國立成功大學海外科研基地辦公室設置試行要點
National Cheng Kung University Trial Guidelines for the Establishment of Overseas Research Centers

一.     國立成功大學(以下簡稱本校)為提升國際學術合作事務之深化,推動國際招生、新創教育、產學合作及共同研究等業務,設立海外科研基地辦公室(以下簡稱本辦公室)統籌本校海外科研基地業務規劃及推動,並訂定本要點。

1.    National Cheng Kung University (hereinafter “the University”) has established overseas research center offices (hereinafter “Offices”) to coordinate the University’s overseas research planning and promotion, and has enacted these directions to promote international academic collaboration and facilitate the enrollment of international students, innovative education, industry–university collaboration, and joint research.

 

二.     本辦公室任務如下:

(一).     本校海外科研基地設置地點評估、成立及營運效益之管考。

(二).    瞭解海外科研基地駐地國家教育體系、產業動態及夥伴學校之需求,統合本校教學研究資源。

(三).    鏈結駐地之校友、臺商、官方及友臺團體、組織與人士,促進國際交流與合作。

(四).     推動教育事務,包含策略性國際招生、境外授課及具體整合雙方相關活動。

(五).    推動產學事務,包含與駐地臺商企業組織合作境外實習計畫、就業媒合與技術合作開發等產學合作。

(六).    推動研究事務,包含與夥伴學校或駐地頂尖大學成立團隊爭取國際基金等。

2.    The tasks of the Offices are as follows:

(1).   Evaluate the overseas research centers’ (hereinafter “Centers”) location of the University as well as manage their establishment and operational efficiency.

(2).   Understand the education system in the countries where the Centers are based and the industry dynamics and needs of the partner schools, as well as integrate the teaching and research resources of the University.

(3).   Connect alumni, Taiwanese businessmen, officials and Taiwan-friendly groups, organizations, and individuals in the countries where the Centers are based to promote international exchange and collaboration.

(4).   Promote educational matters, including strategic international enrollment, overseas lectures, and specific integration of relevant activities from both parties.

(5).   Promote industry–university collaboration affairs, including overseas internship programs in collaboration with Taiwanese companies in the countries where the Centers are based, as well as employment matchmaking and cooperation in technological development.

(6).   Promote research matters, including teaming up with partner schools or top universities in countries where the Centers are based to secure international funds.

 

三.     本辦公室隸屬國際處,由國際事務長督導整體運作,置執行長一人,由本校相關單位主管兼任,綜理室務;置執行秘書一人,以專任聘用為原則,處理本辦公室事務。本辦公室得因業務需求設綜合業務組,置組長一人及工作人員若干。

3.    The Office is affiliated with the Office of International Affairs (OIA), with its overall operations supervised by the Vice President for International Affairs. A chief executive officer, a post held concurrently by a supervisor of a relevant department of the University, shall be appointed to oversee office affairs. A full-time executive secretary shall be appointed to handle office affairs. A comprehensive operation division shall be established for the Office according to operational needs, and a division direction and several staff members shall be instated.

 

四.     本校評估設立之海外科研基地,得置主任一人,統籌海外科研基地各項業務;駐點專員一人,辦理各項業務。海外科研基地主任,由國際事務長就本校休假教師、退休教師、校友或當地友好人士薦請校長聘任之,一年一聘為原則。海外科研基地主任,視業務需求需於駐點基地平均每年停留8次以上且分佈於不同月份,每次至少2~3天;駐點專員由駐點海外科研基地主任聘任,以常駐海外基地辦理活動為原則,並報請本辦公室備查。

4.    A director shall be appointed for each Center established by the University to coordinate the various operations of that Center; additionally, a stationed specialist shall be appointed to handle various operations. The candidate for the director of the Center shall be recommended by the Vice President for International Affairs from professors on leave, retired professors, alumni, or local individuals, to be appointed by the University president on a yearly basis. The director shall stay at the Center more than eight times a year in different months based on operational needs, with each stay lasting 2–3 days. The stationed specialist shall be appointed by the director of the Center, and shall be stationed at the Center to handle various activities and report to the Office.

 

五.     本辦公室應督導各海外科研基地訂定績效管考項目,每年評估其營運效益。

5.    The Offices shall supervise the Centers and enact performance evaluation items to assess their operational efficiency yearly.

 

六.     本校「全球策略聯盟推動委員會」(以下簡稱委員會)得向本辦公室提供相關諮詢,本辦公室每年向委員會提報海外科研基地推展策略。

6.    The University’s Global Strategic Alliance Promotion Committee (hereinafter “the Committee”) may provide relevant consultation to the Offices. The Offices shall report to the Committee regarding the promotion strategies of their Center each year.

 

七.     本辦公室運作所需經費,由本校高等教育深耕計畫經費項下支應。

7.    The funds required for the Offices’ operation shall be provided by the funds from the University’s Higher Education Sprout Project.

 

八.     本要點經本校主管會報通過,經校長核定後實施,修正時亦同。

8.    These directions have been approved in a Supervisor Meeting of the University and shall be implemented upon the president’s approval; the same applies to any amendments.
