第 一 條 國立成功大學（下稱本校）學生社團為推動、協調及促進各學生社團之活動，依據本校組織規程第四十六條第二項規定，設立學生社團聯合會（下稱本會），並訂定本辦法。

Article 1　In order to promote, coordinate, and advance the activities of all student clubs at National Cheng Kung University (hereinafter referred to as the “University”), the United Clubs Association (hereinafter referred to as the “UCA ”) is established in accordance with Paragraph 2, Article 46 of the University Organizational Regulations. These Regulations are hereby enacted to govern its organization and operations.

第 二 條 凡經本校學生事務處核准設立之學生社團，均為本會會員。

Article 2　All student clubs duly approved and registered with the Office of Student Affairs of the University shall be deemed members of the UCA.

第 三 條 會員權利如下：

一、參與本會辦理之活動。

二、尋求本會提供會員營運上建議或協助，如協調借用場地或申請社團辦公室等。

三、會員如遇解散情形，得請求本會於解散日起算三年，協助保管剩餘經費與財產。

四、會員如於前款保管期間內完成復辦程序，得向本會請求移轉剩餘經費與財產。逾期未完成復辦者，經費與財產併入本會運用。

Article 3　The rights of members are as follows:

1.          To participate in activities organized by the UCA.

2.          To request advice or assistance from the UCA in relation to club operations, including but not limited to coordination for the use of venues or applications for club office space.

3.          In the event of dissolution, to request the UCA to safeguard any remaining funds and property for a period of three (3) years from the date of dissolution.

4.          Where reinstatement procedures are completed within the aforementioned period, to request the UCA to return the remaining funds and property; failing which, such funds and property shall be incorporated into and utilized by the UCA.

第 四 條 會員義務如下：

一、繳納會費：每學期繳納一次，每次以新臺幣壹佰元為原則。

二、參與社團代表大會及各所屬委員會會議。

Article 4　The obligations of members are as follows:

1.          To pay membership dues once per semester, in the amount of New Taiwan Dollars One Hundred (NT$100) per semester, unless otherwise resolved.

2.          To attend the General Assembly of Club Representatives and any relevant committee meetings.

第 五 條 本會置下列人員：

一、會長、副會長各一人。

二、依學生社團性質，得設立綜合性、學藝性、康樂性、體能性、服務性或聯誼性等委員會，各委員會置主席一人。

三、依活動、場地及會務運作等需求，得設立相關部門，各部門置部長一人。

前項人員任期均為一年，得連選連任。

Article 5　The UCA shall consist of the following officers and units:

1.          One (1) President and one (1) Vice President.

2.          Depending on the nature of the student clubs, committees may be established in the following categories: General Interest Clubs, Academic & Arts Clubs, Recreational Clubs, Athletic Clubs, Service Clubs, and Fellowship Clubs. Each committee shall have one (1) Chairperson.

3.          Departments may be established as required for activities, venue management, and administrative operations, with each department headed by one (1) Director.

All officers referred to in the preceding paragraph shall serve a term of one (1) year and may be re-elected for successive terms.

第 六 條 本會為處理下列事項，設社團代表大會，召集人由本會會長擔任：

一、訂定與變更章程。

二、選舉及罷免會長與副會長。

三、協商與議決本會全體會員權利義務有關之重大事項。

社團代表大會由各會員負責人代表出席，若該負責人不克出席，須推派代表參加。

Article 6　A General Assembly of Club Representatives (hereinafter referred to as the “General Assembly”) shall be convened to deliberate on the following matters, with the President of the UCA serving as the presiding officer:

1.          Adoption and amendment of the Constitution of the UCA.

2.          Election and Dismissal of the President and Vice President.

3.          Consultation and resolution of major matters concerning the rights and obligations of all members.

Each member club shall be represented at the General Assembly by its responsible officer. Where the responsible officer is unable to attend, a proxy representative shall be designated.

第 七 條 社團代表大會以每學期召開兩次為原則。

前項會議開會時，應有當學期會員額數三分之一以上出席，除前條事項決議應有出席會員三分之二以上同意外，其餘事項之決議，以出席會員過半數同意行之。

本會得依六分之一以上會員連署，召開臨時社團代表大會。

Article 7　The General Assembly shall, in principle, be convened twice each semester.

The General Assembly shall require the attendance of not less than one-third (1/3) of all members for a quorum. Except for resolutions specified in the preceding Article, which require the approval of at least two-thirds (2/3) of the members present, all other resolutions shall be adopted by the approval of more than one-half (1/2) of the members present.

The UCA shall convene an extraordinary General Assembly upon petition by not less than one-sixth (1/6) of all members.

第 八 條 本會各委員會得視需要召開會議，召集人由各委員會主席擔任。

本會各委員會應協助本校審議學生社團年度補助預算案。

Article 8　Committees of the UCA may convene meetings as necessary, with the Chairperson of each committee serving as the presiding officer.

Committees shall assist the University in reviewing the annual budget proposals of student clubs.

第 九 條 本會組織章程另訂之，應經社團代表大會通過，送學生事務處備查。

Article 9　The UCA may adopt a separate Constitution governing its organization, which shall be approved by the General Assembly and submitted to the Office of Student Affairs for recordation.

第 十 條 本辦法經學生事務會議通過後施行，修正時亦同。

Article 10   The Regulations are passed in the Student Affairs Committee Meeting before implementation. The same shall apply to any amendments to the directions.
