一、目的:

為落實本校藥物濫用防制教育宣導、清查、輔導工作,並結合相關資源及專業醫療、輔導機構,有效防制學生藥物濫用,達成「健康校園」之目標,特訂定本要點。

1.          Purpose:

Aiming at achieving the goal of a "healthy campus", the Directions are established to implement educational propaganda, check over, counseling of drug abuse prevention, combing with relevant resources and professional medical and counseling institutions to effectively prevent drug abuse.

 

二、實施策略與目標:

(一)一級預防

1.策略:減少危險因子、增加保護因子。

2.目標:活得健康、適性發展、無藥物濫用。

(二)二級預防

1.策略:進行高危險群篩檢,並實施介入方案。

2.目標:早期發現,早期介入,預防藥物濫用、成癮或嚴重危害。

(三)三級預防

1.策略:結合醫療資源,協助戒治。

2.目標:降低危害、有效戒治、預防再用。

2.          Implementation strategies and goals:

(1)   Primary prevention

A.      Strategy: Reduce risk factors and increase protective factors.

B.       Goal: A healthy life, adaptive development and no drug abuse

(2)   Secondary prevention

A.       Strategy: Conduct screening for high-risk groups and implement an intervention program.

B.       Goal: Early detection and early intervention to prevent drug abuse, addiction or serious harm.

(3)   Tertiary prevention

A.       Strategy: Combine medical resources to assist drug treatment

B.       Goal: Reduce harm, effective treatment and reuse prevention

 

三、工作編組及職掌:

為推動防治預防工作,由學生事務長擔任防制學生藥物濫用三級預防工作小組召集人,副學生事務長擔任執行長、衛生保健組組長擔任副執行長、軍訓室主任擔任執行秘書,依防制作業需求納編導師、心理健康與諮商輔導組(以下簡稱心輔組)、衛生保健組及軍訓室人員,工作編組及職掌如附表。

3.          Task force and function

In order to promote drug abuse prevention, Dean of Student Affairs serves as the convener of Three Levels Prevention on Students’ Drug Abuse Work Group.

Vice Dean of Student Affairs serves as the chief executive, Health Center Chief serves as the deputy chief executive, and the Director of the Military Training Division serves as the executive secretary. According to the needs of the prevention operations, the members include advisors, Counseling and Wellness Services Division (hereinafter referred to as CWSD), the Health Center and Military Training Division personnel. Please see the Annex for detailed task force and function.

 

四、實施作法:

(一)一級預防

1.      本校導師、輔導人員、學務人員等應對藥物濫用可能性較高之學生加強個別輔導、訪問。

2.      濫用防制知能:利用導師輔導知能研習、導師會議等,不定期舉辦藥物濫用防制知能研習、訓練等活動,以增進教師藥物濫用防制相關知能,提昇防制成效。

3.      加強「藥物濫用防制」教育宣導

(1)   於每學年,利用軍訓課「春暉課程」或系主任、導師時間加強藥物濫用危害預防及相關法律認知,使學生明瞭藥物濫用之危害及刑責。

(2)   辦理「藥物濫用防制」宣教研習,教導學生認識藥物、濫用藥物危害及拒絕誘惑之知能與技巧,培養學生正確思考、自主性拒絕毒品誘惑之能力。

(3)   配合教育部舉辦「藥物濫用防制」認知檢測,並針對於答錯率較高之題目,加強宣教導正。

(4)   校外賃居生輔導、訪視:班級導師、系所輔導教官(含校安輔導員)、輔導人員至學生賃居處實施不定期訪視,了解學生所處環境,表達關懷並協助解決疑難。

(5)   學業輔導:對於學業成績低落學生,由導師引導學生適性發展,增強自我信心與能力,避免學生因成績低落,造成自暴自棄或憂鬱之情形進而接觸藥物。

(6)   心輔組透過相關課程或綜合活動時間,辦理「壓力調適與情緒管理」、「衝動性與問題解決能力」、「拒絕誘惑的技巧」等訓練活動,以增強學生自我管理、保護能力。

(二)二級預防

1.進行高危險群篩檢:以危險因子篩檢高危險群,以早期發現,早期介入,方式如下:

(1)   觀察晤談:導師、系所教官(含校安輔導員)、輔導人員經常關心學生上課、生活作息及交友狀況,並主動聯繫家長,發現學生精神、行為有偏差或異常情形,即應實施個別晤談,從晤談中發現學生有無藥物濫用情形。

(2)   適時運用「校園學生使用毒品篩檢量表」: 由心輔組對學生進行測驗並將檢測結果彙整建檔,提供相關人員參考。

(3)   建立「特定人員」名冊

特定人員定義為:

A.教育部列管之經尿液篩檢確認呈毒品陽性反應或輔導勒戒完成一年以內之學生。

B.經檢警通知有施用毒品之學生。

(4)尿液篩檢:對於「特定人員」依行政院「特定人員尿液採驗辦法」要求採驗尿液,惟運用試劑篩檢學生尿液時,執行之學務人員應注意學生之自尊及隱私,並聯繫家長知情。

2.輔導

(1)   成立春暉小組:經檢警通知及教育部列管之藥物濫用特定人員,即由學務人員、導師、輔導教官(含校安輔導員)等共同組成「春暉」小組進行輔導,並由心輔組建立「春暉小組輔導學生基本資料」及「春暉小組編組名冊」,期於 3 個月內協助戒除。

(2)   尿液篩檢結果呈現陽性反應學生,除通知家長外並循教育部「校園安全及災害事件即時通報網」、「藥物濫用學生輔導追蹤管理系統」通報教育部校安中心。

(3)   結合社區輔導機構進行個別輔導:由心輔組建立相關輔導機構名冊供輔導人員使用。

(三)三級預防

學生藥物濫用個案,經輔導 3 個月後若仍未戒除,本校即結合家長,將個案轉介至衛生福利部指定之藥癮治療業務醫療機構、藥物濫用諮詢及輔導機構賡續戒治,或視個案情況報請司法機關協助處理,以降低危害,預防再用。

4.          Implementation method

(1)  Primary prevention

A.           Advisors, counselors, and personnel from the Office of Student Affairs shall strengthen individual counseling and interviews on students who are at higher risk for drug abuse.

B.       Drug abuse prevention: Hold drug abuse prevention and training activities in advisors’ workshops or advisors’ meetings from time to time to enhance teachers' knowledge of drug abuse prevention and improve prevention effectiveness.

 

C.       Strengthen education on “drug abuse prevention”

                                                     i.          Strengthen education on drug abuse prevention and related legal concept in “Chunhui” Military course, Meeting with Chairpersons or advisors each academic year to educate students the harm and criminal liability of drug abuse.

 

                                                  ii.          Hold the “Drug Abuse Prevention” workshop to teach students about drugs, the harm of drug abuse and skills of rejecting drugs, to develop students' ability to think correctly and resist the temptation to take drugs.

 

                                                iii.          Cooperate with the Ministry of Education to conduct a "Drug Abuse Prevention" cognitive test. Questions most students answer wrong shall be emphasized.

 

                                                 iv.          Counsel and visit students living off campus: Advisors, Department military instructors (including Campus Security Counselors), and counselors shall visit students’ rental residences from time to time to get to know the living environment, express care and help solve problems.

 

                                                   v.          Academic counseling: For students with low academic performance, advisors guide students for an adaptive development, improve their self-confidence and abilities. Advisors shall prevent students from contacting with drugs due to self-destruction or depression caused by poor academic performance.

 

                                                 vi.          CWSD holds training activities such as "Pressure Adjustment and Emotional Management", "Impulsive and Problem Solving" and "Temptation Refusal Skills" through relevant courses or general activities to improve students' self-management and protection capacities.

 

(2) Secondary prevention

A.        Conduct screening for high-risk groups: Conduct screening for high-risk groups with risk factors for early detection and early intervention. The methods are as follows.

 

                                                     i.          Observe and interview: Advisors, Department military instructors (including Campus Security Counselors) and counselors pay attention to students' academic performance, life and friend circles. They shall take proactive actions to make contacts with parents. If any abnormity on students’ mental condition or behavior is found, individual interviews shall be carried out to found out if drug abuse is involved.

 

                                                  ii.          Timely use of the “Campus Drug Use Screening Scale”: Students will be tested by the CWSD and the results will be filed for reference.

 

                                                iii.          Establish a list of "Certain Persons"

The definition of "Certain Persons" is as below:

a.       Students who have been tested positive for urine drug screening listed by the Ministry of Education or students who undergo rehabilitation within one year.

b. Drug using students that are informed by police.

 

                                                 iv.          Urine drug screening:

For "Certain Persons ", the urine should be collected according to the requirements of the "Regulations of Urine Specimen Collection for Certain Persons" of the Executive Yuan. When using reagents to examine the student's urine, the personnel of the Office of Student Affairs conducting shall pay attention to the students' self-esteem and privacy and inform their parents.

 

B.         Counseling

                                                            i.            Establish Chunhui Group: Certain Persons informed by the prosecution and police organizations and regulated by the Ministry of Education shall be counseled by "Chunhui" Group, which is composed of personnel of the Office of Student Affairs and military instructors (including Campus Security Counselors). The "Chunhui Group Student Basic Information" and "Chunhui Group Member List" are established by the CWSD to help students quit drug addiction within 3 months.

 

                                                          ii.            For students with a positive drug result, their parents shall be notified. Furthermore, the Campus Security Report Center shall be notified in accordance with The Ministry of Education's "Campus Security and Disaster Report Net" and "Drug Abuse Counselling Tracking System for Students ".

 

                                                        iii.            Work with community counseling institutions to conduct individual counseling: The CWSD will establish a list of relevant counseling institutions for counselors to use.

 

(3) Tertiary prevention

For drug abuse cases, if students do not quit drug addiction in 3 months after counselling, the school along with their parents will transfer the case to the medical institutions, drug abuse counselors and counselling institutions designated by the Ministry of Health and Welfare for drug addiction treatment. Depending on the circumstances of individual cases, they shall be reported to the judicial authorities for assistance to reduce harm and prevent reuse.

 

五、一般行政事項:

(一)各單位應依本要點訂定之編組及職掌執行防制預防等工作。

(二)本要點執行所需相關經費由學生事務處經費項下編列。

5.        General administration:

(1)       Each unit shall perform prevention measures according to the task force and function set by the Directions.

(2)       The implementation of the Directions is funded by the Office of Student Affairs.

 

六、本要點經主管會報通過後實施,修正時亦同。

6.        The Directions shall be approved by the Chief Administrators Council before taking effect. Any amendments shall be processed accordingly.
