第一條    國立成功大學（以下簡稱本校）為撙節資源，強化用電效能，使編制內外各級中心電費配額有所依據，特訂定本辦法。

Article 1    To conserve resources and enhance electricity efficiency, National Cheng Kung University (hereinafter referred to as the “University”) has established these regulations to provide a basis for allocating electricity fee quotas to both internal and external university-level centers.

第二條    本校編制內外校級研究中心及水工試驗所，其電費配額計算方式如下：

Article 2     The method for calculating electricity fee quotas for internal and external university-level research centers and the Hydraulics Laboratory is as follows:

I. 計算配額：「上一年度管理費」，乘以「上一年度電費每度單價」，乘以每元管理費0.083度。

Quota calculation: “Management fee from the previous year” x “Electricity unit price per kWh from the previous year” x 0.083 kWh per NTD of management fee.

II. 用電配額：「計算配額」乘以0.37。

Electricity usage quota: “Calculated quota” x 0.37.

III.電費配額：

Electricity fee quota:

(1) 有獨立電表之中心：

Centers with independent electricity meters:

1.  如用電配額小於或等於去年實際用電，電費配額為用電配額。

If the electricity usage quota is less than or equal to the actual electricity usage from the previous year, the electricity fee quota is equal to the electricity usage quota.

2. 如用電配額大於去年實際用電，電費配額為「去年實際用電」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」。

If the electricity usage quota exceeds the actual electricity usage from the previous year, the electricity fee quota shall be calculated as “Actual electricity usage from the previous year” x “The ratio of average project management fee over the past two years to the average over the three-year period ending the year before last.”

(2)  無獨立電表之中心：

Centers without independent electricity meters:

「用電配額」，乘以「所有具有獨立電表中心之電費配額與用電配額比值」，並將配額併入共用電表之系所。

The “electricity usage quota” shall be multiplied by “the ratio of electricity fee quota to the electricity usage quota for all centers with independent electricity meters,” and the resulting quota shall be allocated to the departments sharing a common electricity meter.

IV. 次年度起：

Starting from the following year:

(1)  有獨立電表之中心：

Centers with independent electricity meters:

「上一年度用電配額」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」，乘以「上一年度與前年度電費每度單價比值」，採線性分配用電配額。

The “electricity usage quota from the previous year” shall be multiplied by “the ratio of average project management fee over the past two years to the average over the three-year period ending the year before last,” then multiplied by “the ratio of electricity unit price of the previous year to that of the year before,” with the electricity usage quota allocated linearly.

1. 如用電配額小於或等於去年實際用電，電費配額為用電配額。

If the electricity usage quota is less than or equal to the actual electricity usage from the previous year, the electricity fee quota shall be the same as the electricity usage quota.

2. 如用電配額大於去年實際用電，電費配額為「去年實際用電」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」。

If the electricity usage quota exceeds the actual electricity usage from the previous year, the electricity fee quota shall be calculated as “Actual electricity usage from the previous year” x (“The ratio of average project management fee over the past two years to the average over the three-year period ending the year before last”).

(2) 無獨立電表之中心：

Centers without independent electricity meters:

「上一年度電費配額」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」，乘以「上一年度與前年度電費每度單價比值」，採線性分配用電配額，並將配額併入共用電表之系所。

“The electricity fee quota from the previous year” shall be multiplied by “the ratio of average project management fee over the past two years to the average over the three-year period ending the year before last,” and then by “the ratio of electricity unit price of the previous year to that of the year before,” with the electricity usage quota allocated linearly and incorporated into the departments sharing a common electricity meter.

第三條    產學創新總中心及各院所屬中心，其電費配額計算方式如下：

Article 3    For the Industry–Academia Innovation Headquarters and centers under each university, the electricity fee quota shall be calculated as follows:

I. 計算配額：「上一年度管理費」，乘以「上一年度電費每度單價」，乘以每元管理費0.054度。

Quota calculation: “Management fee from the previous year” x “Electricity unit price per kWh from the previous year” x 0.054 kWh per NTD of management fee.

II. 用電配額：「計算配額」，乘以0.93，並分三年度調降，調降值依序為0.869、0.739及0.608。

Electricity usage quota: The “Calculated quota” x 0.93, to be reduced over three years. The reduction rates for each year are 0.869, 0.739, and 0.608.

III. 電費配額：

Electricity fee quota:

(1) 有獨立電表之中心：

Centers with independent electricity meters:

1. 如用電配額小於或等於去年實際用電，電費配額為用電配額。

If the electricity usage quota is less than or equal to the actual electricity usage from the previous year, the electricity fee quota shall be the same as the electricity usage quota.

2. 如用電配額大於去年實際用電，電費配額為「去年實際用電」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」。

If the electricity usage quota exceeds the actual electricity usage from the previous year, the electricity fee quota shall be calculated as “Actual electricity usage from the previous year” x (“The ratio of average project management fee over the past two years to the average over the three-year period ending the year before last”).

(2) 無獨立電表之中心：

Centers without independent electricity meters:

「用電配額」，乘以「所有具有獨立電表中心之電費配額與用電配額比值」，並將配額併入共用電表之系所。

The “electricity usage quota” shall be multiplied by “the ratio of electricity fee quota to the electricity usage quota for all centers with independent electricity meters,” and the resulting quota shall be allocated to the departments sharing a common electricity meter.

IV. 第四年度起：

Starting from the fourth year:

(1) 有獨立電表之中心：

Centers with independent electricity meters:

「上一年度用電配額」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」，乘以「上一年度與前年度電費每度單價比值」，採線性分配用電配額。

The “electricity usage quota from the previous year” shall be multiplied by “the ratio of average project management fee over the past two years to the average over the three-year period ending the year before last,” then multiplied by “the ratio of electricity unit price of the previous year to that of the year before,” with the electricity usage quota allocated linearly.

1.  如用電配額小於或等於去年實際用電，電費配額為用電配額。

If the electricity usage quota is less than or equal to the actual electricity usage from the previous year, the electricity fee quota shall be equal to the electricity usage quota.

2.  如用電配額大於去年實際用電，電費配額為「去年實際用電」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」。

If the electricity usage quota exceeds the actual electricity usage from the previous year, the electricity fee quota shall be calculated as “Actual electricity usage from the previous year” x (“The ratio of the average project management fee over the past two years to the average over the three-year period ending the year before last”).

(2) 無獨立電表之中心：

Centers without independent electricity meters:

「上一年度電費配額」，乘以「前兩年計畫管理費平均值與前年起回溯三年計畫管理費平均值之比值」，乘以「上一年度與前年度電費每度單價比值」，採線性分配用電配額，並將配額併入共用電表之系所。

“The electricity fee quota from the previous year” shall be multiplied by “the ratio of average project management fee over the past two years to the average over the three-year period ending the year before last,” and then by “the ratio of electricity unit price of the previous year to that of the year before,” with the electricity usage quota allocated linearly and incorporated into the departments sharing a common electricity meter.

第四條    電費配額於當年度提供各中心，於年度結束時進行結算：

Article 4     Electricity fee quotas are provided to each center for the current year and are settled at the end of the year:

1. 當有結餘電費時，且「配額/管理費」低於年度平均值，全額回饋予各中心。

If there is a surplus in electricity fee, and the “quota/management fee” ratio is lower than the annual average, the entire surplus shall be returned to the respective centers.

2. 當有結餘電費時，但「配額/管理費」高於年度平均值，則以管理費乘以「配額/管理費」之平均值扣除實際用電費用之餘額，回饋予各中心。

If there is a surplus in the electricity fee, but the “quota/management fee” ratio is higher than the annual average, then the refund to the centers will be calculated as the management fee multiplied by the average value of the “quota/management fee” ratio minus the actual electricity expenditure.

3. 當使用電費超出配額時，且「實際用電/管理費」大於「配額/管理費」之平均值，其電費由各中心相關經費扣減之。

If electricity usage exceeds the allocated quota and the “actual electricity usage/management fee” ratio is higher than the average “quota/management fee” ratio, the electricity fee shall be deducted from the respective center’s related funding.

4. 當使用電費超出配額時，且「實際用電/管理費」小於或等於「配額/管理費」之平均值，不收取超支電費。

If electricity usage exceeds the allocated quota but the “actual electricity usage/management fee” ratio is less than or equal to the average “quota/management fee” ratio, no excess fee will be charged.

第五條    本校與政府機構或法人共同成立之中心或非本辦法第二條及第三條所稱之中心，由研發處會同該中心及場地管理單位共同研商，視其中心屬性確認電費配額計算方式。

Article 5    Centers jointly established by the University and government agencies or legal entities, or those not defined under Articles 2 and 3 of these regulations shall have their electricity fee quota calculation methods determined through consultation between the Office of Research and Development, the respective centers, and the facilities management unit, depending on the nature of the center.

第六條    各中心設於醫學院教學大樓者，不適用本辦法。

Article 6    Centers located in the College of Medicine’s teaching building are not subject to these regulations.

第七條    各中心如有特殊情形致影響用電量，由總務處營繕組派員察看，若確有電費嚴重不足，得由中心向本校申請補助；本校得視該中心之配額、用電狀況及配合節約用電之方式決定是否補助。

Article 7    If any center encounters exceptional circumstances that significantly impact electricity consumption, the Construction and Maintenance Division of the General Affairs Office shall dispatch personnel to inspect the situation. If there is verified severe underfunding of electricity costs, the center may apply to the University for a subsidy. The University will determine whether to provide a subsidy based on the center’s quota, electricity usage, and implementation of energy-saving measures.

第八條    本辦法經行政會議通過後施行，修正時亦同。

Article 8    These regulations shall take effect upon approval by the Administrative Meeting. The same applies to any future amendments.
