國立成功大學(以下簡稱本校)為推展正確學術倫理與研究誠信(下稱學術誠信)之觀念,建立學術誠信之教育、預防、管理及自律機制,以創造優質之學術研究環境,特訂定本辦法。
Article 1
The Implementation Regulations are enacted by National Cheng Kung University (NCKU) to promote the correct ideas related to academic ethics and research integrity (The Academic Integrity) as well as to establish education, prevention, management, and self-discipline mechanisms related to academic integrity in order to foster a high quality academic research environment in NCKU.

為推動並協調學術誠信等相關業務,本校設學術誠信推動辦公室(以下簡稱本辦公室),其任務如下:
一、統籌學術誠信相關政策與規範。
二、定期召開學術誠信業務推動與協調會議。
三、督導學術誠信相關教育機制之規劃及執行。
四、督導學術誠信相關諮詢制度規劃及執行。
五、受理學術誠信檢舉案件。
六、其他有關事項。
Article 2
The Office of Academic Integrity (The Office) has been established by the University with the intention of promoting and coordinating tasks related to academic integrity. Its missions are as follows:
1. Act as central coordinator for all policies and norms related to academic integrity.
2. Regularly hold promotional and coordination meetings related to academic integrity tasks.
3. Supervise the planning and implementation of education mechanisms related to academic integrity.
4. Supervise the planning and implementation of consulting institutions related to academic integrity.
5. Handle whistle-blowing cases related to academic integrity.
6. Handle other related matters.

本辦公室由校長指定副校長一人擔任辦公室主任;置副主任一至二人,由辦公室主任就本校專任教授提請校長同意後聘任,任期一年,得連任。
本辦公室得視業務需要聘用具有博士學位之研究人員,從事相關研究工作,及聘僱行政人員若干人,辦理學術誠信相關業務。
Article 3
The Vice-President of the University shall be appointed by the President to serve as the sole Director of the Office. The director shall recruit one to two full-time professors to serve as Deputy Director of the Office (with the consent of the President), whose terms shall both be one year and may be reappointed once the terms end.
The Office may recruit researchers with doctoral degrees to carry out research tasks as required. The Office may also recruit a number of administrative personnel to carry out tasks related to academic integrity.

本辦公室設學術誠信推動委員會,由辦公室主任擔任召集人,主任秘書、教務長、學生事務長、研發長、產學創新總中心中心主任及各學院院長為當然委員,其餘委員若干人,由校長遴聘校內外學者專家擔任之,任期二年,得連任。
Article 4
The Academic Integrity Promotional Committee, set up by the Office, shall have the Director of the Office as the convener, while the Head Secretary, Head of Academic Affairs, Head of Student Affairs, Head of R&D, Director General of Innovation Headquarters, and all college deans are ex-officio members of the Committee. The rest committee members are to be recruited by the President from within or outside of the University and shall serve two-year terms with reappointment possible.

學術誠信之教育業務,由教務處定期調查及推動學術誠信相關課程、研討會、論壇或活動等,並整合公告於校內教育課程平台,提供學術誠信相關教育資源。
Article 5
Educational tasks related to academic integrity shall be carried out by the Office of Academic Affairs, which will regularly survey and promote courses, seminars, forums, or events related to academic integrity. Such information shall be integrated and published on the University’s course platform to distribute educational resources related to academic integrity.

研究計畫相關學術誠信之預防、管理及審查:
一、研究發展處與產學創新總中心統籌辦理研究利益衝突相關業務,研究計畫主持人或團隊如有利益衝突情事時應主動揭露,送交研究利益衝突委員會審查。研究計畫主持人應揭露而未揭露者,自負民、刑事及行政責任。利益 衝突之態樣、審查程序及相關事項,另定之。
二、研究計畫屬人類與人體研究之範疇,由計畫主持人送交人類研究倫理審查委員會或醫學院附設醫院人體研究倫理審查委員會審查通過後,方可執行。
三、研究發展處統籌辦理研究計畫相關倫理教育時數審查,參與研究計畫人員應完成倫理教育相關課程。
Article 6
Prevention, management, and review mechanisms related to academic integrity associated with research proposals:
1.The Office of Research as well as Innovation Headquarters shall oversee the coordination of research tasks related to conflicts of interest. Where a conflict of interest arises in relation to the principal investigator or the team, the person in question shall disclose any conflict of his/her own accord and submit information to the Committee of Conflicts of Interest for further review. If the principal investigator fails to disclose such information when he/she is deemed as required to make such disclosure, he/she will assume full civil, criminal, and administrative responsibilities that arise therefrom. Categories of conflicts of interest, review procedures, and other related matters shall be drafted separately.
2.Research proposals that include human subjects must be submitted by the principal investigator to the Human Research Ethics Committee or the Institutional Review Board under the Affiliated Hospital of the College of Medicine. Research can begin only when the proposal has been approved by either of the aforementioned committees.
3.The Office of Research and Development shall oversee the coordination and review of ethics education credit hours related to research proposals. All staff who takes part in the research shall complete ethics courses.

學術誠信之諮詢服務,由本辦公室統籌辦理。
Article 7
The Office shall oversee and coordinate consulting services related to academic integrity.
第八條
本辦公室建置檢舉申訴專線、獨立本校網域之網站,受理違反學術誠信案件之檢舉。本辦公室接獲檢舉案件後,由辦公室主任、副主任及教務長等人召開會議審查是否受理,案件受理後送交相關權責單位辦理。
Article 8
The Office shall handle whistle-blowing cases by setting up a whistleblower hotline and a website independent of the University’s website. Once the Office receives a whistle-blowing case, the Director, Deputy Director(s), and Head of the Office of Academic Affairs will hold a meeting to determine whether to officially accept the case. Once accepted, the case will be handled by the units with jurisdiction.

教師及研究人員違反學術倫理案件之調查、審議及裁處停權措施,依本校教師及研究人員學術倫理案件審議辦法辦理;研究計畫聘用博士後研究人員及專(兼)任助理人員準用之。學生違反學術倫理案件,依本校學生學術倫理案件相關處理辦法辦理。
Article 9
Measures related to the investigation, review, and penalty/suspension of teachers and researchers who violate academic integrity shall follow the Regulations on Reviewing Academic Ethics Cases of the University’s Teachers and Researchers. Said Regulations shall also apply to post-doctoral researchers and full-time/part-time assistants involved in research projects. Students who violate academic integrity shall be handled according to the regulations related to student academic ethic cases.

本辦公室運作所需經費,由校務基金等支應。
Article 10
Funding for maintaining the Office shall be allocated by the University Affair Funds.
第十一條
本辦法未盡事宜,依主管機關法令及相關規定辦理。
Article 11
Any matters that are not regulated in these Regulations shall be administered according to the laws and regulations of the competent authority.
第十二條
本辦法經校務會議通過後實施,修正時亦同。
Article 12
The Regulations shall be implemented upon approval by the University Council. Any amendments shall be processed accordingly.
