第一條 

國立成功大學(以下簡稱本校)為有效運用儀器設備資源,充實與改善教學及研究設備,俾符合學校發展目標,特訂定本辦法。

Article 1

These regulations are formulated for the National Cheng Kung University (this university) to effectively use instruments and facilities in an attempt to enrich and improve teaching and research facilities, thus assisting the university development, which complies with the university’s development goals.

 

第二條 

本校為審查儀器設備補助申請案,特設置儀器設備規劃及審查委員會(以下簡稱本委員會)。

Article 2

The Instrument and Facility Planning and Review Committee (this Committee) is established specifically for this university to review the applications for instrument and facility subsidies.

 

第三條 

本委員會任務如下:

一、規劃本校年度儀器設備補助之建議預算。

二、審查並規劃本校儀器設備補助清單及其優先順序。

三、審核本校各項新購儀器配合款證明申請案。

四、審查本校儀器設備購置補助款申請案。

Article 3

This Committee has the following responsibilities:

1. To plan and suggest a budget for this university’s yearly instrument and facility subsidies.

2. To review and prioritize the list of this university’s instrument and facility subsidies.

3. To review the applications for this university’s matching fund certificate for newly procured instruments.

4. To review the applications for this university’s subsidy for procuring instruments and facilities.

 

第四條

本委員會置委員二十一至二十七人,由共用儀器設備委員、圖儀規劃小組委員、財務長及主計室主任共同組成。本委員會由研發長擔任召集人,儀器設備中心主任擔任執行秘書。

本委員會召集人得視需要召開並主持會議,召集人未能出席會議時,得指定委員一人代理主持。

本委員會之審議案,應有委員二分之一以上之出席,出席委員過半數之同意始得議決。

Article 4

This Committee consists of 21–27 members, including members of Shared Instrument and Facility Committee, members of the Library Resources and Instrument Planning Group, Vice President for Finance, and Comptroller of the Accounting Office. The Vice President for Research & Development serves as the convener of this Committee, and the Director of the Instrument Development Center serves as executive secretary.

The convener of this Committee may convene and host a meeting whenever necessary. If the convener cannot attend the meeting, he or she can designate another member as acting host.

Agendas to be reviewed by this Committee will be approved of only when more than 1/2 of the Committee members attend a meeting and more than half of the members attending the meeting agree on a resolution.

 

第五條

本委員會審議時委員有下列情事之一,應予迴避審議:

一、委員、委員之配偶、前配偶,為該案申請人或代理人者。

二、委員為該案申請人或代理人四親等內之血親,或三親等內之姻親,或曾有此親屬關係者。

三、委員之配偶、前配偶,就該案與申請人有共同權利人、共同義務者。

Article 5

Committee members must avoid participating in the review if any of the following conditions are met:

1. A member or his or her spouse or former spouse is the applicant or agent of that application.

2. A member is a relative by blood within four degrees of relationship to the applicant or agent of that application, or a relative by marriage within three degrees of relationship, or used to have a kinship relationship with the applicant or agent of that application.

3. The spouse or former spouse of a member is the co-obligee or co-obligor of the concerned party, either the applicant or agent of that application.

 

第六條 

本委員會審核之新購儀器配合款證明與審查之購置補助款,其審核與審查要點,由研發處另訂之。

Article 6

The Office of Research and Development will develop directions governing the  review and examination of the matching fund certificates and procurement subsidy for newly procured instruments reviewed by this Committee.

 

第七條

本校各單位所購置之儀器設備總金額逾新臺幣參佰萬元以上,且獲購置補助款者,應納入本校共用儀器設備系統,對外提供服務。

Article 7

All units of this university that have procured instruments and facilities costing NT$3 million or more and have obtained subsidy from such procurement must include said instrument or facility in the instrument and facility sharing system of this university and provide services to parties outside the unit.

 

第八條

各項儀器設備購入後,應依據儀器設備特性編寫管理細則及操作維護手冊,並於驗收完成後三個月內由管理單位公告管理要點,並開放使用。

Article 8

After the purchase, the management rules and an operating and maintenance manual must be written according to the characteristics of said instrument or facility. The said documents shall be submitted within 3 months of the acceptance inspection to the management unit for the management directions to be announced and said instrument or facility to be opened to use.

 

第九條

各單位獲得補助所購置之儀器設備應由儀器設備中心追蹤考核其管理及使用成效,以作為未來繼續申請補助之參考。

Article 9

The Instrument Development Center must conduct a performance appraisal of all instruments and facilities purchased by various units with subsidy to determine the units’ management and use efficacy, which will be used as a reference for reviewing future subsidy applications.

 

第十條

本辦法經校務基金管理委員會及行政會議通過後實施,修正時亦同。

Article 10

These regulations are enforced after being passed in the NCKU Endowment Fund Management Committee and an Administrative Meeting. The same rule applies to all amendments.
