一、  國立成功大學（以下簡稱本校）為深根培育優秀研究人才，獎勵具有研究潛力優秀博士生，依據國家科學及技術委員會(以下簡稱國科會)「補助大學校院優秀博士生獎學金試辦方案」，設優秀博士生獎學金（以下簡稱本獎學金），並訂定本要點。

In order to cultivate talents in scientific research and encourage outstanding doctoral students with research potential, National Cheng Kung University (hereinafter referred to as “NCKU”) hereby offers the outstanding doctoral student scholarship (hereinafter referred to as the “Scholarship”) and enacts the Directions according to the "Scholarship Pilot Program of National of Science and Technology Council(NSTC) to Subsidize Universities and Colleges to Cultivate Outstanding Doctoral Students.”

二、  本獎學金獎勵名額，依入學年度國科會核定之獎勵名額為準。

The quota qualified for the Scholarship are based on that authorized by the National of Science and Technology Council in the year of admission.

三、  108學年度後入學博士班學生，得提出申請。但在職生、保留入學資格者、復學生與大陸地區、香港及澳門學生，不得申請。

The students admitted to the doctoral program after the 2019 academic year may apply for the Scholarship. Notwithstanding, the same shall not apply to part-time students, students who suspend their schooling and retain their admission qualifications, readmitted students, and students from Mainland China, Hong Kong, and Macau.

四、  本獎學金獎勵期間，自博士班一年級至四年級。四年內畢業者，至畢業離校當月為止。

The Scholarship is available from the first year to the fourth year of the doctoral program, and until the month of graduation in the case of students graduating within four years.

五、  本獎學金獎勵期間內，每名博士生核給每月新臺幣（下同）四萬元整。

Each doctoral student may be granted NT$40,000 per month during the valid term of the Scholarship.

六、  本獎學金名額分配原則如下：

(一)依各學院前四學年度具研究性質之研究計畫件數，按比例核算後，於每年9月前公告次學年度「學院獎勵名額」。

(二)前款人文領域研究計畫件數，加權150%計算。

(三)本校另設「校控獎勵名額」，以全校性競爭方式進行評選。

前項學院獎勵名額獲獎博士生不足時，本校得收回獎勵名額。

The quota for the Scholarship is allocated in the following manner:

(1)      Subject to the number of research projects performed by each college in the first four school years calculated on a pro rata basis, the "award quota by college” for next school year will be announced by September of each year.

(2)      The number of research projects in humanities referred to in the preceding subparagraph shall be weighted by 150% further.

(3)      NCKU also offers the “School-Reserved Award Quota” and selects the quota through the school-wide competitions.

Where the number of doctoral students qualified for the Scholarship referred to in the preceding paragraph is less than the authorized quota, NCKU may withdraw the quota.

七、博士生符合下列各款資格之一者，得申請本獎學金：

(一)學業成績優異者：

1.博士前一學位之修業期間，每學年學業成績平均80分以上或每學年班或系排名為前20%。

2.博士生於第二年至第四年就讀期間，申請遞補者，除應符合前目資格外，於博士班修業期間，每學期任一學科成績不得低於80分。

(二)具有特殊研究成就者：經本校指導教授認可於該領域有特殊成就，並檢附指導教授推薦信。

The doctoral students who satisfy one of the following qualifications may apply for the Scholarship:

(1)      With outstanding academic performance:

1.      Average grade of more than 80 in each school year, or ranking in the top 20% in the class or department in each school year during the study years for the degree preceding to the doctoral program.

2.      The doctoral students who apply for refilling any vacancy during the period from their second study year to fourth study year shall satisfy the qualifications referred to in the preceding item, and shall also achieve a grade no less than 80 in each subject for each semester during the study years for the doctoral program.

(2)      With special research achievements: Recognized by NCKU advisor, and attached with the recommendation letter issued by the advisor.

八、本獎學金評選標準如下：

(一)曾參加全國性、國際級學術論文競賽獲獎。

(二)曾發表國際性期刊論文、取得專利等學術研究成果展現。

(三)其他有助於審查相關學術具體成果證明。(如專書、國際重要學術會議、論文或其它證明表現優異之相關文件)。

The selection criteria for the Scholarship are stated as follows:

(1)      Once attended national and international academic paper competitions, and awarded prize.

(2)      With the academic research results, such as publication of paper in international journals, and acquisition of patents.

(3)      Any proof helpful for the examination on related academic results. (Such as monographs, important international academic conferences, papers or other relevant documents certifying outstanding performance).

九、本獎學金審查程序如下：

(一)研究發展處公告後，博士生向系（所）提出申請，系（所）受理後，經系主任推薦，送各學院進行初審。

(二)各學院應將「學院獎勵/遞補名額推薦名單」、學院推薦「校控獎勵名額推薦名單」及相關資料，送研究發展處辦理複審。

(三)研究發展處複審通過，校長核定後，公告之。

    研究發展處為辦理複審事宜，得設審查委員會，置委員五至七人，校長指定副校長一人擔任召集人；教務長、研發長為當然委員；其餘委員由召集人圈選之。

The examination procedure for the Scholarship is stated as follows:

(1)      Upon announcement of the Office of Research and Development, the doctoral students may file the application with the departments (institutes). Then, those recommended by the chair of department will be reported to each college for the primary examination.

(2)      Each college shall submit the “name list of recommended candidates for the award/succeeded candidates,” “name list of the recommended candidates for school-reserved award” and related materials to the Office of Research and Development for re-examination.

(3)      The awardees will be announced upon approval by the Office of Research and Development through the re-examination, and also upon authorization by the President.

In order to perform the re-examination, the Office of Research and Development may establish the Review Committee consisting of 5~7 members.  The President shall appoint the Vice President to serve as the convener.  The Vice President for Academic Affairs and Vice President for Research & Development serve as ex officio members.  The other members shall be selected by the convener.

十、每學年結束前一個月，各學院應評量獲獎博士生前學年之學術表現。評量之項 目及標準，由各學院自行訂定之。

獲獎博士生經評量為不及格者，廢止次一學年獎學金受獎資格。各學院得依前點，重新遞補同一學年入學之博士生。

Each college shall assess each awardee’s academic performance in the previous school year within one month prior to the end of each school year. The assessment items and criteria shall be defined by each college independently.

Any awardee failing the assessment shall be banned from being awarded the Scholarship in next school year. Each college may have the other doctoral students admitted in the same school year re-fill the vacancies pursuant to said requirements.

十一、各學院應定期追蹤獲獎博士生之學術成就，項目如下：                                      

(一)獲獎博士生修讀年限。

(二)獲獎博士生發表論文期刊之影響指數。

(三)獲獎博士生發表國內外頂尖期刊論文篇數。

(四)獲獎博士生出席國內外學術會議次數。

(五)獲獎博士生畢業後3年內之流向追蹤。

      前項學術成就之獎勵成果效益追蹤，獲獎博士生不得拒絕。

Each college shall follow up an awardee’s academic achievements periodically, including:

(1)      The awardee’s study years.

(2)      Impact factor of the journal in which the awardee releases his/her paper.

(3)      Number of papers released by the awardee in domestic/foreign top journals.

(4)      Frequency of the awardee’s attendance at domestic/foreign academic conferences.

(5)      Follow-up on the awardee's whereabouts within three years after graduation.

The awardee shall not reject the follow-up on the effect posed by the award for academic achievements referred to in the preceding paragraph.

十二、獲獎博士生獎勵期間有下列情形之一者，廢止獲獎資格，自次月起不再核給獎學金：

(一)休學、退學者。

(二)於公私立機構從事專職工作者。但擔任本校兼任研究助理人員者，不在此限。

(三)已領取本校其他博士生獎學金者，不得重複支領。但特殊情形經審查同意者，不在此限。

(四)發表國內外期刊論文或報告，經認定有違反學術倫理情事者。

(五)違反校內章則，遭記大過以上處分確定者。

(六)其他經本校相關會議決議不再給予補助者。

 前項博士生獲獎資格經廢止後，各學院得依第九點，重新推薦同一學年入學之博士生申請遞補。

An awardee who satisfies any of the following circumstances during the award period shall be disqualified for the award and suspended from receiving the Scholarship as of next month:

(1)      Suspension of schooling/drop-out.

(2)      Have a full-time job at any public/private organization. The same shall not apply to those working as part-time study coordinators at NCKU.

(3)      The awardee who has received other doctoral scholarship from NCKU is not allowed to claim the Scholarship repeatedly, unless special permission is granted to him/her upon examination.

(4)      Where any paper or report reported by the awardee in domestic/foreign journals is found violating the academic ethics.

(5)      Where the awardee breaks the school rules and is punished with a major demerit finally and irrevocably.

(6)      Any other circumstances under which the related school meetings resolve to stop granting the subsidy.

Upon the awardee’s disqualification for the award referred to in the preceding paragraph, each college may have the other doctoral students admitted in the same school year apply for re-filling the vacancies pursuant to Paragraph 9 herein.

十三、獲獎博士學生經查資料有偽造或不實情事者，撤銷其獲獎資格，已領取之獎學金應予繳回，並依情節追究相關責任。

The awardee who is found forging or misrepresenting his/her information shall be disqualified for the award.  The Scholarship already received by him/her shall be returned, and the relevant liability to be borne by the awardee shall be pursued accordingly.

十四、本獎學金所需經費，由國科會補助經費與本校自籌經費共同支應。

獲獎博士生第一年至第二年就讀期間，由國科會每月補助三萬元整，本校自籌一萬元整。第三年至第四年就讀期間，由國科會每月補助二萬元整，本校自籌二萬元整。

本校之自籌經費款項，不得為國科會之各項補助經費。

本校得視經費編列情形，停止本要點實施。

The fund needed by the Scholarship shall be covered by the subsidy from National of Science and Technology Council and NCKU’s self-raised fund jointly.

The awardee will be granted NT$30,000 by National of Science and Technology Council and NCKU’s self-raised fund, NT$10,000, per month from his/her first study year to the second study year. The awardee will be granted NT$20,000 by National of Science and Technology Council and NCKU’s self-raised fund, NT$20,000, per month from his/her third study year to the fourth study year.

NCKU’s self-raised fund shall not be allocated from the subsidies granted by the National of Science and Technology Council.

NCKU may suspend implementing the Directions, subject to the preparation of budget.

十五、本獎學金之評選、評量及審核相關人員，與申請博士生有下列情事之一者，應自行迴避：

(一)曾有指導博士、碩士學位論文之師生關係。

(二)配偶、前配偶、四親等內之血親或三親等內之姻親，或曾有此關係。

(三)近三年發表論文或研究成果之共同參與研究者或共同著作人。

(四)評選或評量程序時，共同執行研究計畫，或擔任研究計畫之助理。

The personnel dedicated to selection, assessment and examination related to the Scholarship who satisfy any of the following relations with the applicant shall recuse themselves voluntarily:

(1)      Once advisors of the applicant’s doctoral and master program papers.

(2)      Spouse, ex-spouse, relatives within the fourth degree of kinship by blood, or now or once relatives within the third degree of kinship by marriage of the applicant.

(3)      Co-researchers or co-authors who have released papers or research results together with the applicant in the most recent three years.

(4)  Co-workers with the applicant, or study coordinator, in the same research  project during the selection or assessment procedure.

十六、本要點未盡事宜，依教育部、國科會及本校相關法令規定辦理。

Any matters not specified herein shall be governed by the relevant regulations of the Ministry of Education, National of Science and Technology Council, and NCKU.

十七、本要點經主管會報及校務基金管理委員會通過，經校長核定後實施，修正時亦同。

The Directors are implemented after approval by the Executive Board Meeting and University Endowment Fund Management Committee Meeting and upon authorization by the President.  Any amendments hereto should follow the same procedures.
