國立成功大學校長教授副教授延長服務案件作業要點 National Cheng Kung University Operation Directions for Service Extension of President, Professors, and Associate Professors |

一、國立成功大學(以下簡稱本校)為辦理校長、教授與副教授延長服務作業,特依教育部頒定「公立專科以上學校校長教授副教授延長服務辦法」,訂定本要點。 Article 1 These Operation Directions are enacted pursuant to the Regulations on Service Extension of Presidents, Professors, and Associate Professors at Public Institutions of Higher Education, enforced by the Ministry of Education (MOE).
二、本校校長依相關程序聘任並經教育部聘定後,於任期中屆滿六十五歲者,得任職至任期屆滿為止;於任期屆滿而獲續聘者,得繼續服務至任期屆滿,但不得逾七十歲。 校長如任職至任期屆滿,並依相關法令規定回任本校教授、副教授後,得依本要點規定辦理延長服務。 Article 2 If the President of National Cheng Kung University, who is appointed through relevant procedures by the MOE, reaches 65 years old during his or her term of appointment, he or she may continue to serve until the expiration of the term. The president who renews the tenure may continue to serve until the term is expired, but he or she shall not be over 70 years old. The president who resumes the position of professor or associate professor after the expiration of the presidential term may apply for service extension in accordance with the provisions of the Operation Directions.
三、本校基於教學及學術研究人才培育需要,對於符合第四點規定之教授、副教授,邀請及徵得其同意於年滿六十五歲後繼續服務者,經系(所)務會議或院、校單位主管推薦,得辦理延長服務。 教授、副教授無請求延長服務之權利。 Article 3 To meet the need for cultivation of talent in teaching and academic research, invited and obtained the consent of professors and associate professors who meet the qualifications specified in Article 4 may be recommended to extend their service extension after expressing their willingness to extend their service term after 65 years old, and if this is recommended by a department affairs meeting or by the directors of relevant units of colleges or the university. Professors and associate professors do not have the right to request a service extension.
四、本校教授、副教授延長服務被推薦人應符合下列條件之一: (一) 擔任中央研究院院士。 (二) 曾擔任國家講座主持人。 (三) 曾獲國家產學大師獎。 (四) 曾獲教育部學術獎、師鐸獎或全國傑出通識教育教師獎。 (五) 曾獲科技部傑出研究獎勵二次以上。 (六) 獲本校講座教授(含特聘講座教授)。 (七) 自屆齡當月或每次延長服務屆滿之日前三年內,曾接受政府委託或非政府委託之研究或產學計畫總金額(含技轉金額)達五千萬元,對學術或產業界有具體貢獻。 (八) 自屆齡當月或每次延長服務屆滿之日起往前推算五年內,有個人專書(經審查後出版)或於國內外著名學術性刊物公開發表與系所教學研究相關之重要學術論文三篇以上(名列主要貢獻者),對學術確有貢獻,各學院當學年度屆齡退休及延長服務期滿之教授、副教授人數超過50%時,得依第一目至第六目之順序逐目排序推薦,直至50%止: 1. 曾獲科技部傑出研究獎勵一次。 2. 曾獲特聘教授一次以上。 3. 曾獲全校教學傑出獎。 4. 曾獲全校輔導傑出導師獎。 5. 對產學合作或學術有具體貢獻,並符合下列情形之一者: (1) 自屆齡當月或每次延長服務屆滿之日起往前推算三年內,曾接受政府(含科技部計畫)或非政府委託之研究或產學計畫總金額(含技轉金額,且具有管理費)達該院近三年每件之平均金額。 (2) 教授藝能科目教師自屆齡當月或每次延長服務屆滿之日前五年內,有創作、展演、技術指導三次以上,國際聲望卓著。 (3) 文學院及社會科學院教授、副教授自屆齡當月或每次延長服務屆滿之日起往前推算三年內,曾接受政府或非政府委託之教學研究計畫(具有管理費)一件以上。 6. 自屆齡當月或每次延長服務屆滿之日起往前推算三年內,曾主持科技部計畫。(以擔任計畫主持人為限) 各系(所)、院得訂定其教授、副教授延長服務要點,並經校教評會備查後實施。但各系(所)、院有更嚴格之規定者,從其規定。 各學院依第一項第八款每學期可延長服務人數上限,取前三學期屆齡退休教授、副教授總人數之最大值加當學期延長服務期滿教授、副教授總人數後之50%為上限(人數以小數點無條件進位),不含依第五點推薦得逕提校教評會之人數。 Article 4 Professors or associate professors at National Cheng Kung University must meet one of the following eligibility qualifications to be recommended to extend their service term: (1) Have served as an academician in the Academia Sinica. (2) Have served as a national chair professor. (3) Have received a National Award for Distinguished Contribution to Industry–Academia Cooperation. (4) Have received an Academic Award, Excellent Teacher Award, or National Teacher Award in General Education. (5) Have received two or more Outstanding Research Awards from the Ministry of Science and Technology. (6) Are chair professors (including distinguished chair professors) at National Cheng Kung University. (7) Have received a total amount of NT$50 million (including expenses for technology transfer) for research projects commissioned by the government or nongovernment organizations within the preceding three years from the month of reaching 65 years old or from the expiration date of each extended service term, with specific contributions to academia and industry. (8) For each college, if the percentage of professors and associate professors who are extending their service term after reaching 65 years old, and who have “published books (published after being reviewed) or three or more academic papers (being listed as the first author or correspondence author) in well-known domestic and international academic journals on topics related to the teaching or research conducted in the department within the preceding five years from the month of reaching 65 years old or from the expiration date of each extended service term (with specific contribution to academia)” exceeds 50% of all the professors and associate professors in the college during that specific year, the professors and associate professors eligible for service term extensions are determined according to Subparagraphs 1 to 6 (with Subparagraph 1 to be used first, followed by Subparagraphs 2 to 6) until the 50% quota is reached: 1.Have received an Outstanding Research Award issued by the Ministry of Science and Technology. 2.Have been a distinguished professor at least once. 3.Have received a NCKU Outstanding Teaching Award. 4.Have received a NCKU Outstanding Mentor Award. 5.Have made practical contributions to industry–university collaboration or the field of academics and meet one of the following conditions: (1)The total amount of money (including expenses for technology transfer and management fees) for research projects or industry–academia cooperation projects commissioned by the government or nongovernment organizations within the preceding three years from the month of reaching 65 years old or from the expiration date of each extended service term is at least the average project amount of the respective college over the preceding three years. (2)Have taught in three or more creation, performance, and skill instruction courses within the preceding five years from the month of reaching 65 years old or from the expiration date of each extended service term, and are internationally prestigious. (3)Are professors or associate professors from the College of Liberal Arts or College of Social Sciences who have been commissioned a teaching or research project (including a management fee) by the government or nongovernment organizations within the preceding three years from the month of reaching 65 years old or from the expiration date of each extended service term. 6.Have hosted a project commissioned by the Ministry of Science and Technology (i.e., have served as the principal investigator of the project) within the preceding three years from the month of reaching 65 years old or from the expiration date of each extended service term. Each department/college may establish its own guidelines for professor and associate professor service extensions. The guidelines will be in effect upon approval from the faculty evaluation committee. If more strict regulations are in place, they will be in effect. The maximum number of professors and associate professors whose service term may be extended per semester as stipulated in Subparagraph 8, Paragraph 1 is 50% of the highest possible number of professors and associate professors who reach 65 years old in the previous three semesters plus the number of professors and associate professors whose service extensions have ended in the current semester (number rounded up to the next whole number). This number does not include those recommended to and approved by the faculty evaluation committee stipulated in
五、本校教授、副教授延長服務,經系(所)務會議或院、校單位主管依第七點規定期限,填具延長服務推薦表(如附表),提經三級教評會通過後,陳請校長核定。 系(所)務會議或院、校單位主管推薦延長服務之教授、副教授,符合第四點第一項第一款至第七款規定者,得逕將延長服務推薦表提校教評會通過後,陳請校長核定。 Article 5 To extend the service of a professor or associate professor, the service extension recommendation form (please see the attachment) shall be completed in the department affairs meeting or by college or university unit directors in accordance with Article 7. After being approved in all three levels of faculty evaluation committee, the recommendation shall be reported to the President for approval. Professors and associate professors who meet Subparagraphs 1–7, Paragraph 1, Article 4 and whose service term is to be extended following recommendation from department affairs meeting or college or university unit directors may submit the service extension recommendation form to the faculty evaluation committee for approval and subsequently to the President for approval.
六、教授、副教授延長服務期限,依下列規定辦理,並至屆滿七十歲之當學期終了止: (一) 依第四點第一項第一款至第五款規定條件辦理延長服務者,每次延長服務期限最長以三年為限。經核定延長服務者,於第一次屆滿前續辦延長服務,由系(院、校)進行審查,於第二次以後,每年應有國內外著名學術性刊物公開發表與所授課程相關之重要學術論文一篇以上,始能續辦延長服務。 (二) 依第四點第一項第六款至第八款規定條件辦理延長服務者,第一次自年滿六十五歲之日起至屆滿六十六歲之當學期終了止;第二次以後,每次延長服務期限不得逾一年。 Article 6 The duration of and criteria for service extension of a professor or associate professor are implemented in accordance with the following regulations, and the extended service terminates at the end of a semester when the professor or associate professor has reached 70 years old. 1.For a professor or associate professor who applies for service extension in accordance with Subparagraphs 1–5 of Article 4 Paragraph 1, each extended service period is limited to three years. Once the first service extension is over, the professor or associate professor may renew their service extension application, which shall be reviewed by the department, college, or university. After the second renewal, those who intend to extend their service term must have more than one important academic paper on the topics related to the courses they teach every year, and the papers must be published in famous domestic or international journals. 2.For a professor or associate professor who applies for service extension in accordance with Subparagraphs 6–8 of Article 4 Paragraph 1, the first extension shall begin from the age of 65 years old and terminate at the end of the semester when they are 66 years old. After the second extension, each extended service period shall not exceed one year.
七、人事室於每年三月及九月普查系(院)將於次年二月一日及八月一日年滿六十五歲屆齡及屆滿延長服務期限之教授、副教授名單,送交聘任單位參考。 系(院)教授、副教授年滿六十五歲或屆滿延長服務期限之月份,為當年八月至次年一月者,應於當年四月底前,檢附相關證件送人事室彙整提校教評會審議;如年滿六十五歲或屆滿延長服務期限之月份,為次年二月至七月者,應於當年十月底前,檢附相關證件送人事室彙整提校教評會審議。 Article 7 Every March and September, the Personnel Office compiles a list from all departments (colleges) of the professors and associate professors who will reach 65 years old or whose extended service period will end between February 1 and August 1 in the next year. The lists are submitted to the recruitment unit as references. Professors or associate professors who reach 65 years old or whose term of extended service expires between August of the current year and January of the next year shall submit the relevant documents to the Personnel Office before the end of April of the current year. The documents are then collated and submitted to the faculty evaluation committee for review. Those who reach 65 years old or whose term of extended service ends between February and July of next year shall submit the documents to the Personnel Office before the end of October of the current year, and the documents are then collated and submitted to the faculty evaluation committee for review.
八、教授、副教授於延長服務期間,不得留職停薪或休假進修、研究。 Article 8 During a period of extended service, professors and associate professors shall not take temporary leave without salary, study leave, or research leave.
九、校長、教授、副教授延長服務案件確定後,由人事室於一個月內至全國公教人員退休撫卹整合平臺登錄校長、教授及副教授延長服務名冊資料。 Article 9 Once the service extension of the president, a professor, or an associate professor is approved and confirmed, the Personnel Office uploads the information on the individual to the National Public Service Pension Fund Integrated Platform within one month.
十、校長於延長服務期間辦理退休者,其退休之生效日期如下: (一)任期屆滿者,為任期屆滿之次日。 (二)經主管機關同意於聘期中辦理辭職者,為辭職生效日。 Article 10 For a president who applies for retirement during the extended service period, the effective date of retirement is defined as follows: (1) If his or her term is about to expire, the date of retirement is the day after their term of employment has expired. (2) If he or she is approved by the competent authority to resign during their term of employment, the effective date of resignation serves as the date of retirement.
十一、教授、副教授於延長服務期間因已無教學意願、不符合第四點所定延長服務條件或已無教學及學術研究人才培育需要,本校應中止其延長服務,並立即報請教育部辦理退休,以本校中止其延長服務之日為其退休生效日。 Article 11 When a professor or associate professor has no further intention to teach or does not meet the qualifications of service extension listed in Article 4 during the extended service period, or when the university does not have the need for talent cultivation for teaching or academic research, the university shall terminate their extended service, and they shall immediately submit a retirement application to the MOE. The date on which the university terminates their extended service serves as the effective date of retirement.
十二、本要點未盡事宜,依其他相關法令規定辦理。 Article 12 Matters not specified in these Operation Directions shall be undertaken in accordance with related rules and regulations.
十三、本要點提經校教評會通過後實施,修正時亦同。 Article 13 The Operation Directions shall come into force after their approval by the faculty evaluation committee. Any amendments shall also be approved by the faculty evaluation committee. *These regulations were translated from the original Chinese. In the event of any discrepancies between the two versions, the Chinese always takes precedence.
