一、       國立成功大學(下稱本校)為維護本校教職員生及校區、校產安全,有效協調臺南市地區檢、調、警、消等單位,共同處理安全維護事務,提昇行政效率及服務品質,應召開安全維護相關會議,為明確規範會議召開作業,特訂定本校校園安全維護會議實施要點(以下簡稱本要點)。

1.          In order to maintain the safety of staff, students, campus and the school properties, National Cheng Kung University (hereafter referred to as NCKU) shall work with the prosecution, investigation, police, and fire organizations to deal with campus safety issues. To improve administrative efficiency and service quality, Campus Safety Council shall be held.

NCKU has established the NCKU Directions for Campus Safety Meeting (hereafter referred to as the Directions) aim to define the convention of the Meeting.

 

二、       本要點會議,依會議內容及參加對象,分為以下四種類別:

(一)  校園安全聯繫協調會報。

(二)  校園安全工作檢討會。

(三)  校園安全工作小組會議。

(四)  校園安全緊急應變會議。

2.                 Meetings are divided into the following four categories according to the contents and participants.

(1)       Campus Safety Coordination and Connection Meeting

(2)       Campus Safety Review Meeting

(3)       Campus Safety Working Group Meeting

(4)       Campus Safety Emergency Response Meeting

 

三、       校園安全聯繫協調會報:

配合年度結束舉行一次,由副校長擔任召集人,邀請臺南市地區檢察、調查、警政及消防相關政府單位代表到校,就本校校區及周邊安全維護等議題實施研討,本校參加單位人員為:主任秘書、學生事務長、總務長、國際事務長、環安衛中心主任及相關單位主管、承辦人。

3.                  Campus Safety Coordination and Connection Meeting:

The Meeting is held at the end of each academic year. Vice-President serves as the convener and invites representatives from Tainan District Prosecutors Office, Investigation Bureau, Police Agency and Fire Agency to discuss about the security issue of NCKU and its surroundings. Participants from NCKU include Chief Secretary, Dean of Student Affairs, Dean of General Affairs, Dean of International Affairs, Director of Environmental Protection and Occupational Health Center and relevant supervisors as well as case officers.

 

四、       校園安全工作檢討會:

配合學年度結束舉行一次,由主任秘書擔任召集人,邀請本校各學院院長、教務長、學生事務長、總務長、國際事務長、環安衛中心主任及相關單位主管、承辦人參加;會議研討以該學年度校園事件檢討、下學年度工作為重點。

4.                  Campus Safety Review Meeting:

The Meeting is held at the end of each academic year. Chief Secretary serves as the convener and invites Deans from every College, Dean of Academic Affairs, Dean of Student Affairs, Dean of General Affairs, Dean of International Affairs, Director of Environmental Protection and Occupational Health Center and relevant supervisors as well as case officers. The Meeting shall focus on the review of campus incidents and work for the next academic year.

 

五、       校園安全工作小組會議:

採每季舉行一次,由主任秘書擔任召集人,邀請學生事務處軍訓室主任、住服組組長、總務處事務組組長、駐警隊隊長、附設醫院駐警隊長及相關單位主管、承辦人參加;會議以該季校園安全議題實施研討,並視需要邀請轄區警政單位主管或代表參加。

5.                  Campus Safety Working Group Meeting:

The Meeting is held every quarter. Chief Secretary serves as the convener and invites Director of Military Training Division of the Office of Student Affairs, Director of the Housing Service Division, Chief of General Affairs Section, Chief of Security Unit, Chief of Security Unit at National Cheng Kung University Hospital and relevant supervisors as well as case officers. The campus security issues of the quarter shall be discussed at the Meeting. The supervisors or representatives of the precinct will be invited to participate as needed.

 

六、       校園安全緊急應變會議:

依校園事件發生緊急應變需要,由主任秘書擔任召集人,邀請事件相關單位業務主管及承辦人,就事件應變、處置及後續作為實施研討;本會議得視事件發生狀況及類型,由校長或校長指定人員主持。

6.                  Campus Safety Emergency Response Meeting:

In response of the needs of emergency response to the campus incident, the Chief Secretary serves as the convener and invites supervisors or case officers of relevant units to discuss the response, disposal and follow-up of the incident. The President or the person designated by the President may hold the meeting based on the status and type of the incident.

 

七、       前述校園安全會議召開,以學生事務處軍訓室承辦為原則,重大突發事件之緊急應變會議依事件性質由該業務主管單位召開;會議紀錄及決議事項由承辦單位彙整,依行政程序簽核後管制辦理。

7.          As the principle, the aforementioned Meetings are undertaken by the Military Training Division of the Office of Student Affairs. The Emergency Response Meeting of major emergencies shall be held by the Supervision Unit according to the nature of the incident. The minutes and the resolutions shall be collected and organized by the case handling unit and processed in accordance with administrative procedures.

 

八、       相關會議召開時,應視議題需要邀請相關單位代表出(列)席。

8.                 The representatives of the relevant units shall be invited to present (attend) at the meetings as needed.

 

九、       本會議所需經費,由本校相關經費項下支應。

9.          Meetings shall be funded by the relevant funds of the University.

 

十、       本要點經主管會報通過後實施,修正時亦同。

10.      The Directions shall be approved by the Chief Administrators Council before taking effect. Any amendments shall be processed accordingly.
