一、 國立成功大學(以下簡稱本校)為招收優秀國際學生至本校就讀,提昇本校國際化,並整合國際化相關資源,特訂定本要點。
I. NCKU Guidelines for the International Student Scholarship Program for Bachelor’s and Master’s Degree Students (hereafter, Guidelines) are established by National Cheng Kung University (NCKU) to facilitate the recruitment of distinguished international students into its programs, the development of its internationalization, and the integration of related resources for internationalization.
二、本要點適用對象,以碩士生與學士生為限。
II. These Guidelines apply to bachelor’s and master’s degree students.
三、 本校優秀國際學生獎學金(以下簡稱獎學金)經費來源如下: (一)教育部補助款; (二)本校校務基金; (三)本校自籌收入。
III. The sources of funding for the scholarship program (hereafter, Scholarship) as follows: (I) Subsidies from the Ministry of Education (II) NCKU endowment funds (III) NCKU self-generated revenues
四、 本校優秀國際學生獎學金總金額及獎學金名額,得視當年各項經費收支情形及國際學生人數而彈性調整。
IV. The amount of each Scholarship and the quota of recipients are subject to adjustment based on the annual school budget of revenues and expenditures, and the total number of international students.
五、獎學金申領期間:自註冊入學起,至畢業離校、休學或退學月止。但延長修業年限期間,不得申請。 (一)碩士生:碩士班以二年為限。 (二)學士生:除醫學系及藥學系不得逾六年、建築系建築設計組不得逾五年外,餘以四年為限。
V. Scholarship Program Duration: The Scholarship program will begin from the month when the recipient enrolls in NCKU and end when the recipient graduates, withdraws from NCKU, is suspended, or is expelled. Those who extend their years of study are not eligible to apply for this Scholarship. The maximum durations of study vary with programs as follows: (I) Master’s degree students: A maximum of two years (II) Bachelor’s degree students: A maximum of six years for students of the Department of Medicine and the School of Pharmacy, a maximum of five years for students of the Department of Architecture (Architectural Program), and a maximum of four years for students of other departments
六、 獎學金項目及金額: (一)碩士生:每名可獲得十二個月獎學金,每月最高新臺幣(下同)一萬五千元,並得減免學雜費。 (二)學士生: 1. 新生:依該年度系所錄取之學士學位國際學生人數之比例計算,就讀學系錄取前20%以內者,可獲得十二個月獎學金,每月一萬五千元;前40%以內者,可獲得十二個月獎學金,每月一萬元。 2. 舊生:前一學期學業平均成績達70分,依下列排名核發: (1) 班上排名前20%以內者,每學期可獲得獎學金九萬元整。 (2) 班上排名前40%以內者,或國際學生學業平均成績排名前40%者,每學期可獲得獎學金六萬元整。 (3) 上列獎學金依第十一點規定核發期間,按月平均發放。 (三)學士生得申請減免在校住宿費,以當年度本校學生宿舍之最低收費標準為限。自動放棄入住或未於規定 時間辦理登記住宿者,不得申請減免。
VI. Scholarship Categories and Amounts: (I) Master’s degree students: Each recipient may receive a maximum monthly Scholarship of NTD 15,000 for 12 months, with an approved exemption of tuition and miscellaneous fees. (II) Bachelor’s degree students: 1. New students: Those ranked in the top 20% of the total number of international students accepted by a department will each receive a monthly Scholarship of NTD 15,000 for 12 months. Those ranked in the top 20% to 40% will each receive a monthly Scholarship of NTD 10,000 for 12 months. 2. Continuing students: Those who receive an average academic grade of 70 or above will be granted scholarships according to the following criteria: (1) Those ranked in the top 20% in each class will each receive a Scholarship of NTD 90,000 for one semester. (2) Those ranked in the top 20% to 40% in each class, or those ranked in the top 40% of all international students in terms of average grade at the discretion of the Office for International Affairs, will each receive a Scholarship of NTD 60,000 for one semester. (3) The Scholarships stated in (1) and (2) shall be disbursed on a monthly basis during the disbursement period, as prescribed in Guideline XI. (III) Bachelor’s degree students may apply for an exemption from paying accommodation fees, which shall be based on the lowest rate for NCKU dormitory accommodations in the current year. Those who relinquish the right to reside in a student dormitory or fail to complete the registration for dormitory accommodations cannot apply for this fee exemption or receive comparable amounts in this regard.
七、申請資格: (一)新生:依本校「外國學生申請入學」方式申請者,本校招生委員會於審查入學資格時,同時核定其 獎學金。 (二)舊生:在本校就學一學年以上、具有正式學籍之國際學生,行為表現無不良紀錄,並符合下列規 定: 1. 碩士生:前一學年至少須修得各系所規定畢業課程十五學分,學業平均成績達八十分以上。已修滿畢業學分者,須另提供指導教授推薦函及論文撰寫計畫。 2. 學士生:得提出申請,審查標準依照前點規定辦理。已修滿畢業學分者,須另提供系上教師之推薦函。
VII. Application Eligibility: (I) New students: Eligible applicants are those applying for admission in accordance with NCKU Guidelines for International Student Admission Applications. The NCKU Admissions Committee will review their qualifications for admission and Scholarship grants. (II) Continuing students: Eligible applicants are those enrolled at NCKU as international students who have completed their first year of study at NCKU with no disciplinary record, and must comply with the following regulations: 1. Master’s degree students: Applicants are required to have completed a minimum of 15 required course credits towards graduation in the preceding academic year, with an average grade of 80 or above. Those who have completed a minimum number of course credits required for graduation shall submit a recommendation letter from an advisor and thesis/dissertation proposal. 2. Bachelor’s degree students: All undergraduate students are eligible for application, which shall be reviewed according to the rules in Guideline VI. Those who have completed a minimum number of course credits required for graduation shall submit a recommendation letter from faculty members at their department.
八、 申請時間: (一)新生:依本校「外國學生申請入學」時間辦理。 (二)舊生: 1. 碩士生: (1) 秋季班入學者:於每年8月1日至8月30日前向各系所提出申請。 (2) 春季班入學者:於每年1月20日至2月28日(或29日),向各系所提出申請。 2. 學士生:每學年分上下兩學期申請,每年9月20日至10月20日與每年3月1日至3月30日,向國際事務處提出申請。
VIII. Application Period: (I) New students: Please refer to the NCKU Guidelines for International Student Admission Applications. (II) Continuing Students: 1. Master’s degree students: (1) Those admitted in the Fall semester shall submit an annual scholarship application to the affiliated department/institute during the period from August 1 to August 30. (2) Those admitted in the Spring semester shall submit an annual scholarship application to the affiliated department/institute during the period from January 20 to February 28. 2. Bachelor’s degree students: Applicants shall submit an application to the Office of International Affairs during the period from September 20 to October 20 in the Fall semester or during the period from March 1 to March 30 in the Spring semester.
九、申請資料: (一)新生:依本校「外國學生申請入學」方式辦理。 (二)舊生: 1. 碩士生:備「申請表、前一學年之上下學期成績單、在學證明(至本校教務處註冊組申請)、有效期之居 留證、郵局帳戶影本」,其他文件得視各系所之公告為主。 2. 學士生:備「申請表、前一學期具有就讀班級排名之正式成績單(至本校教務處註冊組申請)、在學證明 (至本校教務處註冊組申請)、有效期之居留證、郵局帳戶影本」。
IX. Application Documents: (I) New students: Applicants shall submit required documents according to the NCKU Guidelines for International Student Admission Applications. (II) Continuing Students: 1. Master’s degree students: Required documents include an application form, an academic transcript for the last academic year and a certificate of enrollment (both from the Division of the Registrar under the Office of Academic Affairs), a photocopy of a valid Taiwan resident certificate, a photocopy of a post office passbook, and others designated and published by their affiliated departments/institutes. 2. Bachelor’s degree students: Required documents include an application form, an academic transcript with class rank for the last semester and a certificate of enrollment (both from the Division of the Registrar under the Office of Academic Affairs), a photocopy of a valid Taiwan resident certificate, and a photocopy of a post office passbook.
十、審核程序: (一)碩士生: 1. 由系所就獎學金申請條件、資格進行初審後,送交國際事務處複審。 2. 每次核定一學年,並須逐年審核。 (二)學士生: 1. 由國際事務處進行審查。 2. 每學期重新申請審核。
X. Review Procedure: (I) Master’s degree students: 1. An application shall be submitted to the affiliated department for a preliminary review and to the Office of International Affairs for a final review. 2. The Scholarship application shall be submitted and reviewed for approval on an annual basis. (II) Bachelor’s degree students: 1. Applications shall be reviewed for approval by the Office of International Affairs. 2. The Scholarship application shall be submitted and reviewed for approval on a semester basis.
十一、核發期間: (一)碩士生: 1. 秋季班入學者:當年度9月至隔年度8月。 2. 春季班入學者:當年度2月至隔年度1月。 (二)學士生: 1. 新生: (1)秋季班入學者:當年度9月至隔年度8月。 (2)春季班入學者:當年度2月至隔年度1月。 2. 舊生: (1)第一學期:當年度 9 月至隔年度 1 月。 (2)第二學期:當年度 2 月至 8 月。
XI. Scholarship Disbursement Period: (I) Master’s degree students: 1. Those admitted in the fall semester: From September of the current year to August of the following year 2. Those admitted in the spring semester: From February of the current year to January of the following year (II) Bachelor’s degree students: 1. New Students: (1) Those admitted in the fall semester: From September of the current year to August of the following year (2) Those admitted in the spring semester: From February of the current year to January of the following year 2. Continuing Students: (1) From September to January for the Fall semester (2) From February to August for the Spring semester
十二、獲獎生應行遵守事項如下: (一) 獲獎生須於每學期完成註冊,並查驗居留證後,始得領取獎學金。 (二) 獲獎生如未在原系所繼續就讀完成學業,嗣後不得再以就讀其他系所,重新提出申請。但依本校研究生章程規定,核定轉讀系所者,於原獎學金期間內,不在此限。 (三) 獲獎生如保留學籍,原核定獎學金之資格即予取消。待復學之該學年度,於指定申請期間(依照本校 「外國學生申請入學」時間)重新提出申請。 (四)獲獎生註冊入學後,經查驗居留證持有「應聘」身分或簽證持有「工作」身分者,不得領取。 (五)因故休學、退學者或無故離校超過一個月以上者,應即停止核發獎學金。但寒暑假期間不在此限。 (六)獲獎生如因學習之需要,須赴國外擔任交換學生、短期研究者,出國期間停止核發,原獎學金期間不得 展延。但經指導教授及系所主管同意者,不在此限。 (七)本獎學金與國內外政府獎學金不得同時重複領取,違反者,應撤銷獎學金資格並追繳溢領款項。 (八)獲獎生於獎學金期間內,如有違反本校校規,受小過處分者,自處分確定後之次月,立即取消當 學期已核定之獎學金與次學期申請資格。但經評估後,得以校園服務代替懲處者,於抵除後回復 下一學期之獎學金申請資格。受大過以上處分者,自處分確定後應即停止核發獎學金並註銷其 受獎資格。
XII. Recipients should comply with the following requirements: (I) Recipients shall enroll in the designated semester and present a valid ARC to receive the Scholarship. (II) Recipients who have ceased to study at the original department/institute shall not apply for the Scholarship as a student of any other department/institute, except for those who have been approved to transfer to another department/institute during the Scholarship disbursement period in accordance with NCKU Graduate Program Regulations. (III) Recipients who have completed an application for deferred admission shall be disqualified from Scholarship disbursement. They should submit a new scholarship application in the semester when they enroll at NCKU, in accordance with the university’s application period for international students. (IV) Recipients whose resident certificate or visa indicates an employment status shall not receive the Scholarship. (V) In case of suspension, withdrawal, or expulsion, the Scholarship shall cease to be disbursed and recipients shall be disqualified from the Scholarship. (VI) The Scholarship shall be suspended during the period when recipients travel overseas as an exchange student or for a short‐term research program. No extension of the disbursement period shall be allowed without approval from the advisor and the department chair/institute director. (VII) Students shall not receive a domestic or foreign governmental scholarship and the Scholarship at the same time. Students who violate this guideline will have to return the received amount and shall be disqualified from the Scholarship. (VIII) If recipients are disciplined with a heavier penalty than a minor demerit for a violation against school regulations during the disbursement period, Scholarship disbursement shall be terminated from the next month after the discipline takes effect, and recipients shall be disqualified from the Scholarship for the current semester and the following semester. However, if they are approved by NCKU to commute their penalty into a campus service, they will be eligible to apply for the Scholarship for the following semester upon completion of the service. If recipients are disciplined with a heavier penalty than a major demerit during the disbursement period, Scholarship disbursement shall be terminated, and recipients shall be disqualified from the Scholarship.
十三、本要點未盡事宜,悉依相關法令規定辦理。
XIII. Matters that are not covered by these Guidelines shall be administered according to the relevant regulations.
十四、本要點經主管會報及校務基金管理委員會通過後實施,修正時亦同。本要點修正若未涉及校務基金經費動支之修正,免提校務基金管理委員會審議。
XIV. These Guidelines shall be approved by the Chief Administrators Council and the NCKU Endowment Fund Management Committee before taking effect. Amendments shall be processed accordingly, except for those unrelated to endowment funds, which can be exempted from submission to the NCKU Endowment Fund Management Committee for approval.
