一、國立成功大學學院院長遴選作業準則(以下簡稱本準則)依本校組織規程第二十七條之有關規定訂定之。

Article 1

The National Cheng Kung University Guidelines for College Dean Selection (hereinafter the Guidelines) were stipulated according to Article 27 of the Organizational Regulations of the university.

 

二、學院院長之產生、續聘及解聘依本準則辦理。各學院應訂定院長遴選、續聘及解聘辦法。

Article 2

Processes for the selection, renewal, and dismissal of college deans are based on the Guidelines. Nevertheless, each college shall devise their own specific regulations for the selection, renewal, and dismissal of deans.

 

三、學院院長人選應具備教授資格。

學院院長三年為一任,得連任一次。

學期中聘兼者,任期自次一學期起(八月一日或二月一日)計算。

Article 3

Candidates for the position of college dean shall hold the title of professor. The tenure of a college dean lasts 3 years, and each dean may consecutively renew their tenure once. When a dean begins their tenure in the middle of a semester, the tenure is considered to begin on the starting date of the following semester (August 1 or February 1).

 

四、各學院應於院長因固出缺兩個月內或任期屆滿五個半月前組成遴選委員會,進行遴選作業。遴選委員會得經該院對候選人行使同意權後,遴選二至三位院長候選人,於卸任院長任期屆滿一個月前報請校長擇聘之。

遴選作業期間,如遇本校組織規程第二十七條修訂,在其完成法定程序前,已組成遴選委員會者,仍依原規定遴選之。

Article 4

Each college shall assemble a selection committee and initiate the selection of a new dean when a dean has been absent from work for 2 months or when their tenure will end within 5.5 months. The selection committee selects 2–3 dean candidates after obtaining consent from these candidates. The list of candidates is then sent to the university president within 1 month prior to the end of the current dean’s tenure; the president shall appoint a new dean before the end of the outgoing dean’s tenure. When Article 27 of the Organizational Regulations is being amendment during the selection process, the new dean is selected according to the existing regulations if the selection committee has already been assembled prior to the amendment.

 

五、學院院長遴選委員以十一至十五人組成,其中校長指定二至三人,其餘委員由各該學院院務會議推舉之。遴選委員中院外委員至少三人,且教授級委員不得少於二分之一。

Article 5

The selection committee has 11–15 members. Of these members, 2–3 are appointed by the university president, and the remaining members are selected during college affair meetings. At least 3 of the members selected should not hold a position at the college. At least half of all committee members shall hold the title of professor .

 

六、學院院長遴選委員會推選一人為主席兼召集人。

Article 6

The current dean selects one member from the selection committee as the committee chair.

 

七、遴選委員會須公開徵求及主動尋覓院長候選人,並依院長遴選辦法所訂院長人選資格之規定,對候選人進行資格審查。

Article 7

The selection committee shall seek candidates in an open and proactive manner. Candidate eligibility shall be determined according to the Guidelines for reviewing the qualifications of each candidate.

 

八、學院院長之續聘,於任期屆滿六個月前組成院長續聘評鑑委員會,續聘評鑑委員會比照遴選委員會方式組成,就院長是否續聘做成決定,送院務會議備查。續聘評鑑委員會應有三分之二以上委員出席始得開議,應有出席委員三分之二以上之贊成,方得作成決定院長續聘之決議。若院長獲同意續聘,則報請校長續聘;若院長未獲同意續聘,則依各該學院院長遴選辦法規定重新遴選。

Article 8

Regarding tenure renewal, a renewal review committee shall be assembled within 6 months prior to the end of the current tenure. The committee members are selected in a manner identical to that for selecting the selection committee members. The decision of the renewal review committee regarding tenure renewal is discussed, and the results of are reviewed during thecollege affair meetings. A meeting shall begin when at least two-thirds of the committee members are present, and a decision is made after at least two-thirds of the attending members reach an agreement. If the reappointment of the current dean is approved by the committee, a notification is sent to the university president to initiate the renewal process. If the reappointment of the dean  is not approved, a new dean is selected according to the relevant regulations of the college.

 

九、院長在任期間如發生重大事件致有不適任之虞者,由院務會議代表二分之一以上或全院教師二分之一以上連署提案,經院務會議代表三分之二以上出席,及出席代表三分之二以上議決通過,報請校長核定,解除其院長職務。

Article 9

When a dean is considered incompetent due to the demonstration of inappropriate behavior, he or she may be dismissed after the following procedure: A petition is made by at least half of college affair meeting representatives or half of the relevant faculty members. A college affair meeting is conducted to review the petition. At least two-thirds of the college affair meeting representatives must attend the meeting, and two-thirds of the attending representatives must agree to dismiss the dean. Finally, the petition is approved by the university president.

 

十、學院院長遴選辦法須經學院院務會議通過,並報請學校核備後實施,修正時亦同。

Article 10

The dean selection regulations of each college are determined and passed during college affair meetings and implemented after being reviewed by the University. The same procedures are applied to any amendment thereto.

 

十一、本準則未盡事宜,悉依相關規定辦理。

Article 11

Other matters not discussed herein are handled according to relevant regulations.

 

十二、本準則經校務會議通過後實施,修正時亦同。

Article 12

The guidelines and any amendments to them take effect after being approved at university affair meetings.
