一、 國立成功大學、國立中興大學、國立中山大學及國立中正大學四校(以下簡 稱四校)組成「臺灣綜合大學系統」(以下簡稱系統)，為使系統經費支用範圍明確，特訂定本要點。

• The TCUS Directions for Expenditure Budget Disbursement (hereafter the Directions) are established by the Taiwan Comprehensive University System (TCUS), an alliance of four universities (hereafter the four universities), including National Cheng Kung University (NCKU), National Chung Hsing University (NCHU), National Sun Yat-sen University (NSYU) and National Chung Cheng University (CCU), to specify the scope of matching fund disbursement under the TCUS administration.

二、 本要點所稱經費，係為使系統運作順暢並在有效管理下永續經營而設置， 以提供四校在推動產學合作或相關事務之營運經費，藉由運用此經費，將 由獲得的研究計畫之管理費及服務盈餘逐步回饋，作為系統永續經營的基本財源。

• The term of Expenditure Budget, as defined in these Direction established by the TCUS to facilitate its effective operation and sustainable development. The funds shall be provided to the four universities to finance their administration of academia-industrial collaboration projects or related operations. The feedback of administration fees and service revenues derived from commissioned research projects financed by the TCUS matching funds shall become a fundamental financial resource for a sustainable development of the TCUS.

三、 經費由各校校務基金自籌收入每年提撥經費(國立成功大學 1,000 萬 元，國立中興大學、國立中山大學及國立中正大學各 500 萬元)。

• The TCUS expenditure budget are set up with financial budgets appropriated annually by the four universities from the self-raised income in their school endowment funds (with an annual contribution of NT$10 million from NCKU, and 5 million from each of the other three universities).

四、 申請單位應於系統執行委員會(以下簡稱執委會)審議子計畫通過後檢附經 費預算表提出申請經費，簽請各校 校長核准後始得支用。 如確有急迫性需要且不及送執委會審議通過者，得專案簽請各校 校長核准 後支用。

• An applicant unit shall apply for a matching grant with a budget proposal upon approval of its sub-project by the TCUS Executive Committee (EC), which shall be approved by the president of the affiliated university before disbursement. Should an application fail to be submitted in time to the EC for approval, a special report shall be submitted to the president of the affiliated university for approval before disbursement.

五、 經費支用範圍如下：

（一）儀器設備之購置及維護等。

（二）對學校學術研究及教學發展有關事項之支援。

（三）國外及大陸地區旅費之支應。

（四）系統辦公室行政事務費及專兼任人員薪資。

（五）系統行政中心業務費及專兼任人員薪資。

（六）系統總校長行政工作費。

（七）其他推動系統有關事項之支援。

•  The scope of expenditure budget disbursement is specified as follows:

(1) Procurement and maintenance of instruments and equipment

(2) Providing support for activities related to academic research and teaching development of the school.

(3) Overseas (including mainland China) travel expenses.

(4) Administrative expenses and staff salaries of the TCUS office (Secretariat).

(5) Administrative expenses and staff salaries of the TCUS Administration Center.

(6) Administrative expenses of TCUS President.

(7) Providing support to activities related to the development of TCUS.

六、本要點經執委會及四校校務基金管理委員會通過後實施，修正時亦同。

• These Directions shall be approved by the TCUS Executive Committee and the school fund management committees of the four universities before taking effect. Amendments shall be processed accordingly.
