國立成功大學博士生「世界徜徉計畫」補助要點
“Surf Project” Subsidy Directions for Doctoral Students at National Cheng Kung University Doctoral Students Study Abroad (Surf Project) Program National Cheng Kung University

一、 國立成功大學(以下簡稱本校)為培育全球化跨界人才,提昇博士生國際移動力,進而促進本校國際合作協同人才培育能量,特訂定本要點。  

 

1. National Cheng Kung University (hereinafter NCKU) has enacted this direction to foster global interdisciplinary talents, enhance the international mobility of doctoral students, and promote NCKU’s international collaboration and talent cultivation. 

 

二、申請人應具資格如下:

(一)本校在學博士生或已獲得本校博士班錄取資格 (不含陸生及在職進修學生),並經指導教授推薦者;尚無指導教授者,得由就讀系(所)主管推薦。

(二)申請人擬於下列之一國外大學或學術機構進行研修:

  1.世界大學排名(ARWU或THE或QS或USNEWS)前300大之國外大學校院。

  2.世界領域排名(ARWU或THE或QS或USNEWS)前100之國外大學校院。

  3.國外頂尖學術研究機構。

  4.與本校國際策略夥伴學術研究機構。

 

2. Applicants should possess the following qualifications:

(1) Ph.D. students who are currently enrolled in or have received the qualifications required for admission to the University’s Ph.D. programs in NCKU (excluding mainland Chinese students and in-service students) and have been recommended by their academic advisors. Students who do not have an academic advisor has to be recommended by the Department Chair. 

(2) Applicants who intend to conduct research and study at one of the following foreign universities or academic institutions:

      i. The top 300 foreign universities in World University Rankings (ARWU, THE, QS, or US News).

      ii. The top 100 foreign universities in World Subject Rankings (ARWU, THE, QS, or US News).

     iii. Top foreign academic research institute.

     iv. Academic research institutes that are international strategic partners of the University.

 

三、研修方式分為下列二類:

(一)赴外研修。

(二)在臺遠距研修。

 

3. The research and study method can be grouped into 2 categories:

(1) Attend physical class in person abroad.

(2) Distance online research and study in Taiwan.

 

四、補助內容:

(一)補助次數:前點各款每人各補助一次為原則。

(二)補助期間:1個月至3個月,不得分段或展延。

(三)補助金額:

 1.赴外研修:

 (1)赴亞洲地區者,第1個月至多補助新臺幣(以下同)6萬元,自第2個月起,每月至多補助4萬元。

 (2)赴亞洲以外地區者,第1個月至多補助12萬元,自第2個月起,每月至多補助8萬元。

 2.在臺遠距研修:每月至多補助2萬5千元。

 

4. Information on financial subsidy:

(1) Number of subsidies: 

In principle, each person will be subsidized once for each item in the previous point.

(2) Period of subsidy: 1 - 3 months, and the subsidy may not be extended or divided into different periods.

(3) Subsidy amount:

i. Attend physical class in person abroad:

a.  Applicants who travel to Asia shall receive a maximum of NT$60,000 dollars in the first month, followed by a maximum of NT$40,000 dollars per month from the second month.

b. Applicants who travel to regions outside Asia shall receive a maximum of NT$120,000 dollars in the first month, followed by a maximum of NT80,000 dollars from the second month.

ii. Distance online research and study in Taiwan:

Applicants shall receive a maximum of NT$25,000 dollars per month.

 

五、申請方式:

(一)申請人應於出國日或在臺遠距研修起始日30日前,檢附下列資料,向國際事務處提出申請:

 1.申請表。

 2.研修機構介紹及重要程度說明。

 3.研修計畫及預期績效。研修計畫須包括預計參與至少一場國際會議(含線上)及合著一篇論文等內容。如為在臺遠距研修者,另須提供每月遠距研修交流規劃。

 4.研修機構同意函或相關證明。如為在臺遠距研修者,另須提供研修機構遠距研修佐證資料。

 5.本校指導教授推薦函,尚無指導教授者,則提供系(所)主管推薦函。

 6.其他有利審查相關資料。

(二)申請人應事先檢核文件;申請文件不合格不得補件或抽換,逾期、資料不齊全或不符合規定者均不予受理;審查後資料不予退還,請自行留存。

 

5. Application:

(1) Applicants should submit the following documents to the Office of International Affairs (OIA) 30 days before departure or start the date of distance online research and study in Taiwan:

i. Application form.

ii. Introduction of research and study institution and its level of importance. 

iii. Research and study project and expected performance. The research project must include expected participation in at least one international conference (virtual conference included) and co-authoring a paper. For students applying for distance online research and study in Taiwan, a monthly distance research and study exchange plan must be provided.

iv.  Consent letter or relevant certificate of the research and study institute. Applicants who is distance online research and study in Taiwan have to provide relevant documents of institute for distance research and study.

v.    Letter of recommendation by academic advisors of the University. Applicants who do not have an academic advisor shall provide a letter of recommendation by the Department Chair.

vi.  Other relevant documents to assist the review process.

(2) Applicants should check their application documents in advance. Documents may not be resubmitted or changed if applicants are unqualified. Overdue applications, incomplete documents, or documents that do not meet the stated requirements will not be accepted. Documents will not be returned after review; applicants should retain copies of the relevant documents themselves. 

 

六、審查原則:

(一)以申請人研修計畫完整性與前瞻性、研修機構學術聲譽與適切性等為評審基準,由國際事務處邀請相關領域委員進行書面審查,審查委員須遵守利益迴避與保密原則。

(二)審查結果由國際事務處以書面方式通知申請人。

 

6. Review principles:

(1) The review is conducted based on the completeness and potential of the applicant’s research and study project as well as the reputation and relevance of the research and study institute. The OIA shall invite committee members from relevant fields to conduct a written review. The review committee shall abide by the principles of confidentiality and avoidance of conflict of interests.

(2) The review results shall be delivered by the OIA to applicants in a written notification.

 

七、補助款撥付及核銷:

(一)赴外研修:獲補助博士生出國研修前,以先行撥付補助款80%為原則,餘額於返國後一個月內及會計年度結束前,檢附下列資料至國際事務處辦理核銷:

 1.完成研修成果報告書上傳至本校公務出國報告書系統,報告書內容應含參與至少一場國際會議(含線上)、合著論文說明等。

 2.提供護照基本資料頁及補助期間蓋有我國入出境日期戳記頁影本或出入國日期證明書影本。

(二)在臺遠距研修:

 1.於每月底及會計年度結束前,檢附當月交流情形報告至國際事務處,逐月辦理核銷,報告以不超過三頁為原則。

 2.完成整體研修後,研修成果報告書上傳至本校公務出國報告書系統,報告書內容應含(預計)參與國際會議投稿證明及投稿會議論文或摘要。

 

7. Subsidy payment and write-off:

(1) Attend physical class in person abroad:

Subsidized doctoral students shall receive 80% of their subsidy before departure. Students shall receive the remaining 20% after they submit the following documents to the OIA for write-off within 1 month of returning or before the end of the fiscal year:

i. A completed research and study outcome report, which should be uploaded to the University’s official travel report system. The content should include participation in at least one international conference (virtual conference included) and the introduction of co-authoring paper. 

ii. A photocopy of the pages containing the students’ basic information and stamps for the dates of departure from and entry into Taiwan during the period of subsidy, or a photocopy of the certificate of the student’s date of departure and entry.

 

(2) Distance online research and study in Taiwan:

i. At the end of each month and before the end of the fiscal year, attach a report on the exchange situation of the current month to the OIA, and written off monthly. The report should not be more than three pages in principle.

ii. After completing the whole research and study plan, the outcome report should be uploaded to the University’s official travel report system. The content of the report should contain the proof of (expected)participation in international conferences and submission of conference papers or abstracts.

 

八、獲補助博士生應遵守義務:

(一)赴外研修者,如於補助期間因故欲返國,須事先報請國際事務處同意,未經同意而於補助期間逕自返國者,得追繳其全部補助費用。

(二)依研修計畫時程,至研修機構進行相關研修或在臺遠距研修,並於研修結束後一個月內,完成研修成果報告書。未於規定期間內繳交研修成果報告書,經國際事務處催告仍未完成繳交者,得追繳其全部補助費用。

(三)配合本校公開發表研修成果。

 

8. Obligations of doctoral students who are granted the subsidy are as follows:

(1) Students who attend physical class in person abroad who wish to return to Taiwan during the period of subsidy shall report to the OIA for approval in advance; those who fail to do so shall be required to return all their subsidies.

(2) Students shall visit the research and study institutes they have applied to, conduct relevant research or have distance online research and study in accordance with their research projects, and complete their research outcome reports within 1 month of completing the research and study. Those who have not submitted their reports within the prescribed period and fail to do so following the OIA’s request shall be required to return their subsidies.

(3) Students shall publish their research and study results in accordance with the University’s request.

 

九、本要點以108至111年為期先行試辦,所需經費由教育部相關補助計畫經費項下支應。每年補助金額與名額視計畫預算編列情形,予以調整。

 

9. These directions shall undergo a trial period between 2019 and 2022, and the necessary funds shall be funded by relevant subsidy programs under the Ministry of Education. The annual subsidy amount and quota shall be adjusted according to the project budget. 

 

十、本要點如有未盡事宜,悉依相關法令及國際事務處公告辦理。

10. Matters not mentioned herein shall be processed in accordance with the relevant regulations and announcements of the OIA.

 

十一、本要點經校長核定後實施,修正時亦同。

11. These directions shall be implemented after being approved by the president, and the same applies to any amendments.
