1. 依據: (1) 教育部 101年11月 16 日臺軍(二)字第 1010212965C 號「維護校園安全實施要點」。 (2) 教育部 103 年 1 月 16 日臺教學(五)字第 1030006876A 號「校園安全及災害事件通報作業要點」。 (3) 教育部 103 年 11 月 12 日臺教學(五)字第 1030154442A 號「教育部主管各級學校及所屬機構災害防救要點」。 (4) 教育部 103 年 12 月 18 日臺教學(五)字第 1030180184 號「教育行政機關及學校軍訓人員值勤實施規定」。 (5) 本校 108 年 1 月 9 日第 194 次行政會議通過「國立成功大學校園事件處理要點」。 (6) 本校特性及實際需要。 1. The plan is established to satisfy compliance with: (1) The official document issued by Ministry of Education on November 16, 2012 (Tai Jun No. 1010212965C) (2) The “Operation Rules of Reporting of Campus Security Incidents” issued by Ministry of Education on January 16, 2014 (Tai Jiao Xue (5) No.1030006876A) (3) The “Directions of Disaster Prevention and Rescue in Schools and Affiliated Institutions of Ministry of Education” issued by the Ministry of Education on November 12, 2014 (Tai Jiao Xue (5) No. 1030154442A) (4) The “Regulations on the Duty of Military Instructors of Educational Administrative Organizations and Schools” issued by the Ministry of Education on December 18, 2014 (Tai Jiao Xue (5) No. 1030180184 ) (5) The “Operation Rules for Handling Campus Security Incidents” adopted by the 194th Administration Council on January 9, 2019. (6) Characteristics and practical needs of the university.
2. 目的: 旨在統籌運用學校及社區整體資源人力,建立災害管理運作機制,做好校園安全暨災害防救之減災、整備、應變與復原工作,俾防範於未然,有效減低校園災害,落實校園安全工作。 2. Objective: This plan aims to coordinate and utilize the overall human resources of the university and the community, build a disaster management and operation mechanism, and deal with campus safety and disaster prevention and reduction, repair, response and recovery works, so as to prevent and minimize campus disasters and improve campus safety.
3. 本計畫所稱災害,指下列災難所造成之損害: (1) 天然災害:風災、水災、震災、土石流等。 (2) 人為災害:火災、毒性化學物災害、傳染病、重大交通事故及其他人為所造成之傷(損)害等。 3. The term "disaster" as used in this plan means the damage caused by the following disasters: (1) Natural disasters: Windstorm, flood, earthquake, landslide, etc. (2) Human-caused events and hazards: Injuries (losses) caused by fire, toxic chemical disasters, infectious diseases, major traffic accidents and other factors.
4. 執行構想: 整合學校、社區特性與資源,設立本校校園安全暨災害防救通報處理中心(以下簡稱校安中心),納編相關成員編成指揮組、校園事件處理小組、作業管制組、行政支援組、新聞組、輔導組等組,平時負責校園災害之減災、整備事宜並研訂應變及復原計畫,校園災害發生時,視狀況召開校園事件處理小組會議,有效處理校園災害事件,維護學生安全。 4. Implementation idea: This plan integrates the characteristics and resources of the university and the community, establishes the Campus Security and Emergency Operations Center (hereinafter referred to as the center), and divides the relevant members into commanding team, campus incident operation team, administration team, news team, counseling team, etc. The center is responsible for emergency mitigation, preparation, and development of response and recovery plans. In the event of campus emergency, the center will convene a Security Incident Handling Team meeting to deal with emergency and keep student safe effectively.
5. 體系、編組與通報系統: (1) 依據教育部頒「各級學校及所屬機構災害防救要點」 ,規劃本校校安中心編組,明確編組熟悉分工及職掌,俾能「臨而不亂」、「危而不險」妥善應變處理,藉以減低災損程度。 (2) 校安中心編設「指揮組」、「校園事件處理小組」、「作業管制組」、「行政支援組」、「新聞組」、「輔導組」等組,另設諮詢委員若干人,律定分工與職掌並與學校諮詢委員會保持密切聯繫,平日做好準備與預防工作外,緊急狀況發生時即能依編組啟動各項應變作為,發揮預期功效,減少災損。本校校安中心體系圖(如附件 1)、編組職掌表及緊急應變聯絡人員名冊(如附件 2)。 (3) 為隨時掌握校園偶(突)發事件,即時發揮縱向與橫向聯繫協調功能,俾能迅速處理與輔導,減少衍生災害或副作用。 5. System, organization and notification system: (1) According to “Disaster Prevention and Operation for Schools at all Levels and Affiliation” by the Ministry of Education, this plan formulates the NCKU Campus Security Center and clarifies the division of labor and responsibilities, so as to properly deal with the emergency and reduce the degree of damage. (2) The Campus Security Center has set up commanding team, campus incident operation team, administration team, news team, counseling team and other teams and several advisory members. The Campus Security Center regulates the roles and responsibilities of each team and maintains a close relationship with the school advisory committee. Apart from routine preparation and prevention work, the emergency response of the teams can be activated upon occurrence of emergency to exert the expected effect and reduce damage. The organization structure of the Campus Security Center is shown in Annex 1, and the emergency contact list is shown in Annex 2. (3) The goal of this plan is to keep track of campus emergencies at any time, give full play to the vertical and horizontal coordination functions, so as to deal with them quickly and reduce the derivative damage or side effects.
6. 具體作法: (1) 減災階段: A. 潛在災害分析:對曾經發生或潛藏容易導致校園災害發生之因素,實施潛在災害分析。 B. 研訂減災計畫:檢討相關減災物資需求與行政支援,減少災害發生可能,經檢討可能發生災害後,研訂潛在災害減災計畫(本校潛在災害分析及減災計畫如附件 3)。 C. 建立防災資源資料庫:檢討學校、社區相關防災可運用資源,建立防災資料資料庫(詳如附件 4)。 D. 建立校安中心及防救災支援網絡:結合本校校安中心及週邊臨近支援單位,建立校安中心及防救災支援網絡圖(如附件 5)。 E. 防災教育、訓練及觀念宣導: (a)結合軍訓課程每學期第二週排定學生安全教育宣導課程,宣導災害 防救要領,期使學生具備基本災害防治觀念。 (b)配合學年度新生入學輔導研習、新鮮人成長營、住宿生研習、通識 教育生活實踐認證講座課程、專案教育活動及各項集會等,辦理防 災教育觀念宣導、專題講演、海報宣導、有獎徵答及疏散演練、消 防救護等活動,提升災害防治知能。 (2) 整備階段: A. 研擬應變計畫:依據學校可運用資源、潛在災害類別等,研擬災害應變及復原計畫(如附件 6)。 B. 緊急應變流程:訂定本校校園事件通報系統暨處理流程(如附件 7) C. 實施講習、演練等活動:每年針對安全教育辦理相關研習、防災模擬、狀況演練等活動,強化學生防災觀念,並熟悉遇災害發生處置作為及個人行動概要(本校緊急避難疏散集合點配置圖如附件 8、校安狀況推演如附件 9)。 D. 災害防救物資、器材之儲備:定期清查檢整應變物資,檢討補充需求,以利應變時能不虞匱乏。 E. 預擬復原計畫:依據潛在災害類別及本校復原事項,研擬復原措施(詳如附件 6-災害應變及復原計畫)。 (3) 應變階段: A. 應變程序: (a)校安中心值勤人員或學校負責人接獲校安事件通報後,詳細紀錄事件概要(依人、事、 時、地、物、如何、為何)。 (b)依據校園事件分類綱要,完成初步等級判定,若為緊急事件立即向軍訓室主任報告並派教官至事故地點協助處理,同時完成「校安即時通」線上回報(首報)。 (b3)若為緊急事件且可能引發媒體關注之事件,立即以電話或簡訊向軍訓室主任、學務長、主任秘書、副校長、校長(或代理人)實施初報,視需要緊急召回教官或職員,完成任務分工,並向學校各級長官回報,任務處理告一段落後實施續報(本校校園安全及災害事件通報層級劃分表如附件 10)。 B. 召開校園事件處理小組會議:視事件等級及發展,建請主任秘書(或代理人)召開處理小組會議,依據應變計畫進行研討及責任分工,有效執行應變措施,適切掌握事件發展,減低災損。 C. 災情蒐集與損失查報: (a)校安中心值勤人員依校園事件處理作業程序,詳細記錄事件過程,循電話及校安通報系統向教育部校安中心及各級長官回報。 (b)如有學校教學設備、設施災損發生,即刻通知行政支援組實施災損估算及災情統計,經組長(或代理人)簽署後,送校安中心作業管制組運用。 (c)作業管制組應密切持續掌握災情發展,隨時向教育部校安中心及上級長官實施災情續報作業。 D. 受災學生緊急照護:迅速輔導學生進行安頓工作,並透過教育部校安中心,協調專業社福組織或機構,進行照料及慰問。 E. 救援物資取得與運用:由行政支援組統籌運用獲得救援物資,嚴密規劃需求優先順序,務求公平合理,發揮最大效能。 F. 配合相關單位開設臨時收容所:於水、電、安全無虞、活動空間充足場所,檢討開設臨時收容場所。 G. 復原工作籌備:應變末期,適時建請主任秘書召開校園事件處理小組會議,檢討修正預擬復原計畫,研擬災損鑑定,復原預算編列與執行,學生復學、復課、及受災學生安置、就學援助等具體措施,並律定管制手段與時程,以便復原工作迅速有效,降低災變衝擊。 H. 災害應變過程完整紀錄:由作業管制組指派專人負責紀錄。 (4) 復原階段: A. 配合災情勘查與鑑定:請行政支援組依作業規定,實施災損勘查與鑑定。 B. 復原經費籌措:依據災害鑑定結果,編列「災害復原預算表」,陳報教育部申請預算。 C. 捐贈物資、款項分配與管理及救助金發放:由行政支援組統籌運用獲得捐贈物資,嚴密規劃需求優先順序,務求公平合理,發揮最大效能。 D. 硬體設施復原重建:依學校編列復原預算及其執行作業規定,視狀況進行公告招標及開標,並規劃施工安全管制,指派監工管制施工進度及品質,確保設施強固與安全。 E. 受災學生安置:協請臺南市政府社會局、社福機構、慈善團體,協助安置受災學生。 F. 受災人員心理諮商輔導:學校編組輔導組人員,對全校師生實施心理輔導。並依實際需要協請紅十字會、生命線等社福機構、心輔專業人員,針對受災學生或班級實施個別或團體諮商輔導,撫慰受創心靈,激勵進取意志。 G. 學生就學援助、復學、復課輔導:請教務處依據因受災而停課班級、人數,研訂復學、補課教室、老師調配,課程編排、課業輔導等具體措施。如學校毀損嚴重,應及早安排短距鄰校就讀,使學生不致因受災而中斷課業。 H. 召開災後檢討會:作業管制組於災變後,召集學校校安中心成員針對「減災、整備、應變、復原」全程作為通盤檢討,找出可供改進因素,作為再減災與整備之參考,避免災害重複發生。 (5) 為落實校園災害防救 (減災、整備、應變、復原) 階段作為,訂定本校「校園災害管理各階段作業事項表」(如附件 11),定期檢討校園安全暨災害管理作業現況,據以改進災害管理成效。 (6) 配合本校組織編制、職掌分工及防護團運作,訂定本校災害防救專業分工表(如附件 12),落實推動災害防救執行工作。
6. Specific methods: (1) Mitigation: A. Analysis of potential hazards: To analyze the factors that have happened or have potential threats to the campus security. B. Development of disaster reduction plans: To review the material needs and administrative support that may reduce the possibility of disaster. After examining the possibility of disaster, a potential disaster reduction plan shall be made (The potential disaster analysis and reduction plan of the university are shown in Annex 3). C. Establishment of a database regarding disaster prevention resource: To review the resources available to the university and communities to support response activities and develop a database of them (See Annex 4). D. Establishment of Campus Security Center and disaster response network: A disaster response network chart of the Campus Security Center and surrounding support units (as shown in Annex 5) shall be compiled. E. Disaster prevention education, training and campaign: (a) In the second week of each semester, the military training courses will provide students with safety education courses, in which basic disaster prevention method and concepts will be taught. (b) Methods such as disaster prevention education session, project presentation, poster, quiz contest and evacuation, firefighting drills will be used during the orientation, training session for dormitory residents, learning by practice course and other meetings to increase the awareness to disaster prevention and control.
(2) Preparation: A. Development of contingency plan: To develop contingency plans and plans for future disasters based on the resources available and potential types of disasters (see Annex 6). B. Emergency response flow: To develop the campus incident reporting system and process (see Annex 7) C. Speeches, prevention drills and other activities: To enhance students' awareness of disaster prevention through training sessions and disaster prevention drills. (The diagram of emergency evacuation gathering point of the university is shown in Annex 8, and the extrapolation of university is shown in Annex 9.) D. Reserves of disaster prevention and rescue materials and equipment: To check the emergency supplies and review the demand regularly, so as to see if they are enough to conduct the emergency response. E. Recovery plan: To develop the recovery measures in light of the potential disasters and the recovery events of the university. (See Annex 6- Contingency and Recovery Plan.)
(3) Response: A. Response procedures: (a) The staff on duty of the Campus Security Center or the responsible person of the university should make detailed records of the incident (who, what, when, where, how and why) after receiving the notification of the campus safety report system. (b) According to the Classification Outline of Campus Incidents, the staff on duty of the Campus Security Center or the responsible person shall make the preliminary judgment on the severity of the incident and report to the director of Military Training Office if it is an emergency and send military instructors to the place where the accident takes place to assist, and complete the online reporting on the "instant reporting of campus security incident" (the first report). (c) If it is an emergency incident that may attract media attention, please report it to the director of Military Training Office, dean, Secretary General, Vice President, President (or President’s deputy) immediately by phone or SMS. Military instructors or staff may be called as needed. They shall report to the senior at all levels of the university after completing the task division and provide a follow-up after handling the incident. (Please refer to Annex 10 for the classification table of campus security and disaster reporting of the university.)
B. Meeting of Crisis Management Team: Depending on the severity and development of the incident, the Secretary General (or his/her deputy) is invited to convene a Crisis Management Team meeting to discuss and divide responsibilities according to the response plan, effectively implement the contingency measures, and keep track of the development of the incident to minimize the damage.
C. Collection of disaster information and report of damage: (a) The on-duty staff of the Campus Security Center shall record the details of incidents and report to the Campus Security Report Center of the Ministry of Education and officials at all levels according to the procedures regarding handling of campus incidents by phone and campus security notification system. (b) If there is any damage to the teaching equipment and facilities in the university, please inform the administration to carry out the damage assessment immediately. After the assessment is signed by the team leader (or his/her deputy), it will be sent to the campus incident operation team of the university Campus Security Center for reference. (c) The campus incident operation team should follow up the development of the disaster and report it to the Campus Security Report Center of the Ministry of Education and the senior officials at any time.
D. Emergency care for affected students: To assist students to settle as soon as possible and coordinate welfare organizations or organizations to deliver welfare messages through the Campus Security Report Center of the Ministry of Education.
E. Acquisition and utilization of relief supply: The administration team co-ordinates the use of relief supplies and carefully prioritizes needs to ensure fairness and maximum effectiveness.
F. Opening of temporary shelters with relevant units: To review and open temporary shelters in places where public utilities, safety and space are available.
G. Preparation of recovery work: Campus Security Center should suggest General Secretary to convene a Security Incident Handling Team meeting in the late response phase so as to review, amend, and formulate recovery plan, develop damage assessment plan, and manage the budget for recovery, class resumption and placement of affected students, student aid and other measures. It also establishes control means and time schedule to deal with disasters promptly and effectively.
H. Complete record of emergency response process: The campus incident operation team assigns staff members to keep records of response process.
(4) Recovery: A. Disaster investigation and identification: The administration team conducts disaster investigation and identification in accordance with regulations. B. Financing: Based on the results of the disaster identification, the Campus Security Center prepares a "contingency budget plan" and submits it to the Ministry of Education for approval. C. Distribution and management of donated materials and funds and release of emergency allowances: The administration team will make fair and rational use of donated supplies and carefully plan the priority of needs to maximize the effectiveness. D. Repair and reconstruction of the facilities: To carry out the bidding for the recovery project, plan the construction safety management plan, assign supervisors to supervise the construction progress and quality, and ensure that the facilities are safe according to the budget prepared by the university and its implementation regulations. E. Resettlement of affected students: The Bureau of Social Affairs of Tainan City Government, welfare agencies and charitable organizations may be invited to assist in relocating the affected students. F. Psychological counseling for victims: The university sets up a team to provide psychological guidance to all teachers and students. In addition, according to actual needs, the university will invite welfare organizations such as Red Cross Society, Lifeline as well as psychological professionals to provide individual or group counseling for affected students or classes, so as to provide mental support. G. Study aids and class resumption: Based on the number of suspended classes and the students, the Office of Academic Affairs shall arrange the allocation of curriculum, classrooms, teachers and tutoring. If the university is badly damaged, students should be allocated to the nearest school as early as possible so as to reduce the impact of the disaster on their studies. H. Post-disaster review sessions: After the disaster, the campus incident operation team shall convene members of the Campus Security Center for a comprehensive review of "disaster reduction, repair, response and recovery works" and identify the room for improvement for future reference so as to avoid recurrence of disasters.
(5) In order to fulfill the tasks of disaster prevention and rescue (disaster reduction, repair, response and recovery), the university formulated the "schedule of stages of campus emergency management" (see Annex 11) and reviewed the current situation of campus safety and disaster management on a regular basis to boost the effectiveness of emergency response plan.
(6) In accordance with the organization structure, division of duties and operation of the protection group, the university formulated a work distribution chart of disaster prevention and rescue (see Annex 12) to implement disaster prevention and rescue.
7. 一般規定: (1) 校安中心各組應依業務職掌及防救災需求,隨時與各公、民相關機構協調聯繫取得聯繫管道,並視作業需求簽訂支援協定,俾利防災業務推動及資源整合工作。 (2) 本計畫所需經費,由各處室依執行防救災需要,循年度預算程序編列並由主計室審核;另由學務處依年度災害防救教育推動(含模擬、演練)需要,彙整專案計畫陳報教育部爭取經費支援。 (3) 校安中心應適時充實通訊及必要資訊設備,並與教育部通報系統聯結,確保通報網絡暢通(校安中心相關設施一覽表如附件 13)。 (4) 新聞組於平時即建立各媒體連絡管道,並加強與各界溝通,避免衍生之附加傷害;災害發生後,負責對媒體溝通、說明,對於錯誤報導或不實傳言,應立即更正或說明。 (5) 各組應定期檢討校園安全及災害管理工作狀況,據以辦理獎懲,以提升實施成效。 (6) 災害管理表現優異人員依程序建請議獎,失職人員依規定檢討懲處
7. General rules: (1) Each team of the Campus Security Center shall establish contact with relevant public and private organizations at any time according to their business responsibilities and needs and sign a support agreement as needed to promote disaster prevention business and integrate resources. (2) The budget of this plan is compiled by each office according to the annual budget and reviewed by the Accounting Office. In addition, according to the needs of disaster prevention and rescue education sessions (including safety drills), the Office of Student Affairs may apply for financial support to the Ministry of Education. (3) The Campus Security Center shall equip itself with necessary communication and information equipment and link up with the notification system of the Ministry of Education to ensure a smooth communication. (See Annex 13 for a list of related facilities of the Campus Security Center.) (4) The news team has established contact with media and various sectors to avoid collateral damage. After the disaster, the news team is responsible for communicating and explaining to the media. The news team should correct or make statements if there is inaccurate or untrue report. (5) Each team should regularly review the performance of campus safety and disaster management and handle rewards and punishments accordingly to improve the productivity of workers. (6) Disaster management personnel will be rewarded according to the regulations. Dereliction of duty should be punished in accordance with the provisions.
