度成果報告或評鑑之通知時,應提出外部評鑑或考評結果等相關文件,送評議委員會核定。經核定者,免接受本校評鑑或繳交年度成果報告。

Where a research center established pursuant to subparagraph 3, Paragraph 1 of Article 2 herein has undergone the evaluation in the duration of the plan, it shall submit the external evaluation documents to the Review Committee for future reference.

第八條     評鑑工作包括下列項目,其百分比由評議委員會定之:

Article 8. The evaluation shall consist of the following elements, and the weights thereof shall be decided by the Review Committee:

一、營運方向與設置宗旨之相符性。

1. Conformity of operation orientation and purpose of establishment.

二、符合設置宗旨之研究成果、服務活動、人才培訓,以及校內教學研究配合情形。

2. Research results, service activities, and human resource training per the purpose of establishment, and in coordination with the teaching and research within the school.

三、研究中心之人力配置(聘僱)、具體貢獻及年度學術著作發表情形。

3.Deployment (employment) of human resources, specific contributions and publications of annual academic work by the research center.

四、與國內外同領域之學校或研究機構學術交流、協議、研究計畫之合作具體作法及成效。

4.Specific practices and results in cooperation under the academic exchange, agreements, and research projects with domestic and foreign schools or research institutions specialized in the same areas.

五、年度經費收入支出總額及明細。

5. Total amount and details of revenue and expenditure for the annual fund.

六、相關組織、管理制度、國內外學術與產學能見度之建立情形,足以顯示其發展具有永續營運之模式。

6.Establishment of related organizations, management systems, domestic and foreign academic and industry-academy visibility sufficient to show development oriented toward sustainability.

七、未來三年之展望。

7. Outlook for the next three years.

八、其他與評鑑相關資料。

8. Other information related to the evaluation.

研究中心於接受評鑑時,應依前項各評鑑項目,提供以研究中心為名義實際進行各項活動所呈現之成果。

When undergoing the evaluation, a research center shall provide the results generated by various activities carried out in the name of the research center by the evaluation elements referred to in the preceding paragraph.

第九條     研究中心有下列情形之一者,應予裁撤或合併:

Article 9. A research center which meets any of the following conditions shall be dissolved or consolidated:

一、經中心主任提出裁撤或合併申請者。

1. To be dissolved or consolidated per the application filed by the director of the center;

二、經評鑑不符原設置目的,或未達原設置功能,已無存續必要者。

2. In consideration of non-conformity with the original purpose of establishment or failure to satisfy the functions set initially found upon evaluation, there is no need for the center to keep surviving.

三、 經評鑑認其營運績效未達校級研究中心任務需求或目標者。

3.  The operating performance is considered to have failed to satisfy the needs or goals of the University-level research center upon its evaluation.

四、依第二條第一項第三款成立之研究中心,於專案計畫執行結束後,且其營運績效未達校級研究中心任務需求或目標者。

4.The operating performance is considered to have failed to satisfy the needs or goals of the University-level research center upon its evaluation, for a research center established in accordance with subparagraph 3, Paragraph 1 of Article 2 herein, at the end of the project.

前項經評議委員會決議後,研究中心應於收受通知後六個月內將決議事項執行完畢,並送評議委員會核備,未完成者視為已裁撤或合併。

Upon the resolution rendered by the Review Committee referred to in the preceding paragraph, a research center shall execute the resolution within 6 months upon receipt of the notice, and report the execution to the Review Committee for future reference, otherwise the center shall be held dissolved or consolidated.

第一項所稱合併,係指將研究中心併入其他適當單位或整併為單一研究中心。

The consolidation referred to in Paragraph 1 means that the research center is consolidated into other adequate units or combined into a single research center.

第十條     研究中心經評議委員會決議裁撤或合併者,準用本辦法第五條規定,辦理裁撤或合併程序。

Article 10.Upon being resolved to be dissolved or consolidated by the Review Committee, the research center shall be dissolved or consolidated pursuant to Article 5 herein mutatis mutandis.

第十一條    評議委員會以一年召開一次為原則,必要時得召開臨時會議。

Article 11.The meeting of the Review Committee shall be convened once per year in principle .The special meeting may be convened whenever it is necessary.

申請設置、年度成果報告及需經評議委員會審核之其他相關事宜,應於該年九月三十日前繳交資料至研究發展處辦理為原則。

The application for establishment, annual reports report, and other matters subject to review and approval by the Review Committee shall be submitted to the Office of Research and Development by September 30 this year in principle.

第十二條    本辦法經主管會報通過,陳請校長核定後施行,修正時亦同。

Article 12. The Regulations shall be enforced upon authorization of the President, after the same are passed upon review by the meeting of Chief Administrators. The same shall apply where the Regulations are amended.
