一般垃圾及資源垃圾回收實施要點 National Cheng Kung University Directions on General and Recyclable Waste Processing |

一、為培養教職員工生珍惜物資,建立資源再生利用之觀念,藉由資源垃圾回收培養良好環保習慣,特訂定本要點。 1.The directions are promulgated to train faculty, staff, and students in the habit of recycling to achieve resource sustainability. 二、一般垃圾之處理、資源回收種類及執行方式如下: (一)一般垃圾: 1.落實「垃圾不落地政策」,實施「垃圾強制分類」、使用透明塑膠袋及配合現場「破袋檢查」等作法,以達到垃圾減量目標。 2.由總務處派車至校內定點定時清運,送至臺南市城西焚化場(或申請核可之焚化場)處理。 (二)資源回收物資: 1.塑膠類:飲料杯、PVC 瓶、養樂多瓶、牛奶瓶等。 2.玻璃類:如玻璃瓶罐等。 3.金屬類:如鐵絲、鐵釘、鐵板、機具等。 4.廢紙類:如雜誌、書籍、影印紙、傳真紙、再生紙、報紙等。 5.廢紙容器類:如便當盒、飲料杯(盒)等。 6.其他類:廢乾電池類、光碟、燈管、廢家電、碳粉匣等。 7.易碎裂或尖銳鋒利之回收物品,應妥善包覆並予以註記,以免傷及回收人員。 8.各類資源回收物資自校內收集後,送本校資源回收場再作細部分類,回收廠商定期到場回收,變賣所得依校內規定分配使用。 (三)另屬本校列帳管理之報廢財物如廢家電、廢電腦等,交由總務處資產管理組不定期標售, 標售所得依校內規定分配使用。 (四)生、熟廚餘: 1.餐廳產生之廚餘由營運廠商派員至校收集載運。 2.各單位產生之廚餘,由總務處派車至校內定點定時清運,交由臺南市環保局回收單位處理。 (五)樹枝落葉:校園樹枝落葉由總務處收集至安南校區掩埋,並得送相關單位作有機堆肥。 (六)規劃、管制:由計網中心建置與維護資源回收資訊管理象統網站,總務處負責彙整各系所、中心等單位填報之資源回收數據及未達事項之處理。 (七)垃圾分類及資源回收教育宣導與執行:由總務處擬定、學生事務處及各教學單位協助辨理。 (八)各區域之資源回收: 1.系所及各研究中心:由各單位負責垃圾分類,並將可回收之物品妥善分(包)裝,交由本校資源回收車清運。 2.學生宿舍區:由學生事務處住宿服務組負責垃圾分類,並將可回收之物品妥善分(包)裝,交由本校資源回收車清運。 3.各單位應指派一員,負責推動所屬單位內垃圾分類及資源回收相關業務,並按月填報資源回收成果數據。 2.The types and processing procedures of general and recyclable waste are as follows: (1)General waste: i.Implement the Keep Trash off the Ground policy and enforce the littering prevention, waste sorting, use of transparent plastic bags, and on-site torn bag inspections to reduce waste. ii.The Office of General Affairs shall dispatch garbage trucks to routinely pick up the waste at specified locations in the University and transport it to Tainan City Chengxi Incineration Plant (or other approved incineration plants) for processing. (2)Recyclable waste is classified as follows: i.Plastics, such as plastic cups, polyvinylchloride bottles, Yakult bottles, and milk bottles. ii.Glassware, such as glass bottles. iii.Metal, such as iron wires, nails, plates, and machines. iv.Waste paper, such as magazines, books, printing paper, fax paper, recycled paper, and newspapers. v.Paper containers, such as lunchboxes and disposable cups. vi.Other, such as dry batteries, compact discs, lightbulbs, appliances, and toner cartridges. vii.Fragile or sharp recyclable waste must be properly packaged and labeled to prevent the injury of recycling staff. viii.All recyclable waste collected in the University shall be sorted in the recycling center for further recycling. Recycling companies shall routinely visit the center to collect the waste; income from sales shall be allocated in accordance with the regulations of the University. (3)Scrapped products listed by the University for management, such as appliances and computers, shall be auctioned by the Property Management Division of the Office of General Affairs on an irregular basis. Income from sales shall be allocated in accordance with the regulations of the University. (4)Raw or cooked food waste: i.Food waste from cafeterias shall be collected by waste processing company personnel. ii.Food waste from each school unit shall be routinely picked up by garbage trucks dispatched by the Office of General Affairs at specified locations in the University and transported to the recycling unit of the Environmental Protection Bureau of Tainan City Government for processing. (5)Fallen tree branches and leaves shall be collected by the Office of General Affairs, transported to Annan Campus for burial, and used to create organic compost by relevant units. (6)Planning and supervision: A recycling information management website shall be established and maintained by the Computer and Network Center for the Office of General Affairs for organizing and processing recycling data and solving unresolved issues reported by departments, institutes, and centers. (7)Promotion and execution of waste sorting and recycling shall be performed by the Office of General Affairs with assistance from the Office of Student Affairs and teaching units. (8)Recycling in each region: i.Departments and research institutes: Waste is sorted by corresponding units; recyclable waste is properly classified, packaged, and submitted to the garbage trucks of the University. ii.Student dormitories: Waste is sorted by the Housing Service Division of the Office of Student Affairs; recyclable waste is properly classified, packaged, and submitted to the garbage trucks of the University. iii.Each unit shall appoint an individual to promote the tasks of waste sorting and recycling and compile monthly data on recycling results. 三、各單位應確實實施垃圾分類及資源回收,如經檢查分類不確實,或未依清運時間清運垃圾且無人員協助清運,或未按時填報資源回收成果數據,同一年度達三次(含)以上者,總務處得不處理該單位垃圾一個月或扣取該單位業務費 1 萬元,並得連續處罰。 3.All units are responsible for comprehensive waste sorting and recycling. If incomprehensive sorting, lack of effort or personnel in waste clearance at the specified times of waste pickups, or untimely reporting of recycling results occurs in any unit three or more times a year, the Office of General Affairs may cease to process the waste from the unit for one month or impose a service fee penalty of NT$10,000 on the unit. The penalty may be continuously enforced. 四、本要點經行政會議通過後實施,修正時亦同。 4.These directions and any subsequent amendments shall be implemented upon approval by the Administrative Meeting of the University. |
