一、國立成功大學(下稱本校)為有效管理攀岩場,並維護使用安全,特訂定本要點。

1. National Cheng Kung University (hereinafter referred to as "the University") has established these directions to effectively manage the rock-climbing gym and ensure user safety.

 

二、攀岩場管理單位為本校學生事務處學生活動發展組(下稱活動組)。

2. The rock-climbing gym is managed by the Student Development and Activities Division of the University (hereafter referred to as the SDAD).

 

三、攀岩場得進行之活動,以下列各款為限:

(一)抱石、上方確保攀登(Top Roped Climbing)及先鋒攀登(Lead Climbing)三種攀登方式。

(二)繩索技術訓練。

3. Activities allowed in the rock-climbing gym is limited to the following:

(1)       Bouldering, Top Rope Climbing, and Lead Climbing.

(2)       Rope technique training.

 

四、使用者進行前點活動時,應配備下列器材,器材安全規範如附件一:

(一)抱石:護墊(攀登者身體最低點到護墊不得超過三公尺)及岩鞋。攀登者得視需求,使用粉袋(止滑或乾燥粉)或頭盔。

(二)上方確保攀登:攀登者應配備吊帶、動力繩及岩鞋;確保者應配備吊帶、手動輔助性確保器或手動制停確保器、有鎖鉤環或自鎖鉤環及動力繩。攀登者得視需求,使用粉袋(止滑或乾燥粉)或頭盔。

(三)先鋒攀登:攀登者應配備吊帶、快扣繩環、動力繩、快扣鉤環及岩鞋;確保者應配備吊帶、手動輔助性確保器或手動制停確保器、有鎖鉤環或自鎖鉤環及動力繩。攀登者得視需求,使用粉袋(止滑或乾燥粉)或頭盔。

(四)繩索技術訓練:依訓練內容對應所應配備器材及其安全規範。

4. Users engaging the aforementioned activities must equip the following items. Safety standards for equipment are detailed in Appendix 1:

(1)       Bouldering: Crash pads (the distance from the climber's lowest body point to the crash pad must not exceed 3 meters) and climbing shoes. Optional equipment includes chalk bags (with climbing chalk to dry out sweat or improve friction) or helmets.

(2)       Top Rope Climbing: Climber must equip climbing harness, climbing rope and climbing shoes. Belayer must equip climbing harness, belay devices (locking/manual), karabiner (screwgate/self-locking) and climbing rope. Optional equipment for climber includes chalk bags (with climbing chalk to dry out sweat or improve friction) or helmets.

(3)       Lead Climbing: Climber must equip climbing harness, quickdraw/tape slings, climbing rope quickdraw/karabiner and climbing shoes. Belayer must equip climbing harness, belay devices (locking/manual), karabiner (screwgate/self-locking) and climbing rope. Optional equipment for climber includes chalk bags (with climbing chalk to dry out sweat or improve friction) or helmets.

(4)       Rope technique training: Equipment must match the training content and adhere to safety standards.

 

五、攀岩場借用時段:每週一至週五上午八時至晚間十時(國定假日除外)。

攀岩場若遇天雨或地面設備濕滑或潮濕,管理單位得不開放使用。

5. The opening hours for the rock-climbing gym are Monday to Friday, 8:00 AM to 10:00 PM, excluding public holidays.

     In the event of rain or if the equipment or flooring is deemed wet or slippery, the management unit reserves the right to suspend use.

 

六、擬使用攀岩場者,應於活動日起算前一星期,於社團E化系統檢附活動企畫書,向管理單位申請借用,經管理單位核可後,始得使用。

前項企畫書應包含活動基本資料,管理單位並得視活動內容,要求提供具備攀登確保證人員名單、合格證照、切結書或受訓證明等文件。

6. Users are required to submit an application, along with a detailed proposal, through the Club Management System no less than one week prior to the scheduled activity date. Approval from the management unit must be obtained before utilizing the rock-climbing gym.

     The proposal shall include fundamental activity details, and the management unit reserves the right to request a list of certified belayers, valid certifications, affidavits, or evidence of training, as deemed necessary based on the nature of the activity.

 

七、攀岩場之使用,應遵守下列安全注意事項:

(一)使用者應確實遵守「國立成功大學攀岩場安全攀登規則」(附件一)與安全告示事項。

(二)使用者初次進行攀登活動前,應簽署「攀岩場安全攀登規則之個人資料表」(附件二)。

(三)使用者每次進行攀登活動前,應簽署「攀岩場安全攀登規則切結書」(附件三)。

(四)使用者每次進行攀登活動前,應確實填寫「國立成功大學攀岩場每日健康聲明表」(附件四),並送交管理單位留存。

(五)使用者應在其攀登能力或確保能力範圍內,進行攀登或確保。

(六)攀岩場每條攀登路線,每次僅一人得攀登,並不得於攀登者下方活動。

(七)攀登者進行上方確保攀登或先鋒攀登時,應由具備確保證之確保者進行確保或第二確保(作為第三人進行拉繩)。如有第二確保需求,應於申請企畫書敘明。

(八)使用者應確保使用器材之安全性。管理單位應定期聘請廠商進行攀岩場安全檢查。

(九)使用者如發現攀岩場有岩塊鬆動、破損或其他損壞情形,應立即通知管理單位,並不得使用損壞處。

(十)攀岩場內禁止攜帶任何食物與飲料,並不得施用各類麻醉興奮藥品。

7. The following safety precautions shall be observed when utilizing the rock-climbing gym:

(1)       Users shall follow the National Cheng Kung University Rock-Climbing Gym Safety Rules (Appendix 1) and the content of the Safety Notice posted at the rock-climbing gym.

(2)       First-timers must sign the Personal Information Form (Appendix 2) before each climbing activity.

(3)       Users shall sign the Affidavit (Appendix 3) before each climbing activity.

(4)       Users shall sign the Daily Health Declaration Form (Appendix 4) before each climbing activity, and submit it to the management unit.

(5)       Users shall climb or belay within their ability and competence.

(6)       Only one individual shall be permitted to climb a given route at any time, and no activities shall be conducted beneath the climber.

(7)       During Top Rope Climbing or Lead Climbing, belaying must be performed by a certified belayer or a secondary belayer (for rope management as a third party). Secondary belayer requirements must be specified in the proposal while submitting the usage application.

(8)       Users shall be responsible for ensuring the safety of the equipment in use. The management unit shall engage qualified contractors to conduct periodic safety inspections of the rock-climbing gym.

(9)       Users shall immediately notify the management unit upon discovering any loose or damaged climbing holds or other safety concerns and shall refrain from utilizing the affected area.

(10)   Food and beverages, as well as the use of narcotics or stimulants, is strictly prohibited within the rock-climbing gym.

 

八、攀岩場屬本校財產並投保公共意外責任保險,禁止塗污、破壞及竊取相關設施設備,違反者應負賠償責任,並依法究辦。

8. The rock-climbing gym is the property of the University and is covered by public liability insurance. Any acts of vandalism, theft, or defacement of facilities are strictly prohibited and shall result in compensation liability and potential legal consequences.

 

九、使用者違反本要點規定,累計滿三次以上者,管理單位得對借用人或借用單位停權三個月。違反情節嚴重者,管理單位得要求借用人或借用單位就違反規定之使用者進行教育訓練,完成後始得再次申請借用。

9. Users who violate these directions on three or more occasions may face a suspension of their usage privileges for a period of three months. In cases of severe violations, the management unit reserves the right to mandate that the individual or entity responsible for the usage application conduct educational training for the violators. Reapplication shall only be permitted upon the completion of such training.

 

十、本要點經學務主管會議通過,簽請校長核定後實施,修正時亦同。

10. The Directions are passed in the Student Affairs Management Meeting and are signed and approved by the president before implementation. The same shall apply to any amendments to the directions.
