第一條 本細則依國立成功大學組織規程第四十條暨國立成功大學研究人員聘任及升等辦法第四條規定訂定之,以供產學創新總中心(以下簡稱本中心)編制內研究人員及校務基金進用專案研究人員升等之申請、推薦與審查作業依循之用。

Article 1     These Rules are established in accordance with the requirements in Article 40 of the NCKU Organic Charter and Article 4 of the NCKU Researcher Employment and Promotion Regulations in order to be followed by Innovation Headquarters“the Headquarters” for the application, referral, and review of the promotion of researchers within the system and project researchers hired with the University Affairs Fund.

第二條 本中心申請升等研究員者,應擔任副研究員3年以上,服務成績優良且有重要研究著作(含專業著作);本中心申請升等副研究員者,應擔任助理研究員3年以上,服務成績優良且有重要研究著作(含專業著作)。申請升等之著作為送審人取得前一等級研究人員資格後所出版或發表者;由送審人擇定至多五件著作,並自行擇一為代表作,其餘列為參考著作;其屬系列之相關研究者,得合併為代表作。

Article 2     To apply for a promotion to be a research fellow at the Headquarters, one should have worked as associate research fellow for at least three years, with outstanding service performance and important research publications (including professional publications). To apply for a promotion to be an associate research fellow at the Headquarters, one should have worked as assistant research fellow for at least three years, with outstanding service performance and important research publications (including professional publications). When the publications in the application for a promotion were published or released after the applicant acquired the researcher status of the previous grade. The applicant is to select up to five such publications and choose one of them to be his/her representative work while the others as the reference. When they are part of a series of related research, they may be consolidated to be one representative work.

第三條 本中心之升等審查分為資格審、外審及初審三階段,依序進行。各階段審查由本中心研究人員評審委員會(以下簡稱研評會)受理承辦。資格審及初審會議須有研評會委員2/3以上人數出席始得開議。

 編制內專任研究人員升等應依前述三階段辦理;校務基金專案研究人員升等經研評會決議得不經第六條外審程序逕行
 辦理第七條初審。

Article 3     The promotion review at the center is divided to eligibility review, external review, and preliminary review that are performed sequentially. The review at each stage is to be organized by the Researcher Evaluation Committee of the Headquarters (“the Researcher Evaluation Committee”). Eligibility review and preliminary review meetings may only begin with attendance from at least two-thirds of the members of the Researcher Evaluation Committee.

The promotion of full-time researchers within the system shall follow the above-mentioned three stages. The promotion of project researchers hired with the University Affairs Fund, once finalized by the Researcher Evaluation Committee by go through the preliminary review indicated in Article 7 directly without going through the external review procedure in Article 6.

第四條 資格審程序:

 研評會召集人必須在申請截止日(10月30日助理研究員升等,4月30日助理研究員及副研究員升等)後一月內召開研
 評會進行資格審,研評會委員依據申請人之研究及服務作綜合評比,經研評會出席委員人數 2/3以上之同意方可進入外
 審。

Article 4     Eligibility review procedure:

The convener of the Researcher Evaluation Committee shall call for a Researcher Evaluation Committee meeting within a month after the application cut-off date (October 30 for the promotion of assistant research fellows and April 30 for promotion of assistant research fellows and associate research fellows) to perform the eligibility review. The Researcher Evaluation Committee performs comprehensive ratings according to the research and service provided by the applicant. External review may only begin with approval from at least two-thirds of attending members of the Researcher Evaluation Committee.

第五條 外審程序如下:

一、外審主要為審查申請人在其專業研究領域之能力及成就。

二、資格審通過後,由研評會邀請外審評審委員4人,由國內外相關領域具有審核申請人專業能力之專家學者擔任。

三、申請人得申請至多2位迴避外審評審委員,並詳述迴避理
由,研評會召集人再行決定是否迴避。

四、 外審作業由研評會召集人彙集申請人資料並統一發函送外審,外審作業必須考慮給予外審評審委員充分審閱時間。

五、著作外審審查結果,3位審查人給予及格者為通過。著作外審成績滿分為100分,擬升等副研究員者,以75分為及格,未達75分者為不及格;擬升等研究員者,以80分為及格,未達80分者為不及格。

六、若經申請人要求,研評會召集人應將外審意見匿名複印後交申請人參考。

Article 5     The external review procedure is as follows:

1.  The external review primarily focuses on the ability and accomplishments of the applicant in his/her specialized research field.

2.  Once approved in the eligibility review, the Researcher Evaluation Committee will invite 4 members to perform external review. Such members will be domestic and international experts and scholars in related fields with the professionalism to review the ability of the applicant. 

3.  The applicant may apply for up to 2 members to be excused from the external review and describe in detail reasons for them to be excused and the convener of the Researcher Evaluation Committee will determine whether they need to be excused or not. 

4.  For the external review, the convener of the Researcher Evaluation Committee is to compile materials provided by the applicant and submit them together for external review. The external review shall allow sufficient time for the raters to perform the review.

5.  For external review of publications, a passing score offered by three raters will be considered “passed.” A full score of the publication external review is 100%. For those intending to be promoted to be an associate research fellow, a passing score is 75% and a score below 75% fails the review. For those intending to be promoted to be a research fellow, a passing score is 80% and a score below 80% fails the review.

When requested by the applicant, the convener of the Researcher Evaluation Committee shall provide the applicant with a copy of anonymous external review comments for the latter’s reference. 

第六條 初審程序如下:

初審由研評會委員參考資格審、外審結果及申請人之服務(含專業、品德、操守)作綜合考評。其考核以研究 60% 及服務40%為評比標準,二項之平均分數皆須達70分以上,且各項評分達70分以上之委員人數至少須出席委員半數以上始進行升等之投票,獲出席委員2/3以上之同意票者為決議通過,向非屬學院教評會推薦升等。

Article 6     The preliminary review procedure is as follows:

In the preliminary review, the Researcher Evaluation Committee will refer to results of the eligibility review and external review, also the service provided by the applicant (including professionalism, morality, and conduct) and perform comprehensive evaluation. The ratings consist of 60% research and 40% service. Only when the mean scores of both indicators reach at least 70% and the number of members giving a score of 70% and above for each of the indicators accounts for a majority of the attending members can voting on the promotion begin. When it is approved by at least two-thirds of attending members, the promotion is considered to have “passed” and promotion is recommended to the Non-College Faculty Evaluation Committee.

第七條  研評會委員與升等申請人有下列情事之一者,應予迴避:

一、   曾有指導博士、碩士學位論文之師生關係。

二、   配偶、前配偶、四親等內之血親或三親等內之姻親或曾有此關係者。

三、   近三年發表論文或研究成果之共同參與研究者或共同著作人。

四、   審查升等時,共同執行研究計畫。

Article 7     When the members of the Researcher Evaluation Committee are related to the promotion applicant in one of the following ways, they shall be excused:

1.  Teacher-student relationship in the doctoral dissertation or the master thesis.

2.  Spouse, ex-spouse, blood relatives within the fourth degree of kinship or In-laws or prior in-laws within the third degree of kinship.

3.  Joint participants or joint authors of a paper or research accomplishments released in the past three years.

4.  Joint implementation of research projects in the promotion review.

第八條 審查相關人員必須謹守保密原則,不得私自洩露與審查程序相關之委員名單和審查意見。資格審、外審、初審之決議,由研評會以書面通知申請人。

Article 8     People involved in the review have to strictly adhere to confidentiality principles and may not disclose in private the list of members and review comments related to the review procedure. The Researcher Evaluation Committee will notify the applicant in writing of the decisions made in the eligibility review, external review and preliminary review.

第九條 申請人對審查結果如有不服,得向非屬學院教師評審委員會 提出申復。

Article 9 If the applicant disagrees on the results of the review, he/she may file an appeal with the non-college Faculty Evaluation Committee.

第十條 本細則未盡事宜,依相關法令規定辦理。

Article 10   For matters not covered herein, the requirements of applicable laws and regulations shall be followed.

第十一條 本細則經本中心評議委員會會議通過後,報請非屬學院召集人核轉校教師評審委員會核備後實施,修正時亦同。

Article 11  These Rules are to be enforced after they are approved by the Researcher Evaluation Committee and then approved and forwarded by the non-college convener to the University’s Faculty Evaluation Committee to be filed for reference; the same shall apply upon revision.
