一、國立成功大學（下稱本校）為辦理身心障礙學生交通費補助事項，依據教育部「身心障礙學生無法自行上下學交通服務實施辦法」與「補助大專校院招收及輔導身心障礙學生實施要點」，訂定本要點。

1. To implement transportation subsidies for students with disabilities at National Cheng Kung University (hereinafter “the University”), the National Cheng Kung University Directions for the Implementation of Transportation Subsidies for Students with Disabilities (hereinafter “the Directions”) were formulated based on the Ministry of Education’s “Regulations Governing the Implementation of Transportation Services for Students with Disabilities Who Cannot Commute Independently” and the “Directions for the Implementation of Subsidizing Higher Education Institutions for Enrolling and Supporting Students with Disabilities.”

二、申請人應具有下列各款條件：

(ㄧ)具本校學籍，且於當學期註冊就讀，並領有身心障礙證明文件。

(二)身心障礙類別及程度達無法自行上下學。

(三)未於本校住宿。

2. Applicants must meet the following conditions:

(1) Be enrolled at the University and registered for the current semester, and possess a disability certification document.

(2) Have a disability type and degree of disability that prevents independent commuting.

(3) Not reside in on-campus dormitory.

三、補助金額：每人每學期補助交通費新臺幣（下同）4,000元，一學年共8,000元，並於每年6月底前及12月底前核發。

3. Amount of subsidy: Each student is subsidized NT$4,000 per semester for transportation fees, amounting to NT$8,000 per academic year. The subsidy is disbursed before the end of June and December each year.

四、學生應備妥下列文件，於公告截止日期前，填寫「身心障礙學生交通費申請表」(附表1)，向學生事務處心理健康與諮商輔導組（下稱心輔組）資源教室提出申請：

(一)有效期限內之身心障礙證明文件影印本。

(二)有效期限內之大專鑑輔會鑑定證明影印本。

(三)交通費申請表。

4. Students must prepare the following documents and submit a “Transportation Fee Application Form for Students with Disabilities” (Appendix 1) to the Counseling and Wellness Services Division of the Office of Student Affairs before the announced deadline:

(1) A photocopy of a valid disability certification document.

(2) A photocopy of a valid certificate of authentication issued by the Committee Responsible for Identification and Placement of Gifted and Disabled Students.

(3) The transportation fee application form.

五、審核程序：

(一)資源教室彙整申請案件，召開審核小組會議後，提交審核結果至特殊教育推行委員會備查，並將審查結果造冊呈報教育部。

(二)審核小組置委員5人，由學生事務處心輔組組長、資源教室輔導老師3人及校外物理治療師、職能治療師或相關醫師等專業人員1人組成。

(三)前款專業人員出席費用，依教育部補(捐)助及委辦計畫經費編列基準支給，並由本校「大專校院輔導身心障礙學生工作計畫」經常門經費補助基準之會報經費項目下支出。

5. Review Procedure:

(1) Resource Classroom compiles the applications, convenes an examination team meeting, and submits the review results to the Special Education Implementation Committee for future reference. The review results are reported to the Ministry of Education.

(2) The examination team consists of five members: the Director of the Counseling and Wellness Services Division of the Office of Student Affairs, three counselors of the Resource Classroom, and a professional who is off-campus physical therapist, occupational therapist, or physician of the related field.

(3) The attendance fees for professionals are paid according to the standards listed in the Ministry of Education Subsidies (Donations) and Commissioned Funds, and are covered by the current account of “Work Plan for Counseling Disabled Students” of the University.

六、審核小組之審核原則：                                                                                                

(一)學生受限於其身心障礙狀況，而無法和一般學生一樣運用相似的交通工具或交通方式自行上下學者。

(二)學生之身心障礙狀況得以影響其上下學能力，以下肢障礙、嚴重癲癇、全盲、腦性麻痺、肌肉萎縮症或其他罕見疾病等為主要原則。

6. Review principles of the examination team:

(1) Students whose physical or mental disabilities prevent them from commuting to the University on their own using similar means of transportation as students without disabilities.

(2) Students whose physical or mental disabilities affect their ability to commute to the University, with primary conditions including lower limb disabilities, severe epilepsy, total blindness, cerebral palsy, muscular dystrophy, or other rare diseases.

七、獲補助學生於學期中，如有休學、退學、轉學或其他因素離校情形，自該日起停發補助，補助金額依該學期實際在學期間，按比例核發。

獲補助學生於學期中，如入住本校宿舍，自次月起停發補助。

7. If a subsidized student takes a leave of absence, withdraws, transfers, or leaves the University for other reasons during the given semester, the subsidy will be terminated from that date. The amount of subsidy shall be calculated proportionally based on the actual period of enrollment during the given semester.

If a subsidized student moves into the University dormitory during the semester, the subsidy shall be terminated starting the following month.

八、本要點所需經費，由本校「大專校院輔導身心障礙學生工作計畫」經常門經費之交通費項目支應。

8. The funds required for the Directions are covered by the current account item “transportation fee” of the University’s “Work Plan for Counseling Disabled Students”.

九、本要點經特殊教育推行委員會會議通過後實施，修正時亦同。

9. The Directions are implemented upon approval by the Special Education Implementation Committee, and the same procedure applies for any amendments made.
